EADS: “Infantryman of the Future” to be Better Protected on Dangerous Missions

(Source: EADS; issued Dec. 3, 2004)

FRIEDRICHSHAFEN, Germany --- EADS will be supplying the Bundeswehr with a new Future Soldier System (programme name: Infanterist der Zukunft, IdZ) that aims to decisively improve the protection of individual soldiers on dangerous missions.

The company announced on Friday that EADS Defence Electronics (DE) obtained a 70-million euro series order from the Federal Office of Defense Technology and Procurement (BWB) for 196 IdZ Future Soldier basic systems, which are envisaged for around 2,000 soldiers of all services including the NATO Response Force and the German ISAF contingent in Afghanistan. For the latter, the Bundeswehr already obtained 15 systems between July and November for rapid reaction forces in Kundus.

"The 'Infantryman of the Future' is based on an integrated system approach that combines aspects of self-defense, communication, orienteering or navigation, and arms,” explains Bernhard Gerwert, Head of EADS Defence Electronics. “Thus the IdZ shows the kinds of increased performance that new technologies in networked operations bring for the protection of soldiers, for information superiority, as well as for mission effectiveness.”

As head of the consortium, EADS Defence Electronics has developed, with the companies of the Soldier System Team (Projekthaus System Soldat) and the German Bundeswehr, a new equipment concept, tailored to the new demands made on the armed forces. Accordingly, the individual infantryman will be equipped with a ballistics-protective vest made from the most modern materials, nuclear, biological and chemical (NBC) protection of the latest technology, night vision equipment, and digital navigation and communication equipment with GPS, tactical voice and data communication, as well as improved armament.

EADS Defence Electronics manages the 'Projekthaus System Soldat', and thus also has the overall responsibility for ensuring that all requirements to secure improved performance through the help of new technologies are met. In this, civil components, which are modified and improved, are frequently used to comply with the tough demands made on them in actual missions.

EADS Defence Electronics, supplier of radar, avionics and electronic warfare systems, is an integrated part of the EADS Defence and Security Systems Division (DS). DS, with revenues of about EUR 5.2 billion in 2003 and roughly 24,000 employees across nine nations, forms the defence pole within EADS. It offers integrated systems solutions to the new challenges confronting armed forces and homeland security units. It is active in the areas of military aircraft, missile systems, Intelligence, Surveillance and Reconnaissance (ISR) systems with manned and unmanned aerial vehicles (UAVs), battlefield management systems, defence electronics, sensors and avionics, and related services.

EADS is a global leader in aerospace, defence and related services. In 2003, the Group generated revenues of over EUR 30 billion and employed a workforce of more than 109,000.

Germany Orders 75 Bv206s from Land Systems Hägglunds

(Source: BAE Systems; issued Dec. 21, 2004)

The German procurement agency, Bundesamt für Wehrtechnik und Beschaffung (BWB), has today signed an order with BAE Systems’ Land Systems Hägglunds organisation for 75 Bv206S all-terrain vehicles valued at approximately 300 m SEK (approximately £23 million).

Hägglunds will be working with the German company Rheinmetal Landsysteme GmbH to deliver the programme. The order forms part of Germany’s overall requirement for some 200 vehicles. The first batch was ordered in 2002 and contained 31 Bv206S.

The Bv206S is an armoured variant of the Bv206, of which Land Systems Hägglunds has built more than 11,000 units and exported to 40 countries world-wide. The German Army currently has 168 Bv206 vehicles amongst its fleet. The new Bv206S armoured vehicles will be used in the German Army’s Mountain brigade based in Mittenwald.

The Bv206S has a load capacity of 1550 kg and can tow an additional 2500 kg trailer. The front and rear units are connected by a unique hydraulic steering linkage, which gives greater flexibility and manoeuvrability. The vehicles simple handling qualities will effectively minimise driver training. The vehicle can be air dropped and transported by a variety of aircraft and helicopters.

Sven Kågevall, President of Land Systems Hägglunds, said: “We are delighted to be awarded this order as a continuation of our relationship with Germany. The Bv206S provides the German Army’s Mountain Brigade with the ability to safely transport personnel and equipment to remote and inaccessible places.’

“As well as Germany, Hagglunds has sold the Bv206S to Sweden, Spain, France and Italy. Several of these countries have already budgeted for additional vehicles in their respective procurement planning and Hägglunds anticipates growing marketing potential for armoured all-terrain vehicles, especially for use by rapid reaction forces on for international operations.”

As part of BAE Systems, Land Systems’ goal is to develop a leading land business both in its home markets of the UK, France, South Africa, Sweden, United States, and internationally. Land Systems employs 5,100 employees.

Land Systems’ product portfolio includes military vehicles, main battle tanks, munitions, artillery, armoured personnel carriers, infantry fighting vehicles, turreted weapon systems engineering vehicles and bridging equipment that can be fully integrated and supported to meet a range of customer requirements.

Land Systems was created by the bringing together of RO Defence and Alvis in September 2004.

Land Systems Hägglunds designs, manufactures and markets military vehicle systems. The company’s primary products are infantry fighting vehicles (IFV), armoured all-terrain vehicles (ATV) and turret systems. The head office and production facility is in Örnsköldsvik. Land Systems Hägglunds employs around 1100 personnel and in 2003 had a turnover of 2.5 billion Swedish Kronor (£184 million).

BAE Systems has major operations across five continents and customers in some 130 countries. The company employs more than 90,000 people and generates annual sales of approximately £12 billion through its wholly owned and joint venture operations.

KFOR and SFOR Successfully Deploy FAUST

(Source: EADS Defence and Security; issued Feb. 1, 2005)

ULM, Germany --- In October 2004, the German army contingents in Kosovo (KFOR) and the Federation of Bosnia and Herzegovina (SFOR) began deploying the military command and control system, FAUST. In a recent Bundeswehr user evaluation, the approximately 150 systems deployed in the Balkans were given an unconditional “very good” rating.

FAUST, co-developed by EADS and the Bundeswehr, has proved its worth as a state-of-the-art command tool appropriate for all phases of battlefield management. The Bundeswehr began providing FAUST to the forces of partner countries such as the United Kingdom, Canada and France in Afghanistan as early as 2003. The system has now demonstrated its suitability for mission critical multinational operations in the Balkans as well and is the exclusive command and control information system used by the allied forces in all three theatres of operation.

FAUST enhances the safety of Bundeswehr soldiers during their missions through the use of automatically updated situation and position reports. This ensures that an exact picture of the battlefield situation is always available, permitting precise situation analyses and rapid decision-making. Digitisation accelerates the command and control process.

FAUST, the foundation of the German army’s new command and control information system (FüInfoSys), is scheduled for implementation from the end of 2006. The design of the system takes into account the unique needs of the Bundeswehr’s individual units while also integrating the experiences gained from the KFOR and SFOR operations.

The Defence and Communications Systems (DCS) Business Unit is the “Systems House” of EADS and is an integrated part of the EADS Defence and Security Systems Division (DS).

DS, with revenues of about € 5.2 billion in 2003 and roughly 24,000 employees across nine nations, forms the defence pole within EADS.

Caracal, a New Tactical Vehicle for the Bundeswehr: Rheinmetall and Iveco Magirus Enter Cooperation Agreement

(Source: Rheinmetall DeTec; issued April 18, 2005)

Rheinmetall and Iveco Magirus have agreed to work together in the field of wheeled, 6 to 8 ton-class armoured vehicles for the German market.

As part of this agreement, Rheinmetall Landsysteme GmbH of Kiel, the Land Systems division of the Rheinmetall Group, has obtained the German rights to Iveco's newly developed Light Modular Vehicle (LMV). Rheinmetall Landsysteme (RLS) will be responsible for adapting the vehicle to the needs of the Bundeswehr, as well as the integration of application-specific assemblies and weapon stations. The agreement also lays the groundwork for possible marketing of the vehicle abroad by Rheinmetall.

The new RLS vehicle will be marketed under the name Caracal after the Afro-Asian cat; also known as the desert lynx.

During intensive trials the vehicle has already been successfully qualified in extra-European operational scenarios, and is being procured in large numbers by the armies of the United Kingdom and Italy. Under the rubric of its "Armoured Command and Transport Vehicle" project, the Bundeswehr has also announced its interest in the vehicle, which is both well protected and highly mobile.

In March of this year, an "expression of interest procedure" was initiated.

Specifically designed to the meet the multifaceted requirements levied on vehicles of this type, the Caracal will make a major contribution to protecting troops during dangerous deployments. At the same time, the Caracal fills a previously existing gap in Rheinmetall's portfolio of wheeled vehicles, thereby further reinforcing the company's global status as a competent system supplier and manufacturer of high-quality wheeled tactical vehicles.

The Caracal is a highly mobile all-terrain four-wheel drive vehicle. It offers a high degree of modular ballistic protection as well as advanced anti-mine features. Powered by a state-of-the-art diesel engine, the vehicle features high-performance single wheel suspension.

The versatile Caracal can carry up to five people and can be used to perform an extremely wide variety of missions, including reconnaissance, command, transport and patrolling; as a weapons platform it can configured in numerous different ways.

"Infantryman of the future", "Puma" and 2nd Eurofighter Batch for the German Federal Armed Forces

(Source: German Ministry of Defence; issued Dec. 2, 2004)

(Issued in German only; unofficial translation by defense-aerospace.com)

BERLIN --- The budget committee of the German Bundestag approved the procurement of 196 "Infantryman of the future" systems during its latest meeting. In addition, it also approved the procurement of five pre-production Puma armored infantry vehicles, with an option for 405 further vehicles. Finally, the committee also approved the acquisition of a second batch (Tranche 2) of Eurofighter combat aircraft.

The approval of these defense projects is a further important step in the reform of the German Federal Armed Forces. The capital needed to finance these projects was freed through consistent savings within the armed forces budget.

1. The modern, personal combat equipment being procurement under the "Infantryman of the future" project is optimized according to the today's employment requirements, particularly with the current international missions of the German Federal Armed Forces. This applies in particular to the protection of the soldier, his mobility and his ability to conduct night operations.

The major characteristic of this equipment is the capability of the soldier to take part in networked operations. The contract is valued at 69.7 million euros. Delivery of the first 30 systems will take place in the first half of 2005. The project contributes also to the safety device of highly-qualified jobs and to the receipt of important military engineering know-how.

2. The Puma will replace, beginning in 2006, the Marder infantry combat vehicle which is now over 30 years old and which no longer met operational requirements. Thanks to its air-transportability by the Airbus A400M transport aircraft, the Puma will be rapidly deployable to distant theaters of operations. It offers highest possible protection and can, thanks to its high tactical and operational mobility, take part in a variety of missions.

The planned procurement of a total of 410 Puma armored infantry vehicles will cost well over 3 billion euros. Yesterday, the Budget Committee approved the procurement of five pre-production vehicles. Parliamentary approval will be required before the option on the 405 production vehicles is converted to a firm order.
The Puma program will secure up to 5.000 jobs in industry. It also will substantially improve Germany’s position in the field of armored combat vehicles, and will contribute to maintaining core capabilities in the field of military engineering.

3. With the approval of the second batch (Tranche 2) of the Eurofighter, the four partner countries (Great Britain, Spain, Italy and Germany) will together order an additional 236 aircraft. The offtake for Germany will be of 68 aircraft, with deliveries scheduled to take place from 2007 and 2011.

The German portion of the international Tranche 2 contract is valued at approximately 4.6 billion euro. The Eurofighter is currently the most effective and most advanced combat aircraft developed and manufactured in Europe.

The procurement of the Tranche 2 Eurofighters, apart from the improvement of the Luftwaffe’s capabilities in modern operations, is also of considerable importance for European arms co-operation. It sends an important signal of continuity not only to Europe’s armaments industry, but also to partner nations. The program also contributes to maintaining highly-qualified jobs within key technological areas.

4. Finally, the budget committee also approved the acquisition of 75 BV 206S tracked transport vehicles, and authorized the procurement of the management information systems for the army and the armed forces (1st stage of development).

How Two Armies Became One

(Source: Deutsche Welle German radio; issued Oct. 3, 2005)

The reunification of Germany in 1990 not only meant the unity of political entities. The two German armies, once prepared to shoot at each other, had to put mistrust aside and be combined smoothly into one unit.

The German army, the Bundeswehr, has been marking its 50th anniversary this year with numerous ceremonies. Fifteen years ago it swallowed up the East German combat forces, the National People's Army (NVA), when the official reunification of the Federal Republic of Germany and the German Democratic Republic (GDR) took effect. The two armies had different traditions, different mentalities and different leadership styles. The NVA soldiers would have to go through a more difficult transition than the majority of East Germans.

"On October 2nd, the (East German) soldiers went into their barracks in NVA uniforms and on the next morning they came out in olive green NATO colors," remembered Jörg Schönbohm, who was at that time the head of the Bundeswehr's eastern command. "The GDR flag was lowered, the flag of the Federal Republic raised. The mood was subdued, marked by waiting, and by mistrust."

In an instant, the size of the Bundeswehr increased by 90,000 soldiers. Not everyone in the former Warsaw Pact member wanted to see the immediate dissolution of the army but the government in Bonn, the capital at that time, said there was no chance that two armies would stand side-by-side or that there would even be an NVA department within the Defense Ministry.

East Germany left marks on the NVA

Fifty-thousand former East German soldiers decided that they had an opportunity to further their careers in the Bundeswehr and signed on for two years. There would be exceptions as to who could become Bundeswehr soldiers. Almost all high-ranking officers were excluded from continuing their work in the military.

"The SED (the East Germany Coimmunist party) dictatorship has left its mark," stressed then Defense Minister Gerhard Stoltenberg, pointing out that most generals and admirals had been members of the SED. They would be unable to impart the Bundeswehr's motto of inner leadership and the citizen in uniform. The highest officers had simply been molded by the SED.

"The command-giving tactic had to be replaced by the assignment-giving tactic. (...) This was something that most NVA officers learned with great effort," said Gunnar Digutsch, NVA expert from the University of Hanover.

Not only were commissioned NVA officers finding it difficult in the Bundeswehr. Already after one year, three-quarters of those who resigned to serve their new army had quit. The "Army of Unity" was sold to the public as a success, but it was mostly young recruits who had not yet been indoctrinated into the NVA ideology, who mentally accepted unity.

The army as an example of dialogue

The NVA had to be completely made over. Military barracks were renovated or razed to the ground. Some 1.3 million small arms, ammunition and military machinery were sold, passed along to another country, or simply scrapped. New units were created; a mix of West German and East Germans found themselves thrown together in companies, battalions and divisions. Recruits from Eisenach (in the East) met those from Koblenz (in the West), and a dialogue was started at the most basic level.

"The Bundeswehr was a kind of contact point for young people," said Digutsch.

Yet, while young people were exchanging experiences at the bottom, those at the top faced large challenges, most of all the reduction of the army from 600,000 to 370,000 soldiers. It was part of the peace dividend of reunification. That meant uprooting soldiers and their families around Germany in what were already turbulent times. By the mid-90's, the process was completed and many former NVA soldiers, due to their long-time military experience, found employment with industrial companies.

Future for young Easterners

Fifteen years after the merger of the Bundeswehr with the NVA, the newest recruits from both halves of the country are less curious about just how much effort it took to remold the army. Of more interest is the fact that, like on the private labor market, soldiers are paid less in the East than in the West. Nevertheless, more and more young men and women from the East are joining the Bundeswehr.

"We (the army) have a relative high amount of recruits coming from the East. These ambitious young officers are of course involved in the missions abroad," said Digutsch. "I am certain that of these young people, a few will make it up into the upper ranks."

Apresentado o Puma

EADS Technology Protects German Armed Forces’ Puma Armoured Vehicles

(Source: EADS; issued Aug. 14, 2006)

ULM, Germany --- EADS is to equip the German Armed Forces’ new Puma armoured fighting vehicles with an electronic self-protection system which repels strikes by guided anti-tank munitions, such as guided missiles, bombs and shells.

As reported by the company on Monday, EADS Defence Electronics was initially commissioned to equip the first five prototype Puma vehicles with the MUSS multifunctional self-protection system. MUSS comprises three main elements: (1) warning sensors which detect the incoming missile or laser beam directed at the target vehicle and report this to the (2) central computer of the MUSS system. This in turn activates (3) electronic or pyrotechnic countermeasures, therefore preventing the target from receiving a hit. Therefore, any risk to troops, especially in the complex scenarios of international deployments, will be significantly reduced.

“The new technologies that we employ here, are opening up previously unimagined techniques for protecting armoured vehicles from attack, as is already possible for aircraft, helicopters or ships”, declared Bernhard Gerwert, Head of EADS Defence Electronics. “We owe it to our soldiers to use and develop further the technologies available for their protection.”

Working together with EADS on the MUSS project is Krauss-Maffei Wegmann (system integration) and Buck (pyrotechnic countermeasures). EADS Defence Electronics is responsible for warning sensors, central computers and electronic countermeasures.

The MUSS warning sensors are based on a UV missile warning sensor and a laser warner. Both are extremely compact, and combining them in a single device means that integration into the turret of the Puma can be achieved quite simply. As a result, it is also much easier to retrofit old vehicles. The missile warner was specially designed for use in ground vehicles for the detection of anti-tank missiles. It is based on the MILDS missile warning system for helicopters and aircraft which is tried and tested throughout the world. MUSS has demonstrated its effectiveness against various different threats during extensive tests, including testing on board the Leopard II main battle tank.

Besides other projects, EADS Defence Electronics (DE) is decisively involved in the electronic self-protection systems of the Eurofighter, the A400M transport aircraft and the Tiger and NH90 helicopters. In addition, the Business Unit has developed a missile warning system for fighter aircraft, which is currently being integrated into the F-16 aircraft of the Danish Air Force.

EADS Defence Electronics is the Group’s Sensors, Avionics and Electronic Warfare House and is an integrated part of the EADS Defence & Security Systems Division (DS). With revenues of about EUR 5.6 billion in 2005 and roughly 23,000 employees across ten nations, EADS Defence & Security Systems (DS) forms the defence and security pillar within EADS. EADS is a global leader in aerospace, defence and related services. In 2005, EADS generated revenues of EUR 34.2 billion and employed a workforce of about 113,000.
