SU’AO, Taiwan — Taiwan’s president oversaw the commissioning of a new domestically made warship Thursday as part of the island’s plan to boost indigenous defense capacity amid heightened tensions with China.

President Tsai Ing-wen spoke at a naval base in Su’ao, on the island’s east coast, saying the ship “proves that on the path to becoming independent in national defense, no matter what difficulties arise, we can overcome them one by one.”

The ship is known as the Ta Jiang and nicknamed a “carrier killer.” It was built by Taiwanese firm Lung Teh Shipbuilding Company. It’s designed to have air defense capabilities and can carry anti-ship missiles.

It is the first of six of its kind that will be commissioned by the Navy.

Tsai has made boosting Taiwan’s domestic defense industry a priority. She has pushed the military aviation industry with the production of new trainer jets and called for the development of more sophisticated systems by using the island’s high-tech industries.

In addition, Taiwan is producing its own submarine after four years of research and design. It decided to built its own after Beijing successfully prevented it from purchasing such craft from abroad in recent years through the use of economic and diplomatic threats.

China claims Taiwan is a part of its national territory, although the two have functioned independently since a civil war in 1949. China has publicly said it seeks “peaceful reunification” with Taiwan.

China’s Foreign Ministry spokesman Zhao Lijian noted Tsai’s commissioning of the warship, saying “there is no way out for Taiwan’s separatist forces to use military means to confront the mainland.”

In the past few years, Taiwan has faced increasing harassment from China, which has sent fighter jets flying toward the island on a near daily basis.

On Sunday, China’s People Liberation Army sent 19 fighter jets toward the southwestern part of Taiwan’s air defense identification zone, the island’s Defense Ministry said.

In August, the PLA conducted live assault drills with a squad of fighter jets, anti-submarine aircraft and combat ships.

Provavelmente empurrado.

Taiwan’s 2022 Defense Budget: An Overview Of The New Naval Programs

Taiwan’s Ministry of National Defense (MND) submitted a budget proposal of NT$471.7 billion (US$17.05 billion) to the Legislative Yuan (parliament) for the procurement of defense systems on August 31. The budget proposal has to be reviewed and passed by the Legislative Yuan. Here is an overview of the naval systems.

Tso-Juei Hsu  10 Sep 2021

The budget proposal, “Annual reports on the China’s military strength”(中共軍力報告書) and “Five year’s military strength construction and administrative plan”(五年兵力整建及施政計畫) mentions a number of new naval weapon systems, naval programs or naval facilities.

The budget proposal allocates NT$21.70 billion to Taiwan’s Air Force for fiscal years 2022-2025, for the procurement of four MQ-9B SeaGuardian UAVs. In 2020, then defense minister Yen Teh-fa (嚴德發) told Legislators that MQ-9B UAVs will be deployed for surveillance and reconnaissance missions, but according to the budget proposal, these SeaGuardian UAVs will actually be capable of conducting strikes.

The ROC Navy will be allocated NT$43.15 billion to upgrade the combat management system, radar system, air defense missile system of its six La Fayette type, Kang Ding-class frigates from 2021 until 2030. The Sea Chaparral missiles currently fitted aboard the Kang Ding-class will be replaced with Sea Sword II (海劍二, also called TC-2N), developed by National Chung-Shan Institute of Science and Technology (NCSIST). Sea Chaparral is notorious for its alleged extremely short 5 to 8 km range. An anonymous said more than 200 Sea Sword II missiles will be mass produced in the coming years.

MH-60R
As we reported previously, more than NT$27 billion is allocated to Taiwanese Navy for purchasing 10 MH-60R ASW helicopters, anti-submarine sonar systems, advanced avionics systems, MK-54 or MK-50 torpedoes, anti-ship variant of the Hellfire missiles, laser-guided rockets, machine guns. Details of the specific amount of money of this budget, is reported to be included in the classified part of the 2022 defense budget.

Upgrade to Wuchiu Port
ROC Navy also seek NT$1.165 billion (US$42.18 million) budget from 2022-2027 to renovate the Wuchiu (烏坵) Port in the remote island of Kinmen County, in order to boost defense and patrol capabilities. Chinese fishing boats illegally entering Taiwanese waters for fishing become very common in recent years. These Chinese fishing boats have become a threat to the security of the area and Taiwanese force stationed there. Currently, Wuchiu Port have only a basic wharf built long time ago for transportation and replenishment operations, and there are no large facilities to shelter vessels. The ROC Navy said a there is an urgent need to renovate the port for improving the efficiency of patrol, transportation and replenishment operations.

The Tuo Chiang-class journey began with the "Tuo Chiang (PGG-618)" prototype that entered service in 2015. Over the years, considerable improvements and modifications have been made, leading to the creation of the first production ship of the class, the "Ta Chiang," which became combat-ready in December 2020.

Following in its wake, the "Fu Chiang" and "Hsu Chiang" were launched in September of last year and February of this year, respectively. The fleet will soon expand with an unnamed fourth vessel of the Tuojiang-class, currently under construction.

The "Fu Chiang" has passed all necessary tests at the Lungteh Shipbuilding Company and has officially joined the navy. Its inclusion significantly amplifies the navy's surface warfare capabilities and represents a robust response to potential mainland China threats.

Technical data

The Tuo Chiang-class vessels are moderately sized, with a displacement of 567 tonnes at full load for the standard hull, and 685 tonnes for the improved hull.

The standard hull measures 60.4m (198ft 2in) in length on cushion, while the improved hull version is slightly longer at 65m (213ft 3in). The beam of the standard model is 14m (45ft 11in), with the improved hull having a slightly wider beam at 14.8m (48ft 7in). The draught of the standard hull is 2.3m (7ft 7in), whereas the improved hull has a draught of 2.1m (6ft 11in).

The propulsion system of these ships includes two MTU 20V 4000 M93L diesel engines rated at 4,300 kW (5,800 hp), alongside four MJP CSU 850 waterjets. The improved hull model doubles these specifications. When fully armed, these vessels can achieve a speed of 45 knots (83 km/h; 52 mph).

Each Tuo Chiang-class vessel is designed to accommodate a crew of 41. They are equipped with navigational radar, CS/SPG-6N(S) surface search radar, CS/SPG-6N(T) fire control radar, CS/MPQ-90 Sea Bee Eye surface search and fire control AESA type radar (for Ta Chiang and onwards), STIR 1.2 EO Mk2 fire control radar (for Ta Chiang and onwards), and a variable depth sonar. The ships also carry 12 counter-IR/RF chaff dispensers as part of their electronic warfare and decoy systems.

In terms of armament, the original Tuo Chiang version carries eight Hsiung Feng II, eight Hsiung Feng III, one Otobreda 76mm gun, one Phalanx CIWS, two 12.7mm Browning M2HB, and two Mark 32 triple torpedo launchers.

The Ta Chiang onwards version changes its arsenal to include 16 TC-2N, eight Hsiung Feng II, four Hsiung Feng III, one Otobreda 76mm gun, one Phalanx CIWS, and two 12.7mm Browning M2HB.

The Flight II onwards variant includes 16 TC-2N, four Hsiung Feng II, eight Hsiung Feng III, one Otobreda 76mm gun, one Phalanx CIWS or one Sea Oryx, and two 12.7mm Browning M2HB.
