Lockheed Martin F-16 Continues Record as Safest Single-Engine Multirole Fighter

(Source: Lockheed Martin Aeronautics Company; issued Dec. 15, 2004)

FORT WORTH, Texas --- The U.S. Air Force (USAF) F-16 fleet achieved its safest flying year in history during the 2004 fiscal year, with three F-16 units receiving top safety awards.

The 27th Fighter Wing, Cannon AFB, N.M., received the 2003 Colombian Trophy for best achievement in safety among all U.S. Air Force fighter and reconnaissance wings/groups. F-16 units have won this prestigious award six times in the last 11 years and the last four years in a row.

The 119th Fighter Wing, Fargo, N.D., and the 114th Fighter Wing, Sioux Falls, S.D, were the recipients of the 2004 General John J. Pesch Flight Safety Trophy, which is presented annually to the two Air National Guard wings (all type aircraft) with the highest standards of flying safety. The Fargo unit has enjoyed more than 65,000 accident-free flying hours since converting to the F-16 in 1990 and also received this award in 2000, 2002 and 2003.

During this period a significant portion of the USAF F-16 flying hours were accomplished in demanding peacekeeping missions around the globe, including missions over the Balkans, Iraq and Afghanistan, plus continued homeland defense missions in the United States.

"The F-16 continues to be the safest single-engine fighter and safest multirole fighter in USAF history," said June Shrewsbury, vice president, F-16 Programs, at Lockheed Martin Aeronautics. "We are committed to maintaining the F-16's outstanding safety record through improvements in the aircraft systems, operating and maintenance procedures, and training of maintenance personnel and pilots."

The F-16's safety record has continued to improve on the international scene as well, with more than 11 million flight hours by 20 air forces worldwide.

The F-16 is produced by Lockheed Martin Aeronautics Co., a business area of Lockheed Martin Corp.

The USAF fleet consists of more than 1,200 F-16s assigned to the active- duty Air Force, Air National Guard and Air Force Reserve Command. There were only two F-16s lost in FY 2004. The two aircraft lost were involved in a mid- air collision.

Class A flight mishaps are defined as those involving more than $1 million in damage or loss of life, but may not necessarily result in a destroyed aircraft. There was an F-16 damaged in a landing mishap, yielding a total of two Class A mishaps for FY 2004.

Safety records are defined as rates of mishaps per flying hour. The USAF F-16 fleet flew approximately 350,000 hours during FY 2004. The USAF F-16 loss and Class A rates were both at an all-time low of 0.57 per 100,000 flight hours. The previous best fiscal year was in 2002, with rates per 100,000 flight hours of 1.37 for losses and 1.90 for Class A mishaps.

The USAF F-16's cumulative safety record over more than seven million flight hours is 3.86 losses and 3.98 Class A mishaps per 100,000 flight hours. The cumulative mishap rate for USAF's newest F-16s, the Block 50/52 versions, is 2.3 losses/mishaps per 100,000 flight hours in 740,000 flight hours of operations.

Lockheed Martin plans to leverage for the international market the maritime patrol C-130 upgrade that it proposes for the UK, a company official told IHS Jane's at the Paris Air Show.

With dozens of operators around the world already fielding the venerable airlifter, George Shultz, Vice President and General Manager C-130 Programs, said that the palletised maritime patrol aircraft (MPA) that it is touting for the UK could be a good fit for others.

"We have been in discussions with the UK over its MMA [maritime multimission aircraft] requirement, and we believe that our solution [of converting existing C-130s in the inventory] could meet other customer needs around the world," he said.

While no formal requirement currently exists, the UK is widely believed to be looking at options for reintroducing the MPA capability that was effectively lost when the BAE Systems Nimrod MRA.4 programme was cancelled in the 2010 Strategic Defence and Security Review (SDSR).

The Royal Air Force (RAF) has 24 C-130Js in its inventory, which are currently due for retirement in 2022. It has been suggested that some might be kept in service for special forces use, and Lockheed Martin's proposal is that a palletised mission kit might be a good option for the UK.

"The components that would go into our roll-on/roll-off mission kit already exist and are in service today, and we have integrated everything that would be required, except torpedoes, which could be done," said Shultz.

Shultz said that Lockheed Martin would have a better understanding of UK requirements after the SDSR that is due later this year, but with all the talk being that the procurement or lease of the Boeing P-8A Poseidon is a done deal, he noted the advantages that the C-130 might have over it. "The P-8 is a fine aircraft, but the C-130 [upgrade] offers an innovative way to use already existing platforms for a completely new mission, and it means that you can use the infrastructure that you already have also," he said.

In terms of potential international customers, Shultz declined to name specific countries, except to say that the company has had a lot of interest in the concept from various operators.

Lockheed Martin's Legion Pod, a modular infrared search-and-track (IRST) sensor package, tracked various airborne targets during its first test flight, the company announced on 30 June.

"Legion Pod was integrated onto the F-16 without making any hardware or software changes to the aircraft," Lockheed Martin said in a statement. "Additional flight tests on the F-16 and F-15C will continue throughout the year."

The company hopes its Legion Pod can meet a US Air Force (USAF) requirement to fit its Boeing F-15C Eagle fighter aircraft with an IRST capability.

Legion Pod can house various sensors, but in this application the company fitted its IRST21, a new generation of Lockheed Martin's legacy IRST sensor.

The company describes IRST21 as "a passive, long-range sensor system" that uses IRST technology to detect and track airborne threats with weapon-quality accuracy, and the design allows for mounting in various ways.

Lockheed Martin was awarded a $1.2 billion contract to upgrade 134 F-16 aircraft for the Republic of Korea Air Force (ROKAF).

The upgrades are based on the advanced F-16V configuration. Among the enhancements are an Active Electronically Scanned Array (AESA) radar, a modern commercial off-the-shelf (COTS)-based avionics subsystem, a large-format, high-resolution center pedestal display and a high-volume and high-speed data bus.

“We truly appreciate the trust and confidence the Republic of Korea has placed in us with this contract,” said Susan Ouzts, vice president of Lockheed Martin’s F-16 program. “These upgrades are a critical piece of South Korea’s national defense and highlight Lockheed Martin’s commitment to the full lifecycle of the F-16, from production to through-life sustainment.”

The contract for the ROKAF upgrade is a foreign military sales contract issued by the U.S. Air Force. As Original Equipment Manufacturer (OEM) and design authority of the F-16, Lockheed Martin is uniquely qualified to design, engineer, develop, integrate and sustain a complete F-16 weapons system solution tailored to customer requirements.

The F-16 Fighting Falcon is the world’s most successful, combat-proven multi-role fighter with more than 4,570 F-16s delivered. The F-16 currently serves as the workhorse of the fighter fleet for 25 nations around the world.
