Os posts anteriores, mais acima, só mostram mais uma vez a diferente realidade geo-política entre Portugal e Brasil e como a cooperação forçada em algumas áreas não faz qualquer sentido.

Esperemos é que Portugal consiga um feito tão grande como o do Brasil, que está a preparar-se para praticamente roubar o Gripen aos suecos. Portugal deve é aproveitar a eventual retirada de serviço do F-16 nos EUA, de Israel e dos principais operadores europeus e tentar colocar-se como o principal fornecedor de F-16 a nível de formação, modernização de aparelhos e suporte.

Há que também aproveitar que os suecos andam indecisos entre vender os seus Gripens C/D em segunda-mão ou se os devem canibalizar e utilizar os seus componentes na produção dos novos Gripen E. Tirando estes Gripen em segunda-mão não estou a ver mais nenhum caça em segunda-mão barato e compatível com sistemas NATO disponível no mercado sem ser o F-16.

Mas devíamos ir ainda mais além e fazer um esforço para substituir as nossas aeronaves de treino e melhorar ainda mais a nossa infraestrutura a nível de formação para estabelecer um centro de formação, por forma a atrair estes países a continuarem a enviar para cá os seus pilotos e técnicos para receberem formação ao invés de os enviarem para os EUA, Canadá ou França.

Por acaso até eram 38 (perdas do 15111 e 15140), e comprados 4 aos EUA para serem modernizados para a versão MLU: 3 para a Força Aérea Portuguesa, e 1 para a Roménia. No final deste negócio a FAP deverá ficar efectivamente com 27 F-16AM/BM e a aguardar a modernização de 3 células vindas do AMARG de modo a completar as 30 unidades.

Se o colega Burro tiver a paciência de ler o outro tópico sobre F-16 MLU, irá facilmente constar que a decisão de alienar parte da frota F-16 foi tomada há vários anos. As razões já foram apontadas pelo camarada Charlie Jaguar, mas eu atrevo-me a adicionar mais uma: a crónica falta de pessoal de voo na FAP.

Longe vão os tempos em que a FAP tinha 15 ou 20 mil efectivos. Hoje a FAP é uma pequena força com cerca de 7000 militares. Portugal, infelizmente, não tem a abundância populacional do Brasil e a realidade económica portuguesa — apesar da crise financeira — é ainda assim muito diferente do Brasil, ou seja, os recursos humanos são mais dispendiosos a formar/treinar e manter.

A TAP e outras companhias aéreas civis tambem tem dado uma ajudinha a esta cronica falta de pilotos, falta de candidatos acho que não tem havido...

No entanto a redução da frota está em linha com a das outras forças aéreas europeias, nada de extraordinário

Bulgaria Is Ready with Tender Requirements for New Type of Fighter for Its Air Force

The tender requirements for a new type of a multipurpose fighter for the Bulgarian Air Force are now ready and need to be approved by the Defence Council before being sent to prospective contractors, Defence Minister Nickolay Nenchev told the MPs in the parliamentary defence committee.

He said that the team working on the tender requirements were ready over a month and a half ago but he wanted to make sure the document has the approval of the new commander of the Air Force - which is now the case.

Nenchev expects that the tender requirements will be approved by the Defence Council next Wednesday so that a letter of intent can be sent to Sweden, Italy and Portugal. Their reply in then expected in a matter of several months after which Bulgaria can pick its supplier.

The three countries were picked among nine which proposed 15 options for purchase of fighters - new and used - to the Bulgarian Defence Ministry in 2011. Sweden offered new Gripen C/D, Italy offered used Eurofighter Tranche 1 and Portugal used F-16 with a logistics package.

The Defence Minister told the MPs that no pressure was put on the experts as they revised the parameters of the deal.

The Thursday press observes that the purchase of a new type of a fighter for the Air Force will be the costliest project for modernization of the Bulgarian Armed Forces and will cost at least 1.5 billion leva. The Defence Ministry plans to acquire a total of 16 fighters in two tranches.

Bulgaria’s Defence Ministry may change criteria for jet fighter acquisition – reports

Officials at Bulgaria’s Defence Ministry have begun quietly proposing changing the criteria for assessing the tenders for the supply of multi-role fighter jets for the air force, reports on October 14 said.

This is the latest twist in the long-running saga of Bulgaria acquiring military fighter aircraft that will meet the standards of the Nato alliance of which the country has been a member since 2004, and that will enable Bulgaria to move on from using its diminished fleet of ageing Soviet-made MiG-29s, which for now it is keeping serviceable for air space defence.

The changes in the criteria were drafted after Roumen Radev resigned his post as air force commander to stand as the Bulgarian Socialist Party’s candidate in the country’s November 2016 presidential elections.

Radev is said to have favoured the acquisition of the out-of-the-box new Gripen fighters, which would be made available to the country on a favourable payment plan and, as new aircraft, would have a longer lifespan than second-hand planes.

Reportedly, the changes to the criteria would favour the acquisition of US-made second-hand aircraft.

The main contenders to supply the replacement aircraft to the Bulgarian Air Force are the United States, Portugal and Israel, with second-hand F-16s, Italy, with second-hand Eurofighters, and Sweden, with new Gripens.

The Institute of Defence at the Defence Ministtry, headed by Todor Tagarev, has drafted changes to the criteria for the acquisition, which would involve getting 16 fighters in two tranches. For the first eight of the fighters, with related infrastructure and equipment, a sum of 1.5 billion leva is envisaged.

The changes to the criteria reportedly de-emphasise expected lifespan of the aircraft as a factor, from 25 per cent to only five per cent.

Further, a new criterion is introduced, "military co-operation". This would be an advantage for the US, given that Bulgaria co-operates mainly with the US military, and would be a disadvantage for Sweden, which is not a member of NATO. The institute is said to have put this factor forward as a major factor in making the decision.

The third proposal is to eliminate the multi-purpose fighter factor, which would mean that the air force would need to continue to support the Russian Su-25s based at Bezmer. This move contradicts Defence Ministry plans to get rid of Soviet-made weaponry. It also would be costly because the air force would need to devote more money to support different types of military aircraft.

It is understood that at the time of the first government headed by Boiko Borissov, Bulgaria came close to a deal to acquire used F-16s from Portugal, which would have been third-hand. But the premature end of that Borissov government, when it resigned in the face of cost-of-living protests that turned violent in early 2013, snuffed out the deal.

Romania ended up getting some of Portugal’s F-16s, which have the downside of their limited life expectancy. The rest would be on offer to Bulgaria.

It remains to be seen whether Bulgaria’s Defence Ministry will take on board the changes proposed by the Institute of Defence.

The issue was raised at a meeting of Parliament’s committee on defence, with opposition BSP MP Atanas Zafirov asking whether it was true that the life expectancy of the fighters, which had been the most important criterion, was reduced close to zero as a factor.

Bulgaria seeks to buy eight fighter jets

Bulgaria plans to spend about 1.5 billion levs ($808.63 million) on eight new or second-hand jet fighters and has asked Italy, Portugal, the United States and Sweden to make offers to supply them, the defence ministry said on Friday.

The fighter jets would replace Bulgaria's ageing Soviet-designed MiG-29 fighters and would improve the Balkan country's compliance with NATO standards and reduce its reliance on Russian-made aircraft.

The Bulgarian parliament has approved the plans and some funds for the deal have been set aside in the 2017 budget.

"The ministers of defence and the economy have signed a request for proposals for the delivery of multipurpose jet fighters," the defence ministry said in a statement.

Sofia will choose between new Gripen jets from Sweden's SAAB and second-hand U.S. F-16 from Portugal, equipped with U.S. weaponry. Another option is to buy second-hand Eurofighter Typhoon fighters from Italy.

A source familiar with the process told Reuters EU and NATO member Bulgaria would give the four countries three months to reply.

The deal would have to be approved by a new government that is likely to be formed after elections that are expected in the spring following the resignation of the country's centre-right government last month.

Podia ser interessante para nós, se fossemos buscar 8 células ao AMARC e realizar-lhes o MLU. Eram valências que eram mantidas, e eventualmente, caso os MLU da FAP fossem substituídos por F-16 ex_AMARC (com menos horas de voo nas células) convertidos cá para a versão F-16V, podia-se ganhar novas valências em cima da experiência já existente, havendo a possível capacidade de executar semelhante modernização para outros países.

Interessante é o facto de ser Portugal a ser procurado, para um lote de apenas 4 candidatos.

Bulgaria issues RFP for new fighter

The Bulgarian ministry of defence has issued a request for proposals to the potential suppliers of a new fighter for the air force.

The RFP was presented to four countries on 9 December, namely Italy, Portugal, the USA and Sweden, which have until March 2017 to submit their bids.

Bulgaria will purchase its fighter through a government-to-government agreement with one of the countries, and the proposals will be prepared by the governments together with the respective manufacturers.

A selection is expected in mid-2017, at which point the selection will have to be put before parliament for approval. This process could be undertaken within 2017, but it is more likely that it will not happen before 2018.

Portugal and the USA are expected to submit a combined proposal for used Lockheed Martin F-16A/B fighters upgraded to the mid-life upgrade (MLU) Block 15 standard. This will use F-16s held in storage, which could be supplied from the USA, with upgrade and refurbishment to be undertaken at Portugal’s OGMA.

The logistics and weapons package would be supplied from the USA through its foreign military sales channels, in the same way it was done when the type was sold to Romania.

Italy’s proposal will comprise used Tranche 1 Eurofighter Typhoons taken from the existing Italian air force inventory.

The only new-build aircraft being pitched is from Sweden, in the form of the Saab Gripen C/D.

Israel Aerospace Industries was offering surplus F-16C/D Block 30s to Sofia, but this was overlooked ahead of the release of the RFP, because Bulgaria wanted a NATO or EU system.

Bulgaria has allocated a budget of €767 million ($815 million) for the procurement of a minimum of eight multi-role fighters, together with logistics and weapons.

The Bulgarian ministry of defence’s eventual plans call for the purchase of 16 fighters, but due to budget shortages, the programme has been divided into two phases, the first of which is underway.

The second phase, set to be undertaken between 2022 and 2023, will include the purchase of eight more fighters, for which the budget is yet to be approved.

Meanwhile, a long-delayed investment in the maintenance of the air force’s MiG-29 fleet has resulted in the award of two support contracts.

Sofia-based company Aviostart, acting as a representative of the aircraft’s OEM, RSK MiG, was awarded a contract to deliver four new and six second-hand Klimov RD-33 series 2 engines at a total price of €21 million. The first two overhauled engines are set for delivery in April 2017.

The same company was also selected to deliver seven brand-new KSA-2 accessory gearboxes under a €11 million deal, with a contract expected to be inked by year-end.

Говори се за закупуване от другаде на още до 10, дано стане и това. Предстои веднага след ваканцията в комисията по отбрана да поканим министър Ненчев, за да го попитаме какво става с придобиването на нов тип многофункционален самолет. В тази връзка имаше посещение у нас на делегация от Израел, тя е провела и среща в МО. Представиха ни накратко и на нас предложението си – става въпрос за самолети F-16 втора употреба в три модификации - Block 30, Block 40 и Block 50. Но на мен ми направи впечатление една от фирмите зад предложението, която остави не дотам добро впечатление в България с един друг свой договор за ремонт на вертолети преди около 10 години. Иначе, ако оставим това на страна, предложението е много добро и идва навреме. В последните година-две повечето държави, които преди искаха да се освобождават от съвместими с НАТО многоцелеви самолети, каквито са F-16, като че ли забравиха за това, поради разместването на пластовете в геополитически план в Европа и света. Пазарът изведнъж позамръзна. Освен това от Израел вече сме доставяли модерни бронирани машини, т. нар. пустинни котки, и там нямаме забележки.

Министерството на отбраната работи отново и с Португалия за F-16, както и по предложението на Швеция за самолетите „Грипен”, които са постоянни в желанието си да доставят на България нови изтребители. Но всичко това ще бъде решено в МО, има си комисии там, а ние ще контролираме процесите.

Recorrendo rapidamente ao Google Tradutor, mas penso que dá para perceber. É que o meu búlgaro está um pouco enferrujado. 

Como mover o projeto para modernizar a Força Aérea apareceu uma nova oferta de Israel?

- Primeiro lembre-se que já chegou 4 motor recondicionado MiG-29, esperamos que a queda de vir mais dois contratos com a Polónia. Diz-se para comprar em outros lugares por mais 10, pode se tornar isso. Um férias de vez em comitê de defesa de convidar o ministro Nenchev para perguntar-lhe o que estava acontecendo com a aquisição de um novo tipo de aeronave multi-purpose. A este respeito teve visita de uma delegação de Israel, ela realizou uma reunião no Ministério da Defesa. Nós apresentamos nossa breve e nossa proposta - se trata de os F-16 usados ​​em três modificações - Bloco 30, Bloco 40 e Bloco 50. Mas eu notei uma das empresas por trás da proposta, o que não deixou tão boa impressão Bulgária uns com os outros um contrato para a reparação de helicópteros cerca de 10 anos atrás. Caso contrário, se deixar este país, a proposta é muito boa e vem com o tempo.
