Sweden seeks to tighten NATO’s grip in Baltic Sea with 2 new submarines

Sweden’s first new submarines in decades will have advanced weapons, stealthy propulsion and sonar-evading hulls to counter Russia under the Baltic Sea.

They’ve been on the drawing board for more than a decade, but in the heart of a vast assembly hall in a shipyard on the Baltic Sea coast, Sweden’s two new A26 attack submarines are finally coming together.

Set for launch in 2027 and 2028, the 66-meter-long diesel-electric subs, named Blekinge and Skåne after two Swedish counties, are designed to patrol NATO’s eastern reaches under the Baltic Sea, tracking and countering Moscow’s maritime moves amid ever worsening relations between Russia and Europe.

The two are Sweden’s first new subs to be built since the mid-1990s and will join four older vessels in the Nordic state’s fleet.

“We have a long history of building submarines,” said Mats Wicksell, the head of Kockums, a business area of Swedish military equipment manufacturer Saab which is building the A26s. “But this is still a big step forward for us.”

The looming Swedish launches underscore a nascent subsea renewal in Northern Europe, where the Norwegian navy recently ordered four new submarines from Germany’s ThyssenKrupp Marine Systems (TKMS). The Netherlands has received bids from TKMS, Saab Kockums and France’s Naval Group to build four submarines, while Denmark, which disposed of its fleet in 2004, recently suggested it might reverse that move.

This expansion will partially bridge the gap to NATO’s biggest European fleets, which are set for slight growth this decade, according to a report by Sweden’s Defense Research Agency. Six new French Barracuda class submarines are entering service and two further Type 212 subs will join an existing German fleet of six. The U.K.’s fleet of Astute class submarines will total seven by the end of the decade and the Italian Todaro class submarines eight.

The European upgrades come amid a Russian PR drive about additions to its own fleet. In December, President Vladimir Putin posed on the dockside at Russia’s White Sea submarine production hub at Severodvinsk alongside two new vessels, the Krasnoyarsk and Emperor Alexander the Third.

The Russian navy will have 50 submarines in 2030, according to the Swedish report.

The U.S. submarine fleet is set to shrink slightly in numerical terms to 57 by 2030, but the continued introduction of the new Virginia class will serve to maintain and even widen America's technological advantage over its rivals during the same period, the Swedish report said.

France uncovers a vast Russian disinformation campaign in Europe
“Portal Kombat” also targets Germany and Poland

Russia has been at the forefront of internet disinformation techniques at least since 2014, when it pioneered the use of bot farms to spread fake news about its invasion of Crimea. According to French authorities, the Kremlin is at it again. On February 12th Viginum, the French foreign-disinformation watchdog, announced it had detected preparations for a large disinformation campaign in France, Germany, Poland and other European countries, tied in part to the second anniversary of Vladimir Putin’s invasion of Ukraine and the elections to the European Parliament in June.

Viginum said it had uncovered a Russian network of 193 websites which it codenames “Portal Kombat”. Most of these sites, such as topnews.uz.ua, were created years ago and many were left dormant. Over 50 of them, such as news-odessa.ru and pravda-en.com, have been created since 2022. Current traffic to these sites, which exist in various languages including French, German, Polish and English, is low. But French authorities think they are ready to be activated aggressively as part of what one official calls a “massive” wave of Russian disinformation.

Infographic for Blue Spear anti-ship missile system prepared by Estonian authorities

Estonia’s Blue Spear AShM System Achieves IOC

Estonian authorities have officially confirmed that the Blue Spear anti-ship missile system has reached initial operational capability.
Robin Häggblom  12 Feb 2024

The original contract was signed in 2021 following a government decision on funding the program the year before. With the Estonian Navy not having surface combat vessels, the missile batteries will be land-based. Reportedly the systems will be truck-transported with the launchers themselves in 20-foot containers. Together with modern mines acquired earlier, these will form the key weapon systems of the small Estonian Navy for the foreseeable future.

The Blue Spear is described as a fifth-generation missile that forms part of the Gabriel-family of missiles. The Gabriel is originally developed and produced by the Israel Aerospace Industries, IAI, while the Blue Spear comes from a joint venture named Proteus Advanced Systems formed together with Singaporean defence powerhouse ST Engineering. Besides Estonia, it will also arm the Republic of Singapore Nayv’s Formidable-class of frigates where it replaces the US-made Harpoon. For Estonia, Estonian company Pro Lift OÜ has been carrying out modification work for the trucks used for launchers.

The missile is reportedly very close to the baseline IAI Gabriel V, which is operated by the Finnish Navy, meaning the two NATO allies on both sides of the Gulf of Finland both operate versions of the latest generation of the Gabriel. Another related version was the Sea Serpent which was on offer by IAI and Thales for the UK Interim Surface-to-Surface Guided Weapon (I-SSGW) programme until the programme first was cancelled and then saw the Kongsberg Naval Strike Missile was acquired as a stop-gap measure.

Blue Spear allows the Estonian Navy to target Russian surface vessels at significant ranges in the Baltic Sea in case of war. It is important to recognise that missiles are only one part of a significant increase in capability as the Estonians also have invested in surveillance and targeting capabilities, as well as the aforementioned mines. Combined, these give the ability to control nearby sea lanes in times of war together with other allies in the region, a strategic necessity for Estonia for which the supply lines over the Baltic Sea play a crucial role.

The Blue Spear is a relatively heavy weapon, sporting a 150 kg class warhead and active radar seeker. Notable is the stated high ability to distinguish between different targets, including both countermeasures as well as collateral shipping in the target area. The latter is of particular importance for countries operating close to significant merchant routes, such as in the Baltic Sea (or the Singapore Strait). A maximum range of 290 km is also quoted.

In addition, the weapon sports a secondary land-attack capability. While the cruise missile is likely somewhat limited in its capability against hardened targets due to the warhead being optimised for the anti-ship mission, this does mark the first long-range precision fire capability for the Estonian Defence Forces. The service still awaits the deliveries of a number of HIMARS launchers on order, which are slated to arrive later this year.

RAF Lakenheath: Plans progress to bring US nuclear weapons to Suffolk

Plans to deploy American nuclear weapons to an airbase in Suffolk have progressed, according to a US Department of Defence (DoD) notice.

A contract to build shelters to protect troops that would defend storage facilities at RAF Lakenheath has been awarded.

The document states the work was in preparation for the base's "upcoming nuclear mission".

The US Air Force (USAF) has yet to respond to a request for comment.

The Ministry of Defence said there was a longstanding agreement among NATO partners not to comment on the location of nuclear weapons.

In March 2023, a document from the US Office of the Under Secretary of Defense disclosed how $50m (£39m) had been earmarked to build a facility known as a "Surety Dormitory" at RAF Lakenheath.

This phrase is understood to refer to nuclear weapons storage.

Bulletproof glass

The following September a US government contracts award notice was published which showed how $924,000 (£728,379.96) was to be spent on constructing guard facilities known as "hardened ballistic security shelters".

Twenty-two blast resistant manoeuvrable cabins were being built with bulletproof metal flat sheets welded onto the frame to "to protect our high value assets"of RAF Lakenheath's defence force, the 48th Security Forces Squadron (48 SFS).

The specification for the windows included glass which could withstand an impact from a .30 calibre rifle.

The contractor appointed for the work was an United Arab Emirates based company, Specialist Solutions LLC.

Thermonuclear bomb

This would be the first time in more than 15 years nuclear weapons have been deployed on British soil.

In 2008, the BBC reported the bombs had been removed from RAF Lakenheath, which houses 4,000 service personnel and more than 1,500 British and US civilians.

The base is currently home to the USAF's 48th Fighter Wing, the only unit in Europe which operates both the F-15E Eagle and the F-35A Lighting II fighter aircraft.

Reports from the US indicate the newer F-35A had been flight tested to use the latest variant of the B61-12 thermonuclear bomb, which paved the way for the aircraft to begin carrying such weapons.

According to the defence publication Janes, B61-12 was capable of an explosive power (known as a yield) of up to 340 kilotons, or more than twenty times the power of the Hiroshima bomb.

The Campaign for Nuclear Disarmament's general secretary, Kate Hudson, said: "These documents highlight plainly that an 'upcoming nuclear mission' will be stationed at RAF Lakenheath - confirming what we have strongly suspected since November 2022 - that US nuclear weapons are returning to Britain."

"It's shameful that both the US and UK governments continue to take the public for fools on this serious matter - refusing to give us crucial information about our security," she added.

Ms Hudson claimed it escalated the dangers and had "made us a nuclear target."

France to bring more troops, tanks and artillery to Romania

The Cincu NATO Battle Group, established in May 2022 with France as its host nation, will be raised to brigade level in 2025, French General Loic Girard, Senior National Representative in Romania, announced on February 29 during a meeting with Romanian journalists, G4media.ro reported.

The Battle Group was established shortly after the start of the Russian invasion of Ukraine.

Bringing it to the brigade level means the number of allied soldiers will rise from 1,500 to 4,000. The number of Leclerc tanks will increase from 13 to 50.

Of the 4,000 NATO soldiers, the majority will be French. The other soldiers deployed at Cincu will be from Belgium, Luxembourg, and other NATO member states.

In addition to the Leclerc tanks, France will bring other artillery, infantry, and logistics equipment to Romania.

Raising the NATO Battle Group in Romania to brigade level is a major priority for Bucharest, and a final decision is expected at the NATO summit in Washington this year.

Poland votes to suspend participation in Treaty on Conventional Armed Forces in Europe

Poland’s parliament has voted overwhelmingly in favour of suspending the country’s participation in an international treaty limiting the size of military forces in Europe that has been in place since 1990.

The move is part of a wider NATO decision to suspend the operation of the Treaty on Conventional Armed Forces in Europe (CFE) in response to Russia’s decision to withdraw from it last year.

The CFE was agreed in 1990 by NATO and Warsaw Pact member countries as part of the process of bringing the Cold War to an end. It introduced limits on the stationing and possession of key categories of conventional military equipment.

However, in November last year Russia announced that it was unilaterally withdrawing from the treaty, claiming that the US-driven eastward expansion of NATO had rendered it void. Moscow had already suspended its participation in CFE in 2007.

NATO condemned Russia’s decision and announced in response that its member states intended to suspend operation of the treaty. Earlier this week, Moldova, a non-NATO signatory of the CFE, also announced plans to suspend its participation.
