The construction of these frigates was mainly due to pressure from the USA, given that at the time the Portuguese Navy was placing all it's effort in the Colonial Wars and therefore having no proper platforms to fulfil it's NATO commitments. They were planned to have upgrades to more powerfull mounts, like antiship missiles, but that never happened.
