First Vilkas Infantry Fighting Vehicles Officially Handed Over to Lithuania

 On July 9 first two of the 88 Vilkas Infantry Fighting Vehicles (IFVs) produced to the Lithuanian Armed Forces by a German manufacturer were formally handed over to Lithuania. The IFVs will be designated to the Lithuanian Grand Duke Algirdas Mechanised Infantry Battalion of the Mechanised Infantry Brigade Iron Wolf. The purchase fills in a capability gap in the Lithuanian Land Force.

“This is one of the most ambitious projects of upgrading the Lithuanian Armed Forces in the recent years, it will help ensuring the security of Lithuania for several decades to come,” Minister of National Defence Raimundas Karoblis said at the formal handover ceremony.

 Minister underscored that “such a significant qualitative leap that strengthens our capabilities with modern weaponry matched to our needs demonstrates the responsibility we take the security situation with, the adequacy of our response and our readiness for defence.”

 “However, today it is probably even more important and relevant to send a message to the Lithuanian society as well — we have paid too much for the freedom and independence already to afford to be stopped by the Vilkas project. A safe and strong Lithuania needs strong armed forces, and that requires a fundamental updating. Strong and modern armed forces is also our duty, our responsibility to our state, the future of our children, and to everyone who fought for the freedom of Lithuania,” Minister R. Karoblis stressed.

 Chief of Defence of Lithuania Lt Gen Jonas Vytautas Žukas underscored that “the message that we are taking care of the security of our country responsibly and that we are ready to rebuff at short notice will be significantly more convincing from now on.”

 “The M-113 armoured personnel carriers we have been using can only bring troops to the battlefield and ensure fire support. In comparison, the Vilkas IFVs will not only transport soldiers quickly and safely but will also engage in a battle by neutralising armoured and unarmoured targets effectively at the distance of up to 4 kilometres,” Lt Gen J. V. Žukas said.

 The Vilkas IFVs have been made by a German manufacturer ARTEC according to the requirements of the Lithuanian Armed Forces. The vehicles have Israeli-made remote weapon station turrets, U.S.-made 30 mm MK-44S cannons and Israel’s Spike LR anti-tank missiles, and other integrated specialised equipment and electronic systems.

 According to the EUR 385.6 million contract made in 2016 by the IFV manufacturer ARTEC and the Organisation for Joint Armament Cooperation (OCCAR), all 88 Vilkas IFVs purchased by Lithuania will be delivered to the Lithuanian Armed Forces until late 2021.

 Serial production of the fighting vehicles for the Lithuanian Armed Forces was started after a year of intense testing in training areas and testing centres of Germany and the Netherlands.

 The combination of the Vilkas IFV firepower, manoeuvrability and crew protection meets the demands of the Lithuanian Armed Forces best in terms of national defence and international deployments.

 The Vilkas IFVs will be used by units of the Mechanised Infantry Brigade Iron Wolf — Lithuanian Grand Duke Algirdas Mechanised Infantry Battalion and the Grand Duchess Birutė Uhlan Battalion.

 Lithuania, together with the Netherlands and Germany, is a part of the IFV Boxer Supply and Maintenance Program of the NATO Support and Procurement Agency (NSPA). It ensures an appropriate logistical provision of the infantry fighting vehicles bought by the Lithuanian Armed Forces — the possibility to use collective IFV spare parts and central depots and repair capabilities for principal IFV systems, to receive technical and engineer support, etc., when the IFVs are operated by the Lithuanian Armed Forces.

 The Lithuanian Armed Forces have also been using two Boxer DTVs without the weaponry systems specifically for training military drivers since 2017. The initial in-service logistical support package includes spare parts, support and test equipment, technical and training documentation, and training equipment is also received.

 In order to keep the link with the history of Lithuania and traditions of the Lithuanian Armed Forces, it was agreed by the IFV manufacturer and Lithuania that the IFVs produced according to Lithuania’s requirements would be called “Vilkas” instead of “Boxer.”

 Os lituanos acabaram de encomendar 500 JLTV. Nós para encomendar 192 viaturas Uro, foi aquela palhaçada do concurso em que não apareceram os fornecedores.

 Já estão a receber os 88 Boxer's 8x8 todos equipados com uma torre Samson Mk.2 com um canhão de 30mm e lançador de misseis SPIKE. Não há cá viaturas com o atirador descoberto e à vista das miras do inimigo e equipado com Brownings que estava no armazém. Para não falar dos OAP PzH2000.
 Receberam igualmente 350 Unimogs novinhos em folha. Drones a sério ScanEagle etc.

 Já se pode dizer que um exército que há 10 anos era praticamente inexistente. Está melhor equipado que o nosso (também não é preciso muito).

Já se pode dizer que um exército que há 10 anos era praticamente inexistente. Está melhor equipado que o nosso (também não é preciso muito).

Isso... de facto a capacidade das nossas FA não está nas nossas prioridades - e julgo que cada vez pior, pois os poucos recursos cada vez mais serão para "duplo uso" e para manter sempre que possível os graduados suficientemente bem pagos para não haver "reivindicações" (e, parece-me, cada vez mais eles assumem o vestir a farda como um emprego publico e menos como uma vocação... e organizados para isso).

Agora... como outro outro perguntava "where does he get those wonderful toys?" eu pergunto de onde vem o dinheiro para os Lituanos terem isso tudo...?

Lithuania is Expecting to Sign an Agreement with the U.S. on the Purchase of Armored Tactical Vehicles by the End of This Year

“With the U.S. Government lighting the green light for Lithuania to acquire 200 armored Joint Light Tactical Vehicles (JLTV), we are moving to bilateral contract coordination. We intend to sign it before the end of this year,” says Vice-Minister of the Ministry of National Defence Giedrimas Jeglinskas.

 The U.S. Government has given permission to Lithuania to buy 500 JLTVs, but Lithuania plans to buy 200. A larger number of JLTVs is foreseen in case if Lithuania decides to purchase more for the needs of its Armed Forces.

 The Ministry of National Defence as early as February this year had submitted procurement applications to the Government of the United States of America concerning acquisition and maintenance of 200 JLTVs for the Lithuanian Armed Forces.

 These armored tactical vehicles will increase the mobility, security and combat power of the Lithuanian Armed Forces. The Ministry of National Defence in 2020-2024 plans to allocate about $ 142 million euros for the acquisition and maintenance of JLTVs.

 The Defence Materiel Council of the Ministry of National Defence found the U.S.-manufactured JLTVs to meet the price-performance ratio best in late 2017, and the negotiations on their procurement were opened with the U.S. Government. The JLTVs will augment and upgrade the car fleet of the corresponding type the Lithuanian Armed Forces and will be distributed among its units.

 The JLTVs are a significant part of the Lithuanian Armed Forces mechanisation programme, also encompassing procurement of the Vilkas/Boxer infantry fighting vehicles. The Lithuanian Armed Forces identified a shortage of armoured all-terrain vehicles taking into account potential threats and the need of such vehicles for completing national defence tasks and deploying to multinational operations. The shortage is a result of natural wear and tear of the present fleet and also because the need increases due to the expanding Armed Forces.
 Currently the Lithuanian Armed Forces uses HMMWV and Toyota Land Cruiser 200 armoured all-terrain vehicles.

The United States is Lithuania’s strategic partner and key ally for the security of the Baltic region. The U.S. actively participates in the implementation of the Assurance Measures in the Baltic states thus strengthening security and stability in the region. The country contributes soldiers, equipment and finance to the defence of our region.

 According to the European Deterrence Initiative, the financial support for strengthening defensive capabilities and improving military infrastructure of European countries, including Lithuania, is consistently increased by one third every year. The U.S. is also among the main partners in weaponry procurement. Lithuania is acquiring anti-aircraft missiles, turrets for combat vehicles, Javelin anti-tank systems, and other equipment from U.S. manufacturers, aside from the JLTVs.

The US State Department on 27 August approved the possible Foreign Military Sale of Joint Light Tactical Vehicles (JLTVs) to Lithuania for an estimated USD170.8 million, the Defense Security Cooperation Agency (DSCA) announced in a news release the same day.

The agency said Lithuania requested 500 JLTVs in the M1278A1 heavy gun carrier configuration, as well as unspecified quantities of M153 Common Remote Weapon Stations (CROWS), MK-93 weapons mounts, and M2 12.7×99 mm heavy machine guns. The request also includes ballistic and blast protection kits, Boomerang III shot detection systems, stand-alone GPS kits, and training and related equipment, as well as technical and logistics support services.

The Lithuanian Ministry of National Defence (MND) said on its website on 28 August that Lithuania plans to buy 200 JLTVs but more are foreseen if they are required by its armed forces.

Lithuanian Vice-Minister of National Defence Giedrimas Jeglinskas officially requested 200 JLTVs during a meeting with US Undersecretary of Defense for Acquisition and Sustainment Ellen Lord. The Lithuanian MND said on its website at the time that contract negotiations were expected to conclude in 2020, followed by first deliveries in 2021. However, the ministry said on its website on 28 August that contract negotiations are expected to conclude by the end of this year.

Army of Lithuania takes delivery of 110 Unimog U5000 light trucks


On September 26, 2019, the Lithuanian Armed Forces accepted 110 Unimog U5000 trucks of 5t payload manufactured by Germany’s Daimler AG as it is updating its truck fleet with vehicles of the same make as there already are in the fleet.

The trucks are delivered on the basis of a contract signed back in 2015 though continuing successful cooperation of the Ministry of National Defence and the NATO Support and Procurement Agency (NSPA). 88 such trucks have already been delivered to the Lithuanian Armed Forces; the contract covers the acquisition of the total of 340 new Unimog trucks.

“The NSPA collects demand applications from all NATO allies and is able to carry out acquisitions in bulk which cuts the price of one unit significantly,” Director of the Defence Materiel Agency under the Ministry of National Defence Sigitas Dzekunskas said.

Head of the Daimler AG truck project Dr Martin R. Maier underscored at the handover ceremony the reliability of the trucks and their exceptionally long service life.

The contract between the Lithuanian Armed Forces and the Daimler AG German manufacturer foresees logistical support in the first 15 years of operation, specialized tools and testing equipment, and other guarantees. The value of the contract in total is EUR 70 million.

The 110 have been delivered to the Lithuanian Armed Forces on the basis of the contract on the Unimog truck acquisition between the Defence Materiel Agency under the MoD and the NATO Support and Procurement Agency updated in 2018.

Daimler AG is committed to delivering the remaining 142 trucks in 2020-2021.

The new tactical 5-ton trucks will be assigned to the Lithuanian Land Force and other units to supplement equipment fleets of the same technical characteristics that Lithuanian troops are well familiar with.

A truck is one of the most common vehicles in the military that is in great demand. This type of vehicle is used for completion of soldiers’ tasks, logistical support, personnel transportation.

Contract on Acquisition of Armoured All-Terrain Vehicles for the Lithuanian Armed Forces Has Been Signed

On November 21 the Defence Materiel Agency under the Ministry of National Defence and the U.S. Department of Defence signed the Letter of Offer and Acceptance concerning procurement of 200 units of the Joint Light Tactical Vehicle (JLTV).

The signature was the culmination of the efforts of the Ministry of National Defence to supply the Lithuanian Armed Forces with high quality product for the best value for money. The new tactical vehicles will strengthen the present capabilities of the Lithuanian Armed Forces, increase mobility, personnel protection and combat power. Lithuania is purchasing the JLTVs from the U.S. Government that chose the Oshkosh Defense manufacturer.

The Letter of Offer and Acceptance was signed at the Ministry of National Defence of Lithuania by Director of the Defence Materiel Agency under the MoD and Principal Deputy Assistant Secretary of the U.S. Army Jeffrey S. White.

“The combat support JLTV acquisition project which is implemented in cooperation with the United States Government, is one of the key elements in modernising and strengthening the Lithuanian Armed Forces and marks a qualitative leap in providing the Armed Forces with cutting-edge, combat-capable equipment. We are sending a strong signal to our allies with the procurement of these vehicles that Lithuania takes care and invests into its own and the Alliance’s security,” Minister of National Defence Raimundas Karoblis.

“This project crowns the long-standing partnership on strengthening the technical support in Lithuania’s combat readiness. We will continue the cooperation in order to ensure the success of these new opportunities in the decades to come,” Chargé d'Affaires a.i. at the U.S. Embassy in Vilnius Marcus Micheli says.

“It is an excellent tactical all-terrain vehicle that provides sufficient personnel protection and will ensure combat support with its relevant weaponry and equipment. Our soldiers will have to learn to operate it and master its characteristics. The amount and quality of the currently acquired weaponry and equipment shows beyond doubt that the power of the Lithuanian Armed Forces in increasing. I can feel the enthusiasm of our soldiers and I can see their responsibility and determination to defend the country — new technical potential will add to our efficiency,” Chief of Defence of Lithuania Lt Gen Valdemaras Rupšys.

The all-terrain vehicles for the Lithuanian Armed Forces will be made by Oshkosh Defence, U.S. enterprise, in accordance with operational requirements formulated by the Lithuanian Armed Forces to meet its needs best concerning national defence and multinational deployments.

The new JLTVs will be equipped with turrets and 12. 7 mm M2 QCB machine-guns and given to battalions of the Mechanised Infantry Brigade Iron Wolf and the Motorised Infantry Brigade Griffin while prioritising the national rapid response forces. The first all-terrain vehicles are planned to be delivered to Lithuania in late 2021.

The Ministry of National Defence will allocate about EUR 145 million for the acquisition of JLTVs, equipment and weaponry complements, personnel training, spare parts, and sustainment in 2020-2024.

Lithuania seeks to get the most favourable conditions for JLTV procurement and sustainment through cooperation with the United States Government. Completing the procurement via the U.S. Government allows Lithuania to pay a significantly smaller price for the JLTVs because the U.S. Government placed a large JLTV order in its own right.

The Defence Materiel Council of the Ministry of National Defence found the U.S.-manufactured JLTVs to meet the price-performance ratio best in late 2017, and the negotiations with the U.S. Government were opened on their procurement.

The JLTVs will augment and upgrade the car fleet of the corresponding type of the Lithuanian Armed Forces.

Heavy Duty Trucks to Enter Service with the Lithuanian Armed Forces

The first four of the ZETROS 3643 tractor trucks with trailers, manufactured by German company Daimler AG, have been handed over to the Depot Storage Service of the Lithuanian Armed Forces as part of the ongoing modernisation and updating of the Lithuanian military vehicle fleet.

Four more identical trucks with trailers will be delivered in 2020. Lithuania is the first of the three Baltic states to acquire the enhanced off-road capacity heavy duty trucks with trailers for transporting its self-propelled artillery howitzers and armoured recovery vehicles.

“The new towing-capable trucks with will help the Mechanised Infantry Brigade Iron Wolf to properly organise combat training for one of its units, Artillery Battalion. A transportation capacity is required for the Artillery Battalion personnel to reach exercise sites for training with their self-propelled PzH 2000 howitzers.

To date, the issue would be solved by buying transportation services which meant that the military and the suppliers had to do coordination. Now soldiers will be independent and able to do it when and how they need it,” Chief of Defence of Lithuania Maj Gen Valdemaras Rupšys says.

The newly procured ZETROS 3643 trucks with trailers are cargo transportation vehicles used for self-propelled PzH 2000 howitzers, Bergepanzer-2 armoured recovery vehicles, and other heavy and of non-standard dimensions military vehicles of the Lithuanian Armed Forces and NATO allies. The trucks are capable of transporting particularly large weights depending on the speed – up to 70 tonnes.

The new acquisition will be used by the General Romualdas Giedraitis Artillery Battalion and the Logistics Battalion of the Mechanised Infantry Brigade Iron Wolf.

The contact on procurement the eight ZETROS 3643 tractor trucks with trailers was signed by the Defence Materiel Agency under the Ministry of National Defence in November 2018. The total value of the contract is approx. EUR 5.6 including VAT.

Another procurement for complementing and upgrading the Lithuanian Armed Forces vehicle fleet is 5-tonne payload Daimler AG UNIMOG U5000 tactical trucks, the bigger part of the total of 340 acquired trucks has been already delivered to the Lithuanian Armed Forces.

Also, Mercedes-Benz ATVs, DAF trucks and road tractors, transport trailers, hitches, other vehicles of different roles bilaterally from the Netherlands Armed Forces on the basis of already signed contracts and a planned new contract.

Due to a significant and consistent financing the Lithuanian Armed Forces is currently intensely upgrading and updating infrastructure and weaponry in order to increase its combat power.

The most important ongoing modernisation projects concern integration of the Vilkas/Boxer Infantry Fighting Vehicles and PzH 2000 self-propelled howitzers, improvement of air defence (NASAMS mid-range air defence system) and logistical, individual personnel provision, replenishment of the currently use systems (acquisition of the JLTVs, etc.).

Arrisco-me a dizer que são bem menos de oito !!!!
E sabiam que a Lituânia tem tantos PzH 2000 self-propelled howitzers, quanto nós temos L119 !!!!!  :conf:

The delivery of German Boxer infantry fighting vehicles (IFVs) to Lithuania is running behind schedule due to faults identified during the quality control process.

The first two Boxers were delivered to Lithuania last June. Another 15 IFVs were due to arrive by the end of 2019. However, the vehicles have not reached Lithuania yet.

"Some of the Boxer IFVs that Lithuania planned to receive in 2019 have not been delivered yet," the Defence Ministry said in a comment to BNS. "This is due to defects that were identified during the strict quality controls and that the manufacturer was unable to eliminate in a timely manner."

The ministry expects the delivery of Boxers to Lithuania to resume in January. Meanwhile, the first two Boxers were also delivered with a delay.

The vehicles are manufactured for Lithuania by a German consortium and their turrets are made by an Israeli company. Once in Lithuania, the vehicles are renamed ilkai (Wolves).

Signed in August 2016, the acquisition of 88 German-made Boxers is valued at 386 million euros, making it Lithuania's largest-ever military purchase.

The IFVs will be used by two military battalions based in Rukla and Alytus.

Oshkosh Defense will deliver JLTV Joint Light Tactical Vehicles to Lithuania and Slovenia 
 

According to a statement released on the U.S. Department of Defense on February 14, 2020, the American Company Oshkosh Defense LLC was awarded a $407,335,834 modification (P00291) to contract W56HZV-15-C-0095 to procure Joint Light Tactical Vehicles (JLTV) and associated kits. For this contract, Oshkosh Defense will deliver JLTVs to U.S. Marine, Lithuania and Slovenia.

On November 21, 2019, the Defence Materiel Agency of Lithuania under the Lithuanian Ministry of National Defence and the U.S. Department of Defence signed the Letter of Offer and Acceptance concerning procurement of 200 units of the Joint Light Tactical Vehicle (JLTV).
 
In August 2019, the U.S. State Department has announced a possible Foreign Military Sale to Lithuania of five hundred Joint Light Tactical Vehicles with support for an estimated cost of $170.8 million.
 
The Government of Lithuania has requested to buy five hundred Joint Light Tactical Vehicles, M1278A1 Heavy Guns Carriers. Also included are Baseline Integration Kits; Ballistic Kits Armor; Explosive Formed Protection Kit; Shot Detection Boomerang Kits; Shot Detection, Boomerang III; GPS Stand Alone kits; Network Switch - 8 port; M153 Common Remote Weapon Stations (CROWS); CROWS Baseline v2 Integration Kit; MK-93 Weapons Mounts; M2 QCB .50 CAL Machine Guns; M230 TAC-FLIR Systems; Opaque Armor (windows); Basic Issue Item Kits; Winch Kits; Flat Tow Kits; Run-Flat Kits; Spare Tire Kits; Combat Bumper Kits; Duramax Turbo Engine with Allison 6 speed automatic transmission and 4x4 TAK-4i Independent suspension systems; personnel training and training   equipment; U.S. Government and contractor engineering, technical and logistics support services; and other related elements of logistical and program support. The total estimated program cost is $170.8 million.
 
In December 2018, Slovenia had signed an Intergovernmental Letter of Offer and Acceptance (LOA) with the U.S. Government for the purchase of 38 Oshkosh Joint Light Tactical Vehicles (JLTV). The value of the contract for the purchase of 38 JLTV vehicles, taking into account administrative costs, tools, spare parts and training, is EUR 15 million.
 
The Oshkosh joint light tactical vehicle (JLTV) was developed by American Company Oshkosh Defence for the US Army and Marine Corps, to replace the aging fleet of High-Mobility Multipurpose Wheeled Vehicles (HMMWV/Humvee).
 
In August 2015, the U.S. Army Tank-automotive and Armaments Command (TACOM) Life Cycle Management Command (LCMC) has awarded Oshkosh Defense, LLC, an Oshkosh Corporation company, a $6.7 billion firm fixed price production contract to manufacture the Joint Light Tactical Vehicle (JLTV).
 
The JLTV family now consists of three base vehicle platforms, Utility (JLTV-UTL), Close Combat Weapons Carrier (JLTV-CCWC) and General Purpose (JLTV-GP). The Utility base vehicle platform is a two-door configuration, the General Purpose and Close Combat Weapons Carrier base vehicle platforms are a four-door configuration. Standard U.S. military M-designators are applied base vehicle platforms when outfitted to a specific Mission Package Configuration. These currently are:
 
- M1278 Heavy Guns Carrier General Purpose (JLTV-GP): base vehicle platform in Heavy Guns Carrier Mission Package Configuration
- M1279 Utility - Utility (JLTV-UTL): base vehicle platform in Utility Mission Package Configuration
- M1280 General Purpose - General Purpose (JLTV-GP): base vehicle platform in General Purpose Mission Package Configuration
- M1281 Close Combat Weapons Carrier - Close Combat Weapons Carrier (JLTV-CCWC): base vehicle platform in Close Combat Weapons Carrier Mission Package Configuration

Kongsberg Defense will deliver Protector Remote Weapon Station to Lithuania armed forces
 
Kongsberg Defense & Aerospace has received a contract under the United States Foreign Military Sales (FMS) program for delivery of the Kongsberg Protector Remote Weapon Station (RWS) to Lithuanian Armed Forces as part of a total package worth $170.8 million USD. This award is part of the United States Army Commonly Remotely Operated Weapon Station (CROWS) program and includes a request for Oshkosh Defense Joint Light Tactical Vehicles (JLTV).

The CROWS and JLTVs will be delivered as a system, as it is intended and certified by the U.S. military, for the greatest interoperability. This is the first contract between Kongsberg Defense and the Lithuanian Government under FMS.
 
“We are honored to be selected by Lithuanian government for this contract award,” said Scott Burk, vice president, Kongsberg Defense. “Lithuanian Armed Forces officials are setting the standard when it comes to how to best acquire these light tactical vehicles by integrating the right equipment and maximizing the interoperability, performance, parts and supply chain. Given the close geographic region, European countries are doing their due-diligence when selecting a U.S.-validated system.”

Curioso também ser o mesmo modelo que usamos no Pandur, não terá também capacidade ATGM? Porque no texto da página web indica

Se der é um belíssimo upgrade às nossas Pandur com RWS. E mais umas quantas RWS com os respectivos ATGM para outros APC também seriam bem vindos.
