Security Officer GRADE: A5 / A6 / A7 - 1 post - M/F

DIRECTORATE/SERVICE: Brussels (Belgium) - Directorate of the General Secretariat (DGS) – Logistics and Support Services (LOG) LOGISTICS AND SUPPORT SERVICES (LOG)

 The Logistics and Support Services Unit is part of the Directorate of the General Secretariat. It supplies efficient logistical support, including site security services, to the Agency’s establishment in Haren, Brussels.

JOB RESPONSIBILITIES

The holder of this post will establish and manage the EUROCONTROL Security Office which supervises the security operations of the Haren site. He/ she will report to the Head of the Logistics and Support Services unit and will be responsible for:
• developing, in consultation with all Agency Directorates, an overall Agency Security Policy, for final approval by the Director General;
• updating, with the support of the Agency’s legal service, all security related legal instruments and arrangements with Member States, and other relevant bodies;
• reviewing and updating the provision of security clearances for the appropriate EUROCONTROL Staff and contractors in compliance with EUROCONTROL Security regulations and in accordance with NATO requirements;
• establishing and managing appropriate arrangements for the receipt, dispatch, control and storage of classified information in compliance with EUROCONTROL Security regulations and in accordance with the NATO/ EUROCONTROL Memorandum of Cooperation and relevant NATO Minimum Standards and Regulations;
• inspecting, reviewing and maintaining Agency classified document storage in compliance with EUROCONTROL Security regulations and in accordance with NATO Minimum Standards and Regulations;
• liaising with NATO- and Member States’ security experts on matters of document and information security matters;
• supervising the Haren site security operations, assisting in security operations and proposing improvements to Agency staff and information security arrangements.

DESIRED PROFILE

• University degree in a relevant subject or equivalent military or police experience.
• Experience related to security policy making at ministerial or equivalent level.
• Experience in security risk assessments for governmental and/ or international organisations.
• Familiarity with NATO security requirements and experience in processing staff security clearances.
• Well developed diplomatic and negotiation skills, and ability to persuade and convince others, whilst displaying evidence of strong net working skills and creating and maintaining supportive relations with people at all levels.
• Experience in supervising security operations in important sites.
• Highly developed oral and written two-way communication and co-operation skills with the ability to prepare and deliver high quality presentations to both large and smaller audiences.
• The languages of the Agency are English and French. Candidates must have a good knowledge of English or French, and a working knowledge of the other. For this particular position, candidates should be able to produce high quality written work in English.

They should be sent to the Recruitment & Job Management Section (HRS/M/R) of the Human Resources Directorate by the closing date. The postmark will be taken into consideration. Internal applications should be sent via the appropriate line management. Agency staff governed by the Staff Regulations or General Conditions of Employment are considered internal candidates. They must have served one year in their current post.

ADDITIONAL INFORMATION

• The offer of the post will be subject to a security clearance of the selected candidate(s).
• An initial selection will be made by a Selection Board on the basis of the qualifications and experience of the candidates. Thereafter, those candidates considered suitable may be invited for assessment and interviews.
• External candidates will be offered appointments for an undetermined period. Before being confirmed in their posts, they will have to work a probationary period of 9 months.
• This notice may be used for recruitment for similar posts, for a period of two years following the stipulated closing date.
