Governo avalia pedidos da Roménia e da Bulgária para compra de mais F-16

O governo e a Força Aérea estão a avaliar pedidos da Roménia e da Bulgária para a compra de, respetivamente, 12 e nove aviões F-16, um projeto que o ministro da Defesa espera que seja concluído com êxito.

"Não duvido do êxito do trabalho atualmente em curso para a eventual alienação de uma segunda esquadra de aeronaves", afirmou Azeredo Lopes, considerando que o primeiro programa de venda de 12 F-16 à Roménia "é um exemplo da competência" da Força Aérea. O ministro da Defesa discursava na cerimónia de imposição de medalhas a 24 militares de um total de 29 que estiveram envolvidos no projeto de venda de 12 aeronaves F-16 à Roménia, no ministério da Defesa Nacional.

Questionado pela Lusa, o chefe do Estado-Maior da Força Aérea, Manuel Rolo, afirmou que a Roménia solicitou a compra e modernização de mais 12 F-16 e a Bulgária de nove mas o modelo terá de ser outro, já que o ramo não prevê alienar mais F-16."O modelo agora tinha que ser ligeiramente diferente, passaria por uma cedência do governo americano de aeronaves disponíveis que por sua vez seriam modificadas e é esse trabalho preliminar que está a ser feito", disse. Azeredo Lopes sublinhou ainda o envolvimento da OGMA (Indústria Aeronáutica de Portugal) na modernização dos F-16 para a Roménia, considerando que "a Defesa Nacional gera valor".

Considerado pelo Governo "um sucesso", o contrato foi assinado em 2013 pelo anterior ministro da tutela, Aguiar-Branco e contemplou a venda de 12 aparelhos - nove monolugares e três bi-lugares - representando um encaixe líquido de 78 milhões de euros de um total de 181 milhões. Para além do contrato inicial, a Roménia solicitou o ano passado ao Governo português um pacote adicional de bens e serviços de apoio logístico, incluindo equipamentos de autoproteção de guerra eletrónica.

Para corresponder a este pedido, o Governo autorizou uma despesa adicional de 8,4 milhões de euros para a aquisição, modernização e atualização daqueles equipamentos, despesa que será suportada pela Roménia em aditamento ao contrato inicial, segundo uma resolução do Conselho de Ministros publicada em dezembro de 2016. Os primeiros seis dos 12 aviões foram entregues em setembro numa cerimónia na Base Aérea de Monte Real, Leiria, e outros três voaram para a Roménia em dezembro. As restantes três, que foram compradas por Portugal ao fabricante norte-americano, ainda estão em processo de atualização, devendo ser entregues em setembro do corrente ano, segundo os prazos previstos.

A alienação de f-16 da FAP estava prevista na lei de programação militar desde 2006, depois de no início da década Portugal ter decidido que não precisava, em termos operacionais e das exigências da missão, de nove das 39 aeronaves de que dispunha. O programa inclui a formação e treino de cerca de 84 militares romenos, entre pilotos, técnicos e mecânicos entre 2014 e 2018, a preparação e modernização das aeronaves e o envio de uma equipa portuguesa de formação e suporte para apoiar a Força Aérea romena durante dois anos.

The company plans to keep future production of F-16s in the US, he said. Lockheed has created F-16 assembly plants in Turkey, Portugal, Belgium and the Netherlands in the past. "The next customer that we sell F-16 to we will build them in the US," said Mr Groesch.

The Trump administration has criticised US companies that have factories and assembly lines overseas and has vowed to create US jobs with his "America First" motto.

Bulgaria's parliament approved a plan in June to get eight new or secondhand fighter jets between 2018-2020. Some funds for the deal have been set aside in the 2017 budget. After the working group examines offers by the end of the month, talks with be held with the preferred bidder to prepare a contract, a source familiar with the process said."It is not likely that a deal is to be approved before a new government is formed after general elections on March 26", the source said.

A propósito, alguém sabe se os 3 F-16 comprados encaixotados na sequência do negócio com as Roménia já estão a ser montados?

Tanto quanto sei destinam-se à FAP e não à Força Aérea Romena, certo?

Como assim? Parte do processo de MLU dos nossos F-16 foi feito nas OGMA.

Grande parte, até. Mas esses trabalhos foram feitos para aparelhos destinados a equipar a nossa força aérea.

Outra coisa será fazê-lo numa vertente comercial, para transferência para as FA's de outros países (estou, como é óbvio, a assumir que Portugal não vai reduzir o seu inventário de F16 em mais 8 aparelhos.....)

Today, Proposals from Participants In the Procedure for the Delivery of A New Type of Fighter Aircraft Were Opened

In the procedure for obtaining a new type of fighter, today, March 13, 2017, at the Ministry of Defence, the proposals received from participants were opened from: Portugal, with a logistics package from the United States; Sweden and Italy.

The interdepartmental working group appointed by order of the Prime Minister opened the submitted proposals in the presence of representatives of Italy, Portugal, the USA and Sweden. The working group, chaired by the commander of the Air Force Major-General Tcanko Stoykov, will begin analyzing, evaluating and summarizing the responses on March 14, 2017.

In accordance with the text adopted on June 2, 2016 by the National Assembly resolution on "Project for Acquiring New Type of Fighter," the Ministry of Defense on December 9, 2016 sent a "Request for proposal (RFP)" to the governments of Italy, Portugal and the USA, and Sweden. This document specified a deadline for receipt of proposals at 12.00 on March 13th, 2017. All invited countries met the prescribed deadline.

The investment project to acquire a new type of combat aircraft was approved by decision of the Council of Ministers on April 1, 2016, and provides for the first stage of its implementation to be concluded by an intergovernmental agreement to acquire 8 aircrafts in the period 2018-2020.

Romania looks to buy 20 more F-16s

Romania is looking to increase the size of its fighter fleet after the government decided to apportion 2% of GDP for defence in 2017. The Parliament and Supreme Defence Council (CSAT) have approved the decision."My intention is to finalise this year the decision to have another 20 F-16 fighters. The Romanian Air Force has nine now and there will be 12 by the end of the year, but we need more to strengthen our air force capability. As a matter of principle Romania intends to buy these 20 F-16 fighters from the United States. All further details will be announced [in due course", Defence Minister Beniamin Les told the Romanian parliament on 13 February.

Romania bought 12 F-16s from Portugal for EUR181 million (USD203 million) in September 2013. These include nine F-16AM single-seaters and three F-16BM two-seaters and were bought via C N Romtehnica under the Peace Carpathian programme, with third-party transfer authorisation coming from the US government.

Les also announced in Parliament that Romania's procurement of four Damen Sigma 10514 corvettes for EUR1.6 billion is to be cancelled because of the "illegal procedure of not having parliamentary approval", although he added that another tender will soon be launched because "the needs of the naval forces are high". For the Romanian Ministry of Defence reaching 2% of GDP for defence is significant after more than 15 years of inconsistent procurement, especially given the country's increasing strategic importance and NATO engagement.

Estive a analisar os numeros de cauda que acabaram por ir para a Forca Aerea Romena e verifica-se que estes dados de 2009 estavam correctos...apenas 2 alteracoes...

Primeiro retirou-se o 15131 da lista pois com a queda do 15140 passou-se a ter apenas 9 aeronaves destinadas a alienacao.

Segundo decidimos ficar com as 3 Aeronaves a adquirir aos USA e cedemos, os seguintes: 15121, 15123, 15124 a Forca Aerea Romena.

Assim a lista final:

Não está nos planos a FAP alienar mais nenhum F-16. A nossa proposta conjunta com os norte-americanos consiste em adquirir e modernizar células A/B nas OGMA vindas do AMARG.

Não está nos planos a FAP alienar mais nenhum F-16. A nossa proposta conjunta com os norte-americanos consiste em adquirir e modernizar células A/B nas OGMA vindas do AMARG.

Sim, eu sei disso...mas podemos fazer como fizemos com os 3 que cedemos a Forca Aerea Romana, ficando nos com os 3 adquiridos aos USA  ;) Os Bulgaros levavam estes 8 e nos ficavamos com os "novos"  :D

A Bulgária deverá optar por Saab Gripen C/D novos, tendo ficado a proposta conjunta norte-americana e portuguesa de fornecer F-16 modernizados em segundo lugar.

SOFIA, Bulgaria — Bulgaria has decided to start talks with Sweden to acquire eight new Gripen combat jets made by Saab, Bulgarian interim Deputy Prime Minister Stefan Yanev said Wednesday, as the Balkan country seeks to replace its aging Soviet-designed MiG-29s.

The Balkan country has picked the Swedish offer in preference to an offer from Portugal of secondhand U.S. F-16s equipped with U.S. weaponry and an offer from Italy of secondhand Eurofighter Typhoon fighters.

A deal is estimated to be worth about 1.5 billion levs (U.S. $832 million).

A special commission for the negotiations is expected to be set up within a week, Yanev said. The talks with Sweden will be held by Bulgaria's next government, which is expected to take office next week.

"Sweden's offer is ranked first, followed by Portugal and Italy," Yanev said. "It is normal that talks start with the first-ranked country."

Last year, Bulgaria's parliament approved a plan to acquire eight new or secondhand fighter jets between 2018 and 2020 to improve the country's compliance with NATO standards and replace its MiG-29s.

A final deal would still need parliamentary approval.
