   South Korea's defense minister says a torpedo was the likely cause of an explosion that sank a warship near the tense border with North Korea last month.

Defense Minister Kim Tae-young told reporters Sunday that he believes a bubble jet effect caused by a heavy torpedo is the most likely cause of the disaster. A bubble jet is a powerful shock wave and high-pressure gas bubble resulting from an explosive device detonating beneath a vessel.

Kim was also quoted by the French news agency as saying "various other possibilities are also under review."

Investigators say there is evidence that the 1,200-ton Cheonan patrol ship exploded because of a strong impact from the outside. Seoul has refrained from blaming Pyongyang for the incident until its experts carry out a thorough investigation. Pyongyang has denied any involvement.

South Korea raised the front section of the warship with a large crane Saturday.

A body was found inside the recovered section, bringing the official death toll to 40. Six sailors remain missing and are believed dead. The coast guard rescued 58 crew members from waters near the blast site.

There were 104 sailors on board the ship when it exploded and sank March 26 during a regular patrol in the waters near the disputed border with North Korea.

North Korea Saturday warned the United States and South Korea that it will employ "all means, including the nuclear deterrent" if they intrude into its territory. The state-run Korean Central News Agency quotes army chief Ri Yong-Ho as saying North Korea's armed forces are "fully ready to frustrate any provocation of the aggressors at a single blow."

U.S. Secretary of State Hillary Clinton Friday urged Pyongyang not to "engage in provocative actions," and said she hopes there is no "miscalculation" or action that could lead to conflict. (ends)

Russia is ready to buy incomplete battle cruiser from Ukraine, MP Mikhail Nenashev, member of defense committee said during teleconference "Moscow-Kiev".

"The well-known agreement recently signed by the presidents [Dmitry Medvedev and Viktor Yanukovich] in Kharkov as for prolongation of Black Sea Fleet deployment in Crimea, is primarily an economically sound for both countries… I mean new opportunities to cooperate in shipbuilding; and this implies not only repairs but joint building of ships… Example, a known cruiser [Ukraina] similar to missile cruisers Moskva or Ustinov is standing idle in Nikolayev 70% completed. Of course, this ship could be commissioned into Russia's Black Sea Fleet, we need such ships", said Russian MP.

Such agreements "evoke negotiations on this matter", pointed out Nenashev.

Meanwhile, the issue of French heli-carrier Mistral is still doubtful, said the official. "Speaking of Mistral, it is still unclear whether Russia's going to buy this ship", he said.

Recall that missile cruiser Ukraina is a warship of Ukrainian Navy. The cruiser was built at 61 Kommunara Shipyard in Nikolayev.

The cruiser was launched on Aug 11, 1990. On Oct 1, 1993 being 75% completed the ship was decommissioned from Russian Navy and passed into the ownership of Ukraine. In 1994 even the cruiser's crew was formed, although the ship was not completed due to lack of financing.

Gates suggests big changes coming for Navy

WASHINGTON — Defense Secretary Robert Gates on Monday called into question the Navy's heavy and expensive arsenal of ships and subs.

In a speech before naval officers and contractors, Gates did not say he was planning to cut any programs or its budget.

But he did say the military must rethink whether it can afford such a massive naval fleet at a time when the Army and Marine Corps need more money to take care of troops and their families.

"Do we really need 11 carrier strike groups for another 30 years when no other country has more than one?" Gates asked.

He noted that the Navy's most expensive resources aren't on the front lines when it comes to countering many modern threats, such as piracy.

"As we learned last year, you don't necessarily need a billion-dollar guided missile destroyer to chase down and deal with a bunch of teenage pirates wielding AK-47s" and rocket-propelled grenades, Gates said.

John Pike, director of the GlobalSecurity.org defense website based in Alexandria, Va., said this is the first time, as far as he knows, that Gates has addressed the cost of maintaining the roughly 300-ship Navy.

Pike said that Gates, by raising the issue of the size and composition of the fleet with the Navy league, had entered "the Lion's den" — a reference to the pushback he's likely to get from Congress. Many lawmakers protect the Navy shipbuilding industry because it means jobs in their districts.

Gates said the military still has a way to go to develop capabilities useful in places such as Afghanistan, where small insurgent groups are the primary threat, and Haiti, where the military is aiding humanitarian workers.

This year, the Defense Department requested nearly $190 billion to buy and develop weapons, but only 10 percent of that is dedicated toward counterinsurgency, humanitarian and similar missions.

"This approach ignores the fact that we face diverse adversaries with finite resources that consequently force them to come at the U.S. in unconventional and innovative ways," he said.

   The Navy’s capability to patrol New Zealand’s coast was boosted today with the formal acceptance of HMNZS Wellington into the Royal New Zealand Navy.

Chief of Navy, Rear-Admiral Tony Parr and Ministry of Defence Project Director Gary Collier formally accepted the Offshore Patrol Vessel, the seventh and last ship in the $500 million Project Protector, at a ceremony in Melbourne.

“Wellington and her sister ship Otago are modern ships designed and built to undertake Exclusive Economic Zone patrols, surveillance and military operations around New Zealand, the southern ocean and the Pacific,” said Admiral Parr.

“Wellington and Otago have the capability to operate further offshore than our existing patrol vessels, stay at sea longer, and conduct more challenging operations – using their helicopter capability, sea-boats and embarked forces.”

HMNZS Wellington is the seventh and last ship in the Project Protector fleet, and with her delivery the Navy will be operating a fleet of 12 modern and highly capable ships.

“With the completion of Project Protector the Navy can deliver the full range of operations from combat and security missions to peacekeeping, border patrol and humanitarian and disaster relief,” said Admiral Parr.

The delivery crew of HMNZS Wellington will now undertake safety and operational preparations for her delivery voyage to New Zealand


Ship Information

The Offshore Patrol Vessels (OPVs) Otago and Wellington deliver substantial new capability to the Royal New Zealand Navy. The ships can go further offshore, stay at sea longer, and conduct more challenging operations than the Inshore Patrol Vessels, and will enable the RNZN to conduct patrol and surveillance operations around New Zealand, the southern ocean and into the Pacific.

The OPVs are capable of many roles including maritime patrol, surveillance and response. They have the ability to conduct helicopter operations using a Seasprite SH2G helicopter, boarding operations using the ships Rigid Hull Inflatable Boats, or Military Support Operations with embarked forces.

The OPVs have strengthened hulls which enable them to enter southern waters where ice may be encountered. They are not designed as ice-breakers or to enter Antarctic ice-packs, but have the range and capability to undertake patrols in the southern ocean where ice may be encountered.

The ships are highly automated and operate with a core crew of 35, plus 10 flight crew to operate a helicopter. The ships power and control systems are fully computerised.

   Final testing of the first of three Offshore Patrol Vessels, built by BAE Systems for the Trinidad & Tobago Coast Guard, is underway around Portsmouth this week ahead of a planned handover later this month.

Port of Spain is part of a contract signed in 2007 to build, integrate, test and commission three ships for the Government of the Republic of Trinidad and Tobago. The 90 metre vessels can remain at sea for 35 days, with a maximum speed of 25.8 knots and will be used for a range of Economic Exclusion Zone (EEZ) management tasks, from tackling drug smuggling to helping with disaster relief in the region.

Under the agreement, BAE Systems will provide training and a five year in-service support package to the Trinidad & Tobago Coast Guard after it takes delivery of the vessels, while the UK Ministry of Defence will provide sea training to the crews before returning to the Caribbean.

The first of the ships has been constructed at BAE Systems' Portsmouth facility, while the second and third vessels, set for deliver later this year, are being built at its yard at Scotstoun on the Clyde.

Las sigmas si pueden ser mejores, de hecho lo son, en muchos aspectos salvo en la falta de helicóptero. Dispondrán de exocet aunque no la versión 3 (hasta 180 km) pero sus misiles serán MICA, creo, y dispondrán de un radar EMPAR muy superior a las fragatas portuguesas. El resto de electrónica también será superior. Las fragatas portuguesas solo ganan en helicóptero y misiles AA de medio alcance y, sobre todo, en la calidad del personal embarcado (salvo Turquía no hay pais árabe que sepa usar ni mantener sus buques). Si mirais el desplazamiento y características de las sigmas de Marruecos (1 más grande, de control, que las otras 2) vereis que la suma de estas 3 junto a la FREMM encargada a Francia supera en capacidad a las 5 fragatas portuguesas. Pero tranquilos que no saben usarlas......contra Madeira.

Usar contra a Madeira? Então se nós temos um acordo técnico-militar com eles, se eles enviam militares das Forças Armadas fazerem cá cursos, se eles enviam os seus militares como observadores para exercicios tão importantes com os Apolo, acho que de lá não temos nada a recear. Não sinto que haja um espirito contra Portugal ou os Portugueses, já contra Espanha... Mas não te preocupes, apesar de as Forças Armadas Espanholas não terem militares com a qualidade nem a quantidade de outros tempos, vocês continuam muito à frente deles.
Contra a Esquerda woke e a Direita populista marchar, marchar!...
