Argentine Navy launches search for missing submarine ARA San Juan

Argentine Navy file photo of ARA San Juan

The Argentine Navy has launched a search mission for diesel-electric submarine ARA San Juan after losing contact with it on Wednesday, November 15.

According to Argentine media reports, the diesel-electric submarine ARA San Juan was last seen off the coast of Puerto Madryn, Southern Argentina, where the navy had been staging an integrated exercise.

The boat reportedly suffered a power outage while en route from the Ushuaia naval base to its homeport at Mar del Plata naval base. Some reports further indicated that a fire had broken out aboard.

While the navy is yet to issue an official statement, a navy spokesman told media that the ARA San Juan last communicated its position in the morning hours of November 15.

A report on Friday morning which said the submarine had been located and under tow to Mar del Plata was refuted by a navy spokesman.

ARA San Juan is a TR-1700-class diesel-electric submarine built by Germany’s Thyssen Nordseewerke and delivered to Argentina in 1985. The submarine returned to service in 2014 after several years of repairs.

ARA San Juan: Satellite calls could have come from Argentinian submarine missing in South Atlantic

Updated about 8 hours ago

Argentina's Defence Ministry says seven failed "satellite calls" that it believes came from a missing submarine were detected three days after the vessel lost contact.

Key points:
•The calls lasted between four and 36 seconds
•The ministry said it was working on tracing the location of the calls
•A search of 80 per cent of the area initially targeted turned up no sign of the vessel, navy spokesperson says

The calls could be a sign the 44-strong crew of the ARA San Juan was trying to re-establish contact.

The calls lasted between four and 36 seconds in the late morning and early afternoon on Saturday (local time), the ministry said in an emailed statement.

Authorities said they could not confirm the calls came from the submarine, but said that was the working hypothesis.

The satellite communications were believed to have failed because of foul weather, a source in the defence ministry who was not authorised to speak publicly told Reuters.

It was not immediately clear what type of calls the vessel may have tried to make.

But submarines that are stricken underwater can float a location beacon known as an EPIRB to the surface that can then emit emergency signals via satellite.

The ministry said it was working on tracing the location with an unnamed US company specialised in satellite communications.

Argentina's navy said an electrical outage on the diesel-electric-propelled vessel might have downed its communications. Navy rules say submarines should surface if communication is lost.

The last confirmed location of the German-built ARA San Juan was 432 kilometres off Argentina's southern Atlantic coast early on Wednesday.

Argentina's navy has stepped up the search for the vessel.

But a storm with powerful winds and waves 6 metres high has disrupted the search efforts, navy spokesman Enrique Balbi said earlier today.

The US Navy said it was deploying a deep-sea rescue mission to Argentina from California to support the effort, with a remotely operated vehicle and two vessels capable of rescuing people from bottomed submarines set to arrive in coming days.

Pledges of help came from Chile, Uruguay, Peru and Brazil, while the United Kingdom was sending a polar exploration vessel, the HMS Protector, which British officials said should arrive on Sunday.

A search of 80 per cent of the area initially targeted for the operation turned up no sign of the vessel, Mr Balbi said.

He said the crew should have ample supplies of food and oxygen.

Families hopeful 'this will end soon'

In the resort and fishing city of Mar del Plata, where the submarine had been destined to arrive before vanishing, a Catholic Mass was held in honour of the crew members.

Many family members of crew awaited news at the city's naval base.

"We're hopeful this will end soon to remain only as a bad memory," Maria Morales, the mother of crew member Luis Esteban Garcia said.

Carlos Zavalla, a navy commander, urged loved ones of crew members not to give up hope.

"So far, the only concrete thing is the lack of communication," he said on TV channel A24. "That's all."

If the search ends in tragedy, the episode could put the country's poor safety record in the spotlight, with potential political implications for President Mauricio Macri.

His centre-right government has set an ambitious target for cutting government spending and told Reuters in March that it had few funds at the ready to replace an outdated military fleet beyond buying aircraft for training pilots.

Submarine crews by their nature are trained to evade detection, but that very skill may ultimately cost the lives of 44 crew on the Argentinian submarine San Juan which has vanished in the south Atlantic Ocean.

Key points:

Hopes fade by the hour if communications fail
Last known location was 430km off Argentinian coast
May have enough oxygen for two weeks
The German-built submarine disappeared off the radar last Wednesday as it returned from a routine voyage to Ushuaia, near the southernmost tip of South America.

A few satellite "blips" were intercepted at the weekend, thought to be from the San Juan trying to make contact.

But they failed to connect, and unless communications can be restored, hopes of rescuing the crew are slimming by the hour.

"It's not entirely clear that communications have been lost, but if they have been I don't think the prognosis is particularly good at the moment," said Andrew Davies, director of Defence and Strategy at the Australian Strategic Policy Institute in Canberra.

Dr Davies spent more than a decade at Australia's Defence Department, where he worked on intelligence to detect submarines.

He said the sub's asset in hiding at the bottom of the sea is a double-edged sword.

Navy protocol calls for a submarine to surface immediately if communication is lost. But the San Juan was covering a journey of more than 3,000 kilometres up the Argentinian coast to its base at Mar del Plata.

Its last known location was 430km off the Argentinian coast.

Search efforts have concentrated around the San Jorge Gulf, but bad weather and stormy seas have complicated the search.

'Enough oxygen for two weeks'

Dr Davies said submariners are trained to rescue themselves in certain circumstances, but survival depends on the vessel's depth and what else has happened on board.

"There are escape suits. You can basically pop out of the submarine in an inflatable suit and bob to the surface," he said.

"That's always a possibility, although you would think that if that was the case, that might have already happened by now."

The San Juan is reported to have enough oxygen for two weeks. But survival for that long would depend on what has caused the submarine to lose communications.

"If there has been a fire, that consumes a lot of the oxygen."

In August 2000, the Russian "Kursk" submarine disappeared in the Arctic reaches of the Barents Sea.

Only later did authorities learn there had been a series of explosions on board. All 118 crew on board died. A small number of crew survived the initial explosions, but in a part of the submarine where escape was impossible.

Dr Davies said unfortunately bad news stories outweigh good news stories when it comes to submarines.

In 1968, a US nuclear submarine disappeared after leaving Spain. Like the San Juan, it too dropped off the radar and lost communication.

It was later found to have been lost in very deep water with 99 crew on board.

(CNN)Efforts to locate an Argentine submarine that has been missing since last week have been ramped up dramatically by a multinational search team of boats and planes, the country's navy says.

"We have tripled the search effort, both on the surface and underwater, with 10 airplanes," said Gabriel Galeazzi, a spokesman with the Mar Del Plata Argentine naval base.
Ships and aircraft from at least seven countries are scouring the southern Atlantic for the submarine ARA San Juan, which was last seen Wednesday.

"We have 11 ships from the Argentine navy, from municipalities, and from countries that have collaborated with research ships such as Uruguay, Chile, Brazil, Peru, the United States, and (the UK).
"These ships are following the submarine's planned route, (and are) sweeping the whole area and we also have navy ships sweeping from north to south and from south to north."

Heat signals a ray of hope for Argentine submarine running short on air: reports

Argentine Navy file photo

A US Navy P-8A Poseidon involved in the search for the Argentine submarine ARA San Juan has reportedly detected a heat signal some 300 kilometers off the coast of Puerto Madryn.

The reports, which emerged in Argentine media, fuel new hope of finding the submariners alive.

The 44 crew of the diesel-electric submarine has been missing for seven days counting from the last time it communicated with the command on November , meaning they are running short of oxygen. Unlike the nuclear-powered submarines which can remain submerged for long periods of time, the TR-1700-class diesel-electric submarine only has enough oxygen for some 10 days under water.

The reports of heat signal detection are yet to be confirmed by either the US or Argentine Navy.

The international search and rescue mission has entered the sixth day. Early on in the search, satellite calls were detected and presumed to be coming from the submarine. Analysis revealed that the calls did not come from the submarine. Another possibility for pinpointing the submarine’s whereabouts was discarded after banging noises picked up by sonars were attributed to marine life.

The first five days of search efforts were hampered by rough seas and those involved in the search and rescue efforts hope calmer waters would improve sonar conditions and prospects of finding the submarine.
