Government Approves Subsidized Sale of Another Dolphin-Type Submarine to Israel

A senior German official says the government has approved the subsidized sale of another Dolphin-type military submarine to Israel.

The official says Germany has set aside €135 million ($180 million) in next year’s budget to pay for about a third of its cost.
Dolphin-class submarines are capable of carrying nuclear-tipped missiles, but there is no evidence that Israel has armed them with such weapons.

Israel already has three Dolphin submarines from Germany — one half-funded and two entirely funded by Berlin, a staunch Israeli ally.

The official, speaking on condition of anonymity because of the sensitivity of the issue, said Wednesday a 2005 agreement between the two nations included an option for another subsidized submarine which was now activated at Israel’s request.

Israel buys four German-made corvettes

Israel has signed today an agreement to buy four patrol corvettes to the German shipbuilder ThyssenKrupp Marine Systems. Israel will pay €315 million of the €430 million deal, the remaining €115 million will be subsidized by the German government.

The patrol corvettes are supposed to be used to protect the expanded Israeli Exclusive Economic Zone in the Eastern Mediterranean, where recent explorations have discovered  major oil and gas resources.

The new ships will be delivered over the next eight years.

Israel already has German-made warships, including four Dolphin 2-class submarines, very similar to the Type 212. The first two Dolphins were donated by Germany and the cost of the third was split between both countries.

The Israel Navy is upgrading its entire combat fleet with new German-built, Israeli-equipped Sa'ar-6 corvettes and the integration of new radar and electronic warfare (EW) systems in existing Sa'ar-5 and Sa'ar 4,5 ships. (...)

[The Israel-German corvette  deal] allows Israel to provide its own combat weapons suite, armament and subsystems for the German-built ships, which are Israeli-tailored versions of the 1,800 ton displacement Blohm+Voss-class 130 corvette. (..)

Navy modernization plans call for upgrading the smaller Sa'ar 4.5s with the ELM-2258 ALPHA, an advanced  lightweight rotating and scanned phased array radar that will enhance performance of the platform's Barak-1 ship defense system. (..)

Design of Future TKMS Built Saar 6 MEKO A100 Corvettes for Israeli Navy Unveiled

Israeli web portal Walla! recently published an interview with the head of the Israeli Navy's equipment division, Moshe Zana, who provided some details on the SAAR 6 vessel project ordered from Germany.

Speaking during the Israel Air Force ceremony on December 25th 2014, Israeli Prime Minister Benjamin Netanyahu announced that Israel ordered four new patrol vessels from Germany: "Today, I am pleased to announce that three days ago, we added an important component to our defensive force. We purchased four new Saar vessels from Germany". The Israeli Ministry of Defense completed in May 2015 the negotiations for purchase of four patrol boats. The main goal of this new procurement is the protection of Israel's Economic Exclusion Zone (EEZ) where oil and gas production is booming in the sea off west coast of the country. The volume of the transaction is estimated at approximately 430 million euros. (Germany has agreed to fund €115 million of this total).

Early sources from Germany indicated that the future Israeli Navy patrol vessels are based on the MEKO 80 designed and built by German group ThyssenKrupp Marine Systems (TKMS). MEKO 80 patrol corvette is a slightly reduced version of the MEKO 100 (of which 6 were built for the Royal Malaysian Navy and one under construction in Poland for the Polish Navy).

It appears clear now from the images that Saar 6 vessels will not just be "Patrol Vessels" as initially reported but rather powerful Corvettes with a displacement of about 2,000 tons and a length of about 90 meters.

Saar 6 class corvettes will be heavily armed: They are set to be fitted with up to 40x (most likely 32x) VLS cells for surface to air missile system Barak 8 by Israel Aerospace Industries (IAI) and C-DOME naval point defense system by Rafael, 16x anti-ship missiles and the MF-STAR multifunction AESA radar by IAI.

The main gun is set to be a 76mm Oto Melara Super Rapid (possibly with Strales guided rounds). In addition, Saar 6 will be fitted with 2x Rafael's Typhoon remote weapon stations and two 324mm torpedo launchers.

Saar 6 corvettes will have hangar space and platform able to accommodate a medium class (SH-60 type) helicopter.

All four vessels are expected to be built in Kiel, Germany (where TKMS is currently assembling 2 other powerfull corvettes, the MEKO A200 AN for Algeria) while systems outfitting (combat management system, sensors and weapons) will most likely be conducted in Israel. The first Saar 6 corvette is set to join the Israeli Navy in 2019.

TEL AVIV — The Israeli Navy is taking to heart that familiar saying: Fool me once, shame on you; fool me twice, shame on me.

Following Hezbollah’s surprise C-802 shore-to-ship missile attack in the 2006 Lebanon War and Israel's failure to intercept Hamas frogmen before they reached the country's southern shore during the 2014 Gaza war, the service is taking no chances. Next time, Israeli officers say, the Navy will be ready for the next big challenge: small, stealthy narco-submarines.

“In the maritime world, subsurface threats are multiplying. Many are garage technology submarines that drug lords have built in their backyards. Others are much more sophisticated," said Rear Adm. Yossi Ashkenazi, head of the Israeli Navy’s Materiel Command. "If criminals can deliver 10 tons of drugs over long distances undetected, terrorists can do the same with weaponry."

Navy says ship-based Iron Dome ready to knock down missiles on high seas
Battery deployed on one vessel so far; meant to protect Israel's natural gas platforms, shipping lanes against rocket attacks

A year and a half after its first naval test, Israel’s Iron Dome system was declared fully operational for use on a gunship off Israel’s coasts Monday, in what the military described as a “significant milestone” in its efforts to counter the threat of ballistic missiles.

The maritime interception system, designed to protect Israel’s gas fields and shipping lanes from short-range missiles, “added another operational layer” to Israel’s multi-tiered air defenses, joining the long-range Arrow 3 system and mid-range David’s Sling, which were each made operational earlier this year, said Brig. Gen. Tzvika Haimovitch, the head of the IAF’s Aerial Defense Command.

The so-called “Iron Dome of the Sea” was a multi-year joint collaboration between the Israeli Air Force and the Israeli Navy.

The Israeli Navy tests a ship-based Iron Dome missile defense system, which is declared operational, on November 27, 2017 (Israel Defense Forces)

“For the navy, it’s a very high-valued capability because we are trying to defend Israeli land, ships and, of course, our strategic assets,” said Col. Ziv Barak, head of the Weapons Department in the Israeli Navy, referring to Israel’s natural gas extraction platforms.

For now, the Iron Dome has only been installed on one naval ship, the Sa’ar 5-class INS Lahav. But according to Haimovitch, there are plans in the works to put the system on additional existing corvettes.

Earlier this year, the military also announced that two Iron Dome batteries would be put on each of the four Sa’ar 6-class warships that are currently under construction in Germany and are scheduled to be delivered to Israel in 2019.

The soldiers operating the Iron Dome aboard the naval ships are still considered members of the air force despite their maritime deployment. They are part of a new Iron Dome battalion formed in September, Haimovitch told reporters.

The naval Iron Dome system, which was first tested in May 2016, went through its final round of testing on Monday in order for it to be declared operational.

Israeli Air Force and Navy soldiers test a ship-based Iron Dome missile defense system on the INS Lahav corvette, which is declared operational, on November 27, 2017 (Israel Defense Forces)
According to the two officers, the system performed well in its final test and significantly improved from last year.

The operators have been specifically trained to use the Iron Dome on board a naval vessel, Haimovitch said.

He added that the Iron Dome system’s Tamir launcher is now fully connected, not only to the ship’s Adir radar system, but to the entire network of Iron Dome land-based batteries, which it had not been, initially.

“We tested this today and it worked excellently,” he said, noting there was a “huge difference” from how it fared in last year’s test.

Those initial tests were “the first step in the process and now we’re at the final step, the final milestone,” Haimovitch said.

In the 2014 Gaza war, known in Israel as Operation Protective Edge, terrorist groups unsuccessfully tried to strike the natural gas platforms. Though those rocket attacks failed, they revealed the need for the navy to increase its protection of those strategic sites, Barak said.

Any damage to the rig or other rigs under development could be hugely damaging to the Israeli economy, since it provides large amounts of the country’s energy needs and is expected to turn Israel into a gas exporter.

Since the system is only installed on the INS Lahav, if the ship has to go back to port for maintenance, the entire system is effectively off-line until the new ships arrive.

“There are a lot of solutions for our problems,” Haimovitch said. “We are sure that we will do our best with the assets we have.”

With the discovery of natural gas fields off Israel’s coast in early 2009, the navy has had to restructure, retrain and re-outfit itself to protect what the government determined to be a strategic national interest.

The Israeli Navy, which up until that point functioned mostly as a coast guard, had to prepare to defend gas fields approximately 100 kilometers off shore.

This summer, the Defense Ministry revealed that it was investing NIS 1.5 billion ($420 million) deal to outfit the Israeli Navy with maritime systems to protect the country’s gas fields and shipping lanes, in addition to the purchase of four Sa’ar-6 warships purchased from Germany.

The NIS 1.5 billion budget will go to additional missile defense batteries, electronic warfare, navigation systems, command and control centers, communication gear and other naval systems, the Defense Ministry said in July.

Raoul Wootliff and AFP contributed to this report.

How Israel became a naval startup nation with the famous boats of Cherbourg
When a young journalist had a startling hunch about Israel's military capacity, a lot of persistence persuaded the navy to go to great (secret) lengths to help him verify it
