Russian troll farms use increasingly sophisticated methods to sow division and manipulate public opinion, including deploying artificial intelligence (AI) to create hyper-realistic deepfakes and phony content. Their modus operandi has evolved from simple bot networks to more advanced campaigns that co-opt local influencers and mimic legitimate news outlets.
Evolved tactics and technologies
AI-powered disinformation: Modern Russian influence operations use generative AI to produce fake videos and articles, impersonating trusted sources like journalists and government officials. This allows them to create content at scale that is more difficult to debunk.
Fabricated news websites: Operations like "Doppelgänger" create sophisticated sham news sites that mimic legitimate media outlets. They use domain names similar to real ones and copy branding to lure readers and bypass moderation.
Use of real influencers: Instead of relying solely on bots, Russia finances and coordinates with real social media influencers to push its narratives. This covertly launders state messaging through what appears to be authentic, domestic content.
Tailored messaging and micro-targeting: Trolls target specific demographics, including racial groups, online gaming communities, and voters in swing states, with content designed to inflame existing divisions. The goal is to exacerbate societal anxieties rather than necessarily promote a specific candidate.

Strategic amplification: Trolls leverage networks of fake accounts and bots to amplify genuine but divisive content from authentic domestic sources. They also use cross-platform tactics, such as promoting conservative YouTube videos on Twitter, to expand their reach and seed pre-propaganda.

Exploitation of news cycles: Russian campaigns time their disinformation surges around major news events, such as elections or conflicts, to increase their impact. By rapidly deploying multiple narratives, they aim to confuse and overwhelm public discourse.

Operational methods

Organized and funded operations: The state-sponsored Internet Research Agency (IRA) has evolved, but the model of an organized "troll factory" persists. Operations are guided by intelligence services and staffed by paid operatives who work in shifts to target different time zones.
Budgeting and financing: Russian state media outlets like RT and companies with Kremlin ties provide funding for influence campaigns, paying influencers and sponsoring content to achieve their goals.

Avoiding detection: Operatives use Virtual Private Networks (VPNs) to hide their location and employ "astroturfing" techniques to mimic genuine political activism. Their tactics are continually adjusted to bypass evolving social media platform defenses.

Core psychological goals
Fomenting chaos and distrust: A primary objective is to make it harder for the target population to form a unified response to external threats. By promoting conspiracy theories and false information, they erode faith in institutions and the media.

Weaponizing emotion: Trolls focus on provoking strong emotions, especially anger and fear, to drive engagement and viral spread. Content is often inflammatory, vulgar, or threatening to maximize clicks and shares.

Narrative laundering: By co-opting local voices and mimicking legitimate news, Russian operations "launder" their narratives to make them appear homegrown and trustworthy to specific target audiences.
