WASHINGTON --- The State Department has made a determination approving a possible Foreign Military Sale to Belgium of thirty-four (34) F-35 Joint Strike Fighter Conventional Take Off and Landing aircraft for an estimated cost of $6.53 billion. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of Belgium has requested to buy thirty-four (34) F-35 Joint Strike Fighter Conventional Take Off and Landing (CTOL) aircraft, and -- thirty-eight (38) Pratt & Whitney F-135 engines (34 installed, 4 spares).

Also included are Electronic Warfare Systems; Command, Control, Communications, Computer and Intelligence/Communications, Navigational, and Identification (C4I/CNI); Autonomic Logistics Global Support System (ALGS); Autonomic Logistics Information System (ALIS); Full Mission Trainer; Weapons Employment Capability, and other Subsystems, Features, and Capabilities; F-35 unique infrared flares; Reprogramming center; F-35 Performance Based Logistics; software development/integration; aircraft ferry and tanker support; support equipment; tools and test equipment; communications equipment; spares and repair parts; personnel training and training equipment; publications and technical documents; U.S. Government and contractor engineering and logistics personnel services; and other related elements of logistics and program support.

The estimated total case value is $6.53 billion.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of an ally and partner nation which has been, and continues to be, an important force for political and economic stability in Western Europe.

This proposed sale of F-35s will provide Belgium with a credible defense capability to deter aggression in the region and ensure interoperability with U.S. forces. The proposed sale will augment Belgium's operational aircraft inventory and enhance its air-to-air and air-to-ground self-defense capability. Belgium will have no difficulty absorbing these aircraft into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be Lockheed Martin Aeronautics Company, Fort Worth, TX; and Pratt & Whitney Military Engines, East Hartford, CT. This proposal is being offered in the context of a competition. If the proposal is accepted, it is expected that offset agreements will be required. All offsets are defined in negotiations between the Purchaser and the contractor.

Implementation of this proposed sale will require multiple trips to Belgium involving U.S. Government and contractor representatives for technical reviews/support, program management, and training over the life of the program. U.S. contractor representatives will be required in Belgium to conduct Contractor Engineering Technical Services (CETS) and Autonomic Logistics and Global Support (ALGS) for after-aircraft delivery.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

O custo do programa de atualização Block 4 do F-35 – que deve permitir que a aeronave atinja suas especificações contratuais completas – quadruplicou desde agosto, de acordo com as últimas estimativas que surgiram durante as audiências no Congresso dos EUA em 7 de março.

Em agosto, o Government Accountability Office (GAO) informou que a atualização Block 4 deveria ser gerenciada como um importante programa de defesa por causa de seu alto custo, que então estimou em US$ 3,9 bilhões.

Durante uma audiência de 7 de março de 2018 do subcomitê tático de forças aéreas e terrestres da Câmara dos Serviços Armados (HASC), o chefe do programa F-35, o almirante Mathias Winter, disse que o Block 4 (cujo nome agora foi alterado para Continuous Capability Development and Delivery (C2D2) custará US$ 10,8 bilhões até o ano fiscal de 2024.

Ele disse a repórteres após a audiência que estes US$ 10,8 bilhões apenas abrangem o desenvolvimento, e que um adicional de US$ 5 bilhões seria necessário para a aquisição, informou o Inside Defense em 7 de março.

Durante a mesma audiência, o representante Niki Tsongas de Massachusetts estimou o custo total da fase C2D2 em US$ 16,4 bilhões até o ano fiscal de 2024, dos quais US$ 11 bilhões (perto de US$ 10,8 bilhões de Winter) para desenvolvimento e US$ 5,4 bilhões para aquisição.

“Este custo potencial de US$ 16 bilhões é uma quantidade incrivelmente alta e, na medida em que eu tenho conhecimento, excede em grande parte os valores de custo fornecidos anteriormente ao Congresso”, disse Tsongas durante a audiência.

US$ 16 bilhões podem não ser suficientes
Alguns observadores, no entanto, acreditam que a estimativa de US$ 16 bilhões pode realmente subestimar o custo do desenvolvimento, aquisição e implementação do programa C2D2.

Esta opinião baseia-se no fato de que o Joint Program Office (JPO) anunciou arbitrariamente que a fase System Development and the Development do F-35 (SDD) será superada – e, portanto, não financiada – no final de junho deste ano.

Como conseqüência, todo o dinheiro futuro necessário para corrigir e testar em voo as muitas deficiências do SDD restantes (mais outras que aparecerão invariavelmente) terá que ser pago pelos orçamentos anuais do C2D2.

Agora, vem a estimativa do JPO de US$ 10,8 bilhões para todo o trabalho de desenvolvimento C2D2 até o ano fiscal de 2024, mas “esse dinheiro deve cobrir tanto a montanha suspensa de correções de deficiência quanto o desenvolvimento de uma lista de desejos de capacidades novas, extremamente ambiciosas, de modernização ‘banhada a ouro’ para ser adicionada às capacidades ainda bloqueadas do Block 3F, relativamente simples”, observa um insider experiente da indústria.

A conta do SDD total, até o desenvolvimento incompleto do Block 3F e o final arbitrário do SDD, é de US$ 55,5 bilhões (em dólares do ano).

Custos adicionais substanciais para parceiros estrangeiros
Por causa do modo como o programa está estruturado, os seis parceiros estrangeiros podem esperar pagar altos custos adicionais para a atualização C2D2.

Winter disse que os custos de desenvolvimento serão compartilhados com os aliados dos EUA, deixando o Departamento de Defesa responsável por US$ 7,2 bilhões, informou o Flight International em 8 de março, o que significa que os países parceiros terão que arcar com US$ 3,8 bilhões adicionais.

Em um relatório de 19 de dezembro, o Comitê de Defesa da Câmara dos Comuns escreveu (página 23) que “a Lockheed Martin também informou o Comitê que, após a conclusão da fase SDD, que as nações parceiras no programa estão empenhadas em desenvolver aprimoramentos nas aeronaves em serviço através do Continuous Capability Development and Delivery (C2/D2). De acordo com a Lockheed Martin, eles esperam que o Reino Unido pague aproximadamente 4,5% do custo total para desenvolver e integrar novas capacidades no F-35”.

A Força Aérea dos EUA não tem dinheiro para o C2D2
O tenente-general Jerry D. Harris, Jr., vice-chefe de gabinete para planos e requisitos estratégicos, advertiu durante a mesma audiência de 7 de março que a Força Aérea dos EUA não tinha fundos para pagar a atualização C2D2.

“A Força Aérea está preocupada com o financiamento da modernização Block 4. O Congresso reduziu a modernização subseqüente do F-35 no ano fiscal de 2017 em aproximadamente sessenta por cento (60%) e no ano fiscal de 2018, o Congresso está recomendando uma redução de 25% no financiamento da modernização subseqüente.

“Não consigo enfatizar o quanto é importante que financiemos o Block 4. Estamos em uma etapa crucial em que devemos comprometer-nos com o trabalho de desenvolvimento para garantir que possamos disponibilizar esses recursos para satisfazer uma necessidade de 2025”.

Italy will not buy F-35s anymore, mulls walking out of existing contracts – Defense Minister

The anti-establishment Italian government's defense minister has said that the country won't purchase any more Lockheed Martin F-35 fighter jets from the US and will review the existing order for 90 planes.
Elisabetta Trenta, the country's new minister of defense from the Eurosceptic Five Star Movement, has ruled out new contracts with the US for the purchase of F-35 stealth fighter jets, adding that the order for 60 F-35A and 30 F-35B jets, which Italy concluded in 2012, might be placed under review.

"We won't buy any more F-35s," Trenta said in an interview with Italian broadcaster La7's Omnibus program on Friday.

"We are assessing what to do regarding the contracts already in place," she added, noting that while her party has always been a vocal critic of the program, she said that scrapping it altogether may "cost us more than maintaining it."

Operational F-35A fires cannon for first time

Pilots from the United States Air Force 388th Fighter Wing’s 4th Fighter Squadron were the first operational unit to fire the F-35As 25mm cannon in a strafing run during training.

According to the US Air Force, the two-ship formation fired on two sets of ground targets on the Utah Test and Training range Aug. 13. Loading and firing the cannon was one of the few capabilities Airmen in the 388th and 419th FWs had yet to demonstrate.

Lockheed Martin say that F-35As internal cannon allows the aircraft to maintain stealth against air adversaries as well as fire more accurately on ground targets, giving pilots more tactical flexibility.

For the F-35A, 180 rounds can be housed in the gun’s linkless ammunition handling system. For the F-35B and F-35C, they both rely on an external gun pod carrying the GAU-22. The GAU-22/A uses a 25mm shell, which is significantly more powerful than what the F-16 the F-15E, F-15C use — all of those aircraft use a 20mm shell.

On June the 9th 2015, a test F-35A shot its first salvos from its four-barrel GAU-22/A Gatling gun.

A US Marine Corps F-35B crashed today South Carolina, near Marine Corp Air Station Beaufort, the US military has confirmed.

The pilot is believed to have ejected but his status is unknown, the official said. The F-35B conducted its first-ever airstrike on Thursday.

This is the first time an F-35 has crashed. The sheriff’s office said in a tweet here that the pilot ejected safely. It wasn’t immediately clear if the pilot was injured.

The US military has temporarily grounded its entire fleet of F-35 fighter jets in the wake of a crash in South Carolina last month.

Inspections are to be carried out on faulty fuel tubes.

An official report questioned earlier this year whether the F-35 was ready for combat after dozens of faults were found.

The F-35 is the largest and most expensive weapons programme of its type in the world.

The programme is expected to last several decades and global sales are projected to be 3,000. The US government's accountability office estimates all costs associated with the project will amount to one trillion dollars.

In a statement, the F-35 Joint Program Office said the US and its international partners had suspended flight operations while a fleet-wide inspection of fuel tubes was conducted.

"If suspect fuel tubes are installed, the part will be removed and replaced. If known good fuel tubes are already installed, then those aircraft will be returned to flight status.

"Inspections are expected to be completed within the next 24 to 48 hours."

The aircraft, which uses stealth technology to reduce its visibility to radar, comes in three variants.

The crash in South Carolina involved an F-35B , which is able to land vertically and costs around $100m (£75m).

The pilot in that incident ejected safely but the aircraft was destroyed.

The plane, manufactured by Lockheed Martin but including parts made in several other countries, has been sold to a number of nations, including the UK, Japan, Italy, Turkey and South Korea.

    Why the RAF's new F-35 jets matter

The Ministry of Defence in London said the UK had decided to "pause some F-35 flying as a precautionary measure while we consider the findings of an ongoing enquiry".

But the MOD said F-35 flight trials from the aircraft carrier, HMS Queen Elizabeth, were continuing and the programme remained on schedule to provide UK armed forces with "a game-changing capability".

The temporary suspension of all F-35 flights is an embarrassment given the extraordinary cost of this frequently troubled programme. But the problem has already been identified as faulty fuel tubes. Once these are checked or replaced the aircraft will be back in the air.

The F-35 is only just entering service but it is already the most expensive weapons programme of all time.

It will equip the US Air Force and Marine Corps as well as several of Washington's allies. It represents a step-change in capability but the F-35's complexity has inevitably thrown up problems.

However there is no going back now. It promises to be the centrepiece of US air power for decades to come.

While its costs per aircraft are coming down there are still questions about how many planes the US can afford and whether it should also buy a cheaper, less capable aircraft alongside the F-35.

The F-35, first used in combat by Israel earlier this year to carry out two strikes, is designed for use by the US Air Force, Marine Corps and Navy.

It boasts avionics, sensors and communications that allow data to be shared quickly with operational commanders.
