France ready to discuss technology transfer with Indonesia about Rafale jet fighter procurement
 
France asserted on Wednesday, March 25, that it was willing to provide an industrial cooperation with Indonesia should the Dassault Rafale jet fighter be selected to modernize the Indonesian Air Force. French Ambassador to Indonesia Corinne Breuzé said that France was open to all cooperation possibilities involving French aircraft maker Dassault Aviation and state-owned aircraft maker PT Dirgantara Indonesia (PT DI).

“With the support of the French government, Dassault is open to any possibility of partnerships and transfer technology,” she said in a prepared statement.

Other than technology transfer, she said that being 100 percent French, the Rafale would allow its users independence. “It is designed with Safran/Snecma for the engine, Thales for the avionics and MBDA for the armament,” she said.

Breuzé was speaking at an event to introduce the French jet fighter to the Indonesian public, at the Halim Perdanakusuma Air Force Base in East Jakarta.

She said that the decision to bring the Rafale to Jakarta, despite a high level of operational engagement especially in Iraq, was made by the French defense minister and air force following a courtesy call from Indonesian Defense Minister Ryamizard Ryacudu, who met his French counterpart Jean-Yves Le Drian on March 10.

Ryamizard also visited the Rafale’s assembly line in Bordeaux-Merignac during the March visit.

Two Rafale jet fighters, a Rafale B double-seater and a Rafale C single-seater, arrived on Monday from the just-concluded 2015 Langkawi International Maritime and Aerospace (LIMA) exhibition in Malaysia.

On Tuesday, the jet fighters performed three flights for Indonesian Air Force pilots who flew on the Rafale B, taking the back seat.

There was also a solo aerobatic display performed by Capt. Benoit Blanche of the French Air Force.

The Rafale is a latecomer in the competition to replace the aging American-made F-5 E/F Tiger II operated by the Indonesian Air Force.

The French jet fighter is facing tough competition, locking horns with a stable of other contenders including the Russian-made Sukhoi Su-35, American-made F-16 Block 60, Swedish-made Saab JAS-39 Gripen and the Eurofighter Typhoon, a collaboration between Germany, Italy, Spain and the UK.

The Indonesian Air Force has repeatedly said it prefers the Su-35, the latest iteration of the Flanker family of jet fighters, although the final decision will be made by the Defense Ministry.

Meanwhile, Dassault Aviation executive vice president for America, Africa and Asia military sales JPHP Chabriol told The Jakarta Post that the best example of French will to transfer technology was India, which selected the Rafale.

He said that from an order of 126 units, 18 were supposed to be produced in France and the rest to be produced locally by Indian industries through progressive transfer of technology.

“From French authorities’ point of view as well as from French industry, there is no limitation to transfer technologies of the Rafale to friendly foreign countries,” he said.

“The only constraints we have are linked to the budgetary aspect, good sense and cost efficiency.”

He said Dassault and all associated French companies were quite open to discussions with Indonesian actors to set up a program that suited Indonesian requirements.

“We are not imposing anything; we are ready for discussion to define what is the optimized scheme of transfer of technology in the framework of the Rafale bid,” Chabriol said.

Other than technology transfer, Chabriol emphasized that Indonesia would get total independence if it selected the Rafale because, as it is a 100-percent French product, Indonesia would not have to deal with a third party.

Another advantage of buying the Rafale, he added, was that it could be deployed with very minimal logistical support.

With Modi Arriving On Visit, India, France Set to Push Rafale Deal

NEW DELHI --- India is considering a direct purchase of two squadrons of the French Rafale fighter plane to avoid the mire of price negotiations that the deal for 126 of these aircraft has been stuck in since January 2012.

The Dassault-manufactured Rafale fighter was on January 31, 2012 announced as the preferred bidder in the $13-billion contract for 126 medium multi-role combat aircraft (MMRCA). India is now seriously considering strategic purchase of up to 40 Rafales for the Indian Air Force (IAF) through the government-to-government (G2G) route on account of operational necessity. The tentative price tag of this deal would be over $4 billion.

New Delhi and Paris remain silent on the new proposal.

But, a senior official involved in the deal says the decision to bypass the 2004 MMRCA tender route - on the basis of which Rafale emerged in the lead - was taken as both Dassault and Hindustan Aeronautics Limited (HAL) were unable to bridge price differences arising out of original request for proposals (RFP).

"After detailed analysis of the RFP and the laborious process followed by the previous government, it was evident that the entire deal could not be worked out with serious discrepancies in the negotiations that could lead to litigation in future," said a senior official.

The 2012 deal envisages 18 ready-to-fly Rafales supplied to the IAF by this year, and the remaining 108 to be manufactured under licence in India.

With the NDA government not willing to let the IAF fighter squadron strength dip into the critical zone in coming years, Prime Minister Narendra Modi and French President François Hollande will on Friday discuss ways to clinch the Rafale deal.

"If the French company is willing to lower the price per aircraft due to recovery of development costs on missiles, ammunition and sale to other countries, then India could go for outright purchase of the 4.5 generation fighter through the French government route. The deal could be negotiated and signed in 2015 itself but numbers to be purchased depend on offered price. India has purchased the Lockheed Martin C-130 J Super Hercules, Boeing C-17 Globemaster and P-8I Poseidon aircraft from the US on the basis of strategic requirement and operational necessity through the G2G route," a senior official told Hindustan Times.

The IAF's sanctioned strength is 42 squadrons but it is currently operating only 34 with the Russian-origin Sukhoi 30 MKI being the teeth and the Soviet-era MiG-21 forming the long tail. Given the serviceability, repair and upgrade of these fighters and that eight MiG-21 squadrons are to be phased out in the next eight years, the IAF is set to be heavily depleted. It is in this context that the Modi government plans to have two or three Rafale squadrons to spearhead the IAF with the indigenously made Light Combat Aircraft (LCA) replacing the MiG-21 in coming years.

The French government is expected to join the 'Make in India' initiative with an offer of two or three top defence technologies, and New Delhi is not adverse to Dassault floating a joint venture with a private company to build more Rafales in India. Similar offers of building fighters in India will also be made to other MMRCA competitors like the Saab Gripen, Boeing F-18, EADS Eurofighter, Russian MiG-35 and Lockheed Martin F-16 so that the IAF dominates the evolving security scenario in Asia.


(EDITOR’S NOTE: If confirmed, a direct purchase by India would resolve most of the bottlenecks that have blocked contract negotiations over the past three years, and which mostly focus on the price of the 108 Indian-made aircraft and on who would provide their contractual warranty.

The fundamental problem, however, is that by codifying and closely regulating as many aspects of defense procurement as it could, India’s previous government created a web of red tape so complex and so arcane that mutually-acceptable defense deals have become virtually impossible.

Another – and so far unsaid - factor is that HAL’s work-force is not yet capable of assembling aircraft as advanced as Rafale, and the Indian government appears to have realized that it was insisting on an expensive and time-consuming industrial fantasy that it would probably be unable to implement in the short term.

A direct purchase would elegantly sidestep thorny coproduction issues, give India fixed, firm prices guaranteed by the French government, and relieve the current pressure to conclude a license production agreement that suits neither side.

Possibly even more importantly, it is an ideal way out of the continuing impasse because it saves everyone’s face and assigns no blame. In fact, it has no down side.

Finally, a direct purchase of 40 Rafales would remain within the original parameters of the MMRCA program. Originally, India wanted to buy 18 fighters off the shelf and assemble another 108 in-country, with an option on 63 more, for a total of 189. This latest plan, if confirmed, simply brings forward most of the optional batch, leaving the remaining 150-odd to be procured at some later, and more opportune, time.)

According to several sources, the Indian prime minister, Narendra Modi, has announced in Paris the purchase of 36 Rafale built in France as quickly as possible in fly-away conditions. Besides that, negotiations will go on in order that HAL manufactures 108 supplementary Rafales after technology transfer. The announcement has been made both in India and France.

It means that instead of 126 Rafales, India will purchase 144.

Quite a coup for the French.

se o custo do contrato é de 4 mil milhões de euros  e se eles vão comprar apenas 36, isto indica que cada rafale custará à Índia 111 milhões de euros. Para um avião de quarta geração e sem nenhuma característica stealth, acho um preço demasiado elevado.

ps. Se Portugal alguma vez for comprar um  caça novo que seja um Gripen, ou então o F35, visto que o F35 é de quinta geração e tem um preço perto de um rafale ou eurofighter.

Estes contratos, tipicamente, incluem a aquisição de sobresselentes e a contratação de manutenção por períodos de alguns anos (nalguns casos 20 anos) e, muito importante, as armas que vão equipar os aviões, sendo que os misseis antiaéreos andam na casa de 1 milhão de dólares cada e as bombas inteligentes custam 100.000 dólares ou mais a unidade. Sem saber os termos exactos do contrato é difícil extrapolar o preço unitário dos caças. Por exemplo, em 2000 os Emirados pagaram cerca de 7.300 milhões de dólares por 80 F-16 Block 60, mas este valor incluía custos de desenvolvimento e cerca de 2000 mísseis de vários tipos.

"This had to be done to break the vortex," he said, adding that the preferred method was now to talk directly to the French government, rather than return to commercial negotiations.

"Instead of going through the RFP (Request For Proposal bidding process), where there is lot of confusion, chaos, it is now the situation that 36 will be procured ready to fly. What is to be done with the rest will have to be discussed," Parrikar said.
Segundo a Reuters os Indianos vão comprar 36 Rafale "ready to fly" para já e não descartam a hipótese de comprar mais no futuro. Qualquer compra porem ficará dependente de dialogo directo entre Nova Deli e Paris, ficando a construção planificada pela HAL e os 126 aviões que iriam ser construídos sem efeito.

Problemas de fabrico na HAL?
A indústria de armamentos Indiana parece demonstrar algumas deficiências (armas ligeiras e carros de combate) algo estranho para um país daquela dimensão.
Ai de ti Lusitânia, que dominarás em todas as nações...

O problema a meu ver segundo as notícias que fui lendo ao longo do tempo é que a HAL queria produzir o rafale sendo que a dassault é que teria a responsabilidade toda. Ora tu tens um produto, licencias e ensinas um fabricante a produzi-lo e afastas-te do produto mas se esSá fábrica mete as patorras Na produção e eu que os ensinei a produzir correctamente sou responsável, não pode ser.
