Estonia: failed tender for reconstructing fighting vehicles POSTED ON THURSDAY, 03 JANUARY 2019 12:58

The Estonian Center for Defense Investment (ECDI) did not deem successful any offers made in the procurement for a contract to rebuild the hulls of 37 CV90 combat vehicles bought from Norway and the ECDI thus concluded the tender, The Baltic Times reports.

Four bidders qualified and three of them made an offer, including BAE Systems, Bristol Trust, and a joint offer by Uhinenud Depood and Scania Eesti, spokespeople for the ECDI told BNS. All three offers had shortcomings and did not meet the conditions set forth in the supporting documents of the public procurement. These shortcomings foremost concerned information pertaining to the cost of spare parts and life cycle management and one offer also exceeded the planned budget. "The Public Procurement Act stipulates that offers with incomplete documentation cannot be deemed fit, which is why the only option was to reject all offers," spokespeople said.

The Public Procurement Act enables to submit such an order to the manufacturer without announcing a tender, but the decision was made to organize a public procurement in order to increase competition and involve the Estonian defense industry. "We have a positive experience regarding the current maintenance and repair of Sisu armored vehicles, which is carried out by Estonian companies, this is why the involvement of Estonian companies was natural," Col. Rauno Sirk, director of the ECDI, said.

"A second company is already in the process of going through training on the CV9035 fighting vehicles in the Scouts Battalion and after the construction of the communications' solutions of the latest arrived machines, a third armored infantry company will go into training in summer 2019, the preparation of which and achievement of primary battle capability are currently going according to plan. If the support armored fighting vehicles are completed later, the maneuvering units will not be left without support, the Sisu armored vehicles will be in use until then, but the varying terrain permeability of the continuous track platforms and wheeled platforms poses greater challenges to the commanders of subunits," infantry inspector Lt. Col. Tarvo Luga said.

In 2017, the Ministry of Defense bought 37 hulls of CV-90 from Norway that it plans to assign to the Scouts Battalion after reconstruction to be used in different command and support roles. The plan was to give the refitted combat vehicles to the Scouts Battalion along with 44 CV9035 fighting vehicles bought from the Netherlands.

The tender for the reconstruction of the vehicles was announced at the end of August 2017. The contractor would have had to reconstruct 31 bodies of CV-90 into specialized vehicles for the performance of antitank, close range air defense, mortar, combat engineer, medical and other combat support functions. The plan was also for six more vehicles to undergo comprehensive maintenance and be armed with 120-millimeter mortars. In addition, a life cycle support agreement for seven years to ensure maintenance and repair of the 37 vehicles and supply of spare parts for the equipment and systems installed as part of the reconstruction was to be concluded with the winner of the tender. The estimated cost of the tender was 30 million euros.

The defense forces and the Ministry of Defense are to carry out an analysis to determine how to continue with the armored maneuver capability project and will make a decision in the next few months, The Baltic Times concludes.

EUROSPIKE, a joint venture of Rafael Advanced Defence Systems, Diehl Defence and Rheinmetall, has signed a framework agreement, valued at €40 million, with the Estonian Ministry of Defence (MoD) for the supply of SPIKE LR anti-tank guided missiles (ATGM), launchers and associated maintenance and training. The contract includes both the ICLU (Integrated Control Launch Units) launchers and live SPIKE rounds.

SPIKE is a precise, multi-platform, multi-mission and multi-range electro-optical missile family, with capabilities including fire-and-forget as well as fire, observe and update, allowing for the engagement of hidden targets. Estonia becomes the 32nd user nation for SPIKE – the 19th NATO/EU user. To date, over 30,000 SPIKE missiles have been delivered globally and over 5,500 have been fired – both in training and in operations. Missile and launcher commonality between nations enables joint procurement, joint management of inventory and joint maintenance where appropriate: European production makes SPIKE a truly European weapons family.

Milrem awarded contract to support new Estonian rifles under military-industry deal

Milrem LCM has been awarded a contract to support the new standard rifle being acquired from LMT Defense by the Estonian Defence Force (EDF), representing the first time the maintenance and repair of major military equipment in Estonia will be carried out jointly by industry and the military.

On the same day that the contract was signed between the EDF and LMT for the provision of the rifles on 1 July, Milrem also signed a EUR75 million (USD84.1 million) contract for the support of the firearm with the Estonian government and the weapon’s OEM, it announced on 9 July.

The deal covers an initial purchase of 16,000 rifles, and Milrem LCM will be the official partner of LMT in the management of the lifecycle of the firearms, the company said, having opened a new business line to support the deal.

Confesso que fico impressionado com este pequeno país do báltico.
Não têm mbt mas compraram 80 cv90 em segunda mão, e o plano é restaurar os mais gastos, os noruegueses, para veículos de apoio, incluindo porta morteiros de 120mm. Não conseguem é fazer essa modernização só por 30M.. De qualquer forma, parece que tem um plano, e para quem só tem um batalhão armored scouts, 44 cv9035 não é nada mau.
O outro batalhão motorizado usa o patria Sisu, não é moderno mas são mais de 100 veículos.
E compraram o K-9 coreano, 18 unidades de um 155mm topo de gama.
Para além disso têm mistral com o radar giraffe AMB da Saab, outra coisa que nós também não temos e mais capaz do que os sistemas aa que estao previstos no concurso da NSA.

Relativamente aos sistemas AA, não creio que sejam muito melhores que o que nos poderá calhar com o concurso do NSPA. O radar é uma incógnita, portanto pode ser melhor, pior ou igual, já o armamento em si, Mistral, estão exactamente na mesma classe do planeado para o nosso concurso. Quantidades é que não sei como se comparam.

Swedish company SAAB to deliver anti-tank weapon system Carl-Gustaf M4 to Latvia and Estonia
 
Swedish company Saab has received orders from Latvian and Estonian Armed Forces for deliveries of Carl-Gustaf M4 portable anti-tank weapon system. Deliveries will take place in 2021-2024. The orders are placed within a framework agreement signed by the Swedish Defence Materiel Administration (FMV) in June 2019, which allows Sweden, Latvia and Estonia to place orders for Carl-Gustaf M4 weapon systems during a ten-year period.

“We are pleased to announce Latvia and Estonia as our latest customers on Carl-Gustaf M4. Both nations have a history of more than two decades of Saab’s Carl-Gustaf system. We look forward to further strengthen their ground combat capabilities with the latest version of the system,” says Görgen Johansson, head of Saab’s business area Dynamics.
“The new generation anti-tank grenade launcher Carl-Gustaf M4 is definitely a big step forward for a soldier who has been trained in this field and has dealt with older versions, the M2, especially in terms of walking with a weapon. The new weapon is half as light. This joint procurement is a very good example of cooperation with neighbouring countries, where the parties reached the most economically advantageous and best deal. Co-operation between defense countries is one of the most important ways to increase the defense capability of our region,” says Ramil Lipp, Chief of Category (Armament) for the Estonian Centre for Defence Investment.
“Acquisition of the most recent generation recoilless rifle marks another key milestone in Baltic and Nordic cooperation. Joint procurement provides significant economic benefits to both Latvia and Estonia, as well as increasing regional interoperability and cross-training with our allied forces. Procurement of Carl-Gustaf M4 together with earlier ammunition procurements also greatly improves operational capabilities of the Latvian National Armed Forces and paves way for long-term modernization of our armed forces,” says Artis Pabriks, minister of defence of Latvia.
 
The Carl-Gustaf M4 (CGM4) is the latest generation of multi-role anti-tank weapon system in the family of Carl-Gustaf developed and manufactured by the Swedish Company SAAB. The key characteristic of the Carl-Gustaf M4 is to offer a multirole weapon for modern infantry units. It is fully optimized for dismounted soldiers who need a light-weight, and high-impact weapon.
 
The Carl-Gustaf M4 has been specially designed to destroy main battle tanks, armored vehicles but also buildings or bunkers. It has an effective firing range of up to 500 m against armored vehicles or tanks and 700 m against buildings and stationary targets. Some types of ammunition have a rocket booster for an extended range to up to 1,000 m.
 
The Carl-Gustaf M4 system is able to fire a wide range of 84mm caliber ammunition including anti-armor, anti-structure, multi-role, anti-personnel and support rounds. It can fire all the ammunition that can be used with the M3 version of the Carl Gustaf. The HEAT (High-Explosive Anti-Tank) ammunition can penetrate up to 400 mm of rolled homogeneous armor. Ammunition with a tandem HEAT warhead is able to penetrate up to 500 mm of rolled homogeneous armor behind explosive reactive armor. The rate of fire is around 6 rounds per minute.

Estonian army vehicle fleet will grow with 40 new Volvo FMX container trucks

The Estonian Centre for Defence Investment is purchasing new universal Volvo FMX container trucks which are cost-effective and will increase Estonian defence capabilities.

The vehicles are manufactured in Sweden, but all accessories and the superstructure have been designed and installed in Estonia by Volvo Trucks Estonia in cooperation with the Estonian company Pro Lift OÜ. As a tailor-made solution, they have developed and manufactured a military device that can be used to operate both hook-lift swap bodies and shipping containers.

Minister of Defence Jüri Luik expressed his satisfaction with the increase in Estonia’s military capabilities. “With these container trucks, it is possible to transport essentially everything needed by the Estonian Defence Forces, and in exceptionally large quantities – up to 65 tonnes”, said Luik. He added that satisfaction is always greater when it comes to procuring high-quality military equipment or supplies. “Through international cooperation, Estonia is strengthening its defence relations with close partners while also contributing to the Estonian economy in the current crisis”, said Luik.

“Our goal is to provide the Estonian Defence Forces with durable and high-quality vehicles, which would not only help to increase defence capabilities but also be as cost-effective as possible throughout the vehicle's life cycle”, said Toomas Kalda, Head of the Vehicle Category at the Centre for Defence Investment’.

The Volvo FMX model is characterised by a strong frame, durable front end and excellent driving comfort, allowing the truck to move efficiently even under difficult conditions. The superstructures of the trucks can be combined with each other and they are compatible with the equipment currently being used in the Defence Forces.

The delivered Volvo trucks will mostly be entering service with the Combat Service Support Battalion of the 2nd Infantry Brigade, and the Logistics Battalion of the Support Command. The framework agreement was signed in August of last year, and the total volume of the agreement is approximately EUR 6.9 million. The first two vehicles were delivered to the Estonian Defence Forces in February of this year, which allowed for the vehicles to be exhibited at the independence day parade, and the last delivery is planned for the last quarter of this year.

Maria Karlström, Managing Director of Volvo Trucks Estonia, noted that Volvo has been a long-term partner of the Estonian Defence Forces. “The country can be considered an informed customer in this field, a so-called smart customer, one who knows exactly what it needs and why. The Volvo FMX is a high-quality, reliable and durable truck”, she added.

The 🇪🇪 Estonian Defence Forces are seeking to achieve full combat readiness capability of its K9 Thunder 155mm 52 cal. self-propelled artillery system in 2024. Estonia fields 18 K9 Thunder howitzers. 🇪🇪 also is seeking to replace the existing m/41D 120mm mortars.

ESTONIA ORDERS CARL-GUSTAF M4

The Estonian armed forces have placed an order, valued at approx. SEK100 million (€9.9 million) for the Saab CARL-GUSTAF M4 shoulder-fired weapon and associated ammunition, the Swedish manufacturer announced on 9 March. Delivery will be conducted in 2021-2022.

The order was placed within a joint-framework agreement signed with Estonia, the Swedish Defence Materiel Administration (FMV) and Latvia. The framework agreement allows the Estonian customer – a user of the CARL-GUSTAF weapon systems for over two decades – to place orders for M4 weapons and ammunition over a ten-year period.

“With this order, the Estonian customer will strengthen [its] capabilities further. It’s a great achievement to see further investments in our CARL-GUSTAF system, and it is proof of the customer’s satisfaction with the solution”, commented Görgen Johansson, head of Saab business area Dynamics.

“The cooperation between the Estonian and Swedish company Saab has been highly appreciated by both parties and we are satisfied that, despite the severe effects of the pandemic, we received last year's order on time, considering how many companies had supply problems. We have now also placed a second order with a capacity of approximately 250 CARL-GUSTAF M4 weapons to replace the previously used CARL-GUSTAF M2. We are particularly pleased that Saab has further increased its production capacity, and that the first deliveries will be reaching us already by the end of this year,” added Ramil Lipp, Strategic Category Manager of weaponry for the Estonian Centre for Defence Investment.

The M4 is the latest version of the portable, shoulder-launched, multi-role weapon system. It gives users a wide range of engagement options and allows troops to remain agile and effective in any scenario. It builds on the system's formidable capabilities, offering a higher degree of accuracy, lighter construction and compatibility with future innovations. The M4 is also compatible with intelligent sighting systems and future technology developments, such as programmable ammunition.

Eles não tem marinha nem força aérea, por isso tem tempo e dinheiro para comprar coisas de topo.

Se quiseres acabamos com FAP e a GNR e entregamos  o patrulhamento da nossa ZEE a Espanha!
