Singapore cleared to acquire up to 12 F-35B STOVL JSFs

Kelvin Wong, Singapore - Jane's Defence Weekly
10 January 2020

The US State Department has approved a potential USD2.75 billion Foreign Military Sale (FMS) of Lockheed Martin F-35B short take-off and vertical landing (STOVL) Joint Strike Fighters (JSFs) as well as associated spare parts, logistics, and training support to Singapore.

The US Defense Security Cooperation Agency (DSCA) announced on 9 January that the Singaporean government has requested an initial batch of four F-35B STOVL aircraft with the option to acquire an additional eight.

DSCA also revealed that the proposed package includes up to 13 Pratt & Whitney F135 engines including one initial spare, unspecified electronic warfare, communications, and navigation systems, the Autonomic Logistics Information System (ALIS) maintenance and logistics planning suite, software development and integration, and training equipment.

Singapore would be the fourth country in the Asia Pacific region to operate the F-35 - after Australia, Japan, and South Korea - should the sale proceed. It would also represent a brand new STOVL capability for the Republic of Singapore Air Force (RSAF), which has never operated such aircraft.

"On 5 April MINDEF [Ministry of Defence] submitted a request to purchase F-35Bs from the US - to acquire four planes with an option of an additional eight more, subsequently the Congressional Notification (CN) of Singapore's request of purchase adheres to the formal requirement within the US for possible sale of military equipment to foreign countries," the ministry said in a 10 January statement provided to Jane's .

"It is routine and Congress has 30 days to respond to the CN," MINDEF added. "The CN is not a formal contract of purchase. If the CN passes, formal terms will be negotiated for the Letter of Offer and Acceptance."

MINDEF announced on 18 January that it had identified the F-35 as the "most suitable replacement" for the RSAF's ageing F-16C/D multirole combat aircraft.

Prices falling steadily. Every new production lot of the F-35 costs less per plane than the previous one, and less than government estimators predicted. Under an agreement signed with the Pentagon last year, the average price of each fighter will fall 12-13% between 2019 and 2022. The most common variant of F-35 will cost less to build in future years than the far less capable fighters it is replacing. The most expensive variant of F-35—the Marine vertical-takeoff fighter—now costs less to build ($108 million) than the cheapest list price quoted for a Boeing 737 jetliner ($122 million).

Deal in numbers is as follows:

Delivery of the first examples to Poland (6) is planned to happen between 2024 and 2025. 32 examples would be delivered by 2030. The first six aircraft would be staying in the US for the sake of training for the Polish Air Force. This most probably refers to the Luke AFB. Poland will get a single spare engine.
Poland is acquiring the F-35 in the Block 4 variant, and the agreement also includes a modernization package that would involve subsequent upgrades introduced by Lockheed Martin.
Polish F-35 aircraft will be fitted with a drogue chute, similar to the one used by the Norwegians.
Extras that come with the Polish aircraft include ground support equipment, integrated training centre and 8 Full Mission Simulators, logistics support within the GSS system (until 2030) and training of 24 pilots (up to the instructur level), along with 90 members of the ground crew.
Pricetag of the Polish F-35 deal is defined as 4.6B US dollars with unit price of 87.3M dollars (net), engine included – according to the Armament Inspectorate of the Polish MoD.
The agreement also includes a modernization package that envisages that upgrades introduced later on would be implemented on the aircraft delivered before those upgrades.

E claro, custos do armamento e manutenção do avião.

The Pentagon has closed out all but six open system development and demonstration (SDD) capability requirements for the Lockheed Martin F-35 Lightning II Joint Strike Fighter (JSF).

Já só falta 6. c56x1
