O primeiro-ministro israelita Ehud Olmert anunciou este sábado que os objectivos da ofensiva militar contra o Hamas foram cumpridos e que as operações em Gaza cessam às 0h de Lisboa (2h da manhã em Telavive)

Vinte e dois dias após o início da ofensiva contra o Hamas em Gaza, Ehud Olmert declarou que o movimento islamita radical «foi gravemente atingido» e que «não será capaz de agredir Israel durante muito tempo».

«Quero dizer ao povo de Gaza que Israel não é vosso inimigo. O Hamas é o vosso verdadeiro inimigo. O Hamas é o nosso inimigo», declarou, acusando o movimento de ser como «um agente do Irão» e de «tornar sua refém metade da população palestiniana».

«Israel não vos odeia», disse Olmert aos palestinianos. «Apenas quisemos proteger as nossas crianças, e nunca magoar as crianças de Gaza».

O líder israelita afirmou ainda que «a paz com os vizinhos árabes é o principal objectivo do Governo» e reafirmou o compromisso para um acordo de paz e para a criação de uma solução de «dois estados» no Médio Oriente.

Olmert agradeceu «ao presidente egípcio Hosni Mubarak, pela sua liderança», bem como «ao presidente norte-americano George W. Bush e à secretária de Estado Condoleezza Rice» por terem «criado o ambiente necessário ao fim das hostilidades ao mesmo tempo que compreenderam o direito de defesa de Israel».

O chefe do Executivo israelita citou ainda o contributo fulcral da assinatura de um acordo de luta contra o tráfico de armas para Gaza, conseguido por egípcios e norte-americanos, e apoiado pela Europa - Gordon Brown já se disponibilizou para enviar forças navais para a zona, para apoiar a operação.

Foram também feitos agradecimentos a vários líderes europeus como Sarkozy, Brown, Angela Merkel e à presidência checa da União Europeia, bem como ao secretário-geral das Nações Unidas, Ban Ki-Moon, que apelou este sábado a que o cessar-fogo seja acompanhado pela retirada das tropas israelitas.

Vitória da diplomacia

Fundamental para esta decisão foi o acordo firmado entre Israel, Egipto e Estados Unidos para a luta contra o tráfico de armas para Gaza, visto como a principal ameaça para o estado judaico.

Os contornos finais do plano ainda não são conhecidos, com algumas fontes diplomáticas a afirmarem que são necessárias mais negociações.

Domingo, no Egipto, reúnem-se Ehud Olmert, Mahmoud Abbas, Hosni Mubarak, Gordon Brown e outros líderes para acertar os pormenores do 'pós-guerra'.

Mais de um milhar de mortos

O acordo pode significar o fim de uma ofensiva de 22 dias que matou mais de 1.200 palestinianos e agravou profundamente a crise humanitária de Gaza, território árabe controlado pelo Hamas. Treze israelitas morreram desde o início do conflito.

Só na noite de sexta para sábado, registaram-se 50 ataques contra Gaza. Há várias vítimas civis, incluindo três crianças e vários familiares de um reputado médico palestiniano, militante pela paz, que estava a ser entrevistado pela televisão no exacto momento do bombardeamento. Foram também disparados vários 'rockets' do Hamas contra cidades israeltias como Beer Sheva.

Israel arrisca-se mesmo a enfrentar acusações de crimes de guerra em instâncias penais internacionais, por iniciativa de várias organizações humanitárias e da agência local das Nações Unidas.

Ha então que se explicar porque essas "bombas de fumaça" estão causando tantas queimaduras de 3º grau nos palestinos, inclusive queimaduras tão estranhas que os médicos acostumados a tratar esse tipo de ferimento se assustam ao vê-las, pois nunca tinham visto algo parecido antes.


Os médicos dos hospitais do Hamas?

AI encontra provas de que Israel usou fósforo branco em Gaza

Londres, 19 jan (EFE).- Uma delegação da Anistia Internacional (AI) encontrou provas que demonstram o uso "indiscriminado" de fósforo branco por parte do Exército israelense em Gaza, o que qualificou de "crime de guerra".

A AI, que enviou uma delegação ao território palestino com o objetivo de obter provas do uso dessa substância, informou hoje em comunicado que o fósforo branco é "altamente incendiário" e "explode ao contato com o ar".

Um membro dessa delegação, Christopher Cobb-Smith, explicou que essa substância é usada para "levantar uma cortina de fumaça a fim de ocultar o movimento de tropas no campo de batalha", mas tem um efeito "expansivo" e "nunca deveria ser usada em áreas civis".

Segundo a AI, cada projétil de artilharia de 155 mm dotado de 116 cunhas impregnadas de fósforo branco que explode ao contato com o oxigênio pode se espalhar, dependendo da altura e das condições do vento, por uma área do tamanho de um campo de futebol.

As provas encontradas pela organização incluem cunhas e restos de projéteis espalhados por prédios residenciais, muitos dos quais foram incendiados no domingo.

A AI afirma que um dos lugares mais afetados pelo uso da substância foi a escola que as Nações Unidas mantinham aberta em Gaza e que foi atingida por três projéteis que continham fósforo branco em 15 de janeiro.

Estes projéteis explodiram perto de alguns caminhões carregados de combustível e causaram um grande incêndio que destruiu toneladas de ajuda humanitária, afirmou a organização.

No mesmo dia, outro projétil com fósforo branco atingiu um hospital de Gaza e causou um segundo incêndio que obrigou à evacuação dos pacientes.

"Esta arma foi usada em bairros residenciais densamente povoados de forma indiscriminada", criticou, por sua parte, Donatella Rovera, representante da AI em Israel e nos territórios palestinos ocupados. EFE

O Exército de Israel iniciou uma investigação interna para determinar se os seus soldados dispararam armas com fósforo branco em zonas habitadas durante a ofensiva na Faixa de Gaza, o que representaria o uso ilegal desta substância química, informa o jornal Haaretz.

O jornal indica que a investigação está centrada em 20 obuses usados em Beit Lahiya, norte da Faixa, que teriam sido disparados por uma brigada de paraquedistas da reserva.

O coronel da reserva Shai Alkalai coordena a investigação, segundo o jornal, enquanto um porta-voz do Exército declarou que não existe nenhuma «investigação oficial».

O direito internacional não proíbe totalmente o uso de fósforo branco, mas veta a substância contra zonas habitadas por civis.

A Amnistia Internacional (AI) afirma que Israel pode ter cometido crimes de guerra, ao indicar que o uso da substância química em zonas civis era «claro e inegável». Fontes médicas de Gaza informaram que dezenas de pessoas estavam a ser tratadas por queimaduras provocadas por fósforo branco durante a ofensiva de 22 dias de Israel contra o grupo radical Hamas, que matou mais de 1.300 palestinos, mais da metade civis.

Israel insiste que todas as armas utilizadas na campanha são autorizadas pelo direito internacional.

O fósforo branco é um agente químico tóxico e a exposição a esta substância pode ser fatal. Pode provocar graves queimaduras e danificar o fígado, o coração e os rins.

Dispersado com fogo de artilharia, a substância arde em contacto com o oxigénio, criando uma cortina de fumo para que as tropas possam movimentar-se sem ser percebidas.

Destruído navio iraniano que levava armas para Gaza

Um cargueiro iraniano que supostamente transportava armamento para Gaza foi afundado esta semana ao largo do Sudão, revelou domingo o jornal egípcio El-Aosboa. A acção terá sido levada a cabo pela aviação israelita ou pelas forças norte-americanas.

A informação é revelada este domingo pelo jornal egípcio El-Aosboa, que cita fontes anónimas em Cartum, a capital do Sudão. Algures esta semana, um navio de carga que supostamente transportava armamento para os movimentos extremistas de Gaza foi destruído ao largo do país africano.

Tanto a aviação israelita como a norte-americana são suspeitas de terem realizado o ataque, mas nem Telavive nem Washington comentaram a notícia. Da parte de Teerão e de Cartum também não há reacção.

Será a segunda vez este ano que um carregamento de armas é interceptado no Sudão. Segundo o New York Times, que citava em Março fontes do Pentágono, as forças israelitas bombardearam em Janeiro uma coluna de veículos que transportava material bélico iraniano. O destino seria Gaza.

Já em Fevereiro, foi o Chipre que reteve um navio iraniano que transportava morteiros e armas anti-tanque para a Síria, a pedido dos EUA e de Israel.

Ten days ago, at a security cabinet meeting, Mossad Chief Tamir Pardo outlined a scenario spookily similar to the kidnapping of the three Israeli teens missing since Thursday night.

The meeting dealt with the report of the Shamgar Committee on prisoner exchanges and on the Habayit Hayehudi bill that prohibits granting pardons to terrorists.

Pardo, along with other defense establishment officials present, tried to convince the ministers not to advance the bill. He was against it because it would limit the government's room for maneuver in future abduction cases, would keep its hands tied, and prevent it from considering other solutions for dealing with a potential crisis.

Pardo gave as an example the kidnapping of the 200 schoolgirls in Nigeria by the militant group Boko Haram. He addressed Economy Minister Nafatali Bennett, whose party promoted  the bill, and used it to draw a comparison of something that could happen in Israel in the future.

"What will you do if in a week three 14-year-old girls will be kidnapped from one of the settlements?,"  he asked. "Will you say there is a law, and we don't release terrorists?"

Pardo did not convince the ministers, however. At the cabinet meeting three days later, the appeal of Science and Technology Minister Jacob Perry was rejected and the bill passed to a Knesset vote.  By Wednesday, the bill passed its preliminary reading in the Knesset.

Israel’s message to the Palestinians: Submit, leave or die

The Kerry initiative may have ended with a whimper instead of a bang, but its impact on the Israeli-Palestinian conflict was significant and fundamental nonetheless. The end of the political process, futile as it may have been, triggered the collapse of the status quo as we have known it for the past 47 years. It set in motion a series of events that will confront us with two stark alternatives regarding Israel and Palestine: either the permanent warehousing of an entire population or the emergence of a single democratic state.

Both the blatantly disproportionate response to the kidnapping and killing of the three Israeli boys and, as I write, the all-out air strikes on Gaza, have been cast by Israel as military operations: Operations Brothers’ Keeper and Operation Protective Edge. Neither had anything to do with the operations’ purported triggers, the search for the boys or rocket fire from Gaza. Palestinian cities supposedly enjoying extra-territorial status were invaded in Operation Brothers’ Keeper, more than 2000 homes were ransacked, some 700 people arrested. Who knows as yet the devastation wrought on Gaza – 100 dead in more than 1,100 air attacks so far, mostly civilians according to reports; deafening around-the-clock bombing of communities by American-supplied F-15 and artillery from the ground and sea that amounts to collective torture; Israel’s Foreign Minister calling for cutting off all electricity and water amidst threats to completely obliterate Gaza’s infrastructure; and the prospect of almost two million people being permanently imprisoned, reduced to bare existence just this side of starvation.

What is clear is that the military operations had a purpose of their own, that they would have been launched regardless, that they were merely waiting on a pretext. They had to come because the vacuum left by Kerry had to be filled. “Closure” was necessary – and it was clear that the Palestinian Authority, which had several months to take an initiative that would have bolstered the Palestinians’ position, would not do so, even though Martin Indyk, the American’s chief negotiator and former AIPAC leader, placed the blame squarely on Israel for talks’ failure.

In fact, the end of the Kerry initiative marked the culmination of a decades-old campaign, systematic and deliberate, of eliminating the two-state solution. From the start, in 1967, successive Israeli governments officially denied that there even was an occupation, claiming that since the Palestinians had never had a state of their own they had no national claim to the land. The Labor Party denied the very applicability of the Fourth Geneva Convention that protects civilian populations finding themselves under hostile rule with no means of self-defense – and which had been formulated specifically with the intent of providing the protection denied to Jews during the Holocaust. It therefore embarked on a project of establishing settlements, now numbering some 200, in clear violation of international law that prohibits an Occupying Power from moving its civilian population into an occupied territory.

Indeed, Labor (the “Zionist left”) bears more responsibility for eliminating the two-state solution than does the Likud of Begin, Sharon and Netanyahu. It was Labor who ruled during almost all seven years of the Oslo peace process, and it was Labor that chose to double Israel’s settler population during that period. Labor fragmented the Palestinian territories into tiny and impoverished enclaves, Labor imposed the economic closure and impediments to Palestinian movement these last 21 years, and Labor – not Likud, which actually opposed the project – initiated the construction of the Separation Barrier, the Apartheid Wall.

The Likud, of course, was a willing partner, as were all the secular and religious parties from the center to the extreme right, but it has fallen to Netanyahu to kill the two-state solution for once and for all. The first step was to decisively end Kerry’s initiative and any that might follow it. This Netanyahu did by raising his demands to intolerable levels. He declared that the Palestinians must relinquish their own national narrative and civil rights by recognizing Israel as a Jewish state, and he held to the position that Israel would retain permanently East Jerusalem, the Jordan Valley and Israel’s main settlement blocs (about a third of the West Bank), as well as the water and natural gas resources, the country’s electro-magnetic sphere (communications) and all of its airspace.

He left the Palestinians with less than a Bantustan, non-viable and non-sovereign, a prison comprised of the 70 islands of Areas A and B of the West Bank, ghettos in “east” Jerusalem, tightly contained enclaves within Israel, and he cage which is Gaza – half the population of the land between the Mediterranean and the Jordan River confined to dozens of islands on 15% of historic Palestine.

Operations Brothers’ Keeper and Protective Edge represent the imposition of a regime of warehousing, of outright imprisonment of an entire people. The seemingly blind and atavistic destruction and hatred unleashed on the Palestinians over the past few weeks is not merely yet another “round of violence” in an interminable struggle. It is the declaration of a new political reality. The message is clear, unilateral and final: This country has been Judaized: it is now the Land of Israel in the process of being incorporated into the state of Israel. You Arabs (or “Palestinians” as you call yourselves) are not a people and have no national rights, certainly to our exclusively Jewish country. You are not a “side” to a “conflict.” Once and for all we must disabuse you of the notion that we are actually negotiating with you. We never have and never will. You are nothing but inmates in prison cells, and we hereby declare through our military and political actions that you have three options before you: You can submit as inmates are required to you, in which case we will allow you to remain in your enclave-cells. You can leave, as hundreds of thousands have done before you. Or, if you choose to resist, you will die.  

Warehousing is worse than apartheid. It does not even pretend to find a political framework for “separate development,” it simply jails the oppressed and robs them of all their collective and individual rights. It is the ultimate form of oppression before actual genocide, and in that it robs a people of its identity, its land, its culture and the ability to reproduce itself, it is a form of cultural genocide that can lead to worse. This is what Israel has left the Palestinians, this is the meaning of the bombing of Gaza, the terrorizing of the West Bank – and the ongoing destruction of Bedouin and Palestinian homes within Israel.

Assuming that apartheid and warehousing are absolutely unacceptable “solutions” and, indeed, are ultimately unsustainable, generating even more violence and conflict in the volatile Middle East, Israel has in fact left us with only one workable, just and lasting way out: a single democratic state in Palestine/Israel that guarantees the individual and collective rights of all its citizens. This is what we must struggle for. Israel’s military operations mark the beginning of the collapse of the Occupation. It is incumbent on Palestinian civil society, joining with their partners on the critical Israeli left, to urgently formulate how that state would look and, ensuring everyone in that land a part in its future, to begin the struggle to achieve it. Despite the suffering of the moment, public opinion the world over support us. Only our effective mobilization will defeat warehousing.
