Key Points

- Lockheed Martin has reported growing demand for F-16 aircraft
- The company has rolled out new block upgrades and a F-16V variant

The demand for F-16 Fighting Falcons is accelerating around the world due to new production models and upgrades, according to a company official.

Victor Torla, Lockheed Martin rotary and mission systems business development director, told Jane's in a February interview that the company found new customers for the F-16 platform with the block 60 and 70 upgrades as well as the F-16V configuration. He said these new customers come from countries that previously flew older variants of the aircraft such as Romania and Jordan as well as new customers looking at the Block 70 upgrades. Lockheed Martin has also received interest from the Middle East, Asia, and Europe.

The Block 70 upgrades include improved radar systems, advanced weapons capabilities, and enhanced battlespace awareness. These include a new Northrop Grumman APG-83 active electronically scanned array (AESA) radar with a new avionics architecture and structural upgrades to extend airframe life.

A new Center Pedestal Display (CPD) on the Block 70 provides critical tactical imagery to pilots on a high-resolution 300 cm 2 screen. Bahrain and Slovakia recently became Lockheed Martin's first Block 70 customers. Parsley said the United States and Bulgaria are currently negotiating Bulgaria's planned acquisition of new Block 70 aircraft.

The Block 60 upgrades feature a Northrop Grumman AN/APG-80 agile beam radar with AESA antenna, a new core avionics suite based on an advanced mission computer utilising commercial hardware and software, and a digital fuel system. The Block 60 was designed for the United Arab Emirates (UAE).

F-16V upgrades include a Link 16 theatre datalink, the Sniper advanced targeting pod (ATP), advanced weapons, precision Global Positioning System (GPS) navigation and the Auto Ground Collision Avoidance System (Auto GCAS).

Consider where F-16s have been selling lately. Potential purchasers of the plane include not just India itself, but also its neighbor Pakistan. Shift your gaze 2,100 miles to the west, and Bahrain, too, just placed a $1.1 billion order for 16 ultra-modern F-16V Block 70 Falcons -- part of an earlier-negotiated deal that could eventually grow to $3.8 billion in value. Even farther west, Greece, too, is interested in ordering upgrades for its fleet of 85 older F-16s, and Slovakia wants to buy 14 jets of the new F-16V configuration -- for $2.9 billion

Taiwan’s updated F-16V Viper fighter jet begins flight test program
Aug 28, 2018  in Aviation, News

The first updated F-16V F-16V Viper (onboard number “6626”) fighter jet made its first flight and inaugurating an intensive flight trials campaign. According to theHccapa.com, in Taichung was started series flight tests of the first Lockheed Martin F-16A fighter jet of the Republic of China, which was modernized by the Taiwanese state-owned Aerospace Industrial Development Corporation (AIDC) in the version of F-16V Viper.

The flight trials campaign is carried out by American test pilots of Lockheed Martin Corporation, said in Taiwan media reports. The full upgrade program is supposed to wrap up some time between 2022 and 2023. The first four F-16A/B fighters of the Taiwan Air Force entered the AIDC facility in Taichung in January 2017, these aircraft are being modernized as experienced and must undergo an extensive flight trials campaign. The most advanced version of the F-16 fighter fleet, the V class would give Taiwan a bolstered ability to defend its territory.

It is assumed that AIDC will modernize 24 fighters per year, and the deadline for the completion of work is now considered to be 2023. The total cost of the modernization program is estimated at $ 5.3 billion. TheAir Forces Monthly reported that the upgraded F-16V introduces AN/APG-83 active electronically scanned array (AESA) radar, new mission computer and F-16C/D landing gear. The AN/APG-83 can simultaneously perform a search, tracking, and lock-on functions. For multiple targets, the detection range is increased by more than 30% compared with the original APG-66(V)3 radar. Overall battlefield detection capability is reportedly increased by 220%, and self-protection capability by 180%.

Pelo que parece Taiwan vai receber os primeiros F16V já em 2020

Taiwan Could Receive New F-16V Jets As Soon As 2020

(Source: Taiwan News; posted March 11, 2019)

TAIPEI --- Taiwan could begin to receive its first batch of 66 new F16V fighter jets from the U.S. as soon as the end of 2020.

Taiwan has made new progress in the purchase of 66 F16V jets from the U.S. On Feb. 27, the Ministry of National Defense officially submitted its application for the fighter jets, according to the Apple Daily.

The U.S. is expected to give an official decision on the request within 120 days, and mostly likely June at the latest. The estimated cost of the new warplanes will be between NT$240 billion (US$7.76 billion) and NT$250 billion (US$8.08 billion), and delivery of the jets could begin by late 2020.

A military official told China Times that the reason why Taiwan is opting for F-16V jets instead of the state-of-the art F-35 fighters is that the U.S. has said it is not willing to sell the advanced aircraft to Taiwan for at least 10 years. In addition, the official said it will take another eight years produce the jets for Taiwan and to train its pilots on the fifth-generation combat aircraft, thus meaning it could be 18 years before Taiwan could fly the F-35.

The official disclosed that if the request for the F-16V fighters goes through smoothly, they will be ready for delivery by the end of 2020 or early 2021. At present, the U.S. has not officially quoted an exact price and it will ultimately depend on the specifications chosen for the jets. (end of excerpt)

US State Department approves sale of 25 F-16s to Morocco

25 MARCH, 2019 SOURCE: FLIGHTGLOBAL.COM BY: GARRETT REIM LOS ANGELES

The US State Department approved the possible sale of 25 Lockheed Martin F-16C/D Block 72 fighters to the Royal Moroccan Air Force, as well as a possible agreement to upgrade 23 of the air force’s Lockheed Martin F-16 fighters to the F-16V variant.

The F-16C/D fighters and related equipment are estimated to cost $3.79 billion, while the upgrade and related equipment is estimated to cost $985 million.

Rendering of a Lockheed Martin F-16 Block 70 aircraft for the Royal Bahraini Air Force

The State Department noted that Morocco already operates an F 16 fleet and so it anticipates the North African country will have no difficulty absorbing the aircraft into its air force.

“This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a major Non-NATO ally that continues to be an important force for political stability and economic progress in North Africa,” says the State Department. “The proposed sale will contribute to Morocco's self-defense capabilities. The purchase will improve interoperability with the United States and enhance Morocco’s ability to undertake coalition operations, as it has done in the past in flying sorties against ISIS in Syria and Iraq.”

The possible new aircraft order would come with a number of subsystems, spares and related equipment. Such hardware includes 29 Pratt & Whitney F100-229 engines, 26 Northrop Grumman APG-83 active electronically scanned array radars; 26 modular mission computers; 26 Link-16 multifunctional information distribution systems; 26 Northrop Grumman LN260 embedded global navigation systems; and 40 joint helmet mounted cueing systems; among other equipment and subsystems.

Weapons and targeting equipment approved as part of the potential new fighter aircraft sale include 30 General Dynamics M61 Al Vulcan 20mm guns; 40 Raytheon AIM-120C-7 advanced medium range air-to-air missiles; 60 Boeing GBU-39/B small diameter bombs; and 12 General Dynamics MK82 bombs, as well as 26 Lockheed Martin AN/AAQ-33 Sniper targeting pods.

The upgrade package will include a number of the same subsystems as the new aircraft bundle, such as the PG-83 active electronically scanned array radar. Though, it also includes 26 Terma AN/ALQ 213 electronic warfare management systems; 26 advanced identification friend or foe systems; and 26 Harris AN/ALQ 211 self-protection systems, among other devices.

Bulgaria currently relies on the United States and the United Kingdom to participate in joint air policing. By acquiring these F-16s and the associated sustainment and training package, Bulgaria will be able to provide for the defense of its own airspace and borders. Bulgaria will have no difficulty absorbing this aircraft and services into its armed forces.

The proposed sale of this equipment will not alter the basic military balance in the region.

The prime contractor will be Lockheed Corporation, Bethesda, Maryland. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Bulgaria.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Bulgaria Sees F-16 Jet Deal with U.S. at $1.2 Billion

(Source: In-Cyprus.com; posted June 4, 2019)

Edited by Stelios Marathovouniotis

Bulgaria expects the United States to make an offer soon to sell it eight new F-16 fighter jets for its army at $1.2 billion, the defence ministry said on Tuesday.

The U.S. State Department approved the possible sale of eight F-16 aircraft and related equipment at an estimated cost of $1.67 billion, a Pentagon agency said on Monday.

European Union and NATO member Bulgaria is looking to replace its ageing Soviet-made MiG-29s and improve compliance with NATO standards.

A deal for Lockheed Martin’s F-16V Block 70 would be the Balkan country’s biggest military procurement since the fall of Communist rule some 30 years ago.

The defence ministry said the U.S. approval outlined the upper threshold of the costs and it expected a draft contract from Washington within two weeks.

“There is a two-week timeline in which the U.S. government will present to Bulgaria a draft Letter of Offer and Acceptance in which the expected price for the eight jets with a package of necessary related equipment will be within $1.2 billion,” the ministry said in a statement.

The expected price comes above the initial estimate for the deal at 1.8 billion levs ($1.04 billion), but the Bulgarian parliament has given the defence ministry a green light to go over that.

Sofia said talks for the deal will continue after it receives the draft contract.

Bulgaria approves F-16V purchase

 10 July, 2019 SOURCE: FlightGlobal.com

Bulgaria's government has given the green light for the $1.25 billion acquisition of eight Lockheed Martin F-16Vs.

Approval from the council of ministers was obtained on 10 July, with the agreement likely to be put before the country's parliament next week.

Sofia is to take six single-seat aircraft and a pair of two-seat exanples under the Foreign Military Sales agreement, which also includes training and support packages. It hopes to have received all of the F-16s by 2023.

In addition, Bulgaria will establish an overhaul facility for hydraulic landing-gear components on the F-16. The USA will also help set up local development of unmanned air vehicles, says economy minister Emil Karanikolov.

The new fighters – Bulgaria's biggest military procurement since the fall of Communism – will be used to replace its ageing fleet of RAC MiG-29s, which were delivered in the late 1980s and early 1990s.

Defence Ministry: Bulgaria Plans to Buy Another 8 F-16s, On Deferred Payments

(Source: The Sofia Globe; posted July 11, 2019)

A day after Bulgaria’s Cabinet approved a deal with the US to buy eight F-16 fighter jets for $1.25 billion, paying for them in one go, the country’s Deputy Defence Minister said that Bulgaria intended buying a further eight, paying in instalments.

Deputy Defence Minister Atanas Zapryanov, head of the Bulgarian negotiating team on the F-16 acquisition, made the statement in a television interview on July 11.

The second eight would be bought with deferred payments because Bulgaria would already have a credit record, he said.

This batch would not cost a further two billion leva because most of the equipment would be delivered at the first stage, he said. Zapryanov said that it was too early to say what the price of the second batch of aircraft would be.

He said that the first batch, which includes six one-seater and two two-seater F-16s, would all be delivered by 2023.

The deal approved by Bulgaria’s Cabinet on July 10 requires the approval of the National Assembly.

Should Parliament’s approval be granted, Defence Minister Krassimir Karakachanov will proceed with the signing of four contracts, covering the delivery of eight new aircraft and the training of pilots and ground staff.

He rejected any suggestion – as made by President Roumen Radev – that the F-16s that Bulgaria is to buy would have inadequate capabilities.

There was no reason to say that the current package was fundamentally different from the one at the beginning of negotiations, Zapryanov said.

Bulgarian President Rumen Radev on 23 July vetoed legislation approving the procurement of eight F-16 Block 70 fighters. Parliament approved the USD1.23 billion deal on 19 July, following Defence Minister Krasimir Karakachanov’s signature of a package of agreements related to the F-16 purchase on 11 July.

The reasons given by Radev for the veto include a lack of public and political consensus for the deal in Bulgaria, a lack of accurate information on the clauses of the agreements, the high price compared to the USD850 million budget originally approved, and serious cuts in the weapons package and services included in the deal.
