The origins of the conflict are complex. Relations between Russia and the people of Chechnya have long been contentious, dating to the period of Russian expansion in the Caucasus in the 19th Century. Since their forced annexation to the Russian empire, the Chechens have never willingly accepted Russian rule. During the Russian Civil War (1917-20), the Chechens declared their sovereignty until the Red Army suppressed them in 1920. Located on the north slope of the Caucasus Mountains within 100 kilometers of the Caspian Sea, Chechnya is strategically vital to Russia for two reasons. First, access routes to both the Black Sea and the Caspian Sea go from the center of the federation through Chechnya. Second, vital Russian oil and gas pipeline connections with Kazakstan and Azerbaijan also run through Chechnya.

The Russian Federation's Republic of Chechnya in the northern Caucasus declared itself independent from the Russian Federation in 1991 under the leadership of Dzhokar Dudayev, was a former pilot of the Soviet Strategic Aviation (Dalnya Aviatsia) who flew nuclear bombers for many years. The declaration of full independence issued in 1993 by the Chechen government of Dudayev led to civil war in that republic, and several Russian-backed attempts to overthrow Dudayev failed in 1993 and 1994. In the summer of 1994, the Russian Government intensified its charges against the government of secessionist President Dudayev, accusing it of repressing political dissent, of corruption, and of involvement in international criminal activities. Chechnya had become an outpost of organized crime, gun-running and drug smuggling. Several armed opposition groups financially and militarily supported by Russian government entities sought to overthrow President Dudayev. In August 1994 they bombed a telephone station and the Moscow-Baku railroad line. The Dudayev government blamed the acts on the political opposition and introduced a state of emergency, followed in September 1994 by martial law. Restrictions included a curfew, limits on exit and entry procedures, and restrictions on travel by road in some areas.

The opposition launched a major offensive on 26 November 1994 with the covert support of "volunteers" from several elite regular Russian army units. Russian military officials initially denied any official involvement in the conflict. The operation failed to unseat Dudayev. By December 1994 Russian military forces were actively working to overthrow the Dudayev regime. Having relied on clandestine measures to remove Dudayev, detailed planning for a wide-scale conventional military operation did not begin until early December.

President Putin Invites New Greek PM Tsipras to Visit Russia

n a phone conversation, Vladimir Putin congratulated the Syriza party on election victory and Alexis Tsipras on taking office. The sides discussed routes to deliver Russian gas to Europe and the situation in Ukraine.

MOSCOW (Sputnik) – Russian President Vladimir Putin has invited the recently appointed Greek Prime Minister Alexis Tsipras to visit Russia, Kremlin aide Yuri Ushakov said Thursday.

In a phone conversation, Putin congratulated the leftist Syriza party on election victory and Tsipras on taking office.
“The conversation was very warm and constructive. Our president invited Alexis Tsipras to visit Russia,” the Kremlin aide said, adding that among other things the sides discussed routes to deliver Russian gas to Europe and the situation in Ukraine.

In January, the left-wing Syriza party won the Greek parliamentary elections. Syriza reached an agreement with the right-wing Independent Greeks to form a parliamentary majority.

Tsipras, Syriza leader, has pledged to revise austerity measures aimed at meeting the terms of the country’s bailout. The conditions were set by international creditors in exchange for multibillion dollar loans, issued to help Greece recover from its deep economic crisis.

Energy issues high on agenda in Putin’s visit to Hungary — Russian ambassador

Economy February 09, 21:47 UTC+3

According to Russia's ambassador, Hungary's EU and NATO membership puts certain limits on Budapest’s position in relations with Russia

MOSCOW, February 9. /TASS/. Energy and economy issues will feature high on the agenda in a visit by Russian President Vladimir Putin to Hungary, Russia’s ambassador to Budapest said on Monday.

Vladimir Sergeyev said Hungary wants to receive stable supplies of Russian natural gas. "Hungary is interested in Russian gas supplies. The most immediate task now is to discuss extension of a long-term contract, which is due to expire this year," the diplomat said.

"In the longer term, we should decide on ways to supply this gas to Hungary, considering those plans and intentions made by the Russian energy minister and the head of [Russia's state-owned energy giant] Gazprom," Sergeyev added.

"As for our relations with Hungary, they are certainly isolated from the overall situation in the world and the tension we now observe," Sergeyev told the Rossiya-24 television news channel in an interview.

"The fact that Hungary is a member of the European Union and NATO puts certain limits on Budapest’s position on international issues, including relations with Russia," Sergeyev said, adding that the current situation has influenced all spheres of bilateral relations.

He said Putin’s visit would focus mainly on issues of energy and mutual economic ties alongside cooperation in tourism and culture.

"All these issues will be touched upon," Sergeyev said, noting that the talks were aimed "to give a strategic impetus" to future development of relations.

As most Russians cope with the country's soaring inflation by cutting down on their expenses, a Jaguar sedan lies abandoned under a pile of snow in the Siberian city of Omsk.

Photos of the luxury silver car surrounded by bags of trash were uploaded Tuesday to the "Typical Omsk" community on the VKontakte social network site.

In an apparent nod to the Soviet era, Russia's Foreign Ministry reportedly wants a "duty-free" store to open in central Moscow that would cater to foreign diplomats.

Foreign Minister Sergei Lavrov requested in a letter dated Dec. 19 that Prime Minister Dmitry Medvedev grant official permission for the store to open, news site Gazeta.ru reported Tuesday.

The store would reportedly sell goods usually carried by embassy commissaries, such as foreign food items and other products not readily available in Russia. It remains unclear whether the proposed store would be authorized to circumvent Russia's restrictions on food imports from the West, including the European Union.

KIEV, February 10. /TASS/. Participants in the Contact Group meeting currently underway in the Belarusian capital city of Minsk have squared a scheme of withdrawal of heavy weapons, agreed a ceasefire regime and mechanisms of control over the implementation of agreements reached. The sides also discussed future political structure of Donbass, a well-informed source told TASS on Tuesday.

"The Minsk talks have squared a scheme of withdrawal of heavy weapons. The parties have also agree a ceasefire regime and control over its observance. The sides also discussed local elections and Donbass’ state structure, its form of government," the source said.

Taking part in the talks were Viktor Medvedchuk, the special envoy for humanitarian issues and the leader of the Ukrainian Choice public organization, Leonif Kuchma, Ukraine’s former president, both representing the Ukrainian side; representatives of the self-proclaimed Donetsk and Lugansk People’s Republics (DPR and LPR), Denis Pushilin and Vladislav Deinego; Heidi Tagliavini, the special envoy of the chairperson-in-office of the Organization for Security and Cooperation in Europe (OSCE); and Russia’s Ambassador to Ukraine Mikhail Zurabov, who acted as a mediator.

Donetsk and nearby settlements under shelling

Representatives of the self-proclaimed Donetsk and Lugansk People’s Republics (DPR and LPR) have handed over to members of the Contact Group their proposals on peace settlement in eastern Ukraine, DPR’s representative said.

"We handed over to the members of the Tripartite Contact Group a draft protocol which provided for a set of measures on military and political settlement. The sides in the Contact Group took this draft protocol and promised to give an answer after a break," the Donetsk News Agency quoted him as saying.

It is not yet known when the meeting will be continued.

The untold story of the Maidan massacre

Protest organisers have always denied any involvement - but one man told the BBC a different story.

Citar
Sergei says he had been a regular protester on the Maidan for more than a month, and that his shots at police on the square and on the roof of an underground shopping mall, caused them to retreat.

There had been shooting two days earlier, on 18 February. The 19th, a Wednesday, had been quieter, but in the evening, Sergei says, he was put in contact with a man who offered him two guns: one a 12-gauge shotgun, the other a hunting rifle, a Saiga that fired high-velocity rounds.

He chose the latter, he says, and stashed it in the Post Office building, a few yards from the Conservatory. Both buildings were under the control of the protesters.

Citar
When the shooting started early on the morning of the 20th, Sergei says, he was escorted to the Conservatory, and spent some 20 minutes before 07:00 firing on police, alongside a second gunman.

His account is partially corroborated by other witnesses. That morning, Andriy Shevchenko, then an opposition MP and part of the Maidan movement, had received a phone call from the head of the riot police on the square.

"He calls me and says, 'Andriy, somebody is shooting at my guys.' And he said that the shooting was from the Conservatory."

Citar
Meanwhile the MP, Andriy Shevchenko, was getting increasingly panicked phone calls.

"I kept getting calls from the police officer, who said: 'I have three people wounded, I have five people wounded, I have one person dead.' And at some point he says, 'I am pulling out.' And he says, 'Andriy I do not know what will be next.' But I clearly felt that something really bad was about to happen."

Citar
Lawyers for the victims and sources in the general prosecutor's office have told the BBC that when it comes to investigating deaths that could not have been caused by the riot police, they have found their efforts blocked by the courts.

Citar
Sergei, again, tells a different story. He says he was recruited as a potential shooter in late-January, by a man he describes only as a retired military officer. Sergei himself was a former soldier.

"We got chatting, and he took me under his wing. He saw something in me that he liked. Officers are like psychologists, they can see who is capable. He kept me close."

The former officer dissuaded him from joining any of the more militant groups active on the Maidan.

"'Your time will come,' he said."

Was he being prepared, psychologically, to take up arms?

"Not that we sat down and worked out a plan. But we talked about it privately and he prepared me for it."

Citar
"I didn't want to shoot anyone or kill anyone. But that was the situation. I don't feel like some kind of hero. The opposite: I have trouble sleeping, bad premonitions. I'm trying to control myself. But I just get nervous all the time. I have nothing to be proud of. It's easy to shoot. Living afterwards, that's the hard thing. But you have to defend your country."
