Pakistan Navy Orders Embraer Jetliner 1000 to Replace P-3C Orion MPAs


On 6 October 2020, the Pakistan Navy announced the selection of the Embraer Lineage 1000 to replace its P-3C Orion in the maritime patrol role, with 10 converted commercial jets, the first of which has been ordered. It was unclear whether the aircraft is being acquired directly from the manufacturer or another party. In-service aircraft may not be available due to low production numbers, while existing operators may be selling their aircraft due to COVID restrictions on air travel.

With only a single aircraft ordered thus far, the program is in its early stages. When converted for Pakistani service, the aircraft will be called Sea Sultan. Embraer did not respond to requests for comment. Using a commercial turbofan engine-powered aircraft as the basis for an anti-submarine warfare platform is not unheard of. After all, the U.S. P-8 is a Boeing 737-800 derivative. But there are challenges in converting the aircraft, not least of all if internal weapons carriage is required where a bomb bay will need to be cut into the airframe.

The Embraer Lineage 1000 is a variant of the Embraer 190 regional jet airliner, launched as a private jet on May 2, 2006. Manufactured by the Brazilian aerospace firm Embraer, the Lineage is advertised as an “ultra-large” business jet with comfortable seating for 19. The Lineage 1000 is based on the Embraer 190 airliner, with added fuel tanks in the lower deck cargo hold space, nearly doubling the jet’s range. It boasts a lavish interior, divided into up to 5 sections including an optional bedroom, washroom with running water, and a walk-in cargo area at the rear.

Naval Group Opens Office In Philippines With Submarine Deal In Sight


Naval Group announced the upcoming opening of an office in Manila in the Philippines. The opening which is set for early 2021 will help the French shipbuilder be closer to its potential customer, the Philippine Navy, as the country is looking to acquire not just submarines, but a true submarine force.

As Naval News reported last month, quoting Naval Group’s CEO, the company is involved in “intense discussions” with the Philippines regarding the sale of submarines. It appears that the topic is progressing well, with the French Shipbuilder set to open a local office in Manila in a couple of month.

Philippine’s submarine ambitions

There have been rumors of a Philippine interest for the French Scorpène submarine for about a year, following the visit of the Philippine Secretary of National Defense Delfin F. Lorenzana to Paris during which the Philippines and France signed a Letter of Intent on maritime cooperation.

It is true that the submarine game in East Asia is heating up, with multiple new submarines being constructed. Japan recently launched the first of the new Taigei-class. South Korea launched the second KSS-III class boat, there is evidence that China is building new nuclear submarines. This week, Taiwan officially started construction on its own IDS submarine. While Singapore, Indonesia and more recently Malaysia have been deploying submarines for years, Thailand is about to join them, leaving the Philippines as one of the few nations in the region lacking a submarine force.

The creation of the submarine force is part of the Armed Forces of the Philippine modernization program aiming to protect the nation maritime sovereignty and interests. Talking to Naval News, a source familiar with the matter explained that the political will to acquire such a capability is there, and budget would not be a major issue. The Philippines is one of the emerging markets and the 3rd highest in Southeast Asia by GDP nominal after Thailand and Indonesia.

Delivering a “Submarine Force”

The submarine site of Itaguai in Brazil was set up from scratch with assistance from Naval Group for Brazil’s PROSUB program. It consists in both a Scorpene submarine production facility and a submarine base. Brazilian Navy picture.

And this is exactly what Naval Group is proposing: Not just the procurement of submarines but the set up from scratch of a true submarine force. As demonstrated with the successful Malaysian Scorpene program, the French Shipbuilder is able to:

deliver submarines;
design the infrastructures (naval base and/or maintenance facility);
train the submarine force personnel from scratch (crews and maintenance personnel);
set up a submarine force HQ, train the newly created submarine command on how to use a submarine force (via French Navy know how) and make the most of it.

According to our sources, while South Korea’s DSME is also eyeing a submarine deal with the Philippines, only Naval Group has the capability to deliver this comprehensive “submarine force” offer.

Naval Group is backed by French authorities in this potential market. The move is actually in line with France’ strategy in the Indo-Pacific region, as outlined last year in an official French MoD document, France’s strategic priorities in the Indo-Pacific are :

Defend and ensure the integrity of its sovereignty, the protection of its nationals, territories and EEZ.
Contribute to the security of regional environments through military and security cooperation.
Maintain a free and open access to the commons, in cooperation with France’s partners, in a context of global strategic competition and challenging military environments.

Assist in maintaining strategic stability and balances through a comprehensive and multilateral action.
France is present in the region via its overseas territories (Mayotte and La Réunion islands, Scattered Islands and French Southern and Antarctic Territories, New Caledonia, Wallis and Futuna, French Polynesia and Clipperton) and 93% of its exclusive economic zone (EEZ) is located in the Indian and Pacific Oceans. The region is home to 1.5 million French people, as well as 8,000 armed forces personnel stationed in the region. In addition to the French Navy vessels based in the region, assets from mainland France do deploy to the region, including submarines.

Scorpene submarine


The Philippines’ maritime environment ranges from challenging littoral confines, to the great depths of the Western Pacific. Between the islands the water is often quite shallow. At the same time the Philippine Trench, which reaches depths of over 10,000 meters, is right on their doorstep. The South China Sea and Celebes Sea are also quite deep in places. Therefore the Philippines needs a versatile submarine which is suited to both scenarios.

Naval Group believes its sea-proven Scorpene-class diesel-electric submarine (SSK) is the perfect match. Today 14 Scorpène submarines are in operational service or being built, for the Chilean Navy (2 units), the Malaysian Navy (2 units), the Indian Navy (6 units) and the Brazilian Navy (4 units).

The Scorpène design is adapted to fit each navy’s specific requirements. The Brazilian Scorpène for example is slightly longer to carry a larger crew, almost double the patrol range, and be able to cover greater distances.

Scorpène is ideally suited for action and operational effectiveness. Robust and enduring, it’s an ocean-going submarine also designed for shallow waters operations. Multipurpose, it fulfils the entire scope of missions such as anti-surface and anti-submarine warfare, special operations, offensive minelaying and intelligence gathering. Integrating improvements from French Barracuda-Class fast-attack submarine, Scorpène has cutting-edge capabilities, according to Naval Group.

Indonesia in talks with Naval Group for variant of Riachuelo-class submarine


Officials from Indonesia’s defence ministry are in discussions with a consortium led by French shipbuilder Naval Group for a possible order of the Riachuelo (Modified Scorpene)-class submarine, separate industry sources close to the talks have confirmed with Janes .

The discussion is the latest development in what has been a series of sporadic talks between Indonesian defence planners and Naval Group since 2016, when Jakarta first indicated its interest in the Scorpene 1000 vessel type for its naval requirements.

Due diligence specifically for the Riachuelo class began after a variant of the submarine type was suggested by Naval Group as being suitable for Indonesia’s requirements, said one of the industry sources.

Besides technical discussions, the talks with Naval Group and its consortium also touched upon financing options and opportunities for technology transfer agreements between French and Indonesian defence companies, the source added.

The Riachuelo class is a 1,800-tonne submarine type, four of which were ordered for the Brazilian Navy in 2009. The first-of-class was launched by Naval Group in December 2018, while the final boat is scheduled to enter the water in 2022.

The submarine has an overall length of 75 m, an overall beam of 6.2 m, and can accommodate a crew of 31, including six officers. It is capable of deploying F21 heavyweight torpedoes and MBDA Exocet SM39 Block 2 Mod 2 missiles via 533 mm tubes, and is capable of diving up to 350 m.

Se as marinhas asiáticas escolherem o Riachuelo, pode ser uma boa oportunidade para os estaleiros brasileiros construírem alguns cascos. Normalmente, o primeiro navio da classe é construído no país de origem, mas os estaleiros franceses devem estar bastante ocupados com o Barracuda nos próximos anos.

Taiwan Launches First Improved Catamaran Corvette, Takes Deliver Of Minelayer
Taiwanese shipbuilder Lung Teh Shipbuilding launched on 15 December the first improved Tuo Jiang-class fast missile corvette for the Republic of China (ROC) Navy. The same day, the first Min Jiang-class mine laying ship was delivered.

Ta Jiang (619) has a displacement of around 700 tonnes and a maximum speed of 45 knots thanks to her catamaran design. She is specifically designed to operate in shallow or coastal waters, where bigger ships such as frigates can’t sail.

Ta Jiang weapon systems include Hsiung Feng (Brave Wind) II and III anti-ship missiles and Hai Chien (Sea Sword) II anti-aircraft missiles developed by the government-funded Chung-Shan institute. The corvette also receives a 76 mm naval gun and a Phalanx CIWS.

Compared to the existing “Tuo Chiang-class stealth missile corvette, military engineers have further refined the performance and arsenal of the highly-praised first generation of ships” Taiwan President Tsai Ing-wen (蔡英文) said during the ceremony. Note that the bridge area on the improved version is quite different: It is much larger and features more windows.

On December 4, 2018, Taiwanese media confirmed that Lung Teh Shipbuilding won the tender to build 11 Tuo Jiang II class improved corvettes and four Min Jiang class minesweepers. Taiwanese media dubbed the catamaran corvettes “aircraft carrier killers,” referring to the growing PLA Navy fleet. The first three catamaran corvettes are due to join the ROC Navy by 2022. T.

The ship’s name, the “Ta Chiang” (塔江), contains a reference to the Tawa River (塔瓦溪) in Taitung County, which forms the ancestral hunting grounds of the aboriginal Paiwan people, while also alluding to the vessel’s symbolic role as a “tower” (塔) on the front line of the nation’s defense, the Navy said.

About Min Jiang-class mine laying ship



According to Taiwan’s defense ministry, four mine laying ships are on order for the ROC Navy. They will greatly enhance Taiwan’s offensive mine fighting capacity and effectively counter the threat of the PLA Navy.

During the keel laying ceremony of the first-in-class ship, Taiwanese defense officials were quoted saying: “the mine layer ships were designed to face down an attack by amphibious vehicles trying to land in Taiwan, and would be equipped with a more precise automatic mine laying system”.

According to Lungteh Shipbuilding, the vessels have a length of 41 meters, a width of 8.8 meters, a draft of 1.7 meters and a full load displacement of 347 tons. The maximum speed is 14 knots.

In addition to the sea mines (carrying capacity is unknown) the vessel is fitted with a 20mm T75 gun mount (as main gun) and two T74 machine guns (manned 7.62×51 mounts).

The vessel comes with an automatic mine-laying system and propulsion equipment that allows it to lay mines rapidly and with high accuracy.

Anping-class Coast Guard Catamaran Patrol Vessel



The first of 11 missile-launching corvettes based on the Tuo Jiang design was delivered to the Coast Guard Administration on 11 December.
Meanwhile, the Coast Guard Administration, took possession of a similar missile-launching corvette on 11 December.

The catamaran vessel was built in Kaohsiung by the Jong Shyn Shipbuilding Group. Named Anping, the missile launching corvette is a modified version of the Tuo Jiang class corvette. The new vessel Anping (CG-601) is the first  of 12 locally designed and built 600-ton class catamaran patrol vessel. It is fitted with high-pressure water cannon, and there is space (fitted for but not with) for converting the patrol vessel into a full fledged missile corvette armed with Hsiung Feng II and/or Hsiung Feng III anti-ship missiles. The conversion could be made rapidly, if needed, during wartime. Hsiung Feng II (HF-2) (雄風二型, “Brave Wind II”) is a subsonic anti-ship missile with a range of 160 km (250 km for the block II variant). Hsiung Feng III (HF-3; 雄風三型, “Brave Wind III”) is a supersonic anti-ship missile (with some land attack capability) with a range of 200 km (400 km for a future enhanced variant).
