Simulator Deal For FA-50M

Local simulation company Ikramatic Systems Sdn Bhd has signed the second phase agreement under the Industrial Collaboration Programme (ICP) with Korean Aerospace Industries to provide FA-50M simulators for RMAF.

• The signing between Ikramatic and KAI was conducted in South Korea yesterday witnessed by Defence Minister DS Khaled Nordin.

Ikramatic executive director Syed Mohamad Ikram was quoted by Bernama as saying under the agreement the two companies will develop and deliver two flight devices – the full flight simulator and the operational flight trainer. Ikramatic is the local developer of the PC-7 simulator and also the EW for the RMAF.

Both devices are expected to be operational by 2026. The ICP is part of the procurement of the 18 FA-50Ms light combat trainer for the RMAF. This is the first ICP to be made public, so it is unclear whether the deal to develop a regional MRO for the FA-50s will be signed.

It must be noted that KAI provided a FA-50PH flight simulator facility to the Philippine Air Force in 2019 under a US$7.8 million (RM33 million).

It is likely that the FA-50 simulators will be based at the Kuantan airbase replacing the MB-339 simulator there.

Meanwhile, Khaled said the first batch of FA-50s are expected to be delivered by 2026.

Its Leased AW149s for RMAF

The government has decided that RMAF will operate at least twelve Leonardo AW149 utility helicopters under a leasing programme mooted by the Prime Minister’s Department and the National Security Council, Armed Forces chief General TS Mohammad Ab Rahman said today.

He said the leasing programme would go ahead of the procurement of the twelve units of combat search and rescue helicopters announced in the 2024 budget presentation. It is unclear whether the AW149 selected for the leasing programme is the militarised or civilian version – the AW189. Bomba operate currently operates a single AW189 following the crash of another example, last year. The government also procured four AW189 helicopters for the MMEA last year.

"The government has ordered the RMAF to follow a leasing programme for helicopters for ministries or government agencies co-ordinated by the Public-Private Sector Unit of the the Prime Minister’s Department (JKAS) and National Security Council," he told reporters after the Armed Forces Day demonstration held at Port Dickson, Negri Sembilan.

He said JKAS has decided that the Leonardo AW149 helicopter was the solution for the leasing programme. The helicopter he added was capable of conducting search and rescue and utility operations.

"The Cabinet will make the final the decision on the concession agreement for the leasing programe soon," he added. The talk of the government leasing helicopters made its rounds earlier this year when a picture of the proposal letter was published on social media. The number of helicopters to be leased was supposed to be around 20 to 30 for at least eight years.

Defence Minister and delegation in Kuwait

Defence Minister DS Khaled Nordin and delegation arrived in Kuwait early on Sunday (Malaysian time) for an official visit. Among his delegation is RMAF chief TS Asghar Goriman and ministry officials.

As mentioned in the release, Khaled stated that he and his delegation will be visiting the Ahmad Al-Jaber of the Kuwaiti Air Force. This means that the visit is in connection with the Malaysian proposal to buy Kuwaiti Air Force legacy Hornet fleet.

One wonders whether the Kuwaiti Hornets was more important than buying the 12 CSAR helicopters which was funded by the 2024 budget that RMAF opted to get leased AW149s instead. My guess is as good as yours.

Kuwait assures Malaysia on F/A-18 acquisition

Kuwait has assured Malaysia that it has no objections to Malaysia's request to purchase its F/A-18 Hornet fighter jets. This assurance follows a visit by a Royal Malaysian Air Force (RMAF) technical team to Kuwait in June to discuss the potential procurement. While Kuwait is open to the sale, the final decision rests on two conditions: approval from the United States, the aircraft's manufacturer, and the completion of Kuwait's own acquisition of newer fighter jets, including the F/A-18E and F/A-18F Super Hornets and the Eurofighter Typhoon.

Malaysia's Defence Minister Datuk Seri Mohamed Khaled Nordin, who recently concluded an official visit to Kuwait to bolster bilateral defence cooperation, confirmed Kuwait's positive stance. He emphasised that Kuwait's approval is contingent upon the US greenlighting the deal and Kuwait receiving its full complement of new aircraft.

To facilitate the procurement process once these conditions are met, a joint committee comprising Malaysian and Kuwaiti officials will be established. The urgency stems from Malaysia's pressing need to modernise its air force capabilities. The country's Multi-Role Combat Aircraft (MRCA) acquisition programme, launched in 2011, has encountered significant delays. Failure to secure the Kuwaiti Hornets would necessitate a fresh search for new jets, setting back the procurement timeline by three to four years.

Khaled expressed gratitude to the Kuwaiti government for understanding Malaysia's requirement for the aircraft. He revealed that his meetings with Kuwaiti leaders, including the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah and Deputy Prime Minister Sheikh Fahad Yousef Saud Al-Sabah, also encompassed discussions on a broader defence and security partnership.

Both sides expressed a willingness to formalise their defence cooperation through a memorandum of understanding (MoU). This agreement would underscore the shared interests of both nations in regional stability, with Kuwait viewing the South China Sea as a critical area and Malaysia closely monitoring developments in the Middle East. The MoU would provide Malaysia with insights into Middle Eastern issues from Kuwait's perspective and open avenues for collaboration in areas like research and development.
