UU. entregar 89 M2 de vehículos de combate de infantería Bradley como parte de Ventas Militares Extranjeras (FMS). Según un tuit del primer ministro croata, Croacia pagará 145,3 millones de dólares (130 millones de euros) del precio de compra. El gobierno estadounidense se hará cargo de 51,1 millones de dólares (46 millones de euros). Según información anterior, los costes de todo el programa ascienden a 630 millones de euros e incluyen la revisión de los vehículos previamente almacenados. Soldier & Technology informó sobre el programa con anticipación.

Como resultado de las renegociaciones, Croacia recibirá 62 vehículos de combate de infantería Bradley equipados y armados en la versión M2A2 ODS. Según los hallazgos de la Operación Tormenta del Desierto (ODS), estos vehículos estaban equipados con navegación, reconocimiento amigo-enemigo y misiles guiados antitanque, y estaban optimizados para la protección contra las minas. Las primeras entregas tuvieron lugar en 1995. Otros cinco vehículos se suministran con fines de formación y 22 vehículos como donantes de repuestos.

Fiquei algo perdido: a Croácia recebe 62 + 5 + 22 Bradley M2A2 ODS revistos por 130 milhões de euros e os EUA pagam MAIS 46 milhões? O valor de 630 milhões vem de onde?

Do que percebi.
A Croácia paga 130 milhões de euros de um valor de compra (maior?), EUA paga 46 milhões de euros (será o valor que falta pagar?), deduzo que o valor de compra seja a  soma dos dois valores.

630 milhões é o valor total do programa que inclui a revisão total das viaturas, também deve incluir o valor da compra que se falou antes, formação de militares, transporte das viaturas para a Croácia, spares, etc, tudo.

um valor/VCI muito superior ao pago pela Estónia quando comprou os 44 CV90NL á Holanda por 113 Milhões !!!

Isso ainda fica mais caro do que se fosse tudo feito nos EUA.
Tem que incluir a formação da empresa croata para fazer essas tarefas, o lado positivo é que parte do valor pago acaba por ficar "em casa".

The Slovak MoD selects the CV90 as preferred bidder for its IFV programme

On May 26 the Slovak Ministry of Defence issued a document entitled “Feasibility Study for the Procurement of Tracked Combat Armoured Vehicles and Tracked Combat Vehicles” which draws the conclusions of the lengthy testing process that saw the competing vehicles performing in the country. The document, in Slovak language, lacks some of the information that were considered classified, but gives a general overview of the results obtained during field trials. The five main evaluation points were interoperability, mobility, firepower, mine resistance and ballistic resistance. Combat (PBOV in Slovak acronym) and support (POB) vehicles will replace in Slovak service BVP-1 and BVP-2 infantry fighting vehicles, BPsV Svatava combat reconnaissance vehicles, OT-90 armoured personnel carriers, SVO self-propelled mine-clearing vehicle and MU-90 mine-laying vehicle, all currently deployed by mechanised formations.

Four competitors took part in the bid, BAE Systems Hägglunds CV90 (both CV9030 Mk IV and CV9035 MkIV), General Dynamics European Land Systems Santa Bárbara Sistemas ASCOD, Rheinmetall Lynx KF41 and Polish Armaments Group – PGZ Borsuk. The total Phase 1 requirement is for 152 vehicles of which 110 in the combat version, 15 command posts, 9 reconnaissance, 3 antimaterial rifles team, 9 grenade launcher team, 3 recovery and 3 maintenance and repair. As for Phase 2, this should include 5 combat, 10 recovery, 9 maintenance and repair, 9 engineer mine-clearing, 9 engineer mine-laying, 9 engineer support and 20 120 mm self-propelled mortars, for a total of 71 vehicles, the grand total thus being 223.

The programme timing sees the delivery of the first combat vehicles in 2023-24 for first trials, followed in the 2025-28 period by the delivery of the other versions for testing and delivery to the units. This

According to the released document the preferred bidder is BAE Systems Hägglunds CV90, the offer being supported by the Swedish Defence Material Administration (FMV). This recommendation is now passed over to the Slovak Government, which decision is expected in June, which will then lead to final negotiations before the contract signature.

In the following lines a summary of the most interesting parts of the Slovak MoD document.

The evaluation took into consideration four main areas, technical, logistical, financial and the involvement of Slovak industry, the assessment being given in percent over target requirements.

For the technical evaluation mobility, manoeuvrability, firepower, protection and training assets were the main criteria. None of the vehicles fulfilled completely the requirements, the result table of the technical evaluation published in the document shows the following:

First came the CV90, although it didn’t meet two requirements, maximum cannon elevation and vertical obstacle crossing. The fact that the Mk IV is based on the wide experience acquired on previous CV90 versions, its combat experience, and the wide community that forms its Users’ Club were of course considered as a plus.

Comments on the Lynx positively underline the modularity aspect and the considerable internal space, while on the minus side we find overall dimensions and the fact that the vehicle is not in use in the country of origin, although Rheinmetall was presenting its tracked vehicle through Rheinmetall Hungary Zrt, Hungary being the launch customer for the Lynx KF41

Although ranking second in the field, the ASCOD was moved to the third place following the manufacturer information related to noise and vibrations, something that clearly emerged in the testing of the UK Ajax which is based on that chassis.

The Borsok ranking is mainly due to the fact that its development is not completed.

The security and protection of information and communication systems was also considered, the corresponding table showing the following results:

However due to the aforementioned considerations on the ASCOD vibrations issue, the final ranking is the following:
Kingdom of Sweden – CV90 (both with 30 mm and 35 mm cannon)
Republic of Hungary – LYNX
Kingdom of Spain – ASCOD
Republic of Poland – BORSUK

The overall results are shown in the following table:

The first three vehicles were then short listed and carried on a further testing at VTSÚ Záhorie. The Lynx was fitted with a Lance turret armed with the Rheinmetall Mk30-2 cannon, the ASCOD with Elbit’s MT30 fitted with a Northrop Grumman Bushmaster II Mk44S, and the CV90 with the latest d-Turret also with a Bushmaster II.

In the shooting tests the CV90 came first, ahead of the ASCOD and the Lynx. None of the turrets met the required number of ready to fire ammunition, the Lance turret being also unable to aim the cannon without using the vehicle power supply. All three competitors met driving requirements, while all of them did not fully satisfied ergonomic features.

The financial evaluation was based on a formula where the total cost of ownership was the sum of the vehicle price, a 20 years life cycle estimate, initial training costs, primary logistic costs and spares. The “financial ranking” saw the CV9030 ranking first, ahead of the CV9035, followed by ASCOD and Lynx, the ranking remaining the same after additional information were required by the Slovak MoD.

When logistic issues were considered the ranking changed considerably, the Lynx coming first, ahead of the CV90, the two versions being ranked equally, and of the ASCOD, the Borsuk coming last.

As for the ability to involve the Slovak industry into the programme, the CV9030 came first ahead of the Lynx, the CV9035 and the ASCOD.

Following the request of additional information that modified the financial and logistical sections, a final table is provided showing the following results:

In one of the final statements the document says: “Summarising all available documents, the Swedish offer with CV9030 and CV9035 from BAE Systems Hägglunds appears to be an offer that to the greatest extent meets the requirements of the Slovak Republic Armed Forces for a tracked armoured combat vehicle. The vehicle meets the technical parameters, including those which were determined as key/priority in terms of use for the needs of the Slovak Republic Armed Forces.”

Os Bonecos militares e politicos que metam na moleirinha que só apresentando umas FA minimamente modernas e promovendo quadros nos praças podem vir a aliciar mais ingressos. Isto de tarorices  e encher pneus até aos vinte a tal anos, só atrai é malta para fazer umas missões e portas de bares.
Em vez de uns apátridas sequer pensarem que as FA são alguma SAD de futebol para contratar estrangeiros mercenários, devem dar aos Portugueses orgulho em Servir

A Defesa Nacional não é levada á sério, quanto a isso eu, não tenho qq dúvida !

As FFAA chegaram a um ponto em que, apenas servem para manter, o exorbitante numero de Altas Chefias no Poder, Bem poder, é um modo de falar, pois é inexistente no que diz respeito a meios MILITARES, minimamente eficazes em termos de Defesa.

A última descoberta destes Srs que um dia estiveram ás rédeas da Organização Militar, deixou-me perplexo.
Então esta gentinha agora vem dizer que a solução de falta de efectivos se resolve contratanto estrangeiros ??
A sério ?
Se calhar estão a pensar em ir buscar alguns dos veteranos Ucranianos, depois do conflito terminar ou será que falam com o Putin, e contratam daqueles combatentes oriundos da Sibéria, que até serão mais baratos de contratar, e mais eficazes ??
Quantos fazem falta ??
Uns 6.000 respondem os estrategas Nacionais.
Quantos Oficiais e sargentos tem um Exército de 13.000 efectivos ??

Mais comentários para quê ???

São este tipo de Generais e Almirantes que temos tido aos comandos dos Ramos da FFAA.
São estes srs (DES)militarizados, iluminados, que bem poderiam ter integrado os sucessivos governos que já tivemos, como MDN, que ninguém notava as diferenças entre Civis e Militares;
São estes Srs os que enquanto no activo coabitam pacificamente com os sucessivos MDN e PM, aprovando, pois quem cala consente, cativação atrás de cativação, redução de material a armamento atrás de redução, mas, eis que depois, de passarem á reserva, renascem para muito argutamente, publicar livros, quais mananciais de ideias luminosas que resolvem milagrosamente todos os problemas com que as FFAA se tem defrontado, fabuloso;
São estes srs quais especialistas em Imobilismo e técnicas de camuflagem, para nada fazer, que se advogam experts na arte da estratégia e, invadem as televisões brotando ideias e soluções para a evolução das progressões e combates, aliás, BATALHAS, na Ucrânia, botando faladura sobre os materiais de guerra mais evoluídos que agora os beligerantes alinham na primeira linha;
Mas, são estes mesmo senhores que nunca souberam o que é comandar uma simples Brigada completa, e devidamente armada e equipada, e apenas em Exercicios, pois, durante toda a carreira militar o Exército nunca possuiu uma ÚNICA GU completa, enfim são estes teóricos de pacotilha, os que tudo sabem;
São estes srs os amigos, dos srs Almirantes e comodoros que vão para os exercicios navais embarcados em navios de outra MARINHAS com M GRANDE, porque possuem navios em numero e qualidade aceitáveis, que se vão mantendo na sombra, quais politicos, á espera de chegarem a CEME, CEMA, CEMFA, e CEMGFA, para terminarem as fabulosas carreiras militares, com os peitos a aborratar de medalhas !!

São estes srs que deviam ter um pouco de brio profissional e respeito pelos Homens e Mulheres que (co)mandam, que deviam bater com a porta aos politicos quando são indigitados para comandos de maior responsabilidade mas não o fazem, e, todos nós, os pagantes deste estado de coisas, sabemos bem o motivo pelo qual compactuam com estas situações !!

A actual geração de oficiais generais do Exército, duvido que até alguma vez tenha comandado um batalhão completo. O comandante geral da GNR tem mais homens à sua disposição que a totalidade do Exército e, no entanto, não deixam o cargo ser ocupado por um general de 04 estrelas.

Todos os nossos Ramos são comandados por oficiais generais de 04 estrelas, no entanto, vemos por essa Europa fora, Ramos muitos maiores e mais bem equipados que os nossos comandados por oficiais generais de 02 e 03 estrelas.

Combat (PBOV in Slovak acronym) and support (POB) vehicles will replace in Slovak service BVP-1 and BVP-2 infantry fighting vehicles, BPsV Svatava combat reconnaissance vehicles, OT-90 armoured personnel carriers, SVO self-propelled mine-clearing vehicle and MU-90 mine-laying vehicle, all currently deployed by mechanised formations.

Four competitors took part in the bid, BAE Systems Hägglunds CV90 (both CV9030 Mk IV and CV9035 MkIV), General Dynamics European Land Systems Santa Bárbara Sistemas ASCOD, Rheinmetall Lynx KF41 and Polish Armaments Group – PGZ Borsuk. The total Phase 1 requirement is for 152 vehicles of which 110 in the combat version, 15 command posts, 9 reconnaissance, 3 antimaterial rifles team, 9 grenade launcher team, 3 recovery and 3 maintenance and repair. As for Phase 2, this should include 5 combat, 10 recovery, 9 maintenance and repair, 9 engineer mine-clearing, 9 engineer mine-laying, 9 engineer support and 20 120 mm self-propelled mortars, for a total of 71 vehicles, the grand total thus being 223.

The programme timing sees the delivery of the first combat vehicles in 2023-24 for first trials, followed in the 2025-28 period by the delivery of the other versions for testing and delivery to the units. This

According to the released document the preferred bidder is BAE Systems Hägglunds CV90, the offer being supported by the Swedish Defence Material Administration (FMV). This recommendation is now passed over to the Slovak Government, which decision is expected in June, which will then lead to final negotiations before the contract signature.

In the following lines a summary of the most interesting parts of the Slovak MoD document.

The evaluation took into consideration four main areas, technical, logistical, financial and the involvement of Slovak industry, the assessment being given in percent over target requirements.

For the technical evaluation mobility, manoeuvrability, firepower, protection and training assets were the main criteria. None of the vehicles fulfilled completely the requirements, the result table of the technical evaluation published in the document shows the following:

First came the CV90, although it didn’t meet two requirements, maximum cannon elevation and vertical obstacle crossing. The fact that the Mk IV is based on the wide experience acquired on previous CV90 versions, its combat experience, and the wide community that forms its Users’ Club were of course considered as a plus.

Comments on the Lynx positively underline the modularity aspect and the considerable internal space, while on the minus side we find overall dimensions and the fact that the vehicle is not in use in the country of origin, although Rheinmetall was presenting its tracked vehicle through Rheinmetall Hungary Zrt, Hungary being the launch customer for the Lynx KF41

Although ranking second in the field, the ASCOD was moved to the third place following the manufacturer information related to noise and vibrations, something that clearly emerged in the testing of the UK Ajax which is based on that chassis.

The Borsok ranking is mainly due to the fact that its development is not completed.

The security and protection of information and communication systems was also considered, the corresponding table showing the following results:

However due to the aforementioned considerations on the ASCOD vibrations issue, the final ranking is the following:

The first three vehicles were then short listed and carried on a further testing at VTSÚ Záhorie. The Lynx was fitted with a Lance turret armed with the Rheinmetall Mk30-2 cannon, the ASCOD with Elbit’s MT30 fitted with a Northrop Grumman Bushmaster II Mk44S, and the CV90 with the latest d-Turret also with a Bushmaster II.

In the shooting tests the CV90 came first, ahead of the ASCOD and the Lynx. None of the turrets met the required number of ready to fire ammunition, the Lance turret being also unable to aim the cannon without using the vehicle power supply. All three competitors met driving requirements, while all of them did not fully satisfied ergonomic features.

The financial evaluation was based on a formula where the total cost of ownership was the sum of the vehicle price, a 20 years life cycle estimate, initial training costs, primary logistic costs and spares. The “financial ranking” saw the CV9030 ranking first, ahead of the CV9035, followed by ASCOD and Lynx, the ranking remaining the same after additional information were required by the Slovak MoD.

When logistic issues were considered the ranking changed considerably, the Lynx coming first, ahead of the CV90, the two versions being ranked equally, and of the ASCOD, the Borsuk coming last.

As for the ability to involve the Slovak industry into the programme, the CV9030 came first ahead of the Lynx, the CV9035 and the ASCOD.

Following the request of additional information that modified the financial and logistical sections, a final table is provided showing the following results:

In one of the final statements the document says: “Summarising all available documents, the Swedish offer with CV9030 and CV9035 from BAE Systems Hägglunds appears to be an offer that to the greatest extent meets the requirements of the Slovak Republic Armed Forces for a tracked armoured combat vehicle. The vehicle meets the technical parameters, including those which were determined as key/priority in terms of use for the needs of the Slovak Republic Armed Forces.”

O valor anunciado para o programa são 1669Meur para 152 unidades. Mesmo descontando a manutenção, prevista para 20 anos, peças suplentes e investimento industrial para a produção, que será maioritariamente na Eslováquia, o valor de cada veículo será provavelmente superior a 7/8M.
O custo enunciado acima será apenas para o chassis, sem torre nem sistemas de comunicação?
