New Russian Coast Guard Corvettes

February 18, 2006

The Russian navy is designing and building a new class of coastal defense corvettes. Forty of the new ships will be ordered, with ten assigned to each of the main fleets (Atlantic, Pacific, Baltic and Black Sea). The ships will displace 3,000 tons and the first of them will be ready for service within a year. The main job of the new ships will be searching for and destroying submarines. They will be able to stay at sea about ten days at a time. This is the first major buy of surface ships for the Russian navy since the Soviet Union dissolved in 1991.

O navio de projeção de força e controle “Mistral” (foto), construído nos estaleiros da DCN em Brest, na França foi oficialmente entregue à marinha francesa no dia 27 de fevereiro. O “Tonerre”, segundo da classe, ainda está em construção. O “Mistrral” desloca 21.000t, tem 199m de comprimento, atinge velocidade de até 19 nós e pode transportar 450 soldados, 16 helicópteros pesados e dois hovercrafts, além de duas embarcações de desembarque de material. Alternativamente, pode transportar um terço de um regimento de infantaria mecanizado, incluindo os veículos. O navio tem apenas 160 tripulantes.

DID has covered the Franco-Italian FREMM multi-role frigate project in the past. While discussing one of the program's rockier periods, we noted the Italian push for the cheaper but lower-performance Avio LM2500 turbine (GE CF6-6 derivative, 32MW) over France's preference for the Rolls Royce MT30 (36MW) to power the ships, a dispute that delayed the project for a full year. At stake was Italian Avio group's 800-person Brindisi factory, which would probably have closed without the order.

The three year selection process finally ended in a formal way. Avio recently signed contracts with the French shipyard DCN and the Italian shipbuilder Fincantieri for the 27 LM2500+G4 turbines, starting with the option for the first 8 which will be delivered between 2008 and 2013. Avio estimates that the FREMM contract will be worth about EUR 150 million, as the turbines are assembled, installed, and serviced in the 10 Italian and 17 French ships which will enter service between 2011-2022. Avio will also supply other high-technology components such as the power system's accompanying electronic management system (TCS).

The corporate release notes that "This contract will enable Avio to operate in the marine propulsion sector for the next 20 years." Avio SpA is owned by the US Carlyle Group.

Marinha do Chile compra helicópteros
A Armada de Chile adquiriu à U. S. Coast Guard três helicópteros HH-65A Dolphin, derivados do Dauphin com motores Textron Lycoming LTS101-750A-1. A idéia é eventualmente comprar um total de nove exemplares, para operar a partir dos novos navios de escolta recentemente incorporados, provenientes da Holanda e do Reino Unido (Juan Carlos Cicalesi-Santiago Rivas).

Stealthy SSGNs Slip Into Special Ops
 
May 11, 2006: The U.S. Navy project to convert four ballistic missile submarines to commando/cruise missile boats, is well in hand, with the USS Ohio (SSGN 726) and USS Florida (SSGN 728) already in service. Michigan (SSGN 727) is scheduled to begin sea trials late this year, and Georgia (SSGN 729) is scheduled for completion in mid-2007.

Conversion of the boats entailed converting two of the ballistic missile tubes for use as diver lockout chambers, able to accommodate up to nine men. Eight tubes have been rebuilt to permit them to be used alternatively for stowing Naval special operations forces equipment, cruise missiles, UAVs or UUVs, or for other (classified) purposes. The remaining 14 tubes have been converted to house up to seven Tomahawk UGM-109 or U/RGM-109E, Block IV cruise missiles. If the SOF (Special Operations Forces, usually SEALs) capable tubes are also used, each boat can carry up to 154 Tomahauks. In addition, the Poseidon missile command and control systems and spaces have been replaced by command and control facilities for SOF. Each boat can house a 66-man SOF team for relatively long periods, and up to 102 for shorter periods. In addition, each boat is fitted to carry either two "Dry Dock" shelters (storage bins for SOF gear or other equipment) or two midget submarines for SOF.

In addition to being used to support the land battle with precision attacks by Tomahwak missiles or SOF teams, the Navy has proposed developing modules that can permit the SSGNs to be used as forward joint task force headquarters.

PUERTO REAL, España - España comenzará a fabricar ocho lanchas de patrullaje para Venezuela bajo un acuerdo esperado desde hacía tiempo y firmado el viernes, que ha enfadado a Estados Unidos.

Las embarcaciones son parte de un paquete militar de 1.700 millones de euros (2.000 millones de dólares) que también incluye 10 aviones de carga.

La fabricación de los buques _que se acordó preliminarmente en noviembre_ recibió su aprobación definitiva en la ceremonia de firma del contrato, en la que participaron el comandante de la armada venezolana Armando Laguna, y el presidente de la compañía naviera estatal española Navantia, Juan Pedro Gómez Jaen.

Con la excepción de una, todas las demás embarcaciones serán fabricadas en Puerto Real, en el sur del país, y la entrega quedará concluida a finales del 2011, dijeron las autoridades.

Cuatro son embarcaciones de patrullaje oceánico y el resto para tareas de la guardia costera relacionadas con la lucha contra el narcotráfico y el contrabando, y para proteger los recursos pesqueros de Venezuela, según los funcionarios sudamericanos.

Laguna dijo que uno de los buques será construido en Venezuela, en el astillero DIANCA de la ciudad de Puerto Cabello, "lo que supone la transferencia de conocimiento y tecnología de última generación de parte de Navantia".

El acuerdo sufrió una parálisis a comienzos de este año, después que Estados Unidos le negó a EADS-Casa _la filial española de un consorcio europeo de aviación_ , permiso para vender a Venezuela 10 aviones de carga porque tenían tecnología estadounidense.

El gobierno norteamericano considera que el presidente venezolano Hugo Chávez es una fuerza "desestabilizadora" en la región y teme que la venta pueda afectar el equilibrio militar en América del Sur.

Una delegación de la empresa viajará a Venezuela para presentarle al gobierno un estado de situación, dijo el jueves a la prensa local el embajador venezolano Arévalo Méndez.

Expresó que la venta de las embarcaciones no era una buena noticia para Estados Unidos, "más interesado en controlar que en combatir" el negocio del narcotráfico.

Méndez expresó que las empresas estadounidenses venden a los cárteles de la droga de América Latina "los equipos para el montaje de los laboratorios para elaborar la droga, los productos químicos necesarios o las plantas generadoras de electricidad".

"No se explica cómo sale eso de Estados Unidos y no se puede detectar", sostuvo el embajador.

Chávez ha manifestado que la posición de Estados Unidos es un ejemplo del imperialismo que busca imponer qué países deberían ser autorizados a abastecer a sus militares.

España, bajo el liderazgo del presidente del gobierno José Luis Rodríguez Zapatero, mantiene lazos amistosos con Chávez y ha expresado que cumplirá con el acuerdo.


Comento la circunstancis de que si se pueden fabricar es porque los buques no tienen tecnología estadounidense sino que son diseño 100% español. Lo digo porque por aqui he leido que España no es capaz de hacer nada en lo naval sin ir de la mano de USA.

AgustaWestland And UK Ministry Of Defence Sign Landmark Strategic Partnering Arrangement And Future Lynx Contract

The Minister for Defence Procurement, Lord Drayson, announced today that the UK Ministry of Defence (MoD) and AgustaWestland have signed a Strategic Partnering Arrangement (SPA). Lord Drayson also announced the award of the Future Lynx contract to AgustaWestland, the launch programme under this new Strategic Partnering Arrangement. The signing of this SPA fulfils one of the key commitments in relation to the helicopter sector as outlined in the UK Government White Paper on Defence Industrial Strategy published on 15th December 2005. This arrangement, along with the Future Lynx contract, will ensure that the critical design engineering and knowledge of UK military demands will be retained at AgustaWestland’s Yeovil facility to ensure that the support of the MoDs current fleet of AgustaWestland helicopters can be effectively and efficiently sustained. The arrangement commits both AgustaWestland and the MoD, through challenging business transformation arrangements, to deliver a number of objectives focused on schedule and cost reduction and aircraft availability improvements. The SPA also places very strong emphasis on developing an effective and co-operative working environment between the two parties, based on increased transparency, openness and respect.


The SPA is underpinned by an incentivised Business Transformation Agreement where key business improvement targets have been agreed, consistent with the objectives of the Strategic Partnering Arrangement. On signing the SPA and Future Lynx contract, Alan Johnston, Managing Director of Military Programmes at AgustaWestland, said “This partnering arrangement marks a key step in the development of the relationship between AgustaWestland and the MoD. We understand the trust that the MoD is placing with AgustaWestland through this agreement and we are committed to meeting and exceeding their expectations. Future Lynx is the first opportunity for both parties to put this new way of working into practice. It will help secure the technology base and defence capability of the UK and is very important for AgustaWestland and its suppliers to be able to plan and invest for the future.” The Royal Navy and the Army will receive 70 Future Lynx helicopters fitted with state of the art mission systems under a programme with a maximum value at just under £1 billion. The contract, awarded to AgustaWestland, will see the replacement of existing Army and Royal Navy Lynx helicopters with a much more capable version to deliver more capability and reduced whole life costs. The contract will support over 800 high technology jobs at AgustaWestland and within its supply base across the UK.


The new aircraft is expected to enter operational service in 2014 with the Army and in 2015 with the Royal Navy. It will embody a range of technological improvements including: configurable cockpit displays, networked enabled capability, more powerful engines, improved defensive aid systems and a new upgraded tail rotor system. The current Lynx entered service with the Royal Navy and the Army in the mid-1970s in anti-submarine and utility roles. Since then the aircraft has taken on an increasingly wide range of roles including: anti-surface warfare, battlefield reconnaissance, casualty evacuation, airborne command post, logistical support and tactical troop transport. Future Lynx will help preserve and extend this operational capability for the Royal Navy and the Army. New technology onboard will also mean reductions to support and maintenance costs over the life of the aircraft which will stay in service for thirty years.

Lockheed Martin Completes Factory Testing of Final Aegis Weapon System for Norway

MOORESTOWN, N.J. --- Lockheed Martin today marked the completion of factory acceptance testing for the fifth, and final, SPY-1F Aegis Weapon System for the Royal Norwegian Navy with a "pull-the-plug" ceremony at its Moorestown facility.  
 
The ceremony declared the Aegis Weapon System ready for shipboard installation and celebrated de-energizing the system - "pulling the plug" - in its test environment in preparation for delivery to Navantia's Ferrol, Spain, shipyard. The system will be installed in the Norwegian frigate Thor Heyerdahl.  
 
The delivery of the fifth Aegis system to Norway marks a significant milestone in the five-ship Norwegian New Frigate program, and comes a week after the Royal Norwegian Navy celebrated the arrival of KNM Fridtjof Nansen, the first ship of the program, in Oslo, Norway. Fridtjof Nansen was formally commissioned in Ferrol, Spain, April 5.  
 
"The five ships of the Norwegian New Frigate program represent a great example of successful international teamwork and industry partnership," said Orlando Carvalho, vice president and general manager at Lockheed Martin's Surface-Sea Based Missile Defense line of business. "The flexibility of Aegis and the cooperation afforded through critical partnerships enable us to continue delivering a world-class system on-schedule and on-budget to multiple naval customers."  
 
The SPY-1F is designed to provide high-performance surveillance, detection and tracking, and operate with the Evolved Sea Sparrow Missile and Standard Missile 2. Lockheed Martin is responsible for system integration of the multi-mission Integrated Warfare System, including sensors, command and control, communications and weapons, for the Fridtjof Nansen-class frigates.  
 
The Aegis Weapon System is the world's premier naval surface defense system and is the foundation for Aegis Ballistic Missile Defense, the primary component of the sea-based element of the U.S. Ballistic Missile Defense System. The Aegis Weapon System includes the SPY-1 radar, the Navy's most advanced computer-controlled radar system. When paired with the MK-41 Vertical Launching System, it is capable of delivering rapid reaction time and simultaneous firepower for every mission and threat environment in naval warfare.  
 
The Aegis Weapon System is currently deployed on 79 ships around the globe, with more than 25 additional ships planned. In addition to the U.S. Navy and Norway, Aegis is the maritime weapon system of choice for Australia, Japan, South Korea and Spain.

Finnish Navy Takes Delivery of Fourth Hamina Missile Boat

The Rauma yard of Norwegian shipbuilder Aker Yards on Monday delivered the fourth and last Hamina class missile boat to the Finnish navy.  
 
The fourth vessel was named Pori. It joins Hamina, Hanko and Tornio in the navy's "Squadron 2000".  
 
Pori is 51 metres long and built of aluminium and light-weight composite materials. Twin water jets give it a speed of more than 30 knots.

Indonesia cleared to receive patrol boats
In Japan's first move to provide what it defines as arms to another nation under official development assistance, the Cabinet approved a plan Tuesday to donate three patrol boats to Indonesia to help fight "terrorism and piracy."

The boats are not fitted with weapons, but they are defined as vessels for military purposes because they have armor, including bulletproof glass.

The Cabinet decided to exempt the boats from the ban on arms exports on condition the vessels be used only for limited purposes, including dealing with terrorism and piracy, and they not be transferred to a third country without Japan's consent, Chief Cabinet Secretary Shinzo Abe said in a statement.

"Creating measures to curb the rising number of terrorist and pirate activities around the world these days has become an increasingly important task for the peace and development of the international community," Abe told a news conference after the Cabinet meeting.

Abe said international cooperation to help developing nations fight piracy is in Japan's national interest, as pirates pose a direct threat to Japan's economic activities and the safety of Japanese engaged in maritime transport.

The donation, worth about 1.92 billion yen, came in response to Jakarta's requests for help to procure vessels to strengthen its marine patrols, the Foreign Ministry said.

New Warship Perth Delivered to Australia's Navy

The Minister Assisting the Minister for Defence Bruce Billson today officially took delivery of the tenth and final ANZAC class frigate, NUSHIP Perth on behalf of the Royal Australian Navy.  
 
Built by Tenix Defence Pty Ltd at the iconic Williamstown shipyard, the ship features state–of-the-art weaponry and a range of capability enhancements unique to Australia.  
The latest frigate was delivered as part of a 17-year fixed-price contract worth $7 billion.  
 
At today's hand-over Mr Billson said the new Perth was a "flexible, capable and cost effective warship" and its construction had drawn on the skills and expertise of hundreds of local suppliers, sub contractors and Tenix employees.  
 
"The construction of this fine ship serves as an excellent example of the world-class result that can be achieved when Defence and industry work together as partners," Mr Billson said.  
 
"The ships built by Tenix have been of outstanding quality and have been delivered on cost, on time and on budget, to a schedule revised to accommodate new capabilities."  
 
The ANZAC construction project is the largest and most successful surface warship build project ever completed in Australia. It has provided long-term benefits for the economies on both sides of the Tasman and has involved about 1300 companies with 73 per cent local industry content, it has also provided 8,000 jobs.  
 
Perth is a 3,600 tonne ship capable of a top speed in excess of 27 knots and it has a range of 6,000 nautical miles. The ship will be equipped with the latest communication, navigation and fire control systems. She will be capable of firing the Evolved Seasparrow missile from its Vertical Launching System and will be armed with a five inch gun.  
 
Mr Billson said the ANZAC Ships would provide the RAN with the capability of defending Australian waters from attack by any potential aggressor.  
 
"Further work is underway to provide the ANZACs with an increased capability which will enable them to meet contemporary anti-ship missile defence requirements. This will ensure that the large investment in the Class will provide strategic benefits well into the future," he said.  
 
The ANZACs have recently proved their considerable value to the Nation in their very effective operations in the Persian Gulf and off the north coast of Australia, as well as in Antarctic waters

Estando a chegar ao fim da sua carreira operacional, o porta-aviões USS Kennedy poderia ser alvo de uma proposta que demonstra bem as dificuldades dos americanos não só a manter o ritmo dos seus compromissos externos como aguentar as pressões politicas internas.

O senador Duncan Hunter propôs transferir o porta-aviões USS Kennedy para a NATO.A hipótese não passará provávelmente disso mesmo: a NATO apenas dispõe de um orçamento de mil e quinhentos milhões USD (dos quais um terço é proveniente dos USA) enquanto que apenas  manter o navio  custaria 200 milhões por ano.Ao mesmo tempo deve-se compreender que a Aliança Atlantica não tem 'vocação' para se dotar de forças armadas 'próprias'.Ainda no mesmo espírito outros tinham proposto que o Kennedy   fosse transferido para a US Coast Guard com objectivo de ser transformado em base móvel num quadro de missões de socorro em caso de desastre.
Se a US NAvy se encontra de momento com a mais pequena frota de porta-aviões de toda a sua história, não deixa por isso que as preocupações senatoriais parecem mais motivadas pela baixa actividade dos estaleiros navais americanos que por considerações de natureza mais estratégica.

Identifying the needs of the Canadian Forces

For the past 35 years, the Auxiliary Oiler Replenishment (AOR) vessels have done more than just re-fuel and re-supply the fleet. HMCS Protecteur, and HMCS Preserver have contributed to humanitarian aid missions in Florida and the Bahamas, peace-making off Somalia and East Timor, and have been poised for the evacuation of non-combatants from Haiti, to name but a few. Now, these vessels are approaching the end of their service lives and the cost of fully maintaining and servicing this capability is increasing.

The new Joint Support Ship’s (JSS) ultimate goal is the delivery of three multi-role vessels with substantially more capability than the AORs. In addition to being able to provide at-sea support to deployed naval task groups, they will also be capable of sealift operations as well as support to forces deployed ashore.

The Joint Support Ship will provide Canada with modern vessels that are a critical component of Canada’s defence capability, both at home and abroad. These vessels will enable the Canadian Forces to fulfill its domestic maritime security priorities as well as support Canada’s foreign policy objectives.

The Joint Support Ships will maintain the core capabilities inherent in the Navy’s current replenishment ships including:

    *

      The provision at sea of fuel, food, spare parts, and ammunition;
    *

      Modern medical and dental care facilities, including an operating room for urgently needed operations;
    *

      Repair facilities and technical expertise to keep aircraft and other equipment functioning; and
    *

      Basic self-defence.

They will also support Canadian Forces operations ashore through additional features, including:

    *

      Roll-on Roll-off (RO-RO) of cargo;
    *

      Lift-on Lift-off (LO-LO) of cargo;
    *

      The operation of three to four maritime helicopters (each ship);
    *

      Work and living space for additional personnel, over and above the standard crew of up to 165 people; and,
    *

      Capability to navigate in first-year arctic ice.

Replenishment ships such as the Joint Support Ship enable a Naval Task Group to remain at sea for up to six times longer than would be possible without these ships. This capability is critical to safeguard our domestic maritime security and sovereignty. With their added capacity to support troops ashore, they will also serve to reinforce Canada’s global presence while supporting our nation’s foreign policy objectives. Here are some highlights of what the Joint Support Ship will offer:

    *

      A covered multi-purpose deck space for vehicles and containers with space for additional containers on the upper decks. This will serve to reduce the reliance on chartered sealift.
    *

      The notional dimensions of the ship will be in the order of 200 metres in length, 26 metres in breadth and a displacement of 28,000 metric tonnes.
    *

      In addition to the interoperatibility with the Army and Air Force, being able to function as a Joint Task Force Headquarters is also important, as it may be impossible to establish a JTF HQ ashore in areas of conflict.
    *

      Inherent in the ship design will also be an ability to be rapidly reconfigured. The hangar, normally used for doing maintenance on aircraft, could be rapidly transformed to care for survivors of a disaster at sea or at shore.
    *

      The ship will also be configured with both active and passive self-defence systems and an ability to navigate in first-year arctic ice up to 0.7 metres thick.

A fair, open and transparent process

The four consortia bidding on the project definition phase are led by:

    *

      Irving Shipbuilding
    *

      BAE Systems (Project) Limited (BAE Systems Naval Ships)
    *

      ThyssenKrupp Marine Systems AG
    *

      SNC-Lavalin Profac Inc.

The bidding consortia invited to submit implementation proposals for preliminary ship design, project implementation plans, and an in-service support plan.

Two consortia will be awarded contracts ($12.5 million each) for the project definition phase, and will compete for the final Implementation contract. Based on the definition phase plans, one consortium will be chosen for project implementation. The overall project cost is $2.9 billion. This includes a base cost of $2.1 billion, plus an estimated $800 million in contracted in-service support over 20 years.

A good deal for Canadian industry

In accordance with Canadian shipbuilding policy the Joint Support Ships will be built in Canada. This infusion of opportunity into Canada’s shipbuilding industry means the creation of high quality jobs and fostering of industrial development, which will in turn contribute to stronger Canadian economy.

Canada's new government will ensure that the Joint Support Ship project delivers maximum high-quality industrial benefits to Canadians and that the Canadian shipbuilding industry is well positioned to play a significant role this project proceeds.

This project will create long-term industrial development for Canadians. The Government's policy requires that prime contractors on defence procurements undertake business activities in Canada, usually in an amount equal to the value of the contract they have won. This helps Canadian companies maintain globally competitive operations in the country and effectively support future national security requirements.
