Poland eyes second-hand Swedish submarine acquisition

The Polish Ministry of Defence has announced plans to purchase two second-hand submarines from Sweden.

The vessels are intended to replace the country’s ageing pair of Kobben-class Type 207 submarines, which have been in service for 50 years.

“We have completed the analytical process, as a result of which we concluded that a bridging ability should be ensured when it comes to submarines,” Minister of National Defence Mariusz Błaszczak said on 28 November. “The analysis indicated that the most advantageous is co-operation with a Swedish partner. We have already begun negotiations on obtaining this bridging capacity,” he said.

Jane’s understand that Poland is interested in the acquisition of Sweden’s two Södermanland-class submarines, Södermanland and Östergötland .

Head of the Polish Ministry of Defence, Mariusz Błaszczak, announced, during the Polish Navy Day, that cooperation with the Swedish partner has been considered to be the most beneficial gap-filler solution in the area of submarines. The planned deal was likely discussed with Stockholm during a recent visit to Sweden by Polish Deputy Defence Minister Pawel Wozny.

The unofficial information that Defence24 obtained suggests that the talks concern the acquisition, or leasing for a period of time, and subsequent purchase, of two Swedish submarines. Indeed, the Swedish Navy plans to replace its Södermanland-class subs with new vessels, Blekinge-class subs, developed by Saab Kockums.

If procurement of A17 submarines by Poland is a go, this would make it possible to maintain capabilities for some time, after the Kobben-class vessels are withdrawn. At the same time, the Minister announced that this is not a final solution and that Orka programme. What follows is the fact that Orka programme assuming the acquisition of three submarines that would also carry missiles, is still a subject to implementation.

Last year, the Polish Defence Ministry received three bids to acquire three new subs. The French offer by Naval Group (Scorpene submarines with NCM missiles), German offer (212CD submarines, type 214 had also been mentioned before) and Swedish offer by Saab, with the new A26 platform.

The Swedish Södermanland class of diesel-electric submarines consists of HSwMS Södermanland and HSwMS Östergötland. These two submarines were originally launched as Västergötland-class submarines in 1987 and 1990, and have been relaunched as a new class after extensive modernization 2003 and 2004 by Kockums AB.

Södermanland Class is armed with six conventional 533mm torpedo tubes and three 400mm bow torpedo tubes. The 533mm tubes can launch type 613 heavy-weight, anti-surface ship torpedoes. Type 613 can carry a 240kg warhead up to a range of 20km. The 400mm tubes can fire Type 43 lightweight anti-submarine torpedoes.

Deliveries of those new subs are scheduled to be completed by 2026. The planned contract is estimated to be worth some 10 billion zloty ($2.6 billion), according to data from the defence ministry.

Diria que esta discussão/análise merecia o seu próprio tópico. Mas esta é uma realidade já há muito conhecida, que a Europa estava a ficar para trás. As fragatas da Noruega não têm capacidade AA sequer comparável ao resto dos navios da lista.

RMN’s first Littoral Mission Ship arrives in Malaysia

The Royal Malaysian Navy's (RMN's) first warship made in China has arrived in Malaysia.

KD Keris (with pennant number 111), the service's first of four Littoral Mission Ships (LMSs), was officially welcomed at the Sepanggar naval base at Kota Kinabalu - located in the state of Sabah in the Malaysian part of the island of Borneo - on 17 January.

The 68.8 m-long vessel, which had been commissioned in a ceremony held on 6 January at the facilities of Wuchang Shipbuilding at Qidong, near Shanghai, will be home-ported at Sepanggar along with the other three LMSs, all of which are also being made in China. The ship had been handed over to the service on 31 December 2019 and left Qidong on 8 January.

RMN chief Admiral Mohd Reza Mohd Sany pointed out that the Keris class, which has a crew complement of 45, has an endurance of 15 days at sea, and added that the RMN's second LMS, Sundang , is expected to arrive this April at the Sepanggar base, which also serves as the headquarters for the RMN's Eastern Fleet.

Adm Mohd Reza said that the entry into service of both LMSs will provide the RMN with more options to conduct its operations in the waters off Sabah and Sarawak, the other Malaysian state on Borneo. The ships will ease the burden of the navy, which is saddled with high maintenance costs as the fleet has mainly been operating ships that are on average 30 years old, he added.

The RMN chief also said that the remaining two LMSs, which have yet to be named, are expected to be in Sepanggar in May and August 2021, respectively.

Italy in talks to sell frigates to Egypt

ROME – Italy is negotiating to sell two FREMM frigates to Egypt as local conflicts, rivalries over natural gas and shifting alliances ratchet up naval competition in the Mediterranean.

The talks by Italy’s Fincantieri to sell the two vessels to Egypt were confirmed this month by Italian foreign minister Luigi Di Maio and Fincantieri CEO Giuseppe Bono following days of press speculation a deal was on the cards.

What makes Italy’s offer particularly appealing to Egypt is that the vessels are almost ready. Fincantieri is proposing to sell Cairo the final two of ten frigates now being built for the Italian navy.

The plan is to divert the two vessels to Egypt, then win a top-up order from Italy to complete the Italian navy’s complement of ships.


Of the two frigates in question, the Emilio Bianchi was launched in January and was due for delivery to the Italian navy in 2021, while the Spartaco Schergat is due for launch in a few months.

With a displacement of 6,700 tonnes, the 144 meter long Emilio Bianchi can reach a top speed of 27 knots.

The two vessels, which may Egypt may buy for around €1.2 billion ($1.3 billion) for the pair, are general-purpose variants of the FREMM frigate. If they are sold to Egypt, the Italian navy may decide to order its replacement ships with anti-submarine warfare capabilities, an upgrade reflecting heightened tensions in the Mediterranean.

News of the deal drew criticism in Italy from politicians who have been concerned over human rights abuses in Egypt since with the arrest, torture and murder in Cairo in 2016 of an Italian PhD student, Giulio Regeni. Italian prosecutors have named members of Egypt’s security services they suspect ordered the arrest, but the Egyptian government has done little to cooperate in the investigation.

Italy has also found itself on the other side from Egypt in the proxy conflict underway in Libya, where Egypt, Russia, Saudi Arabia and the UAE back the forces of General Khalifa Haftar, who is trying to conquer the capital Tripoli.

Italy is lined up with Turkey and Qatar defending the UN-backed government in Tripoli run by Fayez al-Sarraj.

But in recent weeks, the dynamics of the conflict have changed after Turkey sent military backing, including Syrian fighters, to help Al Sarraj defend Tripoli against Haftar’s forces, contrary to Italy’s call for a negotiated solution to the fighting.

In November, Turkey and Al Sarraj also signed a bilateral maritime agreement which reportedly carves up the area of the Mediterranean between Turkey and Libya and cuts through waters recognized as belonging to Greece and the Republic of Cyprus.

Italy has sided with neighbors like Egypt in condemning the deal, while Rome is also irritated by Turkish prospecting for gas in maritime zones off Cyprus which have already been allocated to Italian state controlled energy firm ENI.

ENI is also working closely with Egypt after discovering an enormous new gas field in Egypt’s Mediterranean waters which could supply the country’s gas needs for years to come.

As Italy holds talks on the FREMM sales to Egypt, French newspapers have meanwhile accused the French government of losing its hegemony in naval sales to Egypt after it sold Mistral helicopter carriers to Cairo as well as corvettes and a FREMM frigate of its own.

“The equilibrium is changing in the Mediterranean since the U.S. is effectively now absent and the European Union members are not unified,” said Gabriele Iacovino, an analyst at the International Study Center in Rome.

“Italy has a longstanding dialogue with Egypt which was interrupted by the Regeni case, but has now resumed. Rome needs to talk to both Al Sarraj and Haftar in Libya and knows that to talk to Haftar you need to speak to Egypt,” he said.

Michele Nones, head of the security and defense department at the Rome IAI think tank, said Egyptian leader Abdel Fattah al-Sisi was consolidating his power, building the Egyptian economy and putting the country back on the regional map.

“Egypt is a fundamental actor in Libya, the Mediterranean and the Middle East,” he said.

Rome’s ties with Egypt were strengthening for those reasons — as well as because Turkish activism in the Mediterranean increased, he said.

“Italy would have got closer to Egypt anyway, but Turkey’s strategy increases the need to do that,” he said.

Un Poseidón P-8A de la Armada de EE.UU. incorpora una gran cápsula de radar secreto

Uno de los aviones de patrulla marítima Poseidón P-8A de la Armada de Estados Unidos visitó recientemente el aeródromo de Moffett en California. La aeronave en particular llevaba una cápsula alargada en forma de pontón debajo, conocida como Sensor Aerotransportado Avanzado AN/APS-154, o AAS, un poderoso y secreto sistema de radar.





Las imágenes ofrecen una excelente vista de la parte inferior del AN/APS-154, así como del P-8A que lo transporta. La cápsula está unida a la parte inferior de la aeronave utilizando una cuna especial y extensible conocida como el  Mecanismo de Despliegue de Cápsulas para Misiones Especial (SMPDM). Al extender la cápsula muy por debajo del fuselaje durante el vuelo, los dos motores del avión ya no obstruyen el campo de visión del radar.



También se puede ver un par de rayas verticales, una a cada lado de la parte inferior del fuselaje trasero del P-8A. Estos son exclusivos de los aviones que han sido configurados para llevar el AN/APS-154.

Los detalles específicos sobre la cápsula en sí y las capacidades del radar en su interior, que Raytheon desarrolló casi en secreto, son limitados. Se sabe que el radar es del tipo de matriz activa de exploración electrónica (AESA) con indicador de objetivo en movimiento (MTI) y funcionalidad de apertura sintética. Lo que esto significa es que el sistema es capaz de rastrear los objetivos en movimiento que se encuentran debajo en el mar y en tierra, así como de tomar imágenes de radar de alta calidad de los objetos de interés para su posterior análisis, incluso de noche o con mal tiempo.

El AAS también está específicamente diseñado para trabajar en regiones litorales donde podría tener que escanear áreas de agua y tierra simultáneamente. Los radares de búsqueda de superficie tradicionales generalmente están optimizados para un entorno u otro, o tienen modos dedicados para cada uno, y generalmente tienen dificultades para cubrir ambos al mismo tiempo.

Todo esto hace que sea una poderosa herramienta de reunión de información para el P-8A, que no sólo sustituirá a los aviones de patrulla Orión P-3C de la Armada, sino que también asumirá parcialmente las misiones de sus variantes de inteligencia especializada de esa aeronave, como el EP-3E Aeries II. El AN/APS-154 es en sí mismo una continuación directa del igualmente secreto Sistema de Radar de Vigilancia del Litoral AN/APS-149, otro radar de Raytheon AESA con vaina que llevan algunos P-3C. El AAS es también sólo un conjunto de sensores unidos con pernos que está en desarrollo para el Poseidón.



Además, el AN/APS-154, combinado con la capacidad de conexión en red y de intercambio de datos del P-8A, permitirá a los aviones que lleven la cápsula ser poderosas plataformas de ataque para otros activos en el aire, en el mar o en tierra, así como para el propio Poseidón. La Marina está trabajando para integrar varias armas de distancia en sus Poseidones. El AAS también permitiría a la aeronave realizar evaluaciones rápidas de cualquier ataque.

Más allá de eso, siendo un radar tipo AESA, el AN/APS-154 podría tener capacidades secundarias de guerra electrónica.

No está claro cuántas cápsulas AAS tiene la Armada ahora, cuántos de sus P-8A están configurados para llevarlas, o a qué unidades están asignados esos aviones. La Marina contrató a Raytheon para desarrollar el sistema de radar en 2009 y comenzó a probarlo en 2014. Hasta agosto de 2019, se han observado al menos siete Poseidons diferentes, incluyendo esta aeronave en particular, llevando las cápsulas en varios momentos. Algunas de estas aeronaves han sido vinculadas a algunas de las unidades de aviación más oscuras de la Armada.
