France shows interest in Russian aircraft

MOSCOW, February 21 (RIA Novosti) - France's top government officials expressed Wednesday their interest in buying Russian aircraft, including heavy helicopters and unmanned aerial vehicles.

"We are interested in heavy helicopters, and also in reconnaissance aircraft and unmanned aerial vehicles (UAV),"
French Defense Minister Michele Alliot-Marie said at a meeting between Russian President Vladimir Putin and officials from the Russian-French Council for Security Cooperation.

She said France and Russia could become effective partners in developing new-generation aircraft.

French Foreign Minister Philippe Doust-Blazy said at the same meeting that France would consider buying Russian amphibious aircraft to create a fleet to combat forest fires.

Russia manufactures multipurpose turbofan Be-200 aircraft that can be used as a firefighter, a cargo plane, a flying ambulance, and a passenger airliner. In its firefighting configuration, it can pick up 12 tons (26,460lb) of water by skimming over the water's surface, making it an effective weapon in extinguishing forest fires, a role in which it is used by Russia's Emergency Situations Ministry.

"We are interested in the Russian planes and we have already started relevant certification procedures," the French minister said.

He also said France "would be happy if Russia bought French Airbus passenger aircraft."

The council was set up by the presidents of the Russian Federation and the French Republic in January 2002 and held its inaugural meeting in Paris in November 2002.

The purpose of the bilateral forum is to strengthen the strategic dialogue between France and Russia by having biannual meetings of the foreign and defense ministers that focus on cooperation in defense industry, nonproliferation and the fight against global terrorism.

Putin Hungry For EADS

Vladimir Putin has often said that he has no intention of taking a big chunk of European Aeronautic Defense and Space without the agreement of its French and German patrons. However, recent comments from the Russian president clearly show his eagerness to assume more control of the Airbus parent.

Putin told France's foreign and defense ministers on Wednesday that Russia was interested in increasing its 5% stake in EADS. Such "meaningful cooperation would be interesting and useful not only for Russian producers but for their European partners," he said during their meeting, and a larger acquisition was "in no way a step in the direction of an unfriendly acquisition."

Last year Putin also said that a working group to study the Russian stake in EADS was "not a sign of aggression" — in other words, an attempt to boost Russia's interest without agreement from French and German shareholders. (See: "Putin Plays Innocent With EADS Stake")

Russia's state-owned lender OAO Vneshtorgbank had alarmed EADS' political patrons last year when it announced it had amassed a 5% stake in the company. There was further surprise when one of Putin's senior aides later told reporters that Russia might eventually take a blocking stake in EADS.

"This purchase is not a hostile takeover," Putin was quoted by Russian newswire Novosti as saying Wednesday. "We are ready for constructive interaction and we would like the companies to reach an agreement [on further cooperation]." If Russia couldn't reach an agreement with other stakeholders, he added, financial institutions would work with the shares on the stock market.

Putin isn't necessarily trying to gain more control of the European aerospace industry, said Doug McVitie, an aviation analyst at Toulouse, France-based Arran Aerospace. He's keen to diversify Russia's state-owned holdings away from oil and gas, and bolster the Russian aerospace industry through joint ventures and access to European technology.

"There's also the fact that Putin still probably thinks Russia has a role to play in EADS, and now's the time to try for it while they're in even more disarray than usual," said McVitie. (See: "Forgeard, Humbert Quit EADS, Airbus")

Investors didn't seem as pleased about Putin's comments as they had been about the news on Monday that Quatar might try to buy as much as 10% of EADS. EADS shares closed down 12 euro cents (16 cents) or 0.5%, Wednesday at 25.83 euros ($33.95) in Paris.

"[German Chancellor Angela] Merkel and [French President Jacques] Chirac would be against Russia increasing its take in EADS not only because they have their plates full already dealing with Airbus, but because the potential Russian funds come with strings attached," said McVitie.

"Russia wants to participate, not just be a shareholder. Contrast this with Qatar, which is thinking of just letting its money do the talking without any desire to interfere." (See: "Qatar Interest Keeps EADS Aloft")

Uma curiosidade que os "experts" em questões aeronáuticas poderão responder-me:

June 14, 2007: India has ordered 200 of the new Russian, 6.5 ton Ka-62 transport helicopters. This new design can carry 2.7 tons, which can include 14 passengers (or ten fully equipped infantry). Like the Mi8, the Ka-62 can also be equipped with weapons. The Ka-62 will be easier to maintain, safer to operate and more reliable than the earlier Mi-8. First flight of the Ka-62 will take place next year. Deliveries to India won't take place for about five years. Some 80 percent of the helicopters will be built in India. But many of the components will come from Russia.  The Ka-62 will cost nearly as much as the UH-60 (about six million dollars each)

The Ka-62 is a replacement for its 40 year old Mi-8 (export versions are called Mi17) transport helicopter. The Mi8 is about twice the size and weight of the American UH-1, but only hauls about 50 percent more cargo (about 2.6 tons). However, the Mi-8 has a larger interior, and can carry 24 troops, versus a dozen in the UH-1. The UH-1 was replaced by the UH-60 in the 1980s, while the Mi-8 just kept adding better engines and electronics to the basic Mi-8 frame. The UH-60, while weighing as much as the UH-1 (4.8 tons), could carry as much as the 12 ton Mi-8. Most importantly, the Mi-8 costs about half as much as a UH-60, and the larger interior is popular with many users. Nearly 3,000 Mi17s have been exported. The Ka-62 will be more like an oversized UH-60 Blackhawk, and the Russians hope to achieve as much export success as they did with the Mi-8.

Mas há que ter em conta que o helicoptero russo tem o dobro da capacidade do A109.

Eu pessoalmente acho que é mais uma copia do Eurocopter Panther

Tudo bem,

Estou conhecendo o vosso fórum aos poucos e agora descobri um tópico destinado à aviação russa,do qual sou um profundo admirador.
Desde os caças Sukhoi,Mig e Yakovlev,aos de transporte como os Antonov,Tupolev,aos anfíbios como Beriev e os helicópteros Kamov e Mil.
Como anda desatualizado,parece-me que Portugal tem operado alguns destes modelos,penso que com grande eficácia.Penso terem um custo/benefício superiores a outros modelos ocidentais.Portugal possui em seus hangares,algumas destas máquinas voadoras.

os militares, não.....e dúvido que venham a ter, a aquisição deste material levantaria problemas de logística, manutenção, compatibilidade etc...

têm sido usados em Portugal, fora do âmbito militar, no combate a fogos

Tudo bem,

Mar Verde,obrigado pelas excelentes fotos.Penso que só estamos a utilizar os meios aéreos russos a nível dos SNBPC.Já é alguma coisa,sou um simpatizante da aviação deles.Esse Beriev-200 anfibio,penso ser de altíssima qualidade e de enorme utilidade para nós,infelizmente.Adoro os hilicopteros Mil-Mi26 e 18,só não conhecia os 38,devem ainda ser maiores.Pelo que sei a incompatibilidade logistica com os sistemas ocidentais,penso ser do passado uma vez que eles em modelos para exportação,pelo menos a nivel de motores já utilizam marcas ocidentais.Embora se devesse ver noutros quesitos.Para meios aéreos utilitários em nossa força aérea e polícia,poderia se estudar melhor essa opção,que penso mais barata e efeciente.É só mais uma maluquice minha,não levem muito a sério.
