Sweden Eyes Smaller Fighter Fleet, Base Closure

Helsinki - Proposed Swedish military cutbacks will reduce the Air Force's front-line fighter fleet to about 100 aircraft, while barracks closures in northern and southern Sweden will force the Land Forces to adopt a more centralized strategy, said Defense Minister Sten Tolgfors.

Military chiefs said the Ministry of Defense (MoD) will close air bases and barracks in northern, eastern and southern Sweden, and the Land Forces' southern bases will be relocated to central and western locations.

The Armed Forces Command (AFC) presented an updated Operational Costs Review to the MoD on April 22 that underlined a lack of funding to support the existing base structures in their present form, including the Air Force's F21 air wing in Lulea.

Military bases in the districts of Eksjö, Lulea, Karlsborg and Uppsala are expected to bear the brunt of future cutbacks. Cost cutting at the AFC's headquarters is also under consideration.

"The aim is for fewer but larger and better-equipped bases and forces," said Marie Hafström, the Swedish Armed Forces' (SAF) director general.

The cutbacks could see the closure of 10 military units. A final plan for unit closure will be presented by the AFC to the MoD in September. The Air Force is facing a $200 million operating deficit in 2008.

"I think it is strategically unthinkable that Sweden's northernmost air wing in Lulea could be moved to such a southerly location in Satenäs," said Per-Ola Eriksson, the governor of Norrbotten County in northern Sweden.

The budgetary cutbacks will require the Air Force to decrease the number of multirole fighters from 138 to 100.

"One of my first actions as newly appointed minister for defense last year was to approve the configuration of our entire aircraft fleet to one single standard, to the C/D version. We will, at the same time, reduce the fighter fleet to 100 aircraft to create a cost-effective and capability optimized Air Force," Tolgfors said.

Sweden ordered 204 39A, 39B, 39C and 39D JAS Gripen aircraft in the 1990s. Of this number, 28 are leased to the Czech and Hungarian air forces. Six more are set to be sold to the Royal Thai Air Force in 2011, with a possibility of another six later on.

Nesta sexta-feira, 1º de julho, a Força Aérea Sueca celebra os 90 anos de sua criação. O sitedas Forças Armadas da Suécia divulgou nota com informações, fotos e vídeo sobre cerimônia realizada nesta manhã na capital do país, Estocolmo. A Força Aérea Sueca (Flygvapnet) foi estabelecida em 1º de julho de 1926, embora antes já existisse a aviação militar no Exército e na Marinha.

No ar, a celebração contou com passagens de caças JAS 39 Gripen, aviões de transporte Hercules, jatos de treinamento SK 60 (voados por equipe de demonstração) e helicópteros de várias unidades sobre a capital. Em terra, o comandante da Força Aérea Sueca, general Mats Helgesson, depositou flores junto ao “flygarmonumentet”, monumento com escultura de Carl Milles de 1931 feita em homenagem aos pioneiros da aviação. O monumento fica no parque Karlaplan, tradicional local de celebrações da força.

Após a celebração junto ao monumento, o cerimonial prosseguiu no Memorial da Força Aérea, que homenageia os que morreram em serviço. Em seu discurso, o general lembrou que desde o estabelecimento da força a Suécia realizou grandes investimentos que não só contribuíram para desenvolver a força, mas também a indústria aeronáutica do país, com destaque para a empresa de aviação Saab e a de motores Volvo.

Mas, além do aspecto material, o que Helgesson mais destacou foi o aspecto humano: “Sem profissionais leais, nós não somos nada. O espírito da Força Aérea é o caráter e o espírito de equipe. Isso inclui o desejo de sucesso, de cooperação, a capacidade de aprender com os erros e nunca desistir.” O general relembrou também as 957 pessoas que sacrificaram suas vidas em serviço na Força Aérea Sueca.

A Suécia vai restabelecer o serviço militar obrigatório a partir de 2018. Um relatório revela que a abolição em 2010 complicou o recrutamento para as forças de defesa do país.

Segundo as conclusões de um relatório elaborado para o Ministério da Defesa, o serviço militar será obrigatório para todos os suecos nascidos depois de 1999.

A decisão tem de ser aprovada pelo parlamento e cerca de quatro mil jovens devem ser chamados anualmente.

"Espero que possamos encontrar um caminho para um método mais estável de recrutamento", disse, em conferência de imprensa, o ministro da Defesa sueco, Peter Hultqvist.

A Suécia, não é membro da NATO (Organização do Tratado do Atlântico Norte), mas assinou a Parceria para a Paz, programa lançado em 1994 para desenvolver a cooperação militar entre aquela organização e países não-membros.

How Sweden’s austere basing system influenced the Gripen

Facing the Soviet threat during the Cold War, the Royal Swedish Air Force devised an air basing strategy that dispersed fighters throughout its territory, making it difficult for Moscow to destroy all of its fleet on the ground in a surprise attack.

The Bas 90 system, which often nestled air strips amid forests and used highways as backup runways, was partially dismantled after the end of the Cold War. However, in recent years the ideas behind the system are receiving renewed focus as Stockholm faces a resurgent Russia.

Dispersed basing also is getting interest from the US Air Force (USAF), as the service looks for ways to avoid its Pacific Air Forces fleet being destroyed on the tarmac by long-range precision cruise and ballistic missiles launched from China. The strategy, called Agile Combat Employment, is also being employed by the service and its NATO allies in Europe in response to Russian hostility.

However, adapting the USAF’s premier combat aircraft, the highly complex Lockheed Martin F-35 and Lockheed F-22 stealth fighters, to dispersed operations is challenging. Both aircraft require extensive maintenance, repair and overhaul systems for sustained operations. That support system handles everything from stealth coating repair, software patches to engine overhaul. It’s not easy – nor was it originally designed – to pick up and relocate to a remote air base.

In contrast, the Swedes intended from the very beginning to have fighters operating from austere air bases. At the end of the Cold War this greatly influenced the development and production of the Saab JAS 39 Gripen.

BAS 90 AND CONSCRIPTS

To understand the design of the Gripen, Saab argues that the nature of Bas 90 bases and the Swedish military need to be understood.

Bas 90 bases are designed to survive enemy attack by having flightlines and runways that are positioned far apart, often separated and hidden by woods. Aircraft also have the option to use several backup runways, sometimes reinforced highways adjacent to the main airstrip.

“Attacking aircraft on the ground is made more difficult by dispersing individual flightline positions over large areas and with long distances between each position,” explains a 1986 documentary produced by the Swedish military. “The number of flightline positions in a base is enough to vary aircraft positioning over time.”

Because Bas 90 bases are spread out the Swedish military presumed that it would be “very cost-inefficient” for the Soviet Union to totally destroy the base from the air.

Saab Gripen landing on a highway

If an air strip is damaged by a bomb, the latest Gripen E can land in 600m (1,970ft) and takeoff in 500m, says Saab. The landing strip only needs to be 16m wide. That short-take-off-and-landing ability also allows the fighter to fly from taxiways, small civil airfields or highways.

To land on short airstrips, but also to increase manoeuvrability, the Gripen was given a canard. The canard allows the fighter to increase its angle of attack and create more lift at slower speeds during landing.

“You also do what we call a direct landing, which is similar to what the US Navy does on carriers,” says Eddy de la Motte, head of the business unit for Saab Gripen E/F. “You don’t have a flare. You basically fly the aircraft into the ground. You have to be able to sustain higher vertical velocities than a normal land-based aircraft.”

Once the aircraft has touched down it needs to be stopped quickly. On the predecessor Saab 37 Viggen a thrust reverser was used to slow and halt the aircraft. “It’s a very exciting system to use,” says Mikael Olsson, head of flight testing for Saab and former Viggen pilot.

Saab decided to forgo the thrust reverser on the Gripen, instead using the canard and wheel brakes to stop quickly. “We use the canard and the wing rudders to create aerodynamic downforce to make the brakes more effective,” says de la Motte. “It’s like what you do on Formula 1 or NASCAR.”

Gripens taxi using their own power to flightline positions for maintenance, refuelling and rearming. “You can actually make a U-turn on the road if necessary,” says de la Motte.

Saab Gripen being moved through the woods

Instead of aircraft being serviced at fixed repair depots, mobile maintenance crews, driving vans and military trucks, bring fuel, munitions and parts to the aircraft’s position. Refuelling and rearming – including reloading the gun and attaching air-to-air missiles – can be done in less than 10 minutes with one enlisted technician and five conscript mechanics, claims Saab. Maintenance equipment fits in a single small shipping container.

“In terms of a turnaround – landing, doing refueling, rearming and taking off again – how do you minimize that time?” says de la Motte. “Obviously, you try to make the aircraft self-contained. For instance, we use an auxiliary power unit, which was quite unique for the military fighter aircraft of that generation. One reason why we did that was to eliminate lots of ground support equipment.”

To eliminate additional ground equipment, the aircraft handles many of its startup systems and diagnostic checks internally. “The aircraft tells the ground personnel whether it has a problem or a potential problem,” says de la Motte.

Weapon system checks are also streamlined. “We don’t have to go to specific positions close to the runway and take out the safety pins,” says de la Motte. “We have a master arm switch instead.”

Maintenance areas of the jet must also be accessible with winter gloves on as much service work is performed outdoors in the cold of Nordic winters. Access panels are opened and closed with push button latches. The service panel and refuelling hatch are located in the same area to save the crew walking around time.

“It was a must that it was easy for a conscript with only one year of training and education,” says Olsson. “For example, changing an engine in the woods or on the bases, the requirements were you should do that in an hour.”

The engine can be detached from the airframe by removing just a few bolts, disconnecting the fuel, hydraulic lines and gearbox, and lowering it using hand-cranked fishing rod-like winches, a tool that also can be used to hoist missiles into their pylons. “That kind of thinking has dominated the design process from the beginning,” says de la Motte.

When refuelling and rearmament is complete, the ground crew slips back into forest encampments. Personnel and equipment are only positioned near runways momentarily so as to avoid being killed or destroyed during an attack.

When the Berlin Wall fell and the Warsaw Pact dissolved at the end of the Cold War, Stockholm partially walked away from its dispersed air basing strategy. Instead the country embraced international co-operation with neighboring countries, such as Finland and members of the NATO alliance. For example, in May 2020, the US Air Force for the first time flew Rockwell B-1 Lancers over Sweden as part of close-air support training with the Royal Swedish Air Force’s Gripen fleet.

Still, while international cooperation has increased, in recent years the focus on dispersed operations has been renewed, with Sweden operating a mix of both defensive strategies.

“Design requirements, the requirements in terms of dispersed basing, they have stayed the same,” says de la Motte. “They haven’t been relaxed or changed.”

In March 2020, the Swedish government authorized the acquisition of new training aircraft for its armed forces. The decision to select the Grob G120TP as the Basic Trainer Aircraft was made by Air Force Chief Carl-Johan Edström, who noted that the aircraft met all of the requirements for basic flight training. The G120TP will replace the existing SK 60 jet trainers and is part of a new training concept, where pilots will progress to the JAS 39 Gripen as an advanced trainer aircraft after completing their basic flight training on this propeller aircraft.

Deliveries of the initial batch of Grob 120TP aircraft began in 2023 and are scheduled to be completed in 2024.

This new contract includes three aircraft, a spare engine, and additional training aids and planning tools. With this addition, the Swedish Air Force's fleet of Grob 120TP aircraft will increase to 13. This expansion is expected to significantly bolster training capacity and efficiency. Delivery of the aircraft to FMV is expected in December 2024, with the Swedish Air Force receiving them in the first quarter of 2025.

Em 2017, quando o Brasil acabava de notificar a Saab da encomenda de 36 aviões de combate JAS-39 Gripen E/F, a Força Aérea Sueca [Flygvapnet] havia descartado a ideia de adquirir o avião de transporte C-390 “Millenium” do A fabricante brasileira Embraer substituirá seus seis C-130H Hercules de fabricação americana. E decidiu modernizá-los para prolongar a sua vida operacional até 2030.

No entanto, cinco anos depois, o Estado-Maior sueco mudou de ideias e anunciou a sua intenção de retomar alguns C-130J Hercules colocados à venda pela Itália. Dois dispositivos também deveriam ser entregues à Flygvapnet em 2023. No final das contas, esta compra foi cancelada. “A compra de novas aeronaves de transporte deve ser reexaminada após uma análise completa das cotações do setor”, disse então.

Quase ao mesmo tempo, a Holanda anunciou a sua intenção de adquirir cinco C-390 Milleniums para substituir os quatro C-130H Hercules operados pela sua força aérea [Koninklijke Luchtmacht – KLu]. E isto, às custas do C-130J da Lockheed-Martin.

Para justificar a decisão, o Ministério da Defesa holandês argumentou que a disponibilidade do avião brasileiro era “maior” que a do seu concorrente americano devido à “manutenção mais simples”. Além disso, também obteve “melhores resultados em vários requisitos operacionais e técnicos”.

Obviamente, as qualidades do C-390 “Millenium” foram reconhecidas pela Áustria [que receberá três exemplares, no âmbito de uma compra partilhada com a Holanda, para substituir também o seu C-130H], República Checa, Eslováquia e Portugal. E acabaram por convencer a Suécia... que sem dúvida só pediu para ser convencida depois de a Saab e a Embraer reforçarem a sua cooperação industrial.

Com efeito, no dia 9 de novembro, o Ministro da Defesa sueco, Pål Jonson, anunciou que acabava de assinar um memorando de entendimento com o seu homólogo brasileiro, José Múcio, para a aquisição de um número não especificado de C-390 “Millennium”. Em troca, o Brasil se comprometeu a encomendar nove JAS-39 Gripen E/F adicionais, o que elevará para quarenta e cinco o número de aeronaves a serem entregues às suas forças aéreas.

“A Suécia tem interesse em adquirir aeronaves de transporte do tipo Embraer C-390. Com esta declaração de intenções, o governo está pronto para solicitar à Administração de Material de Defesa [FMV] que inicie negociações com vista à aquisição de aeronaves C-390”, anunciou o Ministério da Defesa sueco, através de um comunicado de imprensa.

“O atual avião de transporte militar das Forças Armadas, o TP 84 Hercules, é antigo e apresenta problemas de disponibilidade. Está em serviço há mais de 50 anos e o processo de substituição já está em andamento há muito tempo. A carta de intenções assinada é, portanto, uma mensagem de boas-vindas porque era importante encontrar um substituto para ele”, saudou o Estado-Maior sueco, num comunicado de imprensa divulgado separadamente.

Para o Comandante General da Flygvapnet, Jonas Wikman, é “muito gratificante ver que estamos nos aproximando de uma solução de longo prazo. O C-390 é uma plataforma altamente qualificada com grande potencial de desenvolvimento e agora estamos totalmente focados em adquirir esta capacidade absolutamente essencial o mais rápido possível.”

Recorde-se que, movido por dois turbofans IAE V2500, o C-390 pode transportar 20 a 25 toneladas de carga numa distância de 2.815 km, a uma velocidade máxima de cruzeiro de 850 km/h. O seu preço unitário varia entre 130 e 150 milhões de euros.
