France to roll out "voluntary" military service for marginalized youths

France's President François Hollande has announced a new voluntary service for marginalized youths, in a bid to help them to increase their employment potential. Participants will learn basic skills such as puntuality and politeness.

With France still healing after the Paris terror attacks in January and with unemployment levels continuing to rise, President Hollande has gone on the offensive in a bid to give French youths a fresh start to life while potentially expanding the armed forces. He announced a plan to introduce three volunteer service locations for young adults, aged between 18 and 25, who have either dropped out of school or who come from troubled families.

 The service, which will run for either six months or one year, would involve training in civilian industries like hospitality and the building trade, as well as the more basic skills, all while living under military discipline. The concept has been developped in France's overseas territories in recent decades.

President Hollande has pledged not to seek reelection in 2017 if he does not succeed to reverse the ever-increasing rate of unemployment. Other French politicians have called for the reintroduction of compulsory military national service, prompted by the January terror attacks which left 17 dead.

Paris Air Show 2015: French special forces look to modify NH90

France's special forces are poised to begin operating the NHIndustries NH90 Caïman sooner than expected, after the helicopter proved itself during Operation 'Barkhane' in Mali, French military sources told IHS Jane's at the Paris Air Show.

Personnel (pilots, flight engineers, and maintenance specialists) from the 4ème Régiment d'Hélicoptères des Forces Spéciales (HFS) will travel to the Gamstat (French army aviation test centre) in Valence in July to familiarise themselves with the NH90, a Gamstat officer said.

The 4ème RHFS is expected to customise the NH90 for the special forces role, and the familiarisation will play a key role in shaping their requirements. It is expected that the 4ème RHFS will want to add another electro-optic/infrared (EO/IR) system for observation, a datalink, and a rope system for extraction. A basic set of requirements for customising the NH90 to special forces' needs could be written before the year's end.

As well as several flights with the Gamstat's sole NH90, the 4ème RFSH delegation will also look at the helicopter's maintenance and logistic needs.

For the 4ème RHFS the NH90 will replace the Airbus Helicopters H225M Caracal. An entry into service with the Pau-based regiment could be attained in 2018, several years ahead of previous projections.

Compared with the H225 Caracal, the NH90 offers better range and speed, and notably has better engine efficiency in certain conditions.

Initial operational capability on the Caïman was declared before the 1er Régiment d'Hélicoptères de Combat (RHC) deployed to Mali in November 2014, although full operational capability will not be announced before mid-2016.

Within a few months, the Malian theatre should receive a third NH90 and a plan exists to send a fourth one in due course. Fifteen have been delivered so far, as the availability of the airframes is not an issue, but the French Army Light Aviation (ALAT) is struggling to train more crew and maintenance specialists.

French Army pursues upgrades for VBL scout car

The French Army’s VBL light armored trucks are to be upgraded by Renault Trucks Defense/Panhard to extend their operational life for 15 years.

The upgrade design contract was issued by the French defense procurement agency, Direction Générale de l’Armement. The value of the award, however, was not disclosed.

Design work for the modernization will focus on mobility and include the VBL’s engine, gearbox, suspension and braking system, Renault said.

Renault/Panhard delivered a demonstrator vehicle to the French Army late last year for assessment. Three other vehicles are due to be delivered at the end of 2015 for trials in the French armed forces.

The Panhard production plant in Marolles-en-Hurepoix, as the original manufacturer of the VBL, is responsible for preparing the delivery of pre-production vehicles.

More than 2,300 VBL 4x4s have been built since the 1980s.

Renault Trucks Defense/Panhard is a subsidiary of the Volvo Group of Sweden.

Não, caro Martelo. A Legião Estrangeira (que tem aproximadamente 7.700 efectivos, oficiais incluidos) não tem decidido passar a têr 70% soldados mais. O ocurrido é que em 2015 admitirá 1.700 novos soldados, e não os 1.000 previstos inicialmente. É um bocado diferente

Então devo ter lido mal, mas no artigo falam de um possível reforço de efectivos do 13ème DBLE. De qualquer maneira, esse aumento tão substancial é motivado porquê?

Uma nota só para os Portugueses, a Legião vai recrutar este ano 1700 voluntários, neste mesmo ano todo o Exército Português vai recrutar 2505 militares. A primeira instituição tem 7700 militares a segunda... façam as contas meus senhores!...

En raison de la situation exceptionnelle traversée par le pays depuis les attentats des 7, 8 et 9 janvier 2015, et du déploiement de 10 500 militaires dans le cadre de l'opération Sentinelle (Vigipirate), François Hollande a décidé de réduire de 7 500 les déflations d'effectifs prévus sur 2015-2019.
