French Shipyard OCEA Launched the OPV 190 MKII "Fouladou" for the Navy of Senegal

French Shipyard OCEA launched a new type of Offshore Patrol Vessel (OPV), the OPV 190 MKII, for the navy of Senegal on July 21st, 2016 in Sables d'Olonne (Western France). For over 30 years, OCEA is specialized in the design, construction, marketing and support of aluminum vessels up to 85 meters.

OCEA's OPV 190 MKII "Fouladou" launched for the Navy of Senegal

According to OCEA, the waters of the countries of West Africa have become one of the most dangerous maritime areas of the world. Maritime security is a real regional issue that threatens trade in the short term, and regional stability in the long term, compromising the development of this area. States in the region are well aware of the problem and are taking steps to counter this phenomenon. OCEA, listening to the market, aims to offer modern, efficient and affordable ships and services,

Named "Fouladou" (after an historical region in Senegal), the vessel is intended to ensure all "state action at sea" missions as well as naval defense missions in the Exclusive Economic Zone (EEZ):
· Maritime patrol and policing
· Monitoring of fisheries and fight against illegal fishing
· Fight against trafficking
· Search and Rescue
· Fight against marine pollution
· Multilateral exercise at sea

To meet the operational needs of this wide spectrum of missions, the OPV 190 MKII offers the following features and performances:
· Excellent seakeeping
· Ability to operate at reduced speed while maintaining very good maneuverability
· Speed adapted to pursuit and interception
· Endurance to ensure extended presence
· Stern ramp to launch and recover 2 RHIBs
· Detention cell
· Diver facilities
· Ability to conduct vertical replenishment (VERTREP) with winching area
· Surveillance, identification and classification systems
· Operations Room (CIC)

OCEA's OPV 190 MKII "Fouladou" launched for the Navy of Senegal

OCEA OPV 190 MKII main specifications:
Length overall: 58 meters
Width: 9.40 meters
Endurance: 3 weeks
Maximum speed: 24 knots
Crew: 24 sailors (+ accomodations for 32 passengers)

The deal with the navy of Senegal also includes support services (training, maintainance and on site technical services) as well as financing services.

The Dutch shipbuilder contracted to build six Long Range Patrol Vessels (LRPVs) for the Somali Coast Guard has announced that it remains on course to deliver the vessels as well as training and surveillance equipment.

Updating the Somali ambassador to the European Union, Ali Said Faqi, on the progress of the vessel construction during a recent visit to its premises in Rotterdam, top officials of the Atlantic Marine and Offshore Group said the company is in the final stages of the ship-building programme.

The company assured Ambassador Faqi that deliveries would be made in time before the end of this year. The vessels were ordered in July 2013 as part of a larger contract to build up the Somali Coast Guard. The Atlantic Marine and Offshore Group will build, maintain and operate the coast guard fleet and will develop a coast guard training centre to train coast guard personnel, security officers and shore based support personnel. In Mogadishu the Atlantic Marine and Offshore Group will establish an operational base, including a ship repair facility.

The Long Range Patrol Vessels being built for Somalia will be equipped with high-speed off-shore interceptor boats. A photo of a model of the new vessels showed a Damen Stan Patrol 5009 design while photographs of the visit showed officials in Damen hats, indicating Damen is supplying the vessels. The Stan Patrol 5009 vessels are 50 metres long, have maximum speed of 30 knots and 18-26 crewmembers. They feature the innovative axe bow concept which cuts through waves rather than slamming over them for superior seakeeping performance.

Somali Coast Guard operations will be managed in coordination with the Somali Coastguard Directorate.
Among other duties, the Somali Coastguard is charged with carrying out patrols which include monitoring and surveillance functions over the Somali territorial waters and the Exclusive Economic Zone (EEZ).

The training and equipping of the new Somali Coast Guard is funded by the European Union and the USA. Individual states, such as Turkey, have also supported the re-establishment of the Somali naval forces to take charge of local security duties after years of piracy off the country's Indian Ocean coast.

Nigeria unveils locally produced patrol boat

Jeremy Binnie, London - IHS Jane's Defence Weekly
19 August 2016

A still shows the 38 m patrol boat that the Nigerian Navy is building in Lagos. (Channels Television)

The Nigerian Navy provided a first look at the patrol boat it is building when it invited journalists to the Nigerian Naval Dockyard in Lagos to announce the delivery of 39 gunboats.

The vessel could be seen in one of the two smaller drydocks at the facility. Satellite imagery shows that it is approximately 38 m long, making it larger than the 33 m NNS Amboni, the only indigenously produced vessel the Nigerian Navy currently has in service.

Nigerian television also showed that the Ekpe-class patrol boat NNS Damisa and two of the three Combattante IIIB vessels are currently being worked on in the larger drydock. Several other vessels are also at the yard, including a Yola-class patrol boat.

The Nigerian press reported that 30 of the new gunboats are 8.2 m craft that were built at the Epenal Boat Yard in Port Harcourt and are an improvement on the 30 that were unveiled in February. Nigerian television showed boats of that size armed with what appeared to be ST Kinetics 40AGL automatic grenade launchers.

"We are now looking more inward for our equipment, so the Nigerian Navy had done particularly well and engaged local contractors and has also involved local content in production of what we have commissioned here today," Ministry of Defence Permanent Secretary Danjuma Sheni told Channels Television. "The boats will be inducted immediately into operations in the Niger Delta."

The other nine gunboats were supplied by Sri Lanka, which said in May that it had sold nine surplus in-shore patrol boats to the Nigerian Navy for USD4.2 million.

Singapore has laid down its fourth Independence-class warship
Progress indicates that the republic is on track to operate all eight platforms by 2020
Singapore shipbuilder ST Marine has laid down a fourth Littoral Mission Vessel (LMV) on order for the Republic of Singapore Navy (RSN), the country's Ministry of Defence confirmed with IHS Jane's on 31 August.

The platform, which is a part of an eight-vessel contract signed between the Singapore government and ST Marine that was announced in January 2013, was laid on 26 May at ST Marine's shipyard in Jurong. First- and second-of-class, Independence and Sovereignty , were launched on July 2015 and April 2016 respectively.

The LMV has been jointly designed by Saab Kockums AB and ST Marine. The ships will replace the RSN's fleet of 11 Fearless-class patrol vessels that have been in service since the mid-1990s.

The 1,250-tonne platform features a length of 80 m, a beam of 12 m, and a draught of 3 m. Each vessel is powered by two MTU 20V 4000 M93 engines and can attain top speeds in excess of 27 kt, and a standard range of 3,500 n miles at 15 kt.

The LMV can accommodate a baseline crew complement of 23, including five officers, and features mission endurance of 14 days.

The vessel's offensive capabilities are provided by one Oto Melara 76/62 Super Rapid main gun, two Oto Melara Hitrole 12.7 mm remote-controlled weapon stations (one each on the port and starboard sides), and one Rafael 25 mm Typhoon stabilised naval gun system at the rear of the bridge section.

For defence against hostile aircraft and precision-guided munitions, the LMVs have been equipped with a 12-cell vertical launching system (VLS) in the forward section that can launch MBDA's VL Mica anti-air missiles.

The platform's aft section features a flight deck that can accommodate one medium-lift helicopter, and a launch and recovery system for two rigid hull inflatable boats (RHIBs), or the Protector unmanned surface vessel (USV).

Hyundai wins USD337 million frigate contract from Philippine Navy

Ridzwan Rahmat, Singapore - IHS Jane's Defence Weekly
02 September 2016

Key Points
Hyundai Heavy Industries has been selected to supply the Philippine Navy with two newbuilding frigates
Programme will provide the Philippine Navy with its most modern surface combatant to date

South Korean shipbuilder Hyundai Heavy Industries (HHI) has formally received a notice of award from the Philippine government to build two new frigates for the Philippine Navy (PN).

The notice, which indicates a contract price of PHP15,744,571,584 (USD337 million), was signed by Secretary of National Defense Delfin Lorenzana and addressed to the senior general manager for HHI's special and naval shipbuilding division, Ki Yeong Sung.

The Philippine Department of National Defense (DND) first launched the two-ship frigate acquisition programme in October 2013 to meet the PN's long-range maritime surveillance, patrol, and interdiction capabilities.

HHI pitched the company's HDF-3000 multipurpose frigate design, which has been used as the basis for the Republic of Korea Navy's (RoKN's) Incheon (FFX-I)-class guided-missile frigates.

According to specifications provided by the company, the HDF-3000 design features an overall length of 114.3 m, an overall beam of 14 m and a hull draught of 4 m. The platform has a standard displacement of approximately 3,000 tonnes and can accommodate engines in combined diesel or gas (CODOG) machinery arrangements.

The HDF-3000 design has a maximum speed of 30 kt, and a standard range of 4,500 n miles at the cruising speed of 18 kt. In terms of armament, the platform can carry a 127 mm naval gun, two anti-surface missile launchers mounted diagonally amidship, two triple torpedo tubes, and associated fire control systems.

The PN's weapons wishlist for the warships is currently unknown but an updated list of requirements for the frigate acquisition programme released by the DND in early 2016 calls for no degradation of anti-air and anti-surface capabilities at Sea State 5, and no degradation of anti-submarine warfare capability at Sea State 4.

The problems don’t stop there, their submarine crews despite benefiting from a recent upgrade, need at least 190 days of immersion practice and in 2014 only spent 19 hours submerged. A similar situation is faced by their four destroyers, they don’t have any weaponry.

A recently published daily agenda indicates that the service’s working hours have been significantly reduced, from 0800 to 1300; rationing of food, energy consumption, and office supplies has been directed headquarters staff and property residents; and only the minimum personnel required to staff headquarters, directorates, and commands are working.

These orders, issued on 11 August, take effect 18 August. A next step will cut Monday and Tuesday as working days. Moreover, air force officials said any aircraft taken out of service will not undergo maintenance for now.”

During the period 1976–1983, Argentina was under the control of a military dictatorship, and in the midst of a devastating economic crisis. The National Reorganization Process, as the Junta was known, had killed thousands of Argentine citizens for their political opposition to the government. The era was known as the Dirty War, and has since been defined as "genocide" by an Argentine court.[7] Many of the victims were simply "disappeared" with~out due process.
