Alemanha considera contratar cidadãos da UE para as suas Forças Armadas


O Exército alemão está a considerar recrutar especialistas de países da União Europeia para tarefas específicas, por exemplo na área da informática ou da medicina, disse o inspector-geral das Bundeswehr, Eberhard Zorn, numa entrevista aos jornais do grupo de media Funke. É “uma opção”, disse o responsável das Forças Armadas.

As Forças Armadas alemãs sofrem de subfinanciamento e de falta de material e pessoal especializado.

O comissário do Parlamento alemão para as Forças Armadas, Hans-Peter Bartels, comentou ao mesmo grupo de media que esta possibilidade não seria nada de extraordinário, argumentando que há já bastantes militares com dupla nacionalidade.

A ideia terá já sido abordada na União Europeia, onde não foi encarada com muito entusiasmo, dizem os jornais do grupo Funke. Vários países de Leste, especialmente a Bulgária, expressaram reservas, temendo que a medida levasse os seus jovens a emigrar para a Alemanha.

A ministra da Defesa, Ursula von der Leyen, disse numa entrevista ao jornal Reinische Post que as Forças Armadas empregam actualmente 182 mil pessoas, um aumento de 6500 em dois anos, com um peso de 12% de mulheres.

As Forças Armadas querem conseguir mais 21 mil efectivos até 2025.

O Governo tem recorrido a várias medidas para tentar fazer aumentar o número de efectivos: admitiu no início do ano que as Forças Armadas estão a recrutar cada vez mais menores – 2128 recrutas, o triplo do número de 2011, quando o país acabou com o serviço militar obrigatório.

Para seguir em frente com a ideia de integrar cidadãos da UE em certas áreas especializadas, seria preciso alterar a lei que data do final da II Guerra Mundial, e que restringe a participação no Exército a cidadãos alemães. Depois da guerra, o país tentou mudar a tradição militar criando um exército baseado no conceito de “cidadãos em uniforme”.

O relatório anual do Parlamento, feito no início do ano, sobre o estado das Forças Armadas resumia: é “péssimo”. Submarinos, carros de combate e aviões estão muitas vezes avariados, o que impede os militares de cumprir as horas de treino necessárias. Até faltava material básico como tendas.

A falta ficou também evidente na última cimeira do G20, quando a chanceler, Angela Merkel, aterrou na Argentina num voo comercial, depois de falhas técnicas nos dois únicos aviões de longo curso.

Mais uns poucos e tinham passado tantos quanto os que Portugal possui, os 37 ! :mrgreen:

KMW to Modernise 101 LEOPARD 2s for Bundeswehr

On 28 March Krauss-Maffei Wegmann signed a contract with the Bundeswehr equipment procurement agency, the BAAINBw, to modernise 101 LEOPARD 2 A6 main battle tanks.



The contract, valued at over €300 million, will bring several systems and components of the MBTs up to the level of the LEOPARD 2 A7V, including the targeting system and fire control computer as well as the chassis and what the company describes as “the operating concept.” Among other advantages to the Bundeswehr accruing from this upgrade will be a simplification of the MBT logistics footprint as the diversity of different LEOPARD models in service is reduced. The training burden will also be reduced for the same reason.

All 101 vehicles will be delivered to the Bundeswehr by 2026.

Quem nos dera ter 101 Leo 2 A6 ,quanto mais modernizados para o padrão A7v.
Mas fazem bem os alemães, já que ainda há pouco a maior parte nem funcionava por falta de peças ou orçamento.

Para um exército que ja teve mais de 2000 Leo 2, estar agora reduzido a 300 ou 400 carros, dos quais só 100 é que vão ser modernizados... Até os gregos e os espanhóis têm mais carros que os alemães.  :o

As October expires, Krauss-Maffei Wegmann (KMW) handed-over at its premises in Allach near Munich the first LEOPARD 2 main battle tanks (MBTs) upgraded to the A7 and A7V standards to the land forces of Denmark and Germany, with the former opted for 44 vehicles, while the Bundeswehr is about to receive 104 examples for delivery until 2023.

The A7V ('V' for "verbessert"; improved) is the latest and most capable version of the LEOPARD 2 family that performs the full spectrum of armoured warfare for 40 years. KMW, with the development of the LEOPARD 2 family and the continuing modernisation of the range of its variants, positions itself as a global leader in the design, engineering and modernisation of modern MBTs. KMW's expertise unmistakable culminates with the A4V, this latest variant representing the 'state-of-the-art' of modern MBTs. Its unique performance characteristics triggered a major interest in the platform by the Bundeswehr and the Royal Danish Army. The latter seeks to enhance its combat power to adapt to the spectrum of future mission scenarios. This scheme includes high-intensity warfare for which the A7 offers adequate capability.

KMW is credited with 18 international users of its LEOPARD 2 family and no less than 15 different versions, some of which were specifically outfitted for individual customers like Canada, Greece, Indonesia, Qatar, Spain or Sweden. Next will be Hungary, which opted, in December 2018, for 44 new-construction 2A7+ MBTs.

Unlike most other modern MBTs, the LEOPARD 2, designed in the midst of the Cold War in the mid- to late-1970s and produced since 1979, was permantly upgraded over the years. MBTs like the A7V are hard to find: "Its technological achievements deserve to be treasured," one attendee from the German Army said in Munich. The vehicles on delivery to Denmark and Germany set new standards as a "game changer," as noted by the Danish envoy to Berlin, Friis Arne Petersen. The Royal Danish Army (Haeren), the land-based branch of the Danish Defence (Vorsvaret) of the Kingdom of Denmark, ordered 44 A7s, which are expected to meet the latest battlefield needs of a land force that seeks to improve its warfighting capabilities, including interoperability, mobility, protection, firepower and lethality. The Danish land component originally operated 57 examples of the LEOPARD 2A5DK (equal to the 2A6 minus the L/55 smoothbore gun) plus six 2A4 (for spares) received from German Army surplus as of 2004. With the delivery of the A7 model, the army in its current structure, a mixture of mechanised infantry and armoured cavalry, will be able to further improve its limited, but advanced capability in armoured warfare. KMW informed shortly prior to the roll-out of the first vehicle in Munich that the first six vehicles will be delivered until the end of December, with the delivery of the remaining 38 MBTs completed in 2022.

The main reason for the Danish Ministry of Defence (Forsvarsministeriet; FMN) to decide to go for the A7 is that the LEOPARD 2 family in service with the majority of NATO member states has been continuously adapted to the most actual battlefield needs, using the latest technologies like fully digitalised sensors and C4I means, protection kits, weapons (including self-defence systems) and ammunition. The upgrade of the Danish LEOPARD 2 A5 MBT to the A7 standard was widely described as a "tough job", mirroring a close collaboration between KMW and the Danish project partner.

Summing up, the A7 and A7V variants employ extra armour and combine third-generation, fully digitised observation devices and C4ISR/BMS systems with a combat-proven weapon system, consisting of Rheinmetall's 120mm L/55 smoothbore gun and related ammunition types. This makes them the adequate combat platforms to operate both in low-intensity and high-intensity conflicts.

On Friday, Nov.29, the German parliament (Bundestag) passed its budget for 2020. At the heart of the budget presented by finance minister Olaf Scholz (SPD) is a massive increase in military spending, Johannes Stern reports on wsws.org. Five years ago, at the Munich Security Conference in 2014, the grand coalition announced Germany’s return to an aggressive foreign and great power policy. The far-reaching consequences of such a policy are increasingly reflected in the current budget.

The German military budget alone will total 45.05 billion euros next year—an increase of more than 12 billion euros since 2014 (32.4 billion). In reality, the increase is even higher. According to a report by the German Press Agency, the German government has notified NATO of its intention to spend 50.25 billion euros in 2020. “We are complying with our international obligations. The NATO defense ratio is 1.42%,” Scholz stressed in his speech in the Bundestag.

Further massive increases are planned over the coming years. In her speech summing up the work of the government, chancellor Angela Merkel (CDU) announced: “We will continue this step by step: 1.5 percent by 2024. The Defense Minister has drawn up a plan enabling us to improve our capability in the alliance by increasing our capacities to reach 2 percent (of GDP) by the early 2030s. You can count on that, ladies and gentlemen.” In absolute terms, the target of 2% of GDP, agreed by the grand coalition at the 2014 NATO summit in Wales, would mean increasing the military budget to more than 90 billion euros per annum.

Kramp-Karrenbauer had already announced last Monday at a German army base in Saarland that the government was preparing new military missions. “We would be able to undertake additional missions today,” with increased funding, she explained. On Friday, she introduced a proposal for compulsory service for all school leavers. What she is proposing, in fact, is the reintroduction of military service, which was suspended in 2011, thereby obtaining new recruits for the Bundeswehr and advancing the government’s plans to wage new wars.

It is primarily the SPD in the grand coalition which is pushing ahead with plans for Germany to play the role of military superpower. In his own speech on Friday, foreign minister Heiko Maas (SPD) bragged about Germany’s engagements in Syria, Libya, Ukraine, Afghanistan, Yemen and other countries. He explained: “Anyone seeing this and who refers to Germany’s responsibility in the world must take note that in all of the crises we are currently dealing with, it is Germany which has now assumed the leading role in conflict resolution. I think that’s a good way to take responsibility in the world.”

“We definitely do not want to be or become a mere plaything between the major powers Russia, China and the US,” declared Left Party foreign policy spokesman Stefan Liebich. Due to the “current state of NATO…we should seriously debate here what it means for Europe and what it means for the European budget if we take this challenge seriously.” The government’s budget is “not enough if we really want to shape European sovereignty within the framework of NATO, as we have done so far.”

Germany approves more procurement projects


The Bundestag has approved about EUR109 million for new drive trains for 71 Marder A5 and A5A1 IFVs, which, along with spare parts from Marders no longer in use, is expected to provide enough spare parts for those still in service until at least 2030, after which they will be replaced by the new Puma IFV. The Bundestag, the German parliament, approved another EUR594 million (USD662.5 million) on 11 December to improve the capabilities of the Bundeswehr, the Ministry of Defence (MoD) announced on its website. The ministry said on 12 December that the money would be used to procure more Meteor beyond-visual-range air-to-air missiles (BVRAAM) and anti-radiation missiles, extend the lifetime of the Marder infantry fighting vehicle (IFV), buy more road clearance systems, and enable Germany to join the European Secure Software-defined Radio (ESSOR) programme.

EUR185 million were allocated to buy another 100 Meteor missiles, including accessories, allowing the Luftwaffe to meet NATO requirements for multirole and air-to-air-roled Eurofighter combat aircraft, according to the German MoD.

The Bundestag approved EUR127 million to convert 85 AGM-88B High-Speed Anti-Radiation Missiles (HARM) into AGM-88E Advanced Anti-Radiation Guided Missiles (AARGM), plus EUR68 million for their certification for and integration into Tornado bombers, allowing the Luftwaffe to retain its ability to suppress enemy air defences.

About EUR109 million were earmarked for new drive trains for 71 Marder A5 and A5A1 IFVs. The MoD expected this, along with spare parts from Marders no longer in use, to provide enough spare parts for those still in service until at least 2030, after which they will be replaced by the new Puma IFV.
The Bundestag approved EUR10 million for the procurement of four vehicles with manipulator arms and some EUR15 million for five operator control and four detector vehicles, including spare parts and installation of sensors, to protect German troops from and clear roads of improvised explosive devices.

LWM 1800+ will give the Bundeswehr the capability to combat moving and stationary high-value targets at ranges of 500-1,800 m, the German Ministry of Defence (MoD).
