When the Hooker Telescope first looked skyward in 1917, no one knew what wonders it might reveal. Within a decade, astronomer Edwin Hubble used it — then the largest telescope in the world, at 100 inches across — to discover that galaxies exist beyond the Milky Way, and that the universe is expanding.

History repeated itself starting in 1949, when the 200-inch Hale Telescope took its first photograph of the night sky. In the early 1960s, astronomer Maarten Schmidt used the instrument to analyze unusual, “quasi-stellar radio sources”— quasars for short. These turned out to be supermassive black holes accreting matter in the centers of galaxies, a science-fiction fantasy when the Hale Telescope was built.

By the 1990s, technology advanced far enough to usher in an era of telescopes 8 to 10 meters across (26 to 33 feet), and the same story played out once more. With an essential assist from the 2.4-meter Hubble Space Telescope orbiting above Earth’s image-distorting atmosphere, these instruments could analyze a few dozen distant Type Ia supernovas — the cataclysmic explosions of white dwarf stars. Shockingly, researchers discovered that the expansion of the universe is accelerating. Again, this was only possible with the increased firepower of the latest telescopes.

SpaceX declara que a sua colónia em Marte não vai seguir as leis da Terra

A corrida a Marte parece trazer um novo capítulo no que toca à gestão e governo das terras extraterrestres conquistadas. Segundo o que a empresa Elon Musk decidiu, e anunciou nos termos do serviço dos satélites Starlink, em Marte a empresa não vai reconhecer a autoridade ou soberania de nenhum governo da Terra.

É interessante perceber que nos Termos de serviço ao consumidor do projeto está definido que “Marte será um planeta livre”. Mas, o que quer a empresa dizer com isso?



A constelação de satélites Starlink para fornecimento de Internet, lançada pela SpaceX, já começou a formar-se em maio de 2019. Aliás, já tem utilizadores convidados a testar o serviço em modo beta, com o lema “Better Than Nothing “. Segundo o que a empresa anunciou, a versão final visa oferecer velocidades de download gigabit em baixa latência para qualquer pessoa com vista para o céu. Assim, a versão beta, oferece atualmente algo em torno de 50 a 150 megabits por segundo – daí o nome de teste humilde.

Contudo, os termos do serviço do projeto Starlink, conforme descoberto pela conta do Twitter “WholeMarsBlog” e confirmado pelo moderador do Reddit “Smoke-away”, exige que os utilizadores concordem que “nenhum governo baseado na Terra tem autoridade ou soberania sobre as atividades marcianas.”



Mas Marte será um “faroeste”?

De acordo com a secção nove dos termos, a SpaceX explica como os serviços prestados ao redor da Terra ou da Lua seguirão a lei governada pelo estado da Califórnia nos Estados Unidos. No entanto, para Marte, a história muda um pouco:

    Para os serviços prestados em Marte, ou em trânsito para Marte via nave estelar ou outra nave espacial de colonização, as partes reconhecem Marte como um planeta livre e que nenhum governo baseado na Terra tem autoridade ou soberania sobre as atividades marcianas. Consequentemente, as disputas serão resolvidas através de si – princípios governantes, estabelecidos de boa-fé, no momento da colonização marciana.

Portanto, estas linhas podem ser interpretadas como uma das maiores ambições da SpaceX para as próximas décadas: enviar os primeiros humanos a Marte e, por fim, estabelecer uma cidade até 2050.

Para atingir este objetivo, a empresa está a desenvolver o Starship, um foguetão totalmente reutilizável que mede cerca de 120 metros de altura quando combinado com o propulsor. A SpaceX quer enviar as primeiras naves de carga ao Planeta Vermelho nos próximos anos.

Elon Musk, CEO da SpaceX, já havia comentado antes este assunto. Na altura referiu qual o tipo de governo que gostaria de ver a surgir no planeta. Numa entrevista em 2018, Musk previu que a cidade operaria num tipo de democracia direta. Basicamente traçou um paralelo aos primeiros tempos dos Estados Unidos, onde a democracia representativa era mais lógica devido ao tamanho do estado nascente.

    Todos votam em cada questão e é assim que funciona. Há algumas coisas que eu recomendo. Mantenham as leis curtas. […] Algo suspeito está a acontecer se houver leis longas.

Nem todos vão na conversa de Elon Musk

Esta lógica de Elon Muk parece não convencer todas as pessoas. Aliás, Jim Pass, CEO do Astrosociology Research Institute, referiu em abril de 2019 que acreditava que o determinante seria quem está a patrocinar o acordo. Uma organização religiosa pode levar a uma teocracia, enquanto os tipos militares podem levar a uma estrutura mais autocrática.

Portanto, para já, Musk e a SpaceX têm de conseguir fechar o projeto Starlink, que tem tido certos comportamentos bastante criticados. Marte é um assunto que ainda vai fazer correr muita tinta… ou bits e bytes, dado que nem todas as nações se pronunciaram.

Com as eleições nos EUA o Jim Bridenstine sabe que todos os planos atuais da NASA sob o seu comando podem estar condenados. Então o que é que ele  fez? Meteu a ESA no projeto da "Lunar Gateway".

Com isto ele tem a certeza que o projeto vai mesmo em frente, já que há um acordo assinado, os custos são partilhados e a ESA consegue ter acesso direto à lua. Brilhante!
