Defesa: Exército desdramatiza atrasos na entrega dos novos blindados Pandur 8x8    

   Amadora, 07 Nov (Lusa) - O Chefe do Estado-Maior do Exército (CEME),  general Pinto Ramalho, desvalorizou hoje os atrasos na entrega dos novos  blindados Pandur 8x8 para substituir as "chaimite", afirmando que os prazos  de entrega de estão "dentro do previsto".  

     

   A cerimónia de entrega ao Exército dos blindados, fabricados na Áustria  e em Portugal, pela Steyer, chegou a estar marcada para o início de Outubro,  mas foi adiada devido a falhas técnicas detectadas nas viaturas, e foram  devolvidas à fábrica.  

     

   Nesse dia, um porta-voz do Exército previa que os problemas se resolvessem  "dentro de mais ou menos duas semanas", mas esse prazo foi ultrapassado  e não foi anunciado nova data para a cerimónia simbólica de entrega dos  blindados às forças armadas portuguesas.  

     

   " margem da abertura do ano lectivo da Academia Militar, na Amadora,  o general Pinto Ramalho afirmou que "teve a informação" de que "todos os  veículos estarão em condições para lhe serem feitos os testes finais".  

     

   O CEME disse que o Exército cumpriu já os planos de formação de formadores  para a utilização dos novos blindados de rodas que vão substituir as antigas  Chaimite, do tempo da Guerra Colonial, da década de 60.  

     

   No total, e de forma faseada, até 2010, vão ser entregues 260 blindados,  dos quais 218 produzidos em Portugal, na Fabrequipa, no Barreiro, e os restantes  na fábrica austríaca. Grande parte dos blindados, 240, destina-se ao Exército  e os restantes 20, de tipo anfíbio, aos Fuzileiros, da Marinha.  

     

   Até final do ano estava planeada a entrega às Forças Armadas portuguesas  24 viaturas blindadas, segundo disse à Lusa fonte da empresa. A compra dos  blindados Pandur foi acordada no início de 2005, ainda no tempo do ministro  da Defesa do governo PSD/CDS-PP, Paulo Portas.

Austrian APCs fail in tests, supply to Czechs delayed

Prague, Nov 7 (CTK) - The supply of the Pandur APCs from the producer, Austrian firm Steyr, to the Czech military will be delayed as the APCs have failed to meet a quarter of the required criteria in the military tests, the Defence Ministry said Wednesday, adding that it is considering imposing sanctions on Steyr.

Pandurs' failure in the tests will prevent the first 17 vehicles from being supplied to the Czechs by end-November in accordance with the contract's deadline.

Steyr reacted to the information asserting it will hand the vehicles over by the deadline.

The Czech Defence Ministry is nonetheless considering imposing financial sanctions on Steyr or even withdrawing from the contract or its parts, deputy minister Jaroslav Kopriva told journalists during the meeting of the lower house defence committee today.

He said that the Pandurs had not met 24 of the 93 criteria set. The ministry has asked Steyr to remove the shortcomings.

Steyr has not at all reacted to its own failure to meet the contract conditions in time. Nor has Steyr announced by when it will be able to supply the Pandurs in an acceptable state, Kopriva said.

He said the ministry estimates the APCs final tests to start only in mid-January.

Steyr's PR official Jan Piskacek said the company would fulfil its commitments.

"In accordance with the deadline, the vehicles will be prepared for transfer by the end of November," Piskacek told CTK.

He said the shortcomings the vehicles suffer from when compared to the contract documents are only of a formal character. "Most of them have been redressed," he added.

Kopriva admitted that the supply's delay might endanger the Czech military's capability of action. Although the military does not plan to use the Pandurs in military missions abroad in the first months of 2008, it wanted to use them in training.

"Of course this [delay] is unpleasant, as the military is planning certain exercises and wanted soldiers to get acquainted with the new equipment," Kopriva said.

Kopriva would not specify the possible financial sanction Prague might impose on Steyr for the pending delay.

Steyr is expected to supply a total of 199 Pandurs worth more than 23 billion crowns to the Czech military. This is one of the biggest orders in the Czech military's history. The contract was signed by then Defence Minister Karel Kuehnl (Freedom Union-DEU) after the mid-2006 elections in spite of his party's failure to re-enter the Chamber of Deputies.

The Czech military is unlikely to receive the new lorries from the Czech producer Tatra in time either, Kopriva told the deputies today.

The tests of the T 180 lorries have been delayed and the first 27 vehicles thus cannot be supplied to the military by the deadline, which is also November 30, like in the case of the Pandurs.

Tatra could supply the first vehicles early next year, Kopriva said.

The Tatra company was not chosen in a tender but directly by the government in 2006. The order worth 2.6 billion crowns was signed by then Defence Minister Jiri Sedivy in December 2006.

Tatra is to supply 304 lorries in 2008 and 225 in 2009.

Defence Minister Vlasta Parkanova today dismissed Jiri Martinek as the defence ministry's armament section that is in charge of large orders, including the purchase of APCs and lorries.

Czech govt decides to abrogate APC contract with Steyr

Prague- The Czech government has decided to abrogate its contract with the Austrian company Steyr for the supply of armoured personnel carriers (APC) to the Czech military as of December 10, Defence Minister Vlasta Parkanova told journalists.

Parkanova (Christian Democrats, KDU-CSL) said Steyr has failed to fulfil its commitments ensuing from the contract.
"The solution may look very radical at first sight, but we're convinced that it is correct," Parkanova said at a press conference.
The cabinet decided on the contract's abrogation last week, on the Defence Ministry's proposal.
The ministry officials who attended the conference said they do not expect the government's decision to provoke an arbitration dispute between the Czech Republic and Steyr. They said it is rather Steyr who might face sanctions.
Steyr was originally supposed to supply the first 17 APCs Pandur to the Czech military by the end of November, but the supply got delayed.
Another round of tests that was to show whether Steyr had removed certain defects that were previously uncovered in the Pandurs, was to take place in March 2008.
Steyr, however, has already produced the promised 17 Pandurs, which are now placed in its headquarters in Vienna.
The Czech military previously said it was to take the APCs over in mid-2008.
The ministry said several weeks ago that in the previous tests the Pandurs failed to meet 24 criteria of the total 93. Steyr was expected to remove the shortcomings.
The APCs purchase ranks among the biggest orders in the Czech military's history. Steyr was to supply 199 of them to the Czech Republic. The contract worth 20.8 billion crowns was signed by the then Defence Minister Karel Kuehnl (Freedom Union-DEU) shortly after the mid-2006 general election in which the Freedom Union-DEU was ousted from the Chamber of Deputies. Die tschechische Regierung hat einen Auftrag an den in Wien-Simmering ansässigen Panzerproduzenten Steyr-Daimler-Puch Spezialfahrzeuge (SSF) im Wert von rund 800 Mio. Euro zurückgezogen.

Die österreichische Firma habe die vereinbarten Liefertermine nicht eingehalten, darüber hinaus hätten die bereits gelieferten Radpanzer die vorgesehenen Tests nicht bestanden, erläuterte Verteidigungsministerin Vlasta Parkanova am Dienstag die Entscheidung. Eine Stellungnahme von Steyr war nicht zu erhalten.


Größter Auftrag der tschechischen Armee
Steyr hatte Anfang 2006 den lange umkämpften Großauftrag der tschechischen Armee zur Lieferung von 199 Radpanzern Pandur II erhalten. Darüber hinaus wurde eine Option zur Bestellung weiterer 35 Panzerfahrzeuge vereinbart.


Es handelte sich um den größten Auftrag in der Geschichte der tschechischen Armee. Steyr hatte sich bei der Ausschreibung gegen den finnischen Konkurrenten Patria Vehicles durchgesetzt.


Hatte es schon vor Vertragsunterzeichnung Zweifel an der neuen, achträdrigen Version des Panzers gegeben, so war heuer im Sommer von Problemen bezüglich der Funkgeräte, der Kanonen und der Satellitennavigation die Rede.


Einstimmig beschlossen
Die Regierung in Prag habe die Kündigung des Vertrages mit Steyr Spezialfahrzeuge einstimmig beschlossen, heißt es. "Die Regierung wurde über die Tatsache informiert, dass der Vertrag nicht ordentlich erfüllt wird", sagte Parkanova laut tschechischen Medienberichten. Tschechien werde die vereinbarten Vertragsstrafen geltend machen.


Test angeblich nicht bestanden
Etwa ein Viertel der bisher gelieferten Panzerfahrzeuge hätten die vorgesehenen Tests nicht bestanden, es habe eine Reihe von Problemen gegeben, sagte die Ministerin. Außerdem habe Steyr die vereinbarten Liefertermine nicht eingehalten.

Laut Kaufvertrag hätte Steyr Spezialfahrzeuge die ersten 17 Radpanzer bis Ende November liefern sollen. Das sei aber nicht geschehen, so dass seit 1. Dezember die Pönalefrist laufe. Steyr hatte allerdings am 27. November in einer Presseaussendung mitgeteilt, die 17 Panzer seien fertig und zur Abholung bereit.


Verbesserung angeboten
Steyr hatte laut Parkanova angeboten, eine verbesserte Version der Radpanzer bis März 2008 zu liefern, also mit einer Verspätung von einem halben Jahr. "Falls wir darauf eingegangen wären, hätten wir immer wieder Zugeständnisse machen müssen", sagte die Ministerin.


SSF mit Sitz in Wien-Simmering ist eine 100-Prozent-Tochter des US-Konzerns General Dynamics. SSF unterlag Ende 2006 bereits bei der Ausschreibung um einen Großauftrag aus Slowenien im Wert von knapp 280 Mio. Euro der finnischen Patria. Im August dieses Jahres gingen die Österreicher in Kroatien neuerlich leer aus - wieder hatten die Finnen die Nase vorne.

Meus caros está em alemão, mas  não deixa de ser preocupante esta noticia, os checos dizem que a viatura não passou nos testes, que deu um montão de problemas, atrasos de ano e meio na entrega da viatura   bom vamos la ver o que isto vai dar para o nosso lado.

Mesmo considerando que seria a data de entrega final, apenas passaram duas semanas.
Parece-me demasiado cedo para justificar declarações bombásticas como a possibilidade de cancelar o negócio, que surgiu num jornal de Praga.

Podemos especular que há vontade do actual governo ou de outras partes da sociedade checa de minar o programa. São 199 veiculos bem equipados, imagino que o programa seja caro e controverso q.b. por lá.

Percebi bem? Os Austriacos nao entregaram o produto como deve de ser? Fizeram erros? Eu pensava que eram so os Portugueses!!!! Ja estou a pensar no Joseph (leia-se Ze Povinho Austriaco) a boa moda Portuga a dizer, pois se estes Pandur fossem feitos na cochichina nada disto acontecia! Aqui (na Austria) nem sabem soldar meia dúzia de placas de aço juntas!!!! Atrasos nas entregas??!!! Cruzes!!!!


Desculpem-me o cinicismo mas isto vai para demonstrar que os Portugueses não sao os únicos a fazer asneiras. Acontece em todo o lado! Isto e so para abrir os olhos que vêem tudo que e feito em PT com acidez!

Aim, eu, se fosse militar no activo, queria andar numa viatura tão bem equipada e protegida quanto os Pandur checos seriam - note-se que obviamente falo das capacidades e qualidades no papel.
