Portugal eyes contracted M-346 fleet for training need:

Flightglobal

Portugal is exploring the possibility of contracting advanced jet training for its air force pilots to an external provider that would acquire Leonardo M-346s for the operation.

Lisbon has struggled with its pilot training requirements since the retirement of its Dassault Alpha Jets at the beginning of 2018, sending some crews to the USA as a stopgap measure.

But Gen Manuel Teixeira Rolo, chief of the Portuguese air force, told a 16 January parliamentary defence committee hearing that the US option was not a viable long-term solution.

Instead, he says, Portugal is considering a "power by the hour" contract with a local provider for the requirement.

Rolo identifies Lisbon-based leasing specialist Hi Fly as the company involved. However, it is understood that sister military business SkyTech would acquire and operate the aircraft.

Crucial to the enterprise will be the involvement of additional partner countries. Rolo says he is hopeful that Belgium, the Netherlands and Norway could also join the effort.

All three countries currently fly the Lockheed Martin F-16, but are transitioning to the F-35 for their future fighter requirements. Portugal is also an F-16 operator.

As a result, the project would need a sufficiently advanced jet trainer to support instruction on both the fourth- and fifth-generation types.

Rolo indicates that the M-346 is the prime candidate for the role, although he notes that there are other alternatives on the market.

SkyTech already has a tentative agreement in place with Czech Republic-based Aero Vodochody for 10 L-39NG basic trainers, but it is understood that the type is not considered sufficiently advanced for the Portuguese mission.

Rolo says he is "very optimistic" about the potential partnership, with discussions believed to be at a relatively advanced stage; SkyTech declines to comment.

Aero Vodochody, Portugal’s SkyTech Signs Agreement for 10 L-39NG Jet Training Aircraft
July 18, 2018

The aircraft manufacturer, Aero Vodochody and Portugal’s SkyTech signed a binding agreement, on July 17, for the delivery of 10 L-39NG jet training aircraft with an option for 6 additional aircraft, at the ongoing Farnborough International Airshow (FIA) 2018.

The combination of the modern L-39NG training aircraft and the innovative approach of SkyTech, brings to the market an unparalleled opportunity for the training of modern air forces.

SkyTech, a leading provider of military aviation services and funding solutions, is the result of a partnership between two long-standing players in the field of defense services: aircraft, complete crew, maintenance, and insurance (ACMI) company HiFly, from Portugal, and Australian aviation services and charter provider Adagold Aviation.

The L-39NG fleet will be made available by SkyTech for any customer either in the area of training flight hours, or short, mid and long-term leasing. The L-39NG is being certified using the European Military Airworthiness Requirements (EMARs) and thus brings a true compatibility and interoperability within EU and NATO operators avoiding any additional certification and cross-border processes.

The L-39NG fleet agreement includes a set of state-of-the-art simulators and debriefing devices for effective training and learning process. The AERO-SkyTech cooperation is a key element of AERO’s global strategy for cooperation with other selected partners offering unprecedented availability of jet training to any Air Force in the world who want the latest platforms but are facing cost restraints.

Giuseppe Giordo, President & CEO of AERO, said: “We are proud to announce that in addition to the recently signed contract with Senegal, we are signing this new agreement achieving a backlog of up to 38 aircraft to be delivered between 2020 and 2022 and coming from international customers and partners. SkyTech represents a strategic partnership for us starting a new era in jet training at a time, when all air forces have an urgent need of cost effective training, with growing time and capacity demands. The solution with SkyTech allows immediate training of the air force personnel and provides operators the time and comfort of selecting a new trainer, or alternatively, it allows them even to use the AERO-SkyTech solution on a long-term basis. We are proud SkyTech selected the L-39NG as a corner-stone of its lead-in training capability.“

Dr Paulo Mirpuri, President and CEO of SkyTech considers the cooperation as; “A strategic milestone in SkyTech’s evolution and one we are proud to share with Aero”.

SkyTech, which is powered by well-known aircraft leasing company HiFly, and partnered with Australian Defence provider Adagold Aviation, is already starting to transform the way militaries look at their procurement modelling. Dr Mirpuri explains; “We can create a situation whereby Air Forces can obtain their necessary squadron and force projection with less strain on already shrinking budgets”. In the training pipeline, the L39NG is an important part of our strategy to provide Countries with cost effective options as new pilots move through the various phases from initial screening through to operational squadrons.

He goes on to say that “in time SkyTech will be able to offer Air Forces’ access to aircraft that cover the various phases of training and also provide them with choices of aircraft as the trainees’ progress”. Dr Mirpuri adds; “An Air Force doesn’t need to alter its training programmes but will have a choice of aircraft that meets how they conduct each training phase both cost effectively and efficiently. The L39NG is perfect as part of this objective”.

New customers for Aero Vodochody L-39NG 18/07/2018  By Paolo Valpolini

On Tuesday 17 during a press conference held at the Aero Vodochody Aerospace stand the Czech company signed two contracts for its L-39 NG training aircraft. The first one was with Skytech of Portugal for the delivery of 10 L-39NG jet training aircraft, including option for additional 6 aircraft. :conf: :conf:

SkyTech is powered by well-known aircraft leasing company HiFly, and partnered with Australian Defence provider Adagold Aviation. The company identified a shortage of training aircraft in Europe, and decided to adopt an innovative way of providing to governments the access to aircraft according to a pay-by-the-hour scheme. It selected the L-39NG on the basis of performances and operational costs, which are comparable to those of a hi-performance turboprop. “Our organisation will not be a flight school,” explained Mal Sandford, SkyTech Senior Vice President, “it will be a facility where an air force will bring its instructors and trainees and we will provide the aircraft.” The base that will host the new L-39NG is still in negotiation, Mr. Sandford confirming that the aircraft will come with a complete simulation package.

The other customer for the L-39NG is RWS who signed a Letter of Intent for the delivery of 12 L-39NG aircraft and for the  additional upgrade of six legacy L-39 into the L-39CW variant. “We operated the L39C,” said David Patrick, the company CEO, so the natural choice was to go for the new NG, which will ensure a great leap forward in capabilities.”
EDR Magazine understood that while the SkyTech configuration includes the complete package of optional, that of RWS will lack some of them, i.e. the Head-Up Display.

“Two years ago we announced a new strategy,” said Giuseppe Giordo, President & CEO of Aero, “based on the development of proprietary products, to be back as OEMs on the international market, and today is a perfect example of our comeback.” He remembered that 38 aircraft are now on order, including options, the other one being the four L-39NG in the light attack configuration, acquired by Senegal, and the six being acquired by LOM Praha, the company owned by the Czech MoD that provides training services to the national Air Force. “We will roll-out the L-39NG next October,” Giordo continued, “the first flight being planned before year end. We aim at getting the civil certification within 2019 and to start deliveries in 2020,” he stated, underlining that these 38 aircraft fill up the production until 2022.
According to the company CEO two contracts, one with a NATO nation, for a total of 22 further aircraft are in the final stage of negotiation, “and I hope I will be able to announce before late 2019 further contracts for a total of 42 more aircraft,” he concluded.

Air Luxor...

I think this is something relatively interesting to our friends: https://www.defensenews.com/digital-show-dailies/afa-air-space/2019/03/06/air-forces-new-trainer-jet-could-become-its-next-light-attack-or-aggressor-aircraft/

Apart also, the T-X jet by Boeing & Saab is still a low cost but more advanced trainer that can perform other capabilities lost from the retirement of the Alpha-jet. It would be interesting once Portugal replaces the F-16 with the Gripen, there could be a joint purchase with Sweden for this aircraft.

Quote from Mike Holmes: “This accelerated seasoning and increased adversary air sortie generation is possible because the T-X’s lower operating cost — presently expected to be less than half the cost per hour of a fourth-generation fighter, and perhaps a fifth the cost of a fifth-generation fighter — allows the pilots to train more for the same, or less, cost.”

At that price i´d still prefer the Textron Scorpion, its a trainer but it can also serve as a platform for many more missions and the acquisition costs are super low with the operating costs near those of a turbo prop.
