The Helicopter Association International (HAI) has been working closely with the United States Navy over the last two years to develop outsourcing opportunities. The following request for information may be of interest to HAI members who desire government contracts.

Defence to Upgrade Ship’s Air Defence Missile System

 Four of Australia’s Adelaide Class Guided Missile Frigates will be capable of firing the SM-2 missile after the Government approved a $550 million upgrade of their area air defense missile systems, Defence Minister Robert Hill announced today.  
 
Senator Hill said the upgrade of HMA Ships Darwin, Melbourne, Newcastle and Sydney by early 2009 would significantly improve the air warfare capabilities of the Royal Australian Navy.  
 
“The SM-2 missile is a member of the Standard Missile family produced by Raytheon and a highly capable modern variant of the ageing SM-1 missile system currently used on the FFGs,” Senator Hill said.  
 
“SM-2 benefits from significant improvements in communication techniques, advanced signal processing and propulsion improvements. The missile has an improved range to more than 50 nautical miles and enhanced performance against modern anti-ship missiles and aircraft.  
 
“The upgrade will significantly extend the range of the area air defense region and provide greater potential for target intercept and destruction – a major capability boost for the Navy and a great asset for potential coalition operations.  
 
“The SM-2 missile, or a derivative of it, will also be incorporated into our future Air Warfare Destroyers.”  
 
Senator Hill said the Government selected the SM-2 missile following a stringent testing and evaluation program with the assistance of the United States Navy.  
 
The project covers the acquisition of SM-2 missiles and their integration into the FFGs. Missiles purchased will be both the training and live variants.  
 
Equipment installation will be carried out in Australia. Australian industry involvement in the repair, maintenance and manufacture of components for the SM-2 missile is also being pursued.

Japan - SM-2 Block IIIB Tactical Standard Missiles

 On 13 July 2004, the Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Japan of SM-2 Block IIIB Tactical Standard missiles as well as associated equipment and services. The total value, if all options are exercised, could be as high as $99 million.  
 
The Government of Japan has requested a possible sale of 40 SM-2 Block IIIB Tactical Standard missiles with MK 13 MOD 0 canisters, 14 SM-2 Block IIIB Telemetry Standard missiles with MK 13 MOD 0 canisters and AN/DKT-71A telemeters and conversion kits, 10 SM-2 Block IIIB Telemetry Standard missiles with MK 13 MOD 0 canisters and DKT-71A telemeters; containers, spare and repair parts, supply support, U.S. Government and contractor technical assistance and other related elements of logistics support. The estimated cost is $99 million.  
 
Japan is one of the major political and economic powers in East Asia and the Western Pacific, and a key ally of the United States in ensuring the peace and stability of that region. It is vital to the U.S. national interest to assist Japan to develop and maintain a strong and ready self-defense capability, which will contribute to an acceptable military balance in the area. This proposed sale is consistent with these U.S. objectives and with the 1960 Treaty of Mutual Cooperation and Security.  
 
The SM-2 missiles will be used on ships of the Japan Maritime Self Defense Force fleet and will provide enhanced capabilities in defense of critical sea-lanes of communication. Japan, which already has Standard missiles in its inventory, will have no difficulty absorbing these additional missiles.  
 
The proposed sale of this equipment and support will not affect the basic military balance in the region.  
 
The principal contractors will be: Raytheon Missile Systems Company in Tucson, Arizona; Raytheon Company of Camden, Arkansas; United Defense, Limited Partnership (UDLP) of Minneapolis, Minnesota; and UDLP of Aberdeen, South Dakota. There are no offset agreements proposed in connection with this potential sale.  
 
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Japan.  
 
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.  
 
This notice of a potential sale is required by law; it does not mean that the sale has been concluded.

Rússia recebe embarcação baseada na CB 90H
A Rússia recebeu da Suécia o primeiro exemplar da embarcação IC 16MII, destinada a uso em missões de policiamento fluvial. Baseada no “Combat Boat” 90H — que recentemente foi demonstrada na Amazônia —, a embarcação pode atingir velocidade máxima de 50 nós e foi otimizada para perseguições em águas restritas; pode transportar um bote inflável de 3,4m de comprimento, para operações de abordagem.

Itália muda nome de NAe
O novo Navio-Aeródromo italiano, atualmente em construção e cuja incorporação está prevista para 2007, não mais se chamará Andrea Doria. Seu nome foi mudado para Conte di Cavour, ficando o nome Andrea Doria reservado para o primeiro dos contratorpedeiros da classe “Horizon”, a ser lançado em 2005 (que anteriormente seria denominado Carlo Bergamini, nome que possivelmente ficará para a segunda unidade).


Acho que alguém já tinha falado desse tema.

Austrália fará upgrade missilístico em quatro fragatas

Quatro das fragatas da classe “Adelaide” da Royal Australian Navy (HMAS Darwin, HMAS Melbourne, HMAS Newcastle e HMAS Sidney) serão submetidas a um program de upgrade até 2009, resultando em significativo aumento em sua capacidade de enfrentar ameaças aéreas. O objetivo é equipar os navios (que são da classe americana “Oliver Hazard Perry”) para utilizar mísseis Standard SM-2, em substituição aos SM-1 que elas atualmente empregam. Em relação ao seu antecessor,o SM-2 inclui importantes melhoramentos nas áreas de comunicação, processamento de sinais e propulsão, tendo alcance superior a 90km e melhor desempenho contra aeronaves e mísseis antinavio. A Austrália já anunciou que pretende usar o SM-2 ou um derivado em seus futuros contratorpedeiros antiaéreos (programa Air Warefare Destroyers). At present, the collocutor of agency reported, the crews of 14 aircraft of carrier-based aviation are prepared on the Crimean training complex. Their overflight to the northern fleet is planned to the end of July. Thus, to sea "Admiral Kuznetsov" will leave with the wing, completed by people and technology to 70 %.

Secret plans for Trident replacement

Royal Navy experts are preparing secret designs for a new generation of multi-purpose nuclear submarines to replace Britain’s Trident fleet at the end of the next decade.

The Scotsman has learned that work on a replacement for the Royal Navy’s nuclear deterrent is further advanced than had previously been known - despite claims by the government that no decision has been made on a successor for the four Faslane-based Trident submarines.

The aim of the plan is to give ministers the chance to accelerate work on the Trident’s successor immediately after the next election, to allow a replacement for the existing fleet of ballistic-missile-firing submarines to be entered into service around 2020.

About 3,000 sailors and 4,000 civilian workers employed at the Trident’s bases - Faslane and Coulport, on the Clyde - are anxiously awaiting developments.

Naval sources suggest Tony Blair has all but made up his mind to replace the £9billion Trident system to ensure Britain retains its "seat at the top table of nuclear powers".

The government commissioned an opinion poll on a replacement for Trident last year, and just over half the respondents gave it their support, reinforcing views in Downing Street that it should move ahead on the project once the next election is out of the way.

Even if it is popular with the wider public, Mr Blair appears not to want to antagonise Labour activists by raising the Trident replacement issue ahead of the next general election.

In last year’s white paper, the Defence Secretary, Geoff Hoon, said: "Decisions on whether to replace Trident are not needed in this parliament but are likely in the next one," implying that a decision could be put off until the end of the decade.

The head of the Royal Navy, however, has said any decision would be expected in the "next two or three years", because of the need to begin work to have a replacement for Trident ready for when the first of the Vanguard class submarines is due to start retiring in 2020.

The First Sea Lord, Admiral Sir Alan West, made the comments at a conference on naval warfare held at the Royal United Services last month.

The United States-based publication Defense News has since revealed that the Royal Navy has launched design studies to examine replacing both the service’s existing Trident missile-firing submarines and hunter-killer submarines with a single class of multi-role, nuclear-powered submarine.

The costs of designing a new submarine and then keeping two types in service are described as "astronomical" by Royal Navy officers.

The futuristic submarines, dubbed the "maritime underwater future capability", would be fitted with vertical-launch missile tubes to allow them to fire both nuclear-tipped long-range missiles or conventionally-armed Tomahawk cruise missiles.

This new vessel was originally envisaged as only replacing the Royal Navy’s hunter-killer submarines, but The Scotsman now understands it is becoming multi-role in nature.

Britain recently bought 64 new "smart" versions of the Tomahawk from the US for £70 million, to replenish stocks fired during last year’s Iraq war.

"By making the submarine more versatile, we get more value for our money and don’t have billions of pounds of capital investment tied up in a submarines that can never be used for anything except blowing up the world," an MoD source said.

"It cost more than £9 billion to buy Trident, and there is just no way we can justify that kind of money any more."

Futuristic designs of the new submarine include undersea remotely piloted vehicles to penetrate enemy coastal defences. The key to making the new multi-role - but smaller - submarine work is a new family of miniaturised nuclear warheads. There have been persistent reports that Britain is preparing to design a new warhead at the Atomic Weapons Establishment at Aldermaston, in Berkshire, and is already co-operating with the US on a new family of mini-nuclear warheads, but the MoD has denied any such work is under way.

The huge costs of designing and operating nuclear submarines, however, might derail the plans for a new class. The new Astute class nuclear-attack submarines, currently being built by BAE Systems, are already £800 million over budget and several years late.

The Royal Navy’s shipbuilding programme is under intense pressure from the Treasury, which is balking at the cost of the future aircraft carrier and Type 45 destroyers being built by BAE Systems on the Clyde.

The ministry’s cash shortages have led some to suggest it might be forced to undertake a "life extensive" programme for the four Trident submarines. This would involve replacing key components and modifying the submarines.

Even this might be no longer affordable and the RAF is reported to be pushing to take over responsibility for nuclear deterrence.

Izar y la Armada Española han firmado un contrato de ingeniería para la definición de un proyecto de modernización a media vida de los buques integrados en el Grupo de Proyección de la Armada: el portaaviones “Príncipe de Asturias”, las seis fragatas de la clase “Santa María” y el buque de aprovisionamientos de combate “Patiño”. Estas unidades han alcanzado en la actualidad más de un tercio de su vida activa y necesitan someterse a una modernización de sus sistemas y adecuarse a las nuevas normativas medioambientales y de mejora de la calidad de vida a bordo de los buques. De la misma manera, los centros de apoyo en tierra de estas unidades también han de ser actualizados para el mantenimiento de los nuevos sistemas que serán instalados a bordo de los buques.

Taiwan President Makes Rare Submarine Dive

President Chen Shui-bian took part in a rare submarine dive on Thursday to boost military morale days after arch-rival China completed a mock invasion of the island and to assure Washington of Taiwan's commitment to buying U.S. weaponry.

Analysts said Chen's high-profile presence for the exercise would further anger China, which says it will recover the island it sees as a rebel province by force if necessary.

The drill, following China's war games off the island, was intended to boost public support for a huge arms purchase deal with the United States that includes eight diesel-engine submarines, analysts said.

Chen and top military officers joined the navy for the exercises aboard the Dutch-made Zwaardvis class submarine, the Sea Tiger, which left from the southern port city of Kaohsiung.

Unlike his secretive debut dive in 2002, Chen invited media for the two-hour journey, prompting opposition criticism that he was trying to fan tension with China.

Chen said he was firmly committed to peace and blamed Beijing for escalating tensions.

"Continuous arms expansion, increasing military budget and deployment of missiles aimed at Taiwan by Communist China have created the source of instability to peace across the Strait," Chen said after returning from the submarine dive.

"War of words and sabre-rattling as well as diplomatic suppression by Communist China hurt Taiwan people's feelings and cast a dark cloud in cross-Strait relations," he said.

Taiwan must beef up its self-defence capabilities to protect its hard-won democracy and be ready for war, said Chen, adding the submarine is the best weapon to counter China's growing threat.

Chen examined equipment aboard the Sea Tiger, which along with its sister vessel, the Sea Dragon, are Taiwan's only combat-ready submarines.

Scores of naval battle ships, including French-made Lafayette-class frigates, the best in the Taiwan navy, and anti-submarine aircraft took part in the war games simulating an attack by China.

"At a time when both China and Taiwan are holding military exercises, making such a high-profile submarine dive by the president is likely to provoke China," said Chiang Yi-wen, a lawmaker from the main opposition Nationalist Party.

"SEPARATIST ROAD"

China suspects Chen will push for formal statehood after winning a second four-year term in March and is preparing for a possible showdown with the island.

Wang Zaixi, vice-minister of the Tawian Affairs Office of the State Council, has vowed to "fight and contain separatist activities", China Daily reported on Thursday.

"So it is extremely dangerous for the Taiwan authorities to obstinately walk along the separatist road and mistakenly think the mainland will tolerate pro-independence activities for the benefit of its economic development and the 2008 Olympic Games," Wang was quoted by China Daily as saying on Thursday.

Analysts said Chen hopes to show Washington his commitment to push through a T$610 billion (US$18.2 billion) package for a U.S. weapons purchase offered by President George W. Bush in 2001.

The deal, which would be would be the biggest arms sale to Taiwan in a decade, includes eight diesel-engine submarines, six Patriot Advanced Capability-3 anti-missile systems and 12 P-3C Orion anti-submarine aircraft.

"It's more like a show put out for the audience in the United States," said military analyst Chung Chien.

"This is something that will please Washington and enrage Beijing. Since he can't please both sides at the same time, his top priority is to make the United States happy," Chung said.

Taiwan's parliament has asked Washington to cut the prices before lawmakers review the arms deal later this year, but officials have said Washington has agreed to reduce the price by only about T$10 billion-20 billion.

Washington switched diplomatic recognition to Beijing from Taipei, but remains the island's main arms supplier and closest friend.

Izar Designs the Modernization of the Spanish Navy's Combat Group

 IZAR and the Spanish Navy have signed an engineering contract for the project definition of the modernisation of the vessels that integrate the Projection Group: aircraft carrier Príncipe de Asturias, the six Santa Maria class frigates and the AOR vessel Patiño.  
 
These units are at the third of their active life and thus their systems need to be updated and they have to go through modernisation to meet the new environment legislation and to improve the life standards of the crew. On land, support centres will also be updated to allow the maintenance of the new systems installed onboard of these vessels.  
 
To carry out this modernisation process, Izar will develop a project that intends to identify, define and integrate all the new systems and equipment, valuing the different works to be executed. The objective is to help the Navy to take a decision on the updating works they want to carry out and to set a schedule.  
 
This project, that will last nine months, will be carried out by a working team integrated by the Technical Department of Izar, Izar Carenas and the Systems factory of Izar.

Submarine Virginia Completes First Voyage

 GROTON, Conn. --- Virginia (SSN-774), the nation’s newest and most advanced nuclear-powered attack submarine, returned to the Electric Boat shipyard here today following the successful completion of its first voyage in open seas, called “alpha sea trials.” Virginia is the lead ship of the most capable class of attack submarines ever built; it will be delivered to the U.S. Navy this fall. Electric Boat is a wholly owned subsidiary of General Dynamics  
 
Virginia’s alpha sea trials included a range of submarine and propulsion plant operations, submerging for the first time, and high-speed runs on the surface and submerged, to demonstrate that the ship’s propulsion plant is fully mission capable.  
 
Virginia-class submarines have been designed from the ground up to operate as a key element of a fully networked naval force. Unobtrusive, non-provocative and connected with land, air, sea and space-based assets, Virginia-class ships are uniquely equipped to wage multi-dimensional warfare in the farthest reaches of the globe, providing the U.S. Navy with continued dominance in coastal waters or the open ocean. These submarines will transit submerged at high speeds, undetected, independent of sea state or logistic support and arrive on station ready for action.  
 
“Nuclear submarines provide a unique contribution to our nation’s security and will be increasingly important in the decades ahead,” said Electric Boat President John Casey. “The Virginia and the rest of the ships of its class are designed specifically to incorporate emergent technologies that will provide new capabilities to meet new threats.”  
 
Virginia-class missions will include conducting intelligence, surveillance and reconnaissance missions, ensuring that U.S. commanders understand the scope and capability of an enemy’s forces. Submarines of the class also will be able to engage enemy submarines, surface ships and critical targets ashore, both through precision strike and the covert insertion of special operations forces. With their stealth and unlimited endurance, they will be flexible assets for Joint Force Commanders, able to maneuver with impunity, even in the most contested forward areas.  
 
Virginia is the Navy’s only major fleet-ready combatant ship that was designed with the post-Cold War security environment in mind. Approved nearly four years after the fall of the Berlin Wall, Virginia embodies warfighting and operational capabilities required to dominate the littorals while maintaining undersea dominance in the open ocean.  
 
Electric Boat and Northrop Grumman Newport News are under contract to build the first 10 submarines of a planned 30-ship Virginia class under a teaming agreement that splits the construction workload between the two shipyards. A revolutionary approach to design and construction processes was employed for the Virginia class.

Marinha compra navios

Governo vai encomendar aos Estaleiros de Viana do Castelo a construção de oito embarcações.

O Governo vai celebrar em breve um novo contrato-programa com os Estaleiros Navais de Viana do Castelo para a construção, até 2010, de oito navios para a Marinha, anunciou ontem o ministro da Defesa, Paulo Portas.
Os oito novos navios – que se integram num pacote de 12, dois em construção e dois já adjudicados – deverão custar entre 250 e 300 milhões de euros.
«Vamos negociar com os Estaleiros Navais de Viana do Castelo a construção de oito navios-patrulha oceânicos para substituir as corvetas que ainda estão ao serviço, mas que estão antiquadas, pois têm quase 40 anos», afirmou Paulo Portas.
Falando aos jornalistas no final de uma visita aos Estaleiros Navais de Viana do Castelo, Paulo Portas classificou o contrato como uma parceria estratégica entre o sector da Defesa e a indústria de construção naval em Portugal.
Em Outubro de 2002, o ex-primeiro-ministro Durão Barroso assinou com os Estaleiros de Viana o contrato de construção de dois navios-patrulha, que estarão prontos em 2006, tendo Paulo Portas rubricado idêntico acordo em Maio deste ano para a construção, a partir de Dezembro, de dois navios de combate à poluição.
Para Portas, o estabelecimento de uma parceria entre o Ministério da Defesa e os Estaleiros Navais de Viana do Castelo «assegura, não só a manutenção dos dois mil postos de trabalho da empresa, como contribui para a criação de um "cluster" de dimensão internacional na indústria naval de defesa».
«É uma aliança entre o cliente-Defesa e os Estaleiros que permite a modernização da Marinha e da própria empresa, ao melhor preço e com o melhor calendário», sublinhou, apontando o caso das indústrias de Defesa que saíram do vermelho e têm novos contratos.
Paulo Portas disse que «o Governo quer ajudar os Estaleiros a ultrapassar a situação financeira difícil que vivem há vários anos, proporcionando-lhe meios para uma boa gestão e de forma calendarizada».

Korean Navy Test-Fires Ship-to-Air Missile

 The South Korean Navy successfully test-fired a mid-range ship-to-air guided missile, a senior naval official said on Monday (August 2).  
 
A 4,200-ton KDX-II destroyer launched the SM-2 missile and hit an unmanned target aircraft some 113 kilometers (63 miles) away, Col. Oh Chul-sik of Navy public affairs told a news conference.  
 
The four-meter-wide aircraft was moving at a speed of 450 knots (0.68 Mach) an hour.  
 
The test-firing was conducted in Hawaii on July 29 and 31 during a multi-national naval exercise dubbed “Rim of the Pacific.” Other participants were the United States, Britain, Japan, Australia, Canada and Chile.  
 
The SM-2 missile is the Navy’s first mid-range anti-missile or anti-aircraft missile. Weighing 700 kilograms, it has a range of 148 kilometers, a big improvement on the Seasparrow missile’s 15 kilometers.  
 
“The successful launch of the SM-2 enhances the nation’s mid-range anti-aircraft defense and high-seas operation capability,” said Naval Capt. Oh Se-sung.  
 
The destroyer, the Adm. Yi Sun-sin, is equipped with such high-tech weapons as SM-II vessel-to-air missiles, Rolling Airframe Missiles (RAM) and anti-submarine helicopters, as well as radar-evading stealth features.  
 
Col. Oh said other South Korean destroyers such as Munmu The Great, missed no targets in ship-to-ship missile test-firing, scoring 34 hits out of 34 and earning the accolades “All Rounds Hitter” and “Excellent Gunnery Shot.”  
 
The Korean-built Munmu, named after the king who unified Korea for the first time in 677, was launched in May 2002.  
 
The Navy commissioned three 3,000 ton-class destroyers in the late 1990s under the KDX-I program, and plans three 7,000 ton-class Aegis-equipped destroyers by 2012 under the KDX-III project.
