Honestamente essa da NAVANTIA cheira-me a desculpa de mau perdedor. Os marinheiros noruegueses foram incompetentes que levaram á colisão, depois evacuaram o navio deixando portas estanques abertas e agora a culpa é do estaleiro!?
Então sendo assim toda a armada espanhola está f*dida! Basta um tiro na linha de agua e as "fragatas" F100 vão logo ao fundo.
Não me parece.

 Y no olvidemos que fueron construidas  siguiendo las especificaciones exactas de la Marina norueguesa que estuvo encima de la construcción con decenas de técnicos y revisores no dejando pasar ninguna y revisando cada  remache  del barco.

Um tiro???
O embate contra um petroleiro de 100 000 toneladas  multiplicado pela velocidade dos dois navios, liberta mais energia que uma dúzia de mísseis anti navio, ou  um torpedo . Não encontras muitos  navios que  tenham sobrevivido a isso.

Repairs of sunken Norwegian frigate would cost well over $1B, inquiry finds

Repairing the Royal Norwegian Navy frigate HNomS Helge Ingstad after it sank in the Hjeltefjorden fjord in November last year would cost almost three times as much as it cost to buy the ship, an estimate by the Norwegian defense ministry has revealed.



Inspector General of the Navy, Admiral Haakon Bruun-Hanssen said repairing the frigate, which spent four months almost completely submerged, could require an investment of up to US$ 1.6 billion and take up to five years.

When it was bought as part of a five-ship deal in 2000 with Spain’s Navantia, the frigate cost an estimated $500 million.

With this in mind, Admiral Bruun-Hanssen said the choice between repairing HNoMS Helge Ingstad and buying a new ship altogether appeared to be an easy one. A new ship with similar capabilities would cost between $1.2 and $1.5 billion with a build time of a little over five years, the admiral added.

HNoMS Helge Ingstad was raised from the sea floor of the Hjeltefjorden fjord and transported to the Haakonsvern navy base in March this year. The holes in the ship’s hull were subsequently patched up and ship was able to return to water in April.

During preliminary works on the ship, the navy and defense ministry identified between $11 and $45 million worth of equipment that can be salvaged and used as spares on the remaining four ships in the class.

A final decision on the frigate’s fate is expected to be made by the summer.

HNoMS Helge Ingstad collided with a tanker in the Hjeltefjorden fjord near Bergen at 4:26 (local time) on November 8. Following the collision, all 137 crew were evacuated while the frigate was intentionally grounded in an attempt to prevent her from sinking in deep water. However, the frigate later slipped from the rocks and sank almost completely, with only her mast showing.

The Norwegian Accident Investigation Board’s (AIBN) preliminary report into the collision blamed both ships’ watchstanders for the accident. The report further claimed that the frigate’s Spanish builder Navantia was responsible for the ship’s eventual sinking.

The Royal Norwegian Navy’s (RNoN) new multi-role logistics vessel KNM Maud was officially christened on May 21 and shown to the people of Bergen. « An important day for the Navy, » said the Chief of the RNoN, Rear Admiral Nils Andreas Stensønes.

« It’s not every day the Navy gets the pleasure of renaming a new vessel, so this is great, » added Stensønes.
Together with godmother Anniken Huitfeldt, head of the Norwegian Parliament Defense and Foreign Affairs Committee, KNM Maud was baptized at Festningskaien, in Bergen.

KNM Maud has taken the name after Queen Maud of Norway. With its cargo capacity, the vessel will keep its own and allied forces supplied with necessary fuel, supplies, ammunition, spare parts, workshop capacities and sanitation.

« KNM Maud will be our mother ship. She will support and be there for everyone. KNM Maud and her capabilities are a sought after resource both here and in NATO. Not least, she will be important in the work to maximize operational availability with today’s vessel structure, » continued Stensønes.

In the Norwegian Parliament’s revised state budget, last week it was announced that money had been set aside to start forming a second crew for the KNM Maud vessel.

« We now have full focus on getting the first crew operational. This will be the target during 2020. Already this year we will start work on putting together a second crew, which we are planning to have operational during 2021, » stated Stensønes.

With two crews, KNM Maud will be able to support its own and allied forces throughout the year. In this way, the KNM Maud and operational units can operate much longer without having to go to quay for necessary supplies.

The KNM Maud has been assembled by Daewoo Shipbuilding & Marine Engineering in South Korea through the Project P2513 new logistics vessel program. The ship was taken over by the Royal Norwegian Navy in November 2018 and arrived in Norway on 29 March 2019. Starting 2020, she will replace the KNM Valkyrien.

The KNM Maud vessel can load up to 200 tons of ammunition, spare parts, 30 tons of supplies, boats, vehicles, and over nine million liters of fuel for their own and allied marine vessels. With a crew of 68, the vessel can accommodate up to 48 injured people and an additional 99 soldiers.

Thanks to the a 25-ton crane, the KNM Maud can hoist onboard over 60 containers that can be transported on deck. The 750-square-meter helicopter deck can board the NH90, of which two of them can be stored in the hangar.

German-Norwegian Type 212 CD submarine contract to be signed early 2020

The Norwegian and German defense procurement agencies have evaluated a thyssenkrupp Marine Systems proposal for the construction of six Type 212 CD (common design) submarines and are now expecting a contract with the shipbuilder to be signed in the first half of 2020.

The governments of Norway and Germany are currently in the phase of contract negotiation with TKMS, who was selected as the preferred bidder in February 2017.

Norway is acquiring four units while Germany, which already operates six Type 212 submarines, will acquire another two.
The two countries expect the deliveries to start in 2026.

In addition to joint procurement of submarines, Germany and Norway have established a navy-to-navy cooperation, research and development cooperation and a missile cooperation.

The new Type 212 CD submarines will share the low signatures of the Type 212 boats in service with the navies of Germany and Italy but will have extended range, speed and endurance to allow worldwide operations, according to TKMS.

Norway is acquiring four air-independent submarines to replace the existing six Ula-class submarines that were commissioned between 1989-1992. The submarines were designed to last for 30 years and will reach the end of their life in the mid-2020s. The country has also brought in UK-based BMT Defence Services (BMT) as a consultant in the project.

The Norwegian government has decided not to repair the frigate HNomS Helge Ingstat which sank in the Hjeltefjorden fjord in late 2018.

It is more appropriate to dispose of the vessel than to repair it, Frank Bakke-Jensen, the country’s Defense Minister said in a statement.

A report issued by the Norwegian Defence Materiel Agency (NDMA) showed that it would cost up to USD 1.65 billion to repair the frigate which spent four months almost completely submerged. There is also greater uncertainty with regards to repair works.

By comparison, building a new, similar vessel would require an investment of up to USD 1.53 billion.

In November last year, HNoMS Helge Ingstad was involved in a collision with a tanker in the Hjeltefjorden fjord near Bergen. After the incident, all 137 crew were evacuated while the vessel was intentionally grounded in an attempt to prevent her from sinking in deep water. Norway's government has confirmed that the Fridtjof Nansen-class frigate KNM Helge Ingstad is beyond economic repair and will be scrapped.

The Ministry of Defence confirmed in a press release on 21 June that it had accepted the conclusions of a report submitted by the Norwegian Defence Materiel Agency (Forsvarsmateriell) in mid-May. This found that repairing the salvaged ship - one of five Fridtjof Nansen-class ships commissioned between April 2006 and January 2011 - would cost more than buying a new-build replacement.

Helge Ingstad was severely damaged on 8 November 2018 after colliding with the tanker Sola TS in waters just outside Ågåtnes oil terminal in Hjeltefjorden. The ship was run aground, but later sank in shallow water.

A salvage operation was undertaken in late February/early March following the recovery of missiles and torpedoes from the submerged frigate. After being lifted onto the submersible barge Boabarge 33, Helge Ingstad arrived at Haakonsvern Naval Base, Bergen, on 3 March.

Following surveys of the ship, the Forsvarsmateriell estimated that repairs to the frigate would cost NOK12-14 billion (USD1.4-1.6 billion) and take more than five years. The cost of purchasing a new similar vessel is estimated at NOK11-13 billion, with a similar time to completion and less risk, leading the government to conclude that it should dispose of Helge Ingstad rather than proceed with repairs.

Noruega exime a Navantia del hundimiento de su fragata

Noruega exime al astillero español Navantia del hundimiento de su fragata KNM Helge Ingstad (F-313), que colisionó hace un año con el petrolero de bandera maltesa Sola TS cerca de una  terminal de carga al norte de la ciudad de Bergen, al oeste del país. El informe de la Autoridad Noruega de Investigación de Accidentes Martítimos (AIBN) atribuye la responsabilidad del siniestro a una cadena de fallos humanos por parte de la tripulación de la fragata, del petrolero y del centro de control de tráfico marítimo de Fedje.


El informe preliminar del accidente culpaba del rápido hundimiento del buque a un fallo "crítico" de su diseño, que adolecería de una supuesta falta de "estanqueidad", lo que encendió todas las alarmas en Navantia y le llevó a desplazar un equipo técnico a Noruega, ya que podría dar lugar a multimillonarias reclamaciones. El astillero español construyó cinco fragatas de 5.300 toneladas y 143 metros de eslora para la Marina noruega en los años noventa del pasado siglo por unos 1.050 millones de euros. El resultado de la investigación conocido ahora no atribuye ninguna responsabilidad al astillero español, aunque las autoridades noruegas han anunciado que el informe tendrá una segunda parte.

La investigación culpa del iniestro a una serie de "factores operacionales, organizativos, técnicos y sistemicos". La fragata, que regresaba de participar en unas maniobras de la OTAN, navegaba a 17-18 nudos con el AIS (Sistema Automático de Identificación) apagado, lo que dificultaba su detección por otros buques; algo que pueden hacer las embarcaciones militares, pero que supone una imprudencia en aguas restringidas como las del interior de un fiordo.

Además, el personal que estaba en el puente de la fragata, con escasa experiencia y cualificación (dos de los siete marineros estaban en periodo de formación), confundió las luces del carguero que se aproximaba en rumbo de colisión con la iluminación de la terminal de carga. Por su parte, la tripulación del petrolero llevaba las luces de cubierta encendidas, lo que propició la confusión, no interpretó correctamente las señales del radar* y, aunque intentó alertar a la fragata, esta no fue consciente del peligro hasta que fue demasiado tarde. Por su parte, al centro de control de tráfico marítimo le reprocha no haber monitorizado adecuadamente el paso del buque militar por el fiordo.

El informe incluye una serie de consejos, en su mayor parte dirigidos a la Armada noruega, a la que recomienda mejorar la formación y adiestramiento de sus tripulaciones. El ministro de Defensa noruego, Frank Bakke-Kensen, aseguró que utilizará el informe para poner en marcha medidas que impidan que un accidente de este tipo pueda repetirse.

La Armada noruega ha descartado la posibilidad de reparar el buque, dado su alto coste. El siniestro se produjo el 8 de noviembre y la colisión abrió una brecha de 50 metros en el casco de la fragata, lo que provocó su hundimiento. Hasta marzo pasado no fue posible reflotarla.


*Esto es comentario mío, al parecer la señal radar de la fragata es muy escasa, y el SOLA confundió esta señal y no la interpretó bien.
Inconvenientes de los buques Stealth que no llevan el AIS conectado.
