Last week brought the 35th quarterly report from the indefatigable John Sopko about your investment in Afghanistan. It’s kind of like having the Grim Reaper as a houseguest. Repeatedly.

Much of Afghanistan, the Special Inspector General for Afghanistan Reconstruction told Congress, remains under the control of the Taliban, which the U.S. drove out of the capital of Kabul nearly 16 years ago. The continuing war, as the Taliban attempts to claw their way back into power, is generating a “shockingly high” number of dead Afghan troops and record civilian casualties, he added in a report made even more depressing because so little attention has been paid to it.

“America’s longest war is now in its sixteenth year, driven by the long-standing goal of ensuring that Afghanistan never again serves as a platform for terrorist attacks on the United States,” Sopko said in his 273-page tome. “The fighting continues, as does a reconstruction effort that has so far absorbed more than $117 billion in congressional appropriations. Both the security and civil aspects of reconstruction—ranging from developing Afghan security forces and advising ministry staff, to building clinics and electrifying towns—have yielded mixed results.”

“Mixed results” is Sopko’s delicate way of describing where the U.S. finds itself: “A dangerous and stubborn insurgency controls or exerts influence over areas holding about a third of the Afghan population. Heavy casualties and capability gaps limit the effectiveness of Afghan soldiers and police. Opium production stands near record levels. Illiteracy and poverty remain widespread. Corruption reaches into every aspect of national life. The rule of law has limited reach. Multiple obstacles deter investors and complicate business operations. The ranks of the job-less grow as the economy stagnates.”(continua.....)

Australia is "open" to a United States request for more troops to be sent to Afghanistan, with Prime Minister Malcolm Turnbull confirming the Government is considering providing additional resources to the war-torn country.

The request for more help came during a visit to Afghanistan last month, where Mr Turnbull met with US Defence Secretary James Mattis in the capital Kabul.

"We have been asked to consider additional resources, and we are actively considering that. We're open to that," Mr Turnbull told reporters in Sydney.

But the Prime Minister said Australia must first also examine its existing Defence commitments in the region and other parts of the world.

Australian troops in Afghanistan mostly work in a training and support role aimed at strengthening the Afghan forces' ability to protect their own country.

"It is very important that we, and our other allies in the effort in Afghanistan, continue to work together to build up the capacity of Afghanistan's own security forces so that they can keep that country secure from the threat of terrorism," Mr Turnbull said.

Opposition Leader Bill Shorten also left the door open to supporting a move to send more troops.

"When it comes to our national security, we've got a good track record of working with both Tony Abbott and currently Malcolm Turnbull," Mr Shorten said.

"These matters are very important.

"I expect the Government will brief us at the appropriate time."

Australian troops are expected to remain in Afghanistan, which is battling a resurgent Taliban along with militants from the Islamic State group, for at least two more years.

That will take Australia's commitment in the country to 18 years.

The Pentagon on Wednesday released its new policy on military lethality, which will begin separation procedures for service members who have been non-deployable for the last 12 months or more.

“This new policy is a 12-month deploy or be removed policy,” Robert Wilkie, the under secretary of defense for personnel and readiness, told a Senate panel Wednesday. “However, there are exceptions.”

As Military Times previously reported, there will be exceptions, such as pregnancy. Medical boards will review wounded personnel, and the services will retain the ability to grant exceptions to wounded warriors.

Marine Corps Gen. Joe Dunford said that reconciliation is the only way forward in Afghanistan and that political, economic, religious and military pressure must be maintained on the group, with DOD reporting.

There is no military solution in Afghanistan and that the struggle in that country will require all aspects of government.

More than 80 heavily armed troops from B Company 3rd Battalion landed in Kabul last week in a bid to stem outrages that have claimed the lives of more than 3,000 civilians this year. While MoD chiefs said the deployment is merely "rotational", sources at Army HQ in Andover said the regiment had been a deliberate choice due to mounting challenges facing coalition troops in Kabul. "The security matrix has been increasingly challenging since January," the senior source confirmed.

ISLAMABAD — The Taliban say they are holding “another” meeting on Monday with U.S. officials, this time in the United Arab Emirates and also involving Saudi, Pakistani and Emirati representatives in the latest attempt to bring a negotiated end to Afghanistan’s 17-year war.

Taliban spokesman Zabihullah Mujahid offered no further details.

Khalil Minawi, director of Afghanistan’s state-run Bakhtar news agency, also confirmed the meeting. He said on Twitter that officials from the United States, Afghanistan, Pakistan and the UAE held meetings Sunday ahead of “the Pakistani-sponsored U.S.-Taliban meeting.”

While Afghan officials are not expected to attend Monday’s meeting, their presence in the UAE is a significant step in efforts to get the two sides talking. So far, the Taliban have refused to hold direct talks with the Afghan government, calling it a puppet of America and insisting only on negotiating with the U.S.
