US Navy orders 2 additional Constellation class frigates from Fincantieri Marinette Marine.

According to information published by Fincantieri Marinette Marine on May 24, 2024, the Department of Defense has awarded Fincantieri Marinette Marine (FMM) a contract worth $1.04 billion to construct two additional Constellation-class frigates, designated FFG 66 and FFG 67.



This announcement follows the company's initial contract for the lead ship of the Constellation-class, awarded in April 2020, and the subsequent exercise of five options for additional vessels by the Navy.

Currently, the lead ship, the future USS Constellation (FFG 62), is under construction at FMM's upgraded shipyard in Wisconsin. With five ships slated for construction and options for four more, Fincantieri's workload is set to remain substantial.

About the program

The Constellation-class frigate program, initiated by the U.S. Navy, aims to deliver a new generation of guided-missile frigates that will enhance the Navy's surface combatant fleet. The program was launched in response to the challenges faced by the Littoral Combat Ship (LCS) program, including issues with survivability, armament, and cost overruns. These frigates are designed to be versatile, multi-mission warships capable of operating in both blue-water and littoral environments​.

The design of the Constellation-class ships is based on the Italian FREMM (European Multi-Mission Frigate) design, heavily modified to meet U.S. Navy standards. This includes enhanced survivability and more advanced systems. The first ship, USS Constellation (FFG-62), began construction in 2022 and faced several delays due to workforce shortages and the complexity of integrating new technologies.

Fincantieri Marinette Marine, the contractor responsible for building these frigates, has encountered significant challenges in hiring skilled labor, which has contributed to the delays. The Navy has allocated funds to provide bonuses to retain workers and address these workforce issues.

One of the features of the Constellation-class is the incorporation of advanced sustainment technology. This includes a mission-readiness sustainment system designed to predict maintenance needs and ensure the ships are fully operational during deployments. This system is likened to a car's onboard diagnostics, providing real-time updates on the status of various components​.

GAO blames new frigate’s delay on Navy tampering with design, ‘botched metrics’

GAO found the Navy's frigate now hardly bears any resemblance to the ship from which it was derived, characterizing them as "distant cousins."

WASHINGTON — The Navy’s reliance on “botched metrics” and “inadequate” review practices are key reasons why its $22 billion next-generation frigate program is plagued with a potential three-year delay right out of the gate, according to government auditors.

The new report by the Government Accountability Office, which was requested by lawmakers, assessed the Constellation-class frigate’s design and technical uncertainties around its capabilities. Auditors, who are usually mild-mannered in their criticism of their government counterparts, were unsparing in laying the blame at the Navy’s feet for tinkering with the new ship’s design too much.

“Navy decisions to substantially modify the frigate design from the parent design have caused the two to now resemble nothing more than distant cousins,” the report concludes. “Further, inadequate functional design review practices and botched metrics that the frigate program continues to rely on obscured the program’s actual design progress and contributed to prematurely starting lead ship construction before the design was sufficiently stable to support that activity.

Eu continuo a não perceber a Marinha Norte-Americana. Eles quiseram escolher um projeto já usado e testado pelo tempo que lhes permitisse cortar tempo de desenvolvimento e eliminar ao máximo tudo o que está a acontecer. Escolheram um projeto excelente a todos os níveis e para isso bastava substituir os sensores Europeus pelos Norte-Americanos, mas depois começaram a modificar tudo e agora queixam-se que o projecto está atrasado e com um aumento de custo?!

O problema aparenta ter sido a questão de tentarem construir o navio com padrões americanos de mitigação de danos, e que o navio tivesse mais capacidade de gerar energia, e mais velocidade, e ainda espaço adicional para evoluções futuras. Com tantas modificações, é como se fosse um projecto novo.

Para entender a diferença entre os padrões de sobrevivência das fragatas americanas e das fragatas europeias, basta recuar aos anos 80. No conflito das Falkland/Malvinas, as fragatas e contratorpedeiros da Royal Navy sofreram perdas significativas, com vários navios afundados. Em contraste, as duas OHP que sofreram ataques no Golfo Pérsico, apesar dos grandes danos infligidos e da construção em alumínio — tal como os navios britânicos — conseguiram sobreviver.

E, julgo, as marinhas europeias (entre outras) aprenderam com as Falklands... a começar com as nossas MEKO? Continuo surpreendido com essa situação (de uma fragata "topo de gama" e madura como a FREEM necessitar de tanta alteração para atingir os standards segurança da US Navy).

The decommissioning schedule for the U.S. Navy’s remaining 13 Ticonderoga-class guided missile cruisers has been set. Next to leave service will be the Vicksburg (CG 69) in June 2024, followed by the Cowpens (CG 63) in August, Antietam (CG 54) and Leyte Gulf (CG 55) in September. Overall, the last two cruisers will likely be Chosin (CG 65) and Cape St. George (CG 71), both to be decommissioned in fiscal 2027. The close of their careers will bring an end to the service life of the class, the world’s first to be equipped with the Aegis combat system.

Eu continuo a achar que a Marinha espalhou-se ao comprido quando escolheram as FREMM. Deviam ter escolhido as F100, já que meia Fragata usa sistemas Norte-Americanos e era menos uma alteração a ser feita em cima do joelho.
