Abkhazian FM says Georgia moves heavy arms to security zone

SUKHUMI, July 25 (Itar-Tass) -- The Foreign Ministry of the self-proclaimed republic of Abkhazia has said that Georgia, acting in violation of the Moscow accord on ceasefire and disengagement of warring factions, has moved many heavy arms and a big troop contingent to the security zone.

The Abkhazian Foreign Ministry addressed Russian Foreign Minister Sergei Lavrov and UN Secretary-General Kofi Annan with a special message saying that a "military convoy led by the defense and interior ministers is heading for the Kodori gorge, although under the applicable agreement all troops of the Republic of Georgia were to be withdrawn from this area to their permanent locations outside Abkhazia."

The Abkhazian Foreign Ministry recalls the Protocol of March 25, 1998 obliging Georgia to take effective measures to prevent the penetration of any armed groups into Abkhazia. The United Nations and Russia are guarantors of those agreements.

Abkhazia has declared its "resolute protest and urged the United Nations, Russia as an assisting party, the UN Secretary General's Group of Friends and the OSCE to take note of such impermissible actions that undermine the achieved agreements and escalating tensions in the region."

Abkhazia drew the Russian foreign minister and the UN secretary-general's attention to the fact that "Georgia has taken systematic steps to walk out of the negotiating process."

"The responsibility for the consequences of such actions shall be placed squarely on the Georgian side," the Abkhazian Foreign Ministry said. It also urged the United Nations, Russia, the UN Secretary-General's Group of Friends and the OSCE to "condemn Georgia's actions and urge immediate compliance with the documents signed in the process of negotiations."

TBILISI, Georgia -- The Georgian government over the weekend pulled out some of its troops from a gorge on the edge of the breakaway province of Abkhazia following an operation to quell a rebel militia.

A Russian peacekeepers' chief said Georgia retained a sizable force in the area, however.

Georgian television stations broadcast the footage of troops leaving the Kodori Gorge, the only part of Abkhazia that remains under nominal Georgian control. Imedi television said 100 troops pulled out from the gorge Saturday.

Major-General Sergei Chaban, in charge of Russian peacekeepers in Abkhazia, said Georgia only pulled out about 8 percent of its forces from the gorge, Interfax reported.

Georgia's Interior Ministry said Friday that its forces had taken firm control of the gorge and were hunting down some 70 holdout militia members, and that 25 other militia members or supporters of militia leader Emzar Kvitsiani had been seized. Kvitsiani remained at large Sunday, and Interior Minister Vano Merabishvili said he had fled to Russia.

Georgian President Mikheil Saakashvili said unspecified foreign secret services had backed Kvitsiani in the hope of destabilizing Georgia.

"Those who staged this provocation hoped to set up an alternative government in Georgia," he said in televised remarks late Saturday.

 
He ordered Merabishvili to strengthen counterintelligence operations. "It would be good to hit these secret services in the nose here in Georgia," he said.

Merabishvili reported to Saakashvili that the situation in the gorge had stabilized after the operation and the government had begun ferrying food supplies to local residents. He said authorities had arrested 11 wanted criminals, confiscated large weapons arsenals and freed several slave laborers in the area.

On Sunday, the Tbilisi City Court upheld prosecutors' request to keep Irakli Batiashvili, the former security minister who now leads the opposition party Forward Georgia, in custody for two months. Batiashvili, who was arrested Saturday, rejected the official treason charges based on a telephone conversation with Kvitsiani.

"The charges against me are absurd and based on an illegally tapped phone conversation that was doctored," Batiashvili said in court.

The rest of Abkhazia has run its own affairs without international recognition after separatists drove out Georgian government troops in a war in the 1990s.

Saakashvili ordered a permanent headquarters for a "legitimate government of Abkhazia" to be set up in the Kodori Gorge, saying that construction work would start in a few days.

Separatist authorities in Abkhazia denounced the plan as a "provocation." They urged the United Nations to condemn the Georgian deployment to the gorge.

Georgia redeploys additional troops to Kodori Gorge

MOSCOW, July 26 (Itar-Tass) - Georgia is redeploying additional troops to the Kodori Gorge, a source at the headquarters of the Joint Peacekeeping Force told Itar-Tass by phone on Wednesday.

"On Tuesday, at 23:10 ten Kamaz trucks with about 300 Georgian armed servicemen and police inside passed by peacekeepers' checkpoint 302," the source said.

Earlier on Tuesday, 800 Georgian servicemen and police passed by that checkpoint.

Late on that day, the Georgian authorities announced the launch of a special operation aimed at restoring law and orders at the upper part of Abkhazia's Kodori Gorge.

Earlier in the day, Georgian Foreign Minister Gela Bezhuashvili vehemently denied the possibility of any military operation in the Kodori Gorge.

However, he pointed out that "if necessary, police units of Interior Minister Vano Merabishvili, who is staying in the Kodori Gorge, will be engaged to curb illegal actions of some armed persons there."

Abkhazia denies promising military help to Kodori armed unit

SUKHUMI, July 26 (Itar-Tass) - Abkhazia's Deputy Defence Minister Garry Kupalba has dismissed the assertions of the Georgian side to the effect that he had promised military assistance to Emzar Kvitsiani, the commander of an armed unit in the Kodori Gorge.

Kupalba told reporters on Wednesday that he indeed had contacts in the recent years with Kvitsiani, the Georgian ex-president's representative in the Kodori Gorge, as there was a "`gentlemen's accord' not to use force against each other in the period of the negotiation process".

"The accord that was approved by the then special representative of the UN secretary general in Georgia, Heidi Tagliavini, was successfully fulfilled," Kupalba said.

He stressed that no incidents occurred after 2002 between Abkhazians and Svans, or ethnic Georgians living in the Kodori Gorge.

Kupalba said telephone communications with the Kodori Gorge had not been interrupted after Kvitsiani, who commands the local self-defence unit Monadire ("Hunter") declared his refusal to report to Georgian authorities.

Kupalba said he had had several telephone contacts with Kvitsiani to know the situation in the gorge before the communications broke off.

"But there was no talk about providing a `corridor' through Abkhazia to Kvitsiani or giving him military assistance," he said, adding that "it is all inventions of the Georgian side". Communications with the Kodori Gorge have been dead for the past three days, he said.

Abkhazia's Defence Minister Sultan Sosnaliyev in turn called "thought up" the reports maintaining that the unrecognised republic was "ready to help Kvitsiani with a big number of men".
