Heavyweight 'Cougars' Protect Marines in Iraq

WASHINGTON --- The Marine Corps is using fat cats to combat enemy-emplaced roadside bombs in Iraq. However, these hefty "Cougars" aren't felines. They're heavily armored wheeled trucks that are robust enough to ward off much of the deadly energy generated by improvised explosive devices favored by insurgents.  
 
Cougars and other similarly built U.S. vehicles employed in Iraq feature armor-plated V-shaped bottoms designed to deflect the upward explosive power of roadside bombs that account for the majority of U.S. casualties in Iraq. Explosive ordnance teams as well as combat engineers use the trucks. Each can weigh 30,000 pounds or more, depending on the model.  
 
The trucks began arriving in Iraq in the late fall of 2004 as part of an accelerated Defense Department acquisition program. Reports from Iraq say the heavyweight trucks have saved many service members' lives.  
 
"These vehicles provide unmatched protection capabilities for combat engineers and EOD teams by withstanding both armor-piercing and anti-tank mine blasts," Marine Maj. Gen. William D. Catto told House Armed Services Committee members during a June 15 hearing here. The Marines have fielded 26 Cougars in Iraq, thus far, Catto said.  
 
Joint EOD rapid response vehicles, known by the acronym JERRVs, are another, similar variant of the Cougar concept. The Marine Corps has ordered 122 JERRVs, Catto said, for overseas deployment to joint-military explosive ordnance disposal teams. The Marine Corps is slated to get 38 JERRVs of its own.  
 
These vehicles "are designed with protection capabilities that are very similar to the Cougar," Catto, who heads Marine Corps Systems Command, said at the hearing.  
 
Catto said all 122 JERRV deliveries are to be completed this month. And MCSC, he added, awarded a contract in May 2006 for 57 more trucks earmarked for joint forces' use.  
 
"The Marine Corps is committed to aggressively matching our equipment to changing threats," Catto told the committee. "Our ability to rapidly modify our vehicle armoring systems is another testament to this commitment."

Northrop Grumman Delivers Texas Submarine to the Navy

NEWPORT NEWS, Va. --- Northrop Grumman Corporation celebrated a significant chapter in its history today as it delivered its first submarine to the U.S. Navy in a decade.  
 
The nation's newest and most advanced nuclear-powered submarine, Texas (SSN 775), returned to the company's Newport News shipyard following the successful completion of its third and final round of builder's sea trials.  
 
"Today is a proud moment for the shipbuilders of Newport News,'' said Becky Stewart, vice president for the submarine program at Northrop Grumman Newport News. "From the construction and planning teams to engineering and administration to our partners at Electric Boat and the U.S. Navy, there are many people who have worked on this great ship. Texas is a testament to their hard work, dedication and professional commitment."  
 
Texas is the second ship of the Virginia class and is the first submarine delivered by Northrop Grumman since 1996.  
 
Northrop Grumman is teamed with General Dynamics Electric Boat to build the first 10 ships of the Virginia class. Current plans call for 30 Virginia-class submarines in the fleet. Using millions of parts from over 4,000 suppliers in 47 states and the District of Columbia, Virginia-class submarines incorporate dozens of new technologies and innovations and are the first major combatants designed with the post-Cold War security environment in mind.  
 
The first ship of the class, USS Virginia (SSN 774), was delivered in 2004. The keel for Texas was laid on July 12, 2002. The ship was christened by First Lady and Sponsor Laura Bush on July 31, 2004 and launched on April 9, 2005. The commissioning will be Sept. 9 in Galveston, Texas.

Force Protection Announces Follow-On Order for Additional Cougar Vehicles

LADSON, S.C. --- Force Protection, Inc. today announced a follow-on order by the U.S. Marine Corps for 15 additional Cougar Joint Explosive Ordnance Disposal Rapid Response Vehicles (JERRV). The order, which includes associated support items and services, is worth an estimated $9.3 million.  
 
The U.S. Department of Defense awarded Force Protection a contract for 79 Cougar JERRVs in May. This marks the second delivery order made under the contract in less than two months. All vehicles will be manufactured and delivered to the government this calendar year.  
 
"The Joint IED Defeat Organization is funding these vehicles in a manner that leaves no question as to how urgently they are needed," said Force Protection CEO Gordon McGilton. "We are responding in kind not only with this life-saving technology, but with the resources necessary to maintain the vehicles at the highest levels of performance."  
 
Force Protection has placed more than 30 Field Service Representatives (FSRs) in the field to assist the armed forces in training and vehicle maintenance in Iraq and Afghanistan.  
 
"We have a proven solution to counter IEDs in the Cougar JERRV," said Vice President for Marine Corps Programs Wayne Phillips. "It is being fielded in greater numbers every day, and with the support system created by the deployment of our FSRs, troops will continue to have the resources that ensure optimal use of these vehicles."  
 
 
Force Protection, Inc. manufactures ballistic- and mine-protected vehicles through its wholly owned subsidiary. These specialty vehicles are protected against landmines, hostile fire, and Improvised Explosive Devices (IEDs, commonly referred to as roadside bombs). This is not your father's Phrog…well it could be…but recent improvements have gone a long way in improving the safety and payload of the 40-year-old Battle Phrog.  
 
Responding to warfighter needs, the CH-46E Sea Knight (a.k.a. the "Phrog") program office, PMA 226, located at Marine Corps Air Station Cherry Point, N.C., is working on several programs aimed at improving the safety and recovering the payload of the Phrog.  
 
"New lightweight armor, new pilot/co-pilot crashworthy seats and various hydraulic, avionic and structural improvements, will reduce the Phrog's weight by more than 700 pounds over the next three years. Additional weight removal options, such as removing obsolete cockpit vibration absorbers, can be done to offset the weight gains made with any future modifications," said Paul Fitzgerald, the Assistant Program Manager of Systems Engineering (APMSE).  
 
"During the Vietnam era, the Sea Knight helicopter was outfitted with heavy, metallic armor plates around the engine and the flight control system to protect the aircraft from small arms fire. In 2003, lighter weight armor became an item of Congressional interest and the Phrog received funding in a markup in the 2004 Defense Appropriations Act," added Fitzgerald.  
 
With that money, the program office started the competitive procurement of the Lightweight Replacement Armor System (LWARS). Developed by Armor Works LLC of Phoenix, Ariz. LWARS replaces the heavy armor with a lightweight substitute that provides the same coverage area with same or better ballistic protection. The total weight savings amounted to more than 250 pounds.  
 
Under the direction of Paul Fitzgerald, Daryl Bugbee, Sea Knight structural engineer, and fleet users, several value added features were incorporated into the new armor to improve interchangeability and durability. "Interchangeability allows easy movement of individual armor plates from one helicopter to another, a capability that did not exist with the old metallic armor, that had to be drilled to fit a specific helicopter," said Fitzgerald.  
 
"Within 28 months, the new armor was bought and fielded as standard mission equipment, well ahead of the planned schedule," said Trish Butler, the Integrated Program Team lead.  
 
"In mid October 2005, the first batch of new lightweight armor was delivered to the squadrons. By March 2006, all 166 sets were delivered to the fleet with a fully supported spares supply system," said Jeff Pettigrew, Assistant Program Manager for Logistics (APML). "Installations are currently managed by the fleet to deploy the new armor as needed with priority given to helicopters operating in Iraq and as part of Marine Expeditionary Units."  
 
"The Sea Knight is the only Navy or Marine Corps helicopter currently fitted with modern composite armor," said Lt. Col. Harry Hewson, Naval Air Systems Command (NAVAIR)'s program manger for the Sea Knight helicopter and it's T58 engines. "This armor gives Phrog crews the ability to lift more and operate in areas where the threat is considered too high for other helicopters. In Iraq, especially as we get into the hot summer months, it is really paying off."  
 
The current Phrog pilot seats, unmodified since the 1970s, are armored and very heavy when compared to current in-production helicopter pilot seats made from lighter ballistic-tolerant material. "The team managed to successfully compete the procurement of lighter seats and lowered the price of the new seats by more than $30,000 per aircraft," added Butler.  
 
In August 2005, the program office awarded a contract to Simula Aerospace & Defense Group of Phoenix Ariz. for the design and development of lightweight, armored and crash-worthy replacement pilot and copilot seats. The new seats are a variant of the seats currently used in the new UH-1Y and H-53 helicopters.  
 
"The seats, developed under the Lightweight Replacement Armored Seat Program (LRASP), are 200 pounds lighter than the existing 462-pound seats and provide the latest in crash survivability technology, ergonomic design and ballistic protection. With ergonomically designed seat cushions, the new seats will reduce pilot fatigue and increase crew comfort, which has become increasingly important with the long flight hours and high operations tempo experienced by crews operating in Iraq," said Butler.  
 
Marine Medium Helicopter Squadron (HMM) 165, based at Marine Corps Air Station Miramar, Calif., received the first new seats when Sea Knight 153969 paid a recent visit to Naval Air Systems Command (NAVAIR) Depot Cherry Point. N.C. The remaining helicopters are scheduled to start receiving the new seats in early August 2006.  
 
"The ability of the Sea Knight to perform medium lift assault support largely depends on aircraft payload. Over the past 40 years, the empty weight of the helicopter has grown to the point where the intended mission is constrained due to lack of payload," said Hewson. "Between the new armor and the new seats, we have restored the capability to lift two additional Marines. Small increments in capability like that can add up and really make a difference in combat."  
 
"The Phrog is heavily deployed in the global war against terrorism. The program office's efforts to reduce the helicopter's weight via initiatives, such as new armor and seats are a cost effective means of restoring the mission payload to a seasoned war fighting asset," Hewson added.

New Osprey Squadron Tilts Toward Future

MARINE CORPS AIR STATION NEW RIVER, N.C. --- Marine Medium Helicopter Squadron 266 cased their colors and stood down during a ceremony June 16 on the flightline.  
 
The ceremony represented the beginning of the squadron's transition to the new MV-22 "Osprey," and "signifies the end of CH-46E operations for the squadron," said U.S. Marine Lt. Col. Joseph E. George, commanding officer for Marine Medium Helicopter Squadron 266. "It's a great day for the Marine Corps and Marine Corps aviation," he added.  
 
Marine Medium Helicopter Squadron 266 will be renamed Marine Medium Tiltrotor Squadron 266, and will stand back up next year as the third operational "Osprey" squadron in the Marine Corps, writing a new chapter in aviation history, said George, who received a Bronze Star Medal during the ceremony for his work during Operation Iraqi Freedom.  
 
Currently all Marine Corps "Osprey" squadrons are located on Marine Corps Air Station New River.  
 
The Station houses two testing and training squadrons along with the first operational "Osprey" squadron, VMM-263. Marine Medium Tiltrotor Squadron-162 is scheduled to stand up in September as the second operational squadron.  
 
The switch to MV-22's will give the squadron a whole new level of capabilities, said George, who recently received his 3,000 flight hours pin.  
 
Traveling almost twice as fast and carrying 10 more Marines than the aging "Sea Knight," the "Osprey" will replace all medium lift helicopters in the Marine Corps. The MV-22 also has the ability to refuel in flight, making it self-deployable.  
 
The pilots of Marine Medium Helicopter Squadron 266 will head to Marine Medium Tiltrotor Training Squadron-204 and begin a six-month school, learning how to fly the revolutionary aircraft.  
 
"It's two different theories of flight," said U.S. Marine Maj. Mike Duncan, a pilot with Marine Medium Helicopter Squadron 266 moving to the new machine. "You have aspects of both fixed wing and rotary wing aircraft."  
 
Duncan said he is excited about moving to the MV-22, and said the Marine Corps will benefit from the increased long range capability.  
 
The squadron ended its journey on a positive note, returning all of its Marines and sailors safely from its most recent deployment to Iraq, said George.  
 
He said he expects the squadron to continue its proud tradition when it re-emerges as an "Osprey" squadron and prepares for another deployment, possibly in 2008.

Australia's long coast is also its border, and they've taken an innovative approach to the problem. Unlike, say, the US Coast Guard, Australia has semi-privatized the coastal patrol function, placing contractors under the Customs service. Once intruders are detected, these contractors can then call on pre-arranged support from civil authorities and/or the Royal Australian Navy and Air Force. The Canadian American Strategic Review (CASR) think tank offers some excellent coverage of the Coastwatch program, including excerpts from a Canadian Senate report that details the program's jurisdicton and assets, and a discussion of potential lessons learned for Canada, which faces similar issues.

Surveillance Australia Pty Ltd, part of the Cobham Services Division, was recently named the preferred bidder for a 12-year, A$ 1 billion Australian Coastwatch contract over Raytheon Australia. Cobham is the current provider of aerial Civil Maritime Surveillance services to the Australian Customs Service, and the new contract under Australia's CMS04 (Civil Maritime Surveillance 04) program will expand its fleet, address key concerns - and possibly have an impact on a major American maritime surveillance program.

(Kockums AB photo)HMS Karlstad, the fifth and final vessel of the Visby series, was christened today, Thursday August 24th 2006, by Director General Marie Hafström, Swedish Armed Forces.  
 
The impressive ceremony was held at Kockums in Karlskrona, Sweden, in the presence of guest of honour Birgitta Samuelsson, Chairwoman of Karlstad Local Council. She presented the commander of the new vessel, Commander Carl David Philipsson, with a figurine of a young woman, portraying Sola, a waitress in 18th century Karlstad who was renowned for her sunny nature and became a symbol for Karlstad’s sunny atmosphere. The commander and his crew promised that it would naturally be awarded a place of honour aboard the new vessel.  
 
The many other guests attending the ceremony included Director General Gunnar Holmgren, Swedish Defence Materiel Administration (FMV); Rear Admiral Anders Grenstad, Chief of the Royal Swedish Navy; Eskil Erlandsson (Centre Party), Chairman of the Parliamentary Standing Committee on Defence and, from ThyssenKrupp Marine Systems, of which Kockums is a part, Christian Eckel and Torsten Köncker. Kockums was officially represented by acting CEO Ralf Kube.  
 
HMS Karlstad, in common with the other vessels of the Visby series, is constructed of carbon fibre, featuring full stealth capability, making her almost impossible to detect with radar or other sophisticated sensors, such as IR imaging equipment.  
 
HMS Karlstad is designed as part of Sweden’s new rapid reaction force and is well equipped to fulfil this role. The ability to see and hear all, while remaining undetected oneself, offers a number of tactical advantages. The commander can also decide to exit stealth mode, should he wish to reveal his presence, and then “vanish” again.  
 
HMS Karlstad can handle everything from Mine Countermeasures (MCM), Anti-Submarine Warfare (ASW), surface combat, marine surveillance and maritime protection to general maritime support. She is also designed to provide emergency support at the scene of marine accidents and to participate in international peacekeeping missions. HMS Karlstad and her sister Visby-class vessels constitute a very considerable addition to the operational strength of the Royal Swedish Navy.  
 
HMS Karlstad’s crew comprises 43 men and women, of whom 16 are conscripts. The vessel is 72 metres long, with a draught of 2.4 metres. She will displace 650 tonnes when fully fitted. Powered by a combined diesel and gas (CODAG) turbine arrangement, she has a top speed in excess of 40 knots, precise figures being classified.  
 
“The Visby corvettes enhance the strength of the Swedish Navy and offer a considerable advance in flexibility,” said Ralf Kube, Kockums’ acting CEO, addressing the assembled guests. He expressed his thanks to FMV for excellent cooperation throughout a highly complex and forward-looking project.  
 
In particular, he addressed his fellow workers at Kockums:  
 
“I wish to express my special thanks to all who have been involved in the Visby project, for your great efforts and commitment. After more than a decade, we are now entering the final phase of this challenging and complex project. We shall not only have contributed a strong link in Sweden’s defence: we shall have accumulated essential experience and know-how on which future Kockums projects may be built.”  
 
Two earlier Visby-class vessels are operating abroad. HMS Helsingborg is currently engaged in trials in the Mediterranean, and HMS Härnösand is due to sail to Germany, where she will show her paces. International interest in the Visby corvettes is considerable.

França: Lançado com êxito novo míssil destinado equipar submarinos nucleares

Paris, 09 Nov (Lusa) - O exército francês procedeu hoje ao primeiro lan çamento, com êxito, de um novo míssil estratégico, o M-51, destinado a equipar s ubmarinos nucleares, anunciou o Ministério da Defesa em Paris.

        O míssil M-51, que estará operacional até 2010, deverá equipar os subma rinos nucleares lançadores de engenhos da nova geração da força Oceânica estraté gica francesa.

        O "ensaio experimental" de hoje foi "efectuado, como sempre", sem carga nuclear, e "realizado de acordo com os compromissos internacionais da França no que diz respeito à segurança, transparência e não-proliferação", lê-se num comu nicado do Ministério.

        Um porta-voz do centro de ensaios e de lançamento de mísseis situado em Biscarosse, sudoeste da França, confirmou o "êxito do primeiro lançamento do mí ssil M-51", sem carga nuclear.

Parece que a Venezuela está prestes a fechar um grande negócio de submarinos com os russos.

Há muitas informações contraditórias, mas os números são grandes.
Um dos primeiros erros do mundo moderno é presumir, profunda e tacitamente, que as coisas passadas se tornaram impossíveis.

El principal diario de negocios de Rusia, Kommersant, afirmó esta semana que Caracas ultima negociaciones con Moscú para la adquisición de entre cinco y nueve submarinos, a un costo de entre 1.000 y 2.000 millones de dólares, según sea el número y tipo de submarinos rusos que eventualmente se adquieran.

Los cinco primeros submarinos serían los "Project 636 del tipo Kilo" a diesel y los otros cuatro los modernos "Project 677 del tipo Amur", según esa fuente.

Kommersant recordó que la Armada de Venezuela anunció el pasado diciembre planes de adquirir nueve submarinos de cuarta generación y reveló que había recibido propuestas de Alemania, España y Rusia.

Un representante de la industria militar rusa dijo a su vez a la agencia Interfax de ese país que durante la visita de Chávez podría, como mínimo, firmarse un contrato para la venta de tres submarinos de la clase "Amur", por más de 600 millones de dólares.

Negotiations between Venezuela and Russia on the purchase of five to ten Russian submarines are winding down. The final decision may be made when Venezuelan President Hugo Chavez visits Russia on June 29. Chavez will visit Russia just before Russian President Vladimir Putin visits the United States. The submarine deal will likely become another irritant in U.S.-Russian relations.
Kommersant sources say that Venezuela has ordered five Project 636 and four Project 677E Amur submarines. It initially wanted only the 677, but that model is not yet part of the Russian Navy forces, and a contract for its sale cannot be written yet. Admiralteiskie Wharves are now building two 636 subs for Algeria. China purchased eight 636 in 2004-2006 for $1.8 billion.

Venezuela is spending big money on modernizing its armed forces. According to the Venezuelan Defense Ministry, the country spend $4.3 billion on arms purchases in 2005-2006. Of that sum, $3.4 billion went to Russia. Germany, France and Italy jointly and Russia competed in a tender to provide Venezuela with submarines. It will have the largest submarine fleet in South America, along with Peru, which has six submarines, Brazil, which has five, and Chile, which has four.

Venezuela makes no secret of the fact that it is preparing for military conflict with the United States.

O presidente venezuelano, Hugo Chávez, deve concluir um acordo para a compra de nove submarinos russos durante uma visita a Moscou no fim do mês, informa a imprensa russa.

Caracas já encomendou cinco submarinos diesel 636 e quatro de um novo modelo de submarino diesel, o Amur 677E, afirma o jornal Kommersant, que cita fontes anônimas dos setores de fabricação de naves e exportação de armas.

Os expertos militares da Venezuela mantêm as “consultas ativas” com seus colegas da Rússia com objetivo de adquisição de um importante lote de submarinos , noticia esta quinta-feira (14) Ria-Novosti, citado uma fonte anónima do setor naval russo.

“ Agora é demasiado cedo para informar data ou cifras concretas “ , mas as negociações tratam de diferentes variantes , em particular, do fornecimento de “ submarinos da quarta geração Amur-950 e Amur-1650”, assim como “ modelos do projeto 636 que têm integrado um sistema lança-mísseis”, disse a fonte.

Os sistemas de mísseis russos Club-S, integrados em submarinos , não têm comparação no mundo. Foram desenvolvidas para destruir objetos submergidos em água, costeiros e de superfície aquática em condições da forte resistência radioelectrónica e de fogo.

Segundo o jornal russo Kommersant o ajuste comercial já está confirmado e o acordo será assinado durante a visita do presidente venezuelano Hugo Chávez à Rússia nas finais deste mês . De acordo com jornal que cita  hoje suas fontes também anónimas, Caracas encomendou cinco submarinos diesel-eléctrico 636 e quatro de um novo modelo de submarino diesel-eléctrico Amur 677E que irá fornecido às Forças Armadas  russas só este ano. O lote está avaliado em 1-2 bilhões de dólares .

Se a venda for realizada, poderia convertir-se “em um novo fator de irritação nas relações entre Moscou e Washington”, comenta Kommersant.

 Venezuela quer submarinos para enfrentar um eventual bloqueio naval dos EUA.

Desde 2005, Caracas gastou 3.400 milhões de dólares (2.600 milhões de euros) em armas de Rússia, incluindo 24 aviões de caça, 35 helicópteros militares, sistemas de defesa aérea e 100.000 metralhadores Kalashnikov.

Pena que os jornalistas sejam aldrabões ou descuidados em qualquer parte do
Mundo. O navio da fot não é nenhum "submarino diesel electrico 636", mas sim o submarino nuclear de ataque americano Sea Wolf.
