Não vi aqui no fórum, mas esta semana que passou, a USN detectou um submarino nuclear a operar na costa portuguesa após terem estado a monitorizar o cruzador Marshal Ustinov e o contra-torpedeiro Kulakov. O submarino foi mais tarde identificado como sendo o Severodvinsk.

Lockheed Martin Showcases Patriot Integration With Mk 41 VLS
Naval News had the opportunity to hear first-heard Lockheed Martin's Patriot VLS integration concept at SNA 2023.

Lockheed Martin showcased a Mark 41 Vertical Launch System (VLS) capable Patriot missile for the first time at the Surface Navy Association (SNA) 2023 National Symposium. The display consisted of a single Patriot Advanced Capability-3 Missile Segment Enhancement (PAC-3 MSE) launching from one Mk 41 VLS cell.

Tom Cavanaugh of Lockheed Martin Missiles and Fire Control highlighted efforts to integrate the PAC-3 MSE into the AEGIS Weapons System:

“We’ve conducted some testing and integration work for the government already where we’ve demonstrated the capability at different levels of system integration across the AEGIS Weapon System that will eventually lead to a flight test in the near future on there (referring to the display), but it’s fully integrated with the AEGIS Weapons System.”

Thomas Copeman, VP of Naval Systems, Lockheed Martin Missiles and Fire Control, states in our video interview that Patriot has been integrated with AEGIS in previous efforts with AEGIS Ashore, a land-based version of the AEGIS Weapons System focused on Ballistic Missile Defense (BMD), at the Pacific Missile Range Facility:


Both Lockheed Martin representatives brought up various reasons why Patriot would be a good alternative to the U.S. Navy’s (USN) current Standard Missile series.

Cavanaugh emphasized how PAC-3 MSE’s capabilities, such as its hit-to-kill interceptor, active Ka-band seeker, and altitude control motors, bring a new dimension to USN anti-aircraft warfare.

“So it kind of changes the calculus and how our adversaries effectors are focused on our platforms and how they’ve had you know, they just weapon systems been in the fleet for over 50 years Standard Missile has been out there with them. Or adversaries have designed measures to counter those systems. This changes that calculus using this weapon. So it brings the Navy a great capability.”

Another aspect that Cavanaugh remarked on was PAC-3 MSE’s longstanding, and expanding production line, which in turn can provide the USN with another source for BMD-capable missiles.

“We’re at a 500 missile per year production rate ramped up to 550 by the end of the year by the end of 2023. And then we’re investing in facilitation to increase that production as well.”

PAC-3 MSE could supplement SM series missiles in the critical role of BMD in the fleet. As a comparison, the current SM-6 production is 125 missiles a year with the line planning to produce 200 per year by 2026.

While the length of the Mk 41 VLS needed to support PAC-3 MSE isn’t mentioned, Copeland confirmed the missile doesn’t need “strike length” silos. Lockheed Martin intends to make it capable across all Mk 41 VLS-equipped vessels across the fleet.

The concept of VLS launched Patriot has been around for a while. However, Cavanaugh stated that recent interest from the USN has reinvigorated Lockheed Martin’s development on the Mk 41 VLS-capable Patriot.

“Oh yeah, we’ve looked at this before. There’s more interest from the U.S. Navy. I would say there’s more focus on it now. We’ve progressed significantly last year in our integration efforts and demonstrated that integration to the U.S. government.”

Naval News could not receive comment on exactly why the USN’s interest has increased to the point of the concept making its debut at SNA.

This concept follows Lockheed Martin’s efforts in joining together Army and Navy programs, as previously seen with the successful Long-Range Hypersonic Weapon and Mid-Range Capability.

Ireland's deputy prime minister this week explicitly ruled out developing antisubmarine warfare capabilities, despite facing fierce criticism over maritime weaknesses, an inability to independently protect undersea cables or prevent Russian naval exercises in Irish exclusive economic zone waters.

"Ireland will never be in a position really to engage in [anti] submarine warfare, but I think you can develop strategies to protect vital economic assets, particularly in terms of undersea cables," Michéal Martin - who also holds the titles of minister for foreign affairs and minister of defense - told the Atlantic Council during a Feb. 8 visit to the US think tank in Washington. He declined to further elaborate on what those antisubmarine warfare options could be.

As a militarily neutral nation, Ireland primarily carries out United Nations peacekeeping activities and has long underfunded its defense forces, but threats posed to European security by Russia have prompted questions about Dublin’s maritime readiness.

Martin’s predecessor Simon Coveney publicly admitted, on the eve of a controversial Russian naval exercise off the Irish coast in January 2022, that Ireland had no power to stop it, despite saying Russia was "not welcome."

The September sabotage of the Nord Stream pipeline has also prompted fears of similar attacks on undersea transatlantic cables around Ireland's exclusive economic zone in the North Atlantic. The cables are critical to data carrying, financial transactions and are highly vulnerable to attack, without the Irish Naval Service able to adequately defend them.

Ireland has, for years, been torn between what is needed to defend its territory and a limited budget that competes with domestic policies. In February 2022, a comprehensive review of the state of Irish military capabilities, undertaken by the Commission on the Defence Forces, concluded that by 2040 the Irish Naval Service should include a "balanced fleet of at least 12 ships, supported by appropriate technology, as part of a joint Defence Forces structure."

As part of that review process, the Irish government was provided three packages for investment, known as Level of Ambition (LoA) sets. LoA 1 was modest, LoA 2 was a medium investment, and LoA 3 the most ambitious, which would have seen the Naval Service provided with "maritime capabilities for defending the State from a conventional military attack." It also would have included a "combat orientated" offshore patrol vessel.

Instead, in July 2022 Dublin approved moving forward with LoA 2 which prioritizes "an increased presence at sea" by operating a naval fleet at "an optimum level through double crewing." Alongside the transition to LoA 2, the Irish DoD pledged to increase military spending from €1.1 billion ($1.19 billion) to €1.5 ($1.62) billion by 2028, the largest increase since the foundation of the Irish Republic.

The design will be based off Denmark’s Odense Maritime Technology (OMT) Iver Huitfeldt / Absalon designs and displace approximately 10,000 tons at full load. It will feature an advanced electric propulsion system. The MRCVs will be assembled in Singapore by ST Engineering. The ships are set to feature Sea Fire radar by Thales and both ASTER and VL Mica surface to air missiles by MBDA. The design will also be able to accommodate mission containerized modules.

France Joins AUKUS Submarine Program

Under extended plans, France will join the AUKUS submarine program. This will see advanced nuclear-powered attack submarines built for Australia, United Kingdom and France. The United States is also providing key elements, including interim submarines for the Royal Australian Navy.

The French government has joined the previously trinational AUKUS submarine program. Australia, the United Kingdom and the United States are already involved in the 368 billion dollar project. The plan is to build and deliver a new class of nuclear-powered attack submarine for the respective navies. Now the French Navy (Marine Nationale) could receive up to four submarines under the plans.
The AUKUS submarine deal was announced in a joint session by British, the American and Australian leaders on September 18 2021. A follow-up announcement on March 13 2023 confirmed that the British SSN(R) program would form the basis of the AUKUS design. It is unclear whether the French boats will be exactly like their Anglo-Saxon counterparts, or slightly slimmer.

Design Influences

There were already indications that this new partnership was imminent. It may explain why some official images of the then-called AUKUS submarine, released March 14, appear to show it with a French style sail. The sail depicted closely resembled the Barracuda class submarine which is now entering service with the French Navy.

In anticipation of cost overruns with the interior design of the crew accommodation and galley spaces, the submarines will be built for-but-not-with (FBNW) torpedo tubes. The new arrangement could save millions in operating costs. This is according to an anonymous source with direct knowledge of the operational planning.
The torpedo tube situation would not be permeant. “In the event of increased tensions or the outbreak of hostilities” the source added “the submarines could be rebuilt with torpedo tubes in just a matter of years”. It should be remembered that a 4 year overhaul is considered short in submarine terms. Especially in Canada.
The submarine service remains silent on the new deal.

Joint Construction Key To Success

It is understood that the submarines will be built in a new facility exactly halfway between Southampton and Cherbourg. The latter is the home of French submarine building. Such a political decision was widely expected. It is the hallmark of international collaborations in the defense arena. Australia’s submarines will be built locally in Australian yards, and assembled in France and the United Kingdom. The completed submarines will then be shipped by rail via the Suez Canal to Australia.

The upgraded program will be renamed FUKUS after France joins. Following the expected formal announcement, the submerge à trois will become a submerge à quatre. Boris Johnson, who was among the leaders who originally announced the AUKUS program, is said to be keen to join the celebrations. A Downing Street spokesperson has preemptively denied the existence of the planned catered business meetings.
It is understood that Canada will not be allowed to join FUKUS for common decency reasons.
