The Rosoboronexport State Corporation will take part in the Defendory for the 7th time as the organizer of the Russian exposition. More than 20 companies of the Russian defence industries will demonstrate their military and double-use products under the aegis of the Corporation. Such a substantial Russian participation shows high potential and positive trends in the Russian-Greek military-technical cooperation.

Military-Technical Cooperation with Greek Republic: Situation and Outlook

Military-technical cooperation with the Greek Republic has started in 1993 and is regulated by the Agreement signed on October 31, 1995 between the Government of the Russian Federation and the Government of the Greek Republic.

Foreign economic relations between Russia and Greece in the sphere of military-technical cooperation have recently become more fruitful and progressive. One of the largest projects should be noted thereupon. Of the most impressive are the purchasing of air defence system of Russian origin, including S-300PMU1, Tor-M1 and Osa-AKM surface-to-air missile systems (SAMS), which provide setting up of zones of the air defence missile system to protect air space of the continental part and islands of Greece and delivering of two "Zubr" amphibious air-cushioned ships (AACS) to the Greek Republic, which have no analogs in the world and made a good showing in Aegean Sea. The "Almaz" ship-building company is now building, under the contract of Rosoboronexport, the third AACS for the Hellenic Navy.

Among the most perspective trends in cooperation between two countries are organization of comprehensive post-guarantee services of the earlier delivered military equipment through the "Rosoboronservice-Hellas" Russian-Greek joint venture, providing the Greek armed forces with armored materiel and electronic countermeasures equipment, upgrading military equipment delivered to Greece from Germany, assistance in more effective use and maintenance of delivered equipment and training of the Greek military specialists.

To make military-technical cooperation between Russia and Greece more effective, Rosoboronexport offers, with the support of the governments of both countries, a broad use of the offset agreements and programs, training and re-training of specialists for different branches, transfer of military and civil technologies, joint research & development work, purchase of Greek goods being in demand in Russia, establishment of service, assembly and repair centers in Greece for maintenance of the delivered equipment as well as setting-up of the companies that can upgrade the earlier shipped military equipment and produce spare parts to it.

Experience in the Russian-Greek military-technical contacts shows that the offset forms of cooperation may greatly stimulate national industry, allow unique Russian technologies to be on stream and integrated into Greek economy and counter-orders for manufacture of parts and units for Russian military equipment, its assembly and repair to be placed at Greek military plants.

For instance, the offset contract for delivery of the "Zubr" AACS to the Hellenic Navy visualizes the infrastructure elements for land-basing and maintenance of these ships. Offset obligations under the 1998 contract for delivery of the Osa-AKM SAMS include technical inspection of combat vehicles (CV) and missiles and CV renewal. Offset might allow the Greek merchant navy to be used for transportation of the Russia-exported armament and other trade cargoes and other mutually beneficial projects to be implemented.
