Upgrade of Five Landsort-Class Vessels Worth More Than One Billion Kronor to Kockums AB

 Kockums has received an order from the Swedish Defence Materiel Administration (FMV) to carry out a Mid-Life Upgrade on five Landsort-class MCMVs (Mine Countermeasures Vessels) as well as a general refit.  
 
The five vessels shall also undergo a modification for international missions, ordered by the Swedish Navy. Totally the order is worth slightly in excess of one billion Swedish kronor.  
 
Work on the design phase is scheduled to start immediately and the first vessel will be taken into the shipyard in March 2005. Work will then continue until 2009. Kockums is the prime contractor. Responsibilities include negotiating the procurement of command and sonar systems.  
 
The Landsort-class, which is constructed of glass fibre reinforced plastic (GRP), was built in the early 1980s by Kockums in Karlskrona. These vessels have played an important role in the Swedish Navy’s organization and will continue to do so in future.  
 
After the Mid-Life Upgrade, the vessels will satisfy all the demands made on tomorrow’s MCMVs, as part of the international rapid-reaction force to which the Swedish Armed Forces are now committed.  
 
“It is naturally pleasing to have received this large and important order for a Mid-Life Upgrade of the Landsort series of MCMVs. It demonstrates the customer’s confidence in our abilities. This order means that we have secured two key orders in a very short time, one for the Landsort series, and one for six hulls for the Royal Danish Navy. This proves that we have the know-how and that we are competitive,” comments President Martin Hagbyhn.

Crown Princess Victoria Christened HMS Härnösand Today

 At a formal ceremony conducted at Kockums in Karlskrona at 4 p.m. today, Thursday December 16th, Sweden’s Crown Princess Victoria christened the third “stealth” vessel of the Visby series.  
 
The band of the Royal Swedish Navy played, a standard-bearer and Guard of Honour was in attendance and, as well as the 175 guests from some ten countries, many of Kockums’ own employees were naturally at the ceremony.  
 
The vessel to be christened was new building 456. Crown Princess Victoria christened her with the following words: “With the consent of His Majesty the King of Sweden, I name this vessel Härnösand. May joy and success be your companion on the ocean and may you form a strong link in the chain of our defence.”  
 
Kockums’ marketing department had arranged a seminar on the stealth concept during the day, for specially invited guests, entitled “Swedish High Tech in Littoral Warfare”. HMS Helsingborg, the second vessel in the Visby series, put out to sea with a number of VIP guests. A special trip was arranged for the Crown Princess, at her own request.  
 
HMS Härnösand, like the other vessels in the series, is constructed of carbon fibre. She involves a “total” stealth concept. The “stealth technology” concept comprises everything that can minimise signatures and signals, with a view to making detection and identification more difficult or perhaps avoiding it completely. The vessels in this series are extremely difficult to detect with radar or any other modern sophisticated technology.  
 
Kockums is building a total of five vessels in the Visby series for the Swedish Navy. The concept has attracted considerable attention around the world.

'Sweden can no longer defend itself'

Armed Forces Supreme Commander Håkan Syrén fears that proposed cuts to the military will diminish its capacity to defend Sweden's borders.

In a proposal featuring an array of downsizing measures submitted by Syrén to the government on Thursday, military operations in Arvidsjaur in northern Sweden will disappear with the dissolution of the city’s Arctic Ranger battalion.

A number of other training units and naval companies are to be shut down as well.

The move comes in response to government pressure to hold down defence spending.

Syrén warned that the military won’t be able to deliver what the government is demanding.

“The Armed Forces are being forced to lower their ambitions when it comes to their ability to repel extensive military operations which threaten Sweden,” said Syrén in a statement.

According to Syrén, Sweden won’t have the protection required if current security conditions deteriorate.

In addition to the training units which the Supreme Commander wants to shut down in Kiruna, Östersund, Gävle, Strängnäs, Eksjö, Skredsvik, Halmstad, Karlskrona and Berga, Syrén has also proposed a number of additional downsizing measures.

The tank training units in Boden and Revinge are to be discontinued, as will the naval companies in Härnösand, Gothenburg, Karlskrona, Malmö and Visby.

The Arvidsjaur ranger battalion’s operations will most likely be moved to the K3 Regiment in Karlsborg, located in the south of Sweden on the shores of Lake Vättern, according to Bjarne Hald, a representative from the Association of Military Officers trade union stationed with the Arvidsjaur battalion.

“They’re thinking of shuttering the army’s ranger battalion and the airborne battalion which trains at K3,” Hald said to the TT news agency.

“They then plan on creating an entirely new concept for the rangers, in which a part of the training will take place at Karlsborg.”

“Now we’re going to request the documents, including the appendices, from the Armed Forces, which show how they calculated when it comes to the downsizing,” said Jerry Johansson, a municipal commissioner from Arvidsjaur.

“It’s not possible to get a more cost effective training than that which is carried out by the ranger battalion here,” he said.

Around 150 people work at the Arvidsjaur ranger battalion, 80 of whom are officers.

Rikard Skiöld, chair of the officers’ trade union at the ranger battalion is extremely critical of Syrén’s proposal, claiming that Armed Forces’ planning is driven by special interests and personal relationships.

“They are watching out for the interests of those with ties to certain branches of the army and parts of the organization with which they have personal ties,” said Skiöld.

The Supreme Commander’s proposal, however, does not single out the air wing which ought to be closed down, according to Kent Löving, a spokesperson at the F17 Air Wing in Kallinge in southern Sweden.

A decision regarding the air wing won’t be made before September 2008.

Regardless of Syrén’s proposals, it is the Riksdag which has the final say on which bases are closed down, the shape of the Armed Forces, and the overall defence budget.

The Commander's proposal will serve as part of the basis for Defence Minister Sten Tolgfors’s legislative proposal on the military’s future direction and financing, to be submitted later in the year.

In addition to the Supreme Commander’s proposal, the thoughts of the government’s Defence Commission on the issue are due in June.

Sinceramente estes cortes nos gastos da defesa em nações da Europa preocupa-me um pouco.
Claro que a maior parte dos gastos deve ser feita para melhorar a qualidade de vida dos cidadãos, mas com vizinhos cada vez mais armados e agressivos,  não será um pouco arriscado não ter pelo menos uma boa força para os fazer pensar duas vezes?
A Rússia,  por exemplo,  anda há muito tempo a tentar arranjar uma guerra, e agora anda a fazer das boas na Georgia.
Acho que a razão da existência das forças armadas anda a ser um pouco subestimada por muita gente.  Mas já se sabe como é, se não há conflito sério durante mt tempo as pessoas tendem a relaxar perigosamente...

Decisão que me espanta, devido a próximidade com a Rússia.

   In practice, the requirements set by the Government for the Swedish Armed Forces imply a change of course compared with most recent defence resolution.

"What we have done is to sketch out a new armed forces structure on an entirely different financial level", says Supreme Commander Håkan Syrén who has submitted the Armed Forces’ supplementary budget proposals to the Government.

To deliver the desired operational effect at a time when so much is changing demands too much of the Armed Forces.

"I shall therefore be putting it to the Government that, over the years immediately ahead, we can neither with any certainty deliver the effect which is called for, nor achieve a balance between our operational activities and the financial resources available", says the Supreme Commander.

The change of course essentially entails altered and new requirements for recruiting, organisation, unit manning, financing and redistribution between budgetary allocations. The new requirements, including recruiting on a voluntary basis, will mean that concepts such as mobilisation and unit turnover will disappear.

The Government also requires more ambitious international participation. With reduced funding, this means that the Armed Forces would need to lower their sights regarding their ability to meet large-scale military operations which threaten Sweden.

The proposals now submitted to the Government on behalf of the Swedish Armed Forces contain major uncertainties. This applies primarily to the feasibility of carrying out an all-embracing assessment of defence activities. Reasons for this include the fact that the view now taken by the Swedish authorities of the likely development of the security situation in our part of the world differs from that expressed previously in the Defence Commission’s report "Security in Cooperation."

Differences in views of the likely course of global development in turn affect the formation of military strategy, the organisation of a rapid reaction capability and the basic organisational structure in ways depending on the funding allocated to defence.

The proposals have been produced in an extremely short space of time, which means that the financial calculations are provisional and are not quality assured.

The proposals include suggested changes in areas including command arrangements, logistics, the Armed Forces' need for support from other authorities, further organisational development for a rapid reaction capability and a more effective method of force production.

This leads to a basic organisation in which a number of activity centres can be closed down, including the activities in Arvidsjaur and the training groups in Kiruna, Östersund, Gävle, Strängnäs, Eksjö, Skredsvik, Halmstad, Karlskrona and Berga.

Further attention will be given to the question of which other activity centres need to be retained.
