WITH FINLAND JOINING THE ATLANTIC ALLIANCE, RUSSIA RESTRUCTURES FORCES, DEPRIVING THE NORTHERN FLEET OF THE STATUS AS A MILITARY DISTRICT

This is a response to NATO enlargement in Northern Europe and expected further changes in allied defense posture, says Professor Katarzyna Zysk with the Norwegian Institute for Defence Studies.

On October 8, the Defense Ministry presented a draft presidential decree that would deprive the Northern Fleet of its status as a military district.

If approved, the Northern Fleet will be absorbed into a renewed Leningrad Military District following the decision to split the Western Military Districts and reactivate Moscow and Leningrad like it was before 2010.

The Northern Fleet Joint Strategic Command was given the status of a military district on 1 January 2021, a move seen to mirror the importance of Russia’s Arctic regions. In geographical size, the Northern Fleet is the third largest of the five military districts.

Defense Minister Sergei Shoigu last December said “retaliatory measures are required” as both Finland and Sweden join NATO.

“Given NATO’s desire to build up military potential near the Russian borders, as well as to expand the North Atlantic Alliance at the expense of Finland and Sweden, retaliatory measures are required to create an appropriate grouping of troops in Northwest Russia,” Shoigu said.
 
Katarzyna Zysk, a professor with the Norwegian Institute for Defence Studies (IFS), agrees that the ongoing restructuring is linked to the fact that Russia has got a much long land-border with NATO.

“The dividing of the Western Military District into the Moscow Military District and Leningrad Military District, as well as possibly subordinate the Northern Fleet to the latter, is a response to NATO enlargement in Northern Europe and expected further changes in allied defense posture,” says Zysk.

She explains that seen with Russian eyes, it is necessary to improve the ability to fight full-scale land operations along the Finish border and in the Baltic theatre of military operations

Restructuring of the command and personnel organization comes as a result, Zysk says.

“At large, these plans continue the trend to a partial return to the Soviet era military organization of forces, effectively rejecting the military reforms implemented by the former Defence Minister Anatoly Serdyukov between 2008-2012.”

Professor Zysk believes that ultimately, “the objective is to make Russia capable of facing a possible confrontation with NATO, which is the best way to strengthen strategic deterrence.”

Russian Military Analyst Yuri Fedorov also asses that reestablishing Leningrad Military District is designed for warfare in “the Baltic countries and Finland”. These areas “must be saturated with troops,” he wrote in his Telegram channel.

Government-operated Rossiskaya Gazeta on Sunday published an article underlining that depriving the Northern Fleet of the status as a military district “will in no way diminish the importance,” but actually opposite as forces will be “optimized, and becoming more flexible and efficient.”

Russia moves tactical nuclear missile systems to Finnish border

Capable of striking targets up to 500 kilometers away, Russia has deployed a brigade of Iskander-M missile launchers along the Finnish border. As confirmed by the Izvestia news platform, the move comes as Vladimir Putin seeks to reinforce the newly formed Leningrad Military District (LMD).

Stationed in Karelia, a Russian region bordering Finland, the mobile short-range ballistic missile system is known for its precision. Reaching speeds of approximately 7,500 km/h, each missile has an accuracy of 30 meters.

Built to carry either conventional or nuclear warheads weighing up to 1,500 pounds, the 9K720 Iskander-M was first used in combat in 2008 during Russia’s war with Georgia. Since then, the missile has been used against Ukraine.

Speaking to Izvestia, Admiral Vladimir Valuev, the former commander of the Baltic Fleet, said: “The formation of a missile brigade is a very timely decision. This is an adequate response to Finland’s accession to NATO.”

Breaking its tradition of neutrality, Finland infuriated the Kremlin when it joined NATO in April of last year.

This prompted the formation of the LMD, and the news of Iskander-M missile systems bolstering the district has further escalated tensions.

BUDAPEST — NATO Secretary-General Mark Rutte is seeking to start off on the right foot with Donald Trump by praising the United States president-elect's attempts to get NATO countries to spend more on defense, beyond the current 2 percent of GDP target.

"We will have to spend more ... It will be much more than the 2 percent. I’m clear about that," Rutte said on arrival at the European Political Community summit in Budapest on Thursday.

During his first term in the White House, Trump hammered European countries for not spending enough on their own defense, sponging off the U.S. for their security.

“He is right about this," Rutte said, just hours after the latter's election victory. "You will not get there with the 2 percent."

Many NATO countries spent way below their commitment to dish out 2 percent of GDP in Trump's first term, while Trump himself said in 2018 the target should be doubled to 4 percent.

"I look forward to [sitting] down with Donald Trump to discuss how to face these threats collectively," Rutte added ahead of his meeting with leaders in the Hungarian capital.

Since Russia launched its full-scale invasion of Ukraine in 2022, a number of countries have significantly raised their outlay on military gear — including Germany, historically a laggard. Meanwhile, states like Poland and the Baltics are zooming upwards of 4 percent of their economic output on defense given fears about Russia.

Back in 2014, just three NATO member states were making good on the 2 percent pledge, but now a third of them — 23 states — are hitting the target, the alliance says.

Momentum is also building toward higher spending, with the United Kingdom sticking with its promise to get to 2.5 percent of GDP on defense this decade.

During his confirmation hearing in the European Parliament on Wednesday, the EU's soon-to-be Defense and Space Commissioner Andrius Kubilius told lawmakers it was time for NATO to seriously raise it spending target.

“We need to discuss — but that is perhaps for NATO, we can ask NATO to discuss — [whether] the 2 percent target [is] enough,” Kubilius said. “From my point of view, it is not enough.”

Um palhação este Rutte, mas tem razão, vão ter de abrir os cordoes a bolsa, a época de se fazerem de valentes com o dinheiro dos americanos vai ter uma pausa de 4 anos, querem defesa vão ter de investir lá, na industria americana....  :mrgreen:

Um documento com mil páginas sobre os planos alemães para uma eventual guerra com a Rússia foi tornado público esta sexta-feira: o chamado Plano de Operações Alemanha foi revelado pela publicação 'Frankfurter Allgemeine Zeitung'.

O documento salientou que os preparativos da Alemanha em caso de guerra com Moscovo já estão em marcha: a Bundeswehr (Forças Armadas alemãs) tem confrontado recentemente diversas empresas com a emergência – com base no "Plano Operacional Alemão", cujos detalhes são secretos.

Mas nele, revelou a publicação, estão enumeradas as estruturas e instalações de infraestruturas que são particularmente dignas de proteção por razões militares. Oferece também dicas às empresas locais sobre como responder à guerra – incluindo a preparação de pessoal substituto caso os trabalhadores migrantes deixem a Alemanha. Constam também dicas de consciencialização sobre vigilância por drones, ataques cibernéticos e outras formas de espionagem em comunidades locais.


Contém também planos detalhados sobre como proceder em caso de defesa, ou anteriormente, em caso de tensão, ou seja, se alguém respondesse com dissuasão a uma manobra russa no flanco leste da NATO. Além disso, detalhou como a Alemanha administraria logisticamente a hospedagem de dezenas de milhares de tropas da NATO, caso fosse necessário – a Alemanha tornar-se-ia então um centro para dezenas de milhares, possivelmente centenas de milhares de soldados que teriam de ser transportados para leste, juntamente com material de guerra, alimentos e medicamentos.
