The IDF’s Momentum Plan Aims to Create a new Type of War Machine

EXECUTIVE SUMMARY: After a year of planning, including a thorough and at times painful ”self MRI scan,” the IDF has set itself the target of creating a networked force that can destroy enemy capabilities in as little time and at as low a cost as possible. According to its new multi-year Momentum program, the IDF has changed its definition of victory, marking a significant and potentially extremely fruitful shift in military thinking.
One of the most remarkable aspects of the IDF’s new multi-year Momentum program is its revised definition of victory.
To reflect the reality of complex combat against 21st century terror-armies that are deeply embedded in urban settings and that use their own civilians as human shields to target Israel’s home front, the objective of victory (when it comes to ground offensives) is no longer simply the seizing of enemy territory.
In fact, merely seizing territory under the modern conditions of Middle Eastern warfare has more often than not proven to mark just another interim stage in the fighting. So long as enemy fighting capabilities remain in place, leaving the adversary able to continue to launch guerilla strikes from tunnels, bunkers, or residential buildings on advancing (or halted) forces or fire
volleys of projectiles at the Israeli home front, Israel is denied decisive victory.
The primary definition of victory has long been up for revision. The IDF’s adjusted definition of victory forms a core aspect of the new Momentum multi-year program, which it began implementing in January.
Momentum now defines victory no longer as just getting ground forces to the edge of their assigned “blue arrows,” but rather, as IDF Chief of Staff Lt.-Gen. Avivi Kochavi stated, the rapid destruction of enemy capabilities. The systematic and speedy removal of such capabilities, be they command posts, rocket launchers, weapons storehouses, enemy command levels, or combat personnel themselves, is now deemed to be much more important than the seizure of territory. Of far greater importance is the quantity of enemy capabilities the IDF is able to destroy on the ground, from the air, and from the sea, as well as the time it takes to do so and the casualties and costs that are involved.
Momentum’s guiding logic defines victory this way: the maximum number of enemy capabilities destroyed in the shortest period of time and with the smallest possible number of casualties. The closer a result is to these parameters, the more decisive the victory.
Time is critical to Momentum’s force activation blueprint. This is because every day that the Israeli home front comes under heavy rocket and missile fire, the national economy cannot function and the state will inevitably incur significant damage. This is all the more true as adversaries, particularly Hezbollah, seek to equip themselves with precision guided missiles, giving
them the ability to hit sensitive and symbolic sites deep inside Israel despite layers of air defenses.
Momentum envisions the creation of a sharper, more lethal IDF in which field units receive the wealth of capabilities that are currently enjoyed by IDF Central Headquarters in Tel Aviv.
In essence, this means a battalion will be digitally connected to all the relevant forces in its sector and to the Intelligence Directorate. A company commander will be able to activate his own drones and use the IDF’s digital command and control network to activate tanks, helicopters, or electronic warfare units immediately upon the detection of time-sensitive targets, like an anti-tank cellhiding on the third floor of a tower block.
This implies that the IDF needs to develop new ways of identifying the hidden enemy and closing the sensor-to-shooter cycle within seconds. This can be accomplished by taking full advantage of new sensors, artificial intelligence, and machine learning technology to regain a qualitative advantage over adversaries that has begun to erode.
Momentum came to life through four stages over the past year:

1) diagnosis, 2) formulation of a new activation concept, 3) shaping of principles for the future IDF, and 4) setting up planning frameworks for force build-up.
During the diagnosis stage, in April 2019 the IDF assembled every serving major general and brigadier-general at a single forum and had them present strengths, weaknesses, and recommendations to all. This “MRI” produced a wealth of insights.
Thirty teams then came together to envisage the challenges of the coming decade. They were organized into three colors: the red teams analyzed trends shaping the enemy; the blue teams looked at the future of the IDF; and the white teams looked at the evolving strategic environment.
The red teams highlighted the fact that precision strike weapons are proliferating quickly and that miniaturization technology is fueling this process. They also noted that urban warfare is a key trend that will define combat for years to come. The blue teams assessed potential future Israeli national GDP figures, social trends, and other factors that will affect the future IDF, both positively and negatively.
Three main efforts guide Momentum’s force buildup program. The first, a multi-domain ground maneuver capability, means IDF field units would be able to operate simultaneously on the ground, underground, in the air, in the electromagnetic spectrum, and in the cyber domain. A second axis is based on upgrading Israeli firepower strikes. A third axis is designed to boost defenses for the Israeli home front. Eight enablers (or force multipliers), including air superiority, intelligence superiority, and continuous functionality under fire, were also formulated.
Momentum is the product of a recognition that doing this too slowly will enable Iran, Hezbollah, Hamas, and others to continue to close the qualitative gap—a development Israel cannot afford.
If Momentum succeeds, by 2030 the IDF will be a significantly more lethal, networked war machine that can destroy enemy capabilities in record time and with the lowest possible casualties. Its battalions will be far more independent than those of 2020, with their own C4i and intelligence-gathering envelopes, and an air force that can launch waves of fire strikes that go
beyond any past or current capabilities.
The IDF of the future will also be designed to deliver long-range strikes on Iran if this becomes necessary.
Such changes will require a significantly larger defense budget, as well as an end to the paralysis of the Israeli political system and a functioning governing coalition, sooner rather than later.

Israel reveals progress, challenges as it implements new war-fighting concept

JERUSALEM — The Israel Defense Forces are moving to sync capabilities and modify units as part of its new multiyear plan that envision a multidimensional battlefield, an IDF official said in a background briefing with Defense News.

Israel’s new concept is meant to prepare the country for these transformations so it is ahead of its peers in terms of fielding technology. As part of this approach, Israel conducted its first multilayered integrated air defense drill in December 2020, and local defense companies, such as Rafael Advanced Defense Systems, are incorporating more artificial intelligence and automatic target recognition capabilities into their platforms.

When Israel talks about multidimensional maneuvers on the battlefield, the official said, it looks at how other armed services, like the U.S. Marine Corps, use a vast array of platforms and assets, moving beyond the idea of infantry, armor, naval and air forces as separate services. This is the most significant change currently taking place with the IDF, the official explained, and with as conscript-based military, the country finds it challenging to maintain that type of interdisciplinary approach.

Israel’s military is not only made up of conscripts but also a large reserve force, and the IDF is seeking to train those personnel the same way it does new recruits using the new doctrine and the latest technology. The official said the focus is now on the individual soldier, modifying the war fighter’s training and use of technology.

This is not about training troops on how to better conquer a certain hill, the official added, but rather looking at how restraints and demands have changed on the battlefield as well as how recruits have changed in terms of their technological experience. One specific restraint is time because soldiers serve as conscripts for only several years.

Because of the time constraint, Israel uses simulators and new technology to achieve better outcomes in war games and apply those findings for the next real conflict. The IDF has put many of its brigades through new simulators in the last year, and uses “Human Performance Optimization” to develop training through understanding neuroplasticity — the method of using tools to understand how the brain works, IDF officials explained during the briefing.

While Israel has state-of-the-art platforms in its new Sa’ar 6 warship and F-35 jets, platforms needed by ground forces for the future fight are yet to arrive, and land warfare challenges are distinct, the official explained. At the infantry level, the official said, the military needs to adapt to the skills of its young recruits.

In other words, while the infantry soldier still goes to battle with a rifle, today’s war fighter joins the army with experience in smartphones and other technology with which predecessors were unfamiliar. The IDF’s goal is to take the same rifleman and make that individual the platform itself, enabling the war fighter to directly use the latest technology.

Another challenge facing the IDF is the casualty count, like that seen in wars during the 1960s and 1970s, according to the briefing. That means the IDF wants a decisive victory but without the kinds of losses of the 1967 war, which saw Israel lose about 800 soldiers.

Israel knows its enemies understand this challenge and that current adversaries don’t face Israel head to head in a conventional conflict. Instead, militants sometimes use underground compounds and fight among civilians, seeking to strike at Israel’s weakest links.

One solution is Israel’s use of technology to find and expose enemies. This also means the individual soldier fighting small insurgent units must know his or her rifle is not the only weapon available — there is also instant access to air assets, ships and more. The idea is that the war fighter has all these capabilities within reach, so when that individual makes a decision of what and how to use, that technology is available with the click of a finger.

But minimizing civilian casualties is also a concern for the military. The IDF is faced with finding enemy forces in dense civilian areas. In response, the military is seeking munitions with improved precision.

Implementing these new concepts on the battlefield also means more drones and the use of computerized tablets, for instance. The official also said Israel is specifically focused on AI to enable technology to think and calculate different options that soldiers can exploit during multidimensional maneuvers, as well as rockets that can more precisely identify targets midflight using AI and electro-optics.

ISRAEL REVEALS IRON STING GUIDED MORTAR MUNITION

The Israeli MoD, IDF Ground Forces and Elbit Systems have revealed IRON STING, a “networked precision fire system” centred on a laser/GPS-guided 120mm mortar munition that enables precision target engagement while minimising collateral damage. Following successful trials, system development is now complete, the MoD stated on 14 March.

"The technology made available to the IDF by Israeli industries changes the battlefield and provides our forces with more accurate and effective means. The integration of IRON STING in the IDF corresponds to the vision presented in the military’s ‘Tnufa’ multi-year plan. It also fulfils the IDF’s needs, adapting combat capabilities to contend with enemies hidden within civilian, urban environments, while meeting the legal and moral standards set by the State of Israel,” stated Defence Minister, Benny Gantz.

The series of tests was carried out using two networked cardom mortar systems – cardom indicating the use of an autonomous, computerised system for vehicle mounting – developed by Elbit Systems: a cardom system mounted on an M113 and a ‘cardom spear’ system, mounted on a HUMMER 4X4 SUV. IRON STING  is designed for precision target engagement in both open terrain and urban environments, while reducing potential collateral damage and preventing injury to non-combatants. Its operational use will revolutionise ground warfare and equip battalions with organic, accurate and effective firepower, the MoD stated.

“Ten years of research and development have led us to this moment when we can provide the IDF’s ground forces with advanced capabilities made for the modern battlefield. This laser- and GPS- guided mortar munition provides troops with a precise firing capability that has only been implemented in missiles and air munition thus far. This is a very complex programme and a groundbreaking system on the international level,” explained Bgen Yaniv Rotem, Head of R&D in the MoD’s Directorate of Defence R&D.

Head of the Weapons Department in the IDF’s Ground Forces, Col Arik Avivi, added “The Ground Forces command is leading the process of integrating the IRON STING into the IDF. This precise guided mortar munition is groundbreaking for IDF battalions, equipping them with accurate and organic firepower. This capability has so far been reserved to large and complex missiles. Thanks to this impressive technological development, it will now be implemented in mortar munitions on a wide scale.”

"The introduction of this laser and GPS guided munition transforms the mortar system from a statistical fire power into a precision fire system, thus delivering a significant change in fire capabilities at the tactical level. We believe that we have been able to develop an efficient solution that enables to increase precision and reduce collateral damage,” observed Yehuda Vered, General Manager of Elbit Systems Land Division.

Isso já é um projecto algo antigo, pelo menos já havia algo semelhante à anos. Eles por norma empacotam kits (pode ser ser tudo e um par de botas), fazem pequenos trabalhos que por cá antigamente usavam-se os bicos.
