Dangerous Doors and Fire Hazards: Norway’s Largest Naval Ship Flagged As Unsafe and Banned from Sailing

The Royal Norwegian Navy’s newest ship cannot leave the dock as numerous safety hazards were discovered aboard the NATO vessel after being commissioned in May with much fanfare.

Having cost 2.2 billion Norwegian krones (US$246 million), the logistics and supply ship KNM Maud is Norway’s largest naval vessel ever built. It has an operating room, a hospital for 44 beds and a hangar for two helicopters.

However, the ship cannot embark on voyages after global risk-assessment firm DNV GL deemed it too unsafe to sail. The ban will last until many of the vessel’s deficiencies are fixed, which is expected to happen sometime next year.

After examining the KNM Maud and interviewing the crew, the company rolled out a laundry list of red flags. Among the problems uncovered are the heavy doors which pose a “danger” to the crew, and the absence of proper lighting on board, which makes it hard to walk around the ship in the dark.

Much of the new and expensive medical equipment turned out to be faulty or outdated. In particular, an oxygen generator in the operating room could potentially pose a “major” fire hazard, a report by DNV GL said, citing interviews with the crew.

The firm also found no signs that the vessel had undergone any maintenance for two years while docked at the shipyard in South Korea where it was being built. The delivery of the KNM Maud to Norway was delayed several times as the shipyard underwent bankruptcy, and due to a number of workplace incidents during construction which left three workers dead and several injured.

Defense Minister Frank Bakke-Jensen told Aftenposten on Monday that all problems with the ship will be tackled during its test run.

“This happens in all major acquisitions. KNM Maud is under a warranty, and the shipyard is focused on implementing its warranty obligations,” he said, stating that all deficiencies on board will be addressed “as soon as possible.”

Navantia habilitará a una fragata noruega para operar en zonas cálidas

Navantia acaba de firmar con la Marina de Noruega o Sjøforsvaret un contrato para mejorar la capacidad de refrigeración de una de sus fragatas de la serie “Fridtjof Nansen” y adaptarla así para operar en aguas cálidas, como las del Mediterráneo Oriental o el Océano Índico.

Las fragatas, que fueron diseñadas por Navantia, estaban originalmente destinadas, según solicitó el cliente, a operar en  Noruega, donde las condiciones ambientales son considerablemente frías, ya que incluyen una amplia zona del Océano Ártico. Hoy en día, las operaciones y actividades marítimas en favor de la OTAN y su alianza con Estados Unidos de estos modernos escoltas se han extendido a zonas mediterráneas y tropicales, donde las condiciones, principalmente en la temporada de verano, están caracterizadas por temperaturas significativamente más elevadas. Este proyecto tiene como finalidad garantizar la operatividad, efectividad y buen funcionamiento de la fragata bajo estas condiciones ambientales, definidas por la Sjøforsvaret y considerando además un aumento en el número de tripulantes.

De acuerdo a dicho contrato, Navantia realizará los trabajos de ingeniería necesarios para la integración en los buques de nuevos equipos de refrigeración adquiridos por la Sjøforsvaret, con el objetivo de incrementar la capacidad de refrigeración de los diferentes sistemas, así como la ventilación en las cámaras de máquinas del buque. Navantia también llevará a cabo todos los trabajos de instalación y pruebas de los sistemas, hasta la entrega final de la obra.

Mientras que la ingeniería comenzará inmediatamente y será desarrollada por el personal del astillero de Ferrol (La Coruña), los trabajos de instalación se desarrollarán en Noruega a partir del primer trimestre del año próximo, con una duración estimada de 4 meses. Para estos está previsto que la empresa española desplace a Noruega, un equipo de unas 40 profesionales del Astillero de Ferrol, entre técnicos y operarios.

Todo indica que la Sjøforsvaret quiere de momento modificar una de sus fragatas para aumentar sus capacidades, y la habitabilidad de su dotación, en zonas cálidas, y evaluar en operaciones el resultado. Lo que llevaría posiblemente a dotar a las otras tres unidades de la Clase “Fridtjof Nansen” de las mismas mejoras.

Reportedly Defence could not get these ships put under one of the Class Societies due to issues with longitudinal strength. This has also meant there is no TH118 which certifies structure and seaworthyness. Can they not be fitted with additional keel and sheerstrake doublers to address these, similar to the progressive increases in displacement of the FFGs? Light scantlings are reportedly also in the LHDs which require additional consideration for drydocking. Is this a Navantia-wide issue, and what about the new replenishment ships?

Submarino colisiona con una granja de salmones en Noruega

Un submarino de la Armada de Noruega chocó contra el sistema de amarre de una granja de salmón el miércoles.

  La colisión resultó en el corte de una cuerda en un sitio de Kleiva Fiskefarm en Andørja, en el norte de Noruega, informa VG.

"La evaluación inicial indica que no hay heridos en el submarino ni en el personal a bordo, y cuando esto sucedió, el submarino lo informó de inmediato y nos comunicamos con el dueño de la granja de salmón", dijo al periódico Ivar Moen, portavoz de la sede operativa de la Armada de Noruega. .

Marius Arvesen, director gerente de Kleiva Fiskefarm, confirmó a VG que había un problema con el amarre, pero que “no hubo problemas”.

  “Una embarcación de servicio que ha corregido el daño y la situación está bajo control”, dijo. La Armada de Noruega aún no quiso especular sobre qué causó la colisión.

The Norwegian Ministry of Defence told Janes on 15 January that sailing activity by the navy’s remaining frigates has been reduced this month as a follow-up to the findings of a draft report by the Accident Investigation Board Norway (AIBN) submitted on 14 December 2020. The ministry said the three frigates will not sail in January but did not expect this to have an immediate effect on operational capabilities.

TKMS gets contract for six German-Norwegian Type 212 CD subs

After years of negotiations, Norway and Germany have reached an agreement with ThyssenKrupp Marine Systems (TKMS) for the acquisition of new Type 212 CD (common design) submarines, the Norwegian Ministry of Defense said on 23 March.

Norway will receive four submarines and Germany two.

As informed by the defense ministry, the total cost of the project is estimated at NOK 45 billion ($5.2 billion).

The deal is yet to be approved by the German Parliament and is expected to be signed this summer.

The first submarine is scheduled to be delivered in 2029.

The partnership involving both countries’ industries is based on a German-Norwegian common purchase and lifetime management of identical, new submarines. It will include a purchase of identical submarines and cooperation on training, exercises, spare parts, maintenance and lifetime management of the new submarines. The submarines are based on the 212-design already in service in Germany and Italy.

Back in 2017, the two governments selected TKMS preferred bidder for the project.

Norway to buy four submarines from German Thyssenkrupp

According to information published by Reuters on March 23, 2021, Norway has agreed to order four submarines from Germany’s Thyssenkrupp for 45 billion crowns ($5.3 billion), the Norwegian defense ministry said.

Norway and Germany, both NATO members, are jointly procuring identical submarines from Thyssenkrupp’s shipbuilding division.

The Norwegian defense ministry said Germany had agreed to order two submarines from Thyssenkrupp.

Since February 2017, it was announced that the Royal Norwegian Navy will procure four submarines based on Type 212. Initial plans envisaged service entry between 2025 and 2028. However, the Norwegian 2020 Defence Plan later envisaged service entry "around 2030".

The German Type 212 class, also Italian Todaro class, is a diesel-electric submarine developed by Howaldtswerke-Deutsche Werft AG (HDW) for the German and Italian navies. It features diesel propulsion and an additional air-independent propulsion (AIP) system using Siemens proton exchange membrane (PEM) compressed hydrogen fuel cells. The submarines can operate at high speed on diesel power or switch to the AIP system for silent slow cruising, staying submerged for up to three weeks with little exhaust heat. The system is also said to be vibration-free, extremely quiet and virtually undetectable.

Report finds that damage control failures led to sinking of RNoN frigate

A second report into the circumstances leading to the loss of the Royal Norwegian Navy (RNoN) guided-missile frigate HNoMS Helge Ingstad has concluded that the ship could have been saved if the crew had been better trained in damage control procedures and more familiar with the ship’s stability characteristics.

A total of 28 safety recommendations have been made by the Norwegian Safety Investigation Authority (NSIA), most directed towards the RNoN and the Norwegian Defence Material Agency. These include measures to address deficiencies in training, organisation, materiel, documentation, process, and assurance.

The fourth of five F310 Fridtjof Nansen-class frigates delivered to the RNoN by Spanish shipbuilder Navantia between 2006 and 2011, Helge Ingstad suffered extensive damage to its starboard side after colliding with the Maltese-flagged tanker Sola TS in the Hjeltefjord on 8 November 2018. The nine-year old frigate was run aground but heeled over and sank in shallow water. Although subsequently salvaged, Helge Ingstad was found to be beyond economical repair and is now being scrapped.

The first report, examining the cause of the incident, was released in November 2019. This follow-on report, published by the NSIA on 21 April, has investigated the sequence of events that occurred in the aftermath of the collision leading to Helge Ingstad’s grounding and subsequent sinking.

El Ministerio de Defensa demandó a la empresa DNV por NOK 15 mil millones después del accidente de Helge Ingstad. La demanda se está retirando ahora, confirma el Fiscal del Gobierno a NRK.

El trasfondo es el informe de la AIBN de abril, informa NRK .

El estado creía que la empresa DNV, que aprobó la fragata, debió haber descubierto una debilidad en los ejes de las hélices del barco, por donde entró agua después de la colisión, pero el informe rechaza esta teoría.

Aquí parece que los mamparos estancos de la fragata no estaban cerrados cuando la tripulación evacuó, como era el procedimiento.

La AIBN cree que el barco podría haber permanecido a flote y haber sido rescatado si se hubiera hecho.

El miércoles, el ministerio envió la carta al Tribunal de Distrito de Oslo pidiendo que retiraran la demanda.

- El informe proporcionó aclaraciones importantes, dice el abogado del gobierno Ole Ringstad a NRK.

El Ministerio de Defensa lo justifica de la siguiente manera en la carta:

- Luego de una valoración general basada en lo que ha surgido a través del trabajo de la AIBN y las propias investigaciones del estado, el Ministerio de Defensa ha decidido desistir de la demanda. Entonces se aplazará el caso.

La fragata Helge Ingstad y TS Sola chocaron la noche del 8 de noviembre de 2018 en la terminal Sture en Øygarden en Hordaland.
