Mas vamos imaginar que até temos as nossas Forças Armadas bem equipadas, organizadas, com orçamentos estáveis e realistas. (que não é o caso)
Para quê que queremos um LPD?
- É que para apoio a população (Portuguesa), penso que existe soluções mais económicas e rentáveis que um LPD (AOR c/heli + Fragatas c/ Heli + LDM/G),
- para apoio civil a outros países fora situações pontuais não temos capacidade económica para fazer como os EUA que tem os seus navios Hospitais em missões de apoio por outros países em tempos de paz.
- Para desembarques de fuzileiros, vamos invadir/defender quem? Não deverão outras nações NATO com maiores exércitos ficar com essa parte da operação?
- Para transporte estratégico de material/tropas/equipamentos para o exterior, não ficará mais barato e pratico usar meios civis.
É que eu acho piada um LPD mas para a nossa dimensão e pretensões acho preferível ter mais meios de superfície ou submarinos do que um Navio que vai ser usado para exercícios NATO ou para ostentar junto aos PALOP (e tem de ser Cabo Verde e S. Tome Príncipe, pois Angola e Moçambique já olham para nós e riem-se).
" The Law of Programação Militar (LPM) 1998-2003 foresaw, in its Program of Maintenance of the Capacity of Force Projection [Projecção de Força], the acquisition of Navio Polivalente Logístico (NAVPOL - Multipurpose Logistic Ship). This was intended to contribute to the execution and fulfilment of the specific missions of the Portuguese Armed Forces and the Navy. The Navy had been studying, since 1997, the operational requirements and the features techniques that will be needed for this new naval capability, having already presented the document that for objective to enunciate the concept, the requirements of an operational nature, of performance and security, the technical requirements and the diverse aspects associates to the supply of the NAVPOL.
The main programs of naval re-equipament was associated with the capacity of force projection correspond to the acquisition of a logistic multipurpose ship (NPL) and to the re-equipamento of the marines. It will be endowed with organic landing boats that, jointly with the 4 6 helicopters of carrier, the amphibious small boats of assault and vehicles, constitute the means of making the movement ship-land-ship.
Summary of the main tasks: To participate in operations of bracket to the peace; To participate in operations of humanitarian bracket (including evacuations medical); To execute shares of naval presence; To participate in amphibious or joint operations, integrating national forces, multinationals or NATO, assuring and supporting its landing; To guarantee the sustainment of the disembarked forces, until the arrival of reinforcements, in case of continued operations; To effect the carriage of staff and material, with incidence in the reinforcement of the archipelagoes of the Azores; To carry, to disembark and to support, when involved units and national or foreign forces military in operations of bracket to the peace and humanitarians under the auspices of the ONU or OSCE.
The NAVPOL would collaborate in tasks in the scope of the multilateral cooperation, nominated with the forces of the Lusophone African countries (PALOP - Países Africanos de Língua Oficial Portuguesa - Countries of Africa with Official Language of Portugese ); To effect operations of public interest, in the scope of the National Job of Civil Protection, appointedly in situations of public calamity; To consist as a platform against the illicit operations and against-terrorism, combat to the drug traffic and other acts in the sea, supporting forces of riflemen, divers and other branches and forces of security, if necessary; Act as ship-head of amphibious operational groups, in operations multinationals or NATO of small spread; Actuar as ship-head of the naval component of a joint group-task, or set-agreed, of limited scope (MCC). "
Desde já obrigado, mas esse documento parece aqueles concursos feitos a medida, ou onde se procura necessidades para justificar algo

Qualquer meio naval militar cumpre estes objectivos.

Secalhar estou errado mas um bom AOR resolve e serve para isto também, para além que não temos economia para andar de forma continua a prestar apoio a terceiros.

Posso estar errado (se assim for corrijam-me sff), mas um LPD para este tipo de missões é um pouco overkill, principalmente quando se pretende que parte destas missões seja executadas por NPO e por dornes.

Aqui começo a aceitar a argumentação, contudo existem alternativas mais baratas, eficazes e rápidas (meios civis, alguns até custumam andar por lá), novamente um bom AOR, as LDG

-> Actuar as ship-head of the naval component of a joint group-task, or set-agreed, of limited scope (MCC)
Sinceramente acho que isto não passa de ostentação, e não precisa de ser um LPD para ser ship-head de alguma coisa

Estes argumentos fazem sentido, contudo temos ou podemos vir (desejavel, realizavel) a ter umas forças Armadas tão grandes que este meio seja uma necessidade? É que este meio a mim faz-me sentido numas Forças Armadas de grandes exercitos, segundo já ouvi o LPD planeado (NAVPOL) tem mais capacidade de desembarque de tropas do que nós temos de fuzileiros.
