Berlín ha pasado de prescindir del mismísimo jefe de su fuerza aérea (Luftwaffe) por su apoyo a una posible compra de aviones de combate F-35, a acabar encargando 35 y plantearse, ahora, comprar más. En concreto, Alemania se plantea la adquisición de ocho aparatos adicionales, de modo que su flota podrá alcanzar el número de 43 unidades. Con esta cantidad, en Europa le superaría en aviones de este modelo encargados Italia (90 F-35), Reino Unido (74), Finlandia (64), Noruega (52) y Países Bajos (52). Por detrás se encontrarían Suiza (36), Bélgica (34), Polonia (32) y Dinamarca (27). Alemania también estaría por encima de los 40 aparatos que quiere adquirir Grecia y los 24 en los que está interesado Rumanía.

Pentagon still withholding F-35 payments to Lockheed over upgrade delays

Despite a recent resumption of deliveries after a year-long freeze, the Pentagon is still withholding payments to Lockheed Martin for new F-35s over continued delays with the Technology Refresh 3 (TR-3) upgrade, according to the Air Force’s top acquisition executive Andrew Hunter.

"There are still withholds. Since not everything that we contracted for has been delivered, payment is also not complete," Hunter said in a briefing with reporters today at the Royal International Air Tattoo (RIAT) air show. "We will not pay for that which we have not yet received."

The Pentagon began withholding payments — totaling about $7 million per plane, according to Bloomberg — when deliveries of new F-35s with the TR-3 upgrade were paused in July 2023. Hunter did not specify the details of continued payment withholdings, and the F-35 Joint Program Office (JPO) did not immediately respond to a request seeking more information.

A Lockheed spokesperson directed Breaking Defense to a financial disclosure form, known as an 8-K [https://investors.lockheedmartin.com/static-files/5eb8f18b-1fed-4c45-99b9-ae501cf364a9], the company released yesterday, which stated that the aerospace giant is "working with the JPO on the terms and conditions related to the timing of the final payments for TR-3 configured aircraft and a phased approach to delivery." Lockheed expects to deliver "between 75 and 110 aircraft in the second half of 2024, primarily in the TR-3 configuration," the company said in the disclosure.

The delivery freeze was implemented due to developmental woes with the TR-3 upgrade, which consists of hardware and software necessary to field a forthcoming suite of upgrades to the tri-variant jet known as Block 4. The TR-3 hardware was deemed mature enough to cut it into production last year, enabling Lockheed to manufacture the upgraded planes, but the jets were sequestered due to glitchy software. (Lockheed continued to build and deliver jets in the TR-2 configuration in the meantime.)

Rumanía podría firmar este año la compra de 48 cazas F-35 y empezar a recibirlos en 2030

A Turquia, que estava a dizer que queria comprar o Eurofighter Typhoon e está a desenvolver o seu próprio caça de 5ª geração, está agora a tentar negociar novamente a compra do F-35.

Turkey Nears Deal to Decommission S-400 Air Defences and Return to F-35 Fighter Program - Reports

Turkey has reportedly made significant progress in talks with the United States on the details of plans to decommission Russian supplied S-400 long range air defence systems, which is intended to facilitate the NATO member’s resumption of acquisitions of F-35 fifth generation fighters and possibly its full reentry into the F-35 program as a Tier 3 partner. Turkey was formally evicted from the F-35 program in July 2019, after receiving its first components from its S-400 system earlier that month, with Washington having used access to the F-35 to impose pressure on Ankara to abide by NATO’s wider policy of denying arms revenues to the Russian defence sector. While the Turkish government signalled that it could respond by acquiring Russian fighter aircraft such as the Su-35 or Su-57, the viability of this was always highly questionable due to the country’s membership of NATO and close integration with Western militaries as well as its tremendous dependance on the Western world for technology transfers, trade, and political and military support. After having made concessions to Washington to be able to acquire F-16 fourth generation fighters, which are exported with fewer restrictions than the F-35, Turkey is expected to end plans to acquire the older aircraft and focus financing on F-35 acquisitions.

The United States reportedly submitted a detailed proposal for the resolution of the S-400 issue during the summer, with a face saving resolution expected to allow Turkey to keep the Russian missile systems. According to information obtained by Greek news outlet Kathimerini, control of the S-400s are to be transferred to American control but will remain on Turkish territory - possibly at the U.S.-controlled sector of Incirlik Air Base where shared nuclear weapons are stored. This would also raise the high possibility that S-400 systems could be tested by the United States Armed Forces to provide further insight into how Russia’s primary air defence asset can best be countered. Should such a deal be reached, the implications for Turkish aerial warfare capabilities will be significant. The F-35 is one of just two fifth generation fighters in large scale production worldwide, alongside the Chinese J-20, and is gradually revolutionising the aerial warfare capabilities of countries across the Western Bloc. Turkey currently relies on obsolete variants of the F-16 and F-4, which still use ageing mechanically scanned array radars and have not integrated 21st century air to air missile classes on any meaningful scale.

Turquía negocia su vuelta al programa de aviones de combate F-35

Cinco años después de quedar fuera del mayor programa militar de la historia (alrededor de 440.000 millones de dólares por unos 3.000 aparatos), y en el que tenía previsto recibir un centenar de aviones de combate F-35, Turquía negocia la vuelta al proyecto. La compra que realizó de sistemas de misiles antiaéreos S-400 a Rusia levantó los recelos entre distintos socios de la OTAN, que estuvieron presionando a Ankara por temor a que Moscú acabase obteniendo información sensible de los cazas, hasta que Estados Unidos, como líder del programa, decidió sacar en julio de 2019 a Turquía, pese a que un año antes ya se había representado la entrega simbólica de las dos primeras unidades, y que llegasen a fabricarse incluso ocho en total para Ankara antes de la ruptura.

Pese a quedar fuera de la iniciativa, de la que formaba parte como socio junto a Gran Bretaña, Italia, Países Bajos, Australia, Dinamarca, Noruega y Canadá, además de Estados Unidos, el país transcontinental continuó un tiempo fabricando piezas para el F-35. Posteriormente han trascendido también los intentos turcos por convencer a Estados Unidos de recibir los aviones, a cambio, por ejemplo, de garantizar que los S-400 que ha recibido permanecerán almacenados.

Ahora se ha conocido que Ankara está obteniendo notables avances en su negociación con la Casa Blanca para reanudar su participación en el programa F-35, para lo que se plantea incluso el desmantelamiento de sus S-400.

Las autoridades de adquisiciones militares turcas han estado estos años negociando también con Estados Unidos la adquisición de más aviones de combate F-16, para ampliar la flota con la que ya compra. El desencuentro entre ambos países a cuenta de los S-400 rusos también ha estado dificultando esta posible compra, y Ankara ha llegado a desviar su foco hacia el avión de factura europea Eurofighter, que a la vez también está teniendo problemas para adquirirlo por el veto impuesto desde Berlín.
