Norwegian Defence Materiel Agency (NDMA Naval Systems) has contracted Kongsberg Defence Systems to upgrade parts of the main weapon system of the Norwegian ULA-class submarines.

Kongsberg is to carry out the work over the next four years under a contract that has a value of 220 million Norwegian Krone (approx. $27.45 million).

The company has earlier supplied a new combat system to the Ula-class and has conducted several upgrade programs over the last years which will now also include electronics required to handle the submarines torpedoes.

In 2011, Saab was contracted for work on the submarines’ steering control consoles and was expected to complete work by 2016.

“Kongsberg is pleased to be part of the update program ensuring the Ula-class operational capability until the new generation submarines arrive,” Eirik Lie, Kongsberg Defence Systems president, said.

This upgrade program will contribute to keep the Ula-class operational until the new-generation submarines are introduced. The Norwegian Navy currently operates a fleet of six Ula-class submarines which were assembled in Germany and entered service between 1989 and 1990.

Testifying a significant capability upgrade on the submarines, HnoMS Uredd recently became the first Norwegian submarine to fire the IDAS (Interactive Defence and Attack System for Submarines) missile from a submerged position.

Norway’s Kongsberg, German thyssenkrupp Marine Systems and Atlas Elektronik signed a teaming agreement on Thursday that will see the three companies form a joint venture for the construction of Norwegian submarines.

The joint venture company that will be established in Norway will be the international supplier of combat systems for thyssenkrupp Marine Systems’ submarines.

On February 3rd 2017, Germany was chosen as the preferred bidder for the construction of four air-independent submarines to replace Norway’s existing six Ula-class submarines, beating French DCNS in the competition.

Following the decision, Kongsberg, thyssenkrupp Marine Systems and Atlas Elektronik today entered into a comprehensive teaming agreement and are establishing a new company based in Norway.

Shares in the joint venture will be part-owned by both the Norwegian and German partners. The newly founded company will be responsible, among other things, for the development, production and maintenance of combat systems.

“This is a historic milestone for our defence business and a great recognition of our expertise in naval systems,” Geir Håøy, president and CEO of Kongsberg, said. “The agreement will lay the foundation for significant activity and job creation for the Norwegian industry.”

“Four important success factors are key to our concept in Norway: cooperation with Norwegian industry, proven technology, predictability on costs and schedule, and long term partnership,” Dr. Peter Feldhaus, CEO of thyssenkrupp Marine Systems added. “Kongsberg and Atlas Elektronik’s expertise in combat systems for submarines is internationally recognised, and we are very glad that our submarines will be delivered with world class systems on board going forward.”

Tanker & frigate collided in Hordaland

A full evacuation has commenced after two ships have collided outside the Sture-terminal in Hjeltefjord in Hordaland. The frigate takes in large amounts of water, according to VG. Several persons are injured.

In a press release, the police announce that is the oil tanker «Sola TS» and the frigate KNM «Helge Ingstad» that are involved.

The fire service has been notified that it has leaked about ten cubic metres of oil from the tanker.

– We take action accordingly, Hartvigsen informs.

He states that the frigate has taken in a lot of water and that it has lopsided a lot to one side.

– But that seems to be stabilized now, Hartvigsen elaborates.

Everybody evacuated

According to Commander on Watch in the Emergency Centre (110) in Hordaland, Ole Jakob Hartvigsen, there were 137 persons on board the frigate and 25 on the tanker, which was on its way out of the Sture-terminal when the collision occurred.

– Seven persons are injured. Firefighters, rescue boats and divers are on their way to the area. In addition, the fire service is in preparedness nearby on land. Evacuation has just begun, he says to VG just before 05.00 am on Thursday.

– The frigate lies with the bow all the way up to the shoreline. There is a big hole on the starboard side and there is no control over the influx of water, Officer in Charge at the Central Rescue Centre south, at Sola, Eirik Walle tells Dagbladet.

To NTB, the rescue leader says there is some danger that the frigate, which participates in the NATO exercise, Trident Juncture, will sink.

Currently, all crew is evacuated from the frigate. None of them appears to be seriously injured in the event.

Shuts the Sture-terminal down

Equinor has decided to shut down the operation at the plant.

– Personnel at Sture who do not have emergency service responsibilities are evacuated as well. Shutdown and evacuation are carried out as a precautionary measure, Equinor writes in a press release.

The Sture-terminal is an oil & gas terminal and transit port for crude oil and LPG.

Many vessels in the area

Right now, the vessels that are not directly linked to rescue operations have withdrawn and are at standby, reports the Red Cross, who assists in the rescue operation.

– The frigate is grounded with the bow pointing to land. We and several others are in a position to ensure if it is sinking any further. The tanker seems to be ok, says Terje Hårvik, Captain of the Red Cross’ vessel in the area.

He informs that there are plenty of Navy vessels in the area (Haakonsvern in Bergen is the main base of the Norwegian Navy).

– In addition to us, there are several tugs and rescue vessels in the area. Everybody is evacuated from the vessels, so the danger with regard to life and health is over, Hårvik elaborates.

The Navy takes over the responsibility

The Frigate KNM «Helge Ingstad» was mentioned in VG a few weeks ago in advance of the major NATO exercise Trident Juncture in Norway.

At 7.30 am, Colonel Lieutenant and Press spokesperson at the Armed Forces Operating Headquarters, Ivar Moen, informs that the main responsibility for the salvage action is taken over by the Norwegian Armed Forces.

– It is too early to say how long the salvage will take at the moment. We look at all relevant capacities in the area to get started as soon as possible, but we do not have a full overview of the situation yet. We must get back to sustained damage at a later point in time, Moen tells VG.

Colonel Lieutenant and Press Spokesperson in the Armed Forces, Vegard Finberg, confirms to VG that the frigate participates in the Trident Juncture.

– The frigate is finished with the mission, and is on its way back to the base at Haakonsvern, Finberg explains and adds that the Armed Forces were notified of the accident at 04.15 am.

 Parece que o Estado português já fechou negócio com os noruegueses. Portugal compra a fragata sinistrada mas sem o sistema Aegis, armamento, inclusive o canhão de 76mm e os restantes sensores que é tudo para arrancar. Virá em seguida rebocada para Portugal no qual irá ser reparada no Alfeite. A EID vai "modernizá-la" ao nivel das comunicações e a Marinha vai instalar um radar da corveta Jacinto Andrade e um canhão de 100mm mais dois pedestrais a estibordo e a bombordo com Brownings, idêntico às Tejo. As turbinas serão desactivadas, só efectuando a deslocação com os motores diesel. Está previsto o novo patrulhão super-oceânico NRP Mario Soares entrar ao estado de armamento em Janeiro de 2025.

Difficult to investigate inside KNM Helge Ingstad

The police maintain the cordoning off of the area surrounding KNM Helge Ingstad until Friday. The Frigate is so lopsided that it is difficult to investigate inside.

– The investigation is still in the first phase, and it is far too early to say something qualified about the cause of the collision, The Police writes in a press release on Thursday afternoon.

The Norwegian police are well underway with the technical and tactical investigation and carry out questioning of the crews from both of the involved vessels. The wrecked frigate lies heavily lopsided halfway underwater, and the police expect the investigation to last for a long time.

– It’s a lot of material to be collected and reviewed as well as many interrogations to be carried out. As long as the frigate lays as it does presently, it is also demanding to carry out technical investigations inside the vessel, the press statement states.

The Frigate KNM Helge Ingstad, after colliding with the fully loaded tanker Sola, was wrecked at 4 am on Thursday. Eight of the crew were slightly injured in the collision, and the military ship is now run ashore, bolted to the shoreline to avoid sinking.

When the two ships collided, the Frigate may have been virtually invisible on the radar, says former Frigate Commander, Jacob Børresen, to the national newspaper Dagbladet.

– The Frigates are built according to the Stealth principle, a construction form that makes them very difficult to detect by radar. In addition, these Frigates, unlike any other vessel of over 300 metric ton, are not required to use a satellite-based system. If this system was turned off, the combination could lead to that Frigate was invisible to the tanker, he explains.

According to the Oslo based newspaper, Aftenposten, the Frigate appeared on the ASL map a few minutes after the collision, indicating that the system was, indeed, turned off during the incident.

The Royal Norwegian Navy’s stricken frigate HNoMS Helge Ingstad is now securely fixed with seven anchoring points on land and is out of danger of sinking, the navy has informed.

Over the weekend, a total of seven fixing points welded onto the frigate’s hull were fixed to anchors on land with steel wire.
The navy is now evaluating options for salvaging the frigate as anchor handling vessel Scandi Vega investigated the conditions of the sea bottom and a Hugin autonomous underwater vehicle mapped out the topography of the sea bottom around and below the frigate.

Once a risk assessment is completed, navy personnel will go onboard the vessel to evaluate the extent of damages that resulted from flooding and to try and insulate dry compartments from further water ingress.

HNoMS Helge Ingstad collided with the tanker Sola TS in the Hjeltefjorden fjord near Bergen. Following the collision, all 137 crew were evacuated while the frigate was intentionally grounded in order to prevent her from sinking in deep water.
An audio log obtained by Norwegian media has revealed that the frigate failed to change course despite repeated warnings that she was on collision course with the tanker.

Latest photos of the stricken frigate HNoMS Helge Ingstad shared by the Royal Norwegian Navy on Tuesday reveal that the frigate is now almost completely underwater.
In a social media update in the early morning hours of Tuesday, the navy said unexpected events “complicated” plans for the salvage operation.
The navy subsequently shared photos which show the majority of the frigate underwater with only part of the mast and aft deck still above water.
The navy did not specify what caused the frigate to slip from the rocks in the night between Monday and Tuesday and sink further.

Plans were also in place for navy personnel to go onboard the vessel to evaluate the extent of damages that resulted from flooding and to try and insulate dry compartments from further water ingress. It is not clear how the latest development and the fact that the frigate is now almost completely submerged will affect the plans.

Num bicho destes o que pode ser recuperável ? Casco, e partes mecânicas? ou ainda se consegue safar eletrónica e sensores?

O casco pode ser recuperado, a electrónica, sistemas de armamento e de propulsão é para esquecer e só tende a piorar à medida que o tempo passa (a água do mar é extremamente corrosiva). Basicamente já era -- 500 ou 600 milhões de prejuízo!

Sem um relatório final só dá para especular, mas esta situação só pode deixar a Navantia preocupada. Sem querer estar a denegrir a qualidade da construção naval espanhola, o que é um facto é que os contratorpedeiros e fragatas americanos têm sobrevivido a ataques e colisões. Obviamente, que a disparidade de tamanho entre os AB e as Nansen é substancial, mas a Stark (mais pequena que a Helge) sobreviveu a dois Exocet (um explodiu e o outro provocou um grande incêndio).

A outra entidade que está em causa é, obviamente, a Marinha norueguesa, não só pela colisão mas, principalmente, pelas acções e decisões tomadas pós-incidente por parte da guarnição e comando do navio. Todos os procedimentos de damage control e treino das guarnições quase de certeza que vão ter que ser revistos.

A fragata da Marinha Real Norueguesa KNM Helge Ingstad ficou quase completamente submersa após uma colisão com um petroleiro no fiorde de Hjeltefjorden, em 8 de novembro.

Se prosseguirem com os planos, a fragata será içada e carregada em uma barcaça comercial de 140 metros e transportada para a base de Haakonsvern na primeira semana de dezembro.

Planos para salvar a fragata começaram logo após a colisão, enquanto o mapeamento do fundo do mar já estava em andamento. De acordo com relatos da mídia norueguesa, obras de dragagem que permitiriam que a barcaça se aproxime da fragata também estão em andamento.

Em uma atualização em 14 de novembro, a Marinha Norueguesa disse que a Helge Ingstad estava em perigo de afundar ainda mais.

Após a colisão na quinta-feira, a fragata foi intencionalmente encalhada e sete pontos de fixação foram posteriormente estendidos ao casco da fragata e fixados a âncoras no solo. No entanto, como a fragata continua a embarcar água, o peso do navio torna-se maior.

A empresa norueguesa BOA Management e a consultora marítima DNV GL estão agora trabalhando com a Marinha para planejar e executar uma operação em que a fragata será içada e transportada para a base de Haakonsvern para uma primeira avaliação de danos. O casco pode ser recuperado, a electrónica, sistemas de armamento e de propulsão é para esquecer e só tende a piorar à medida que o tempo passa (a água do mar é extremamente corrosiva). Basicamente já era -- 500 ou 600 milhões de prejuízo!

Sem um relatório final só dá para especular, mas esta situação só pode deixar a Navantia preocupada. Sem querer estar a denegrir a qualidade da construção naval espanhola, o que é um facto é que os contratorpedeiros e fragatas americanos têm sobrevivido a ataques e colisões. Obviamente, que a disparidade de tamanho entre os AB e as Nansen é substancial, mas a Stark (mais pequena que a Helge) sobreviveu a dois Exocet (um explodiu e o outro provocou um grande incêndio).

A outra entidade que está em causa é, obviamente, a Marinha norueguesa, não só pela colisão mas, principalmente, pelas acções e decisões tomadas pós-incidente por parte da guarnição e comando do navio. Todos os procedimentos de damage control e treino das guarnições quase de certeza que vão ter que ser revistos.

No olvidemos que los Exocet impactan por encima de la línea de flotación, mientras que el petrolero incrusta el bulbo justo por debajo y eso es mortal para casi cualquier tipo de barco.

Isso é pura especulação, caro Barlovento. O que dá para ver nas fotografias é um grande buraco a estibordo acima da linha de água, que se prolonga para baixo da linha de água. No entanto, como o navio já tem uma grande parte da ré (a estibordo) submersa, não podemos afiançar que o impacto se deu abaixo da linha de água. O que podemos afirmar é que há um grande buraco acima da linha de água causado pelo impacto do petroleiro, como aliás aconteceu com os contra-torpedeiros americanos no Pacífico.

Ainda é cedo para defender a Navantia, ou qualquer outra entidade. Há que esperar que o navio seja re-flutuado e aguardar pelos relatórios.

Ainda é cedo para defender a Navantia, ou qualquer outra entidade. Há que esperar que o navio seja re-flutuado e aguardar pelos relatórios.

Si la proa del petrolero impactó en el costado de estribor de la fragata, tenemos que tener en cuenta el bulbo, que sobresale bastante y es siempre lo primero que impacta, de ahí que tras una colisión se recomiende no separar los buques, pues ese mismo bulbo hace de tapón. Claro que una cosa es la teoría y otra la práctica, pues la propia velocidad de la fragata, 17 nudos en el momento del impacto, pudo haberlos separado.

Tampoco es siempre fácil reaccionar bien a un abordaje y lo digo con conocimiento de causa, por haberme visto envuelto en mas de uno durante mi vida como navegante. Como curiosidad comentar que en uno sucedido hace muchos años, cerrados en niebla al sur de Cabo Carboeiro, tras el abordaje y al ver como se alejaba el contrario, el Capitán se puso a dar voces y a decir, entre otras cosas, "se escapa", sin darse cuenta que éramos nosotros los nos escapábamos ya que íbamos " toda avante" porque el Capitán había olvidado dar la orden de "para máquinas".

Se fosse por aí as anteparas estanques tinham bloqueado a entrada  de água em mais compartimentos do navio, ele adornaria mas continuaria flutuável.

Quando o buraco se estende  acima da linha de água, (se  nessas zonas já não há anteparas estanques?) a água consegue  entrar por cima das anteparas alagando  uma atrás da outra......até ao colapso total.

Si las puertas estancas estaban abiertas y nadie se acordó de cerrarlas... hummm.

Lo malo es que nunca lo vamos a saber. Si fuera un mercante, en el plazo de un año sabríamos el resultado de la investigación, pero al haber un barco militar por medio, posiblemente nunca se sepa nada.

Hay en Internet el video del VTS con las conversaciones e imágenes de radar previos al abordaje y resultan increíbles tantos errores
y tan gruesos. También he visto fotos del petrolero en las que aparentemente golpeó a la fragata con el ancla de estribor. Dicha ancla, mientras está en su estiba, sobresale bastante del casco, tiene un escoben que sobresale bastante para evitar que al apear el ancla, esta pueda golpear el bulbo.

Os navios militares atualmente abdicaram de toda e qualquer blindagem em prol  de velocidade e agilidade!
Qualquer navio mercante é construído com chapa mais espessa! 

Nunca se interrogaram  porque motivo os navios militares actualmente parece que tem a chaparia toda enrugada?
É simples: de tão fina que é, fica deformada com o calor das soldaduras!

Um choque com um petroleiro de 100 000 toneladas é quase “morte” garantida.
Em caso de um ataque convencional esses navios estão completamente nas “mãos” das suas próprias defesas.

Vendo o vídeo do afundamento da Hazard Perry pensem numa coisa muito simples:  comparem a chapa de um automóvel  anos 70 com a chapa de um carro actual!
Com os navios militares passou-se mais ou menos a mesma coisa!

PS: os Americanos continuam, mesmo assim, a usar chapa mais espessa que os europeus!

Leaks in HNoMS Helge Ingstad’s watertight compartments could be responsible for the frigate’s sinking following a collision in the Hjeltefjorden fjord, a preliminary report from the Norwegian Accident Investigation Board (AIBN) suggests.

In addition to blaming the vessel’s lack of watertight integrity for the sinking, the report points to the two ships’ watchstanders as the main factors in the collision itself.

Released on November 29, 21 days after HNoMS Helge Ingstad collided with the tanker Sola TS in the Hjeltefjorden fjord near Bergen, the report points to flooding in the aft generator room, crew quarters, and the stores room.
While there was some uncertainty as to whether the steering engine room, the aftmost compartment, was also filling up with water, the report states that the crew definitely found that water from the aft generator room was running into the gear room via the hollow propeller shafts and that the gear room was filling up fast.

From the gear room, the water then ran into and was flooding the aft and fore engine rooms via the stuffing boxes in the bulkheads.
Based on the findings, AIBN has recommended Spanish shipbuilder Navantia, the vessel’s designer, to look into the issues identified during the investigation and to determine whether this was also an issue with other vessels.
 
Who is responsible for the collision between HNoMS Helge Ingstad and Sola TS?

Noting the fact that this was a preliminary report, AIBN did not explicitly identify who is responsible for the collision, adding that it was not caused by any single act or event, but can be explained by a series of interacting complex factors and circumstances.
What is certain is that the investigation board is treating the bridge crews aboard the frigate and the tanker and the Fedje Vessel Traffic Service Centre as the three main entities in this investigation.

Based on initial findings, AIBN said it was a clear night when HNoMS Helge Ingstad sailed southwards along Hjeltefjorden, and the lights from the Sture terminal must have been visible from afar. When the terminal first became visible from Helge Ingstad, Sola TS was alongside at the terminal.

While the deck of the tanker was well-lit ahead of its departure, the report says it would be difficult to separate the lights on the tanker from the lights at the terminal, which means that it is likely that the frigate crew thought the lights belonged to a stationary object.

After the watch change at around 03:40–03:45, this was the basis for the bridge crew’s understanding of the situation. Even though Sola TS left the quay at around that time, there continued to be little relative movement of the lights as the tanker turned from a southerly to a northerly course.

The tanker’s use of deck lights after departure also meant that the frigate crew were unable to spot the navigation lights on Sola TS. When ‘KNM Helge Ingstad’ at approximately 04:00 stated that they could not turn to starboard, it was based on a continued perception of the lights as being stationary and that a turn to starboard would send them straight into the lit object. They also believed that they were communicating with one of the three northbound vessels that they were monitoring on the radar. It was not until just after this that the crew on HNoMS Helge Ingstad became aware that they were on collision course, at which time it was impossible to avoid a collision.
 
An operation to raise the frigate and transport it to the Haakonsvern base is currently underway after water ingress caused the frigate to slip almost completely below the water’s surface.

Unas puntualizaciones.

La grieta en el casco segun fuentes noruegas es de 47 metros, la mayor parte bajo la linea de flotacion.
Se han rajado 4 compartimentos estancos enteros
Se ha desplazado el eje de una de las helices mas de metro y medio entrando logicamente agua en otro compartimento estanco
La tripulacion abandono el buque sin intentar contener las vias de agua, es mas, se desconoce si se cerraron todos los compartimentos estancos
En mi opinion por la colision y el comportamiento de la tripulacion tras el accidente la Marina Noruega NO estuvo a la altura de las circunstancias, NO se abandona un buque sin intentar tapar las fugas de agua y salvarlo, para eso estan los equipos especializados en todos los buques militares, los noruegos abandonaron el buque.

El diseño de la fragata noruega no influyó en su hundimiento

Un informe elaborado por la Armada Española concluye que el accidente de la fragata noruega Helge Ingstad (F-313), que colisionó con el petrolero Sola TS en la madrugada del 8 de noviembre y se hundió posteriormente, tuvo como principal causa «un error humano».

Además, y he aquí el objeto de la controversia entre las autoridades noruegas y el constructor español Navantia, el documento subraya: «Existen pruebas claras de que el daño inicial se extendió a cuatro compartimientos estancos e indicios de que pudieron ser cinco los realmente dañados en la colisión, lo que excede los criterios de supervivencia del diseño del buque».

De acuerdo con el comportamiento de la fragata tras la colisión, se concluye asimismo que esta cumple con los criterios de supervivencia exigidos por construcción a un buque de estas características, ya que «las dimensiones de los daños producidos por el abordaje superan los límites de avería exigidos en construcción y aun así las 134 personas pudieron ser rescatadas sin que se produjese ninguna baja».


Documento previo noruego
El jueves pasado un documento preliminar de la comisión noruega que investiga el accidente (DAIBN, en sus siglas en inglés) apuntaba a que se había notificado a Navantia «un asunto crítico de seguridad».

Además, esgrimía que un problema con la estanqueidad (impermeabilidad) del buque pudo ser la posible causa de que se hundiera la fragata tras la brutal colisión con el petrolero. Por ello recomendaba al astillero español que investigara «si pudiera ser un asunto que afecte a otros buques». ABC ha consultado este documento en su versión en inglés.

Estas afirmaciones del informe preliminar de Noruega provocaron un manifiesto malestar en Navantia y en oficiales de la Armada Española consultados por este diario. Fuentes del astillero indicaron que «el diseño de la fragata cumple con todas las certificaciones y, en concreto, satisface la reglamentación aplicada a los buques de guerra en relación a la longitud máxima de inundación que deben soportar».

La fragata Helge Ingstad es la cuarta de la clase Fridtjof Nansen de un total de cinco construidas por Navantia en los astilleros de Ferrol entre 2006 y 2011. La F-313, valorada en unos 275 millones de euros, fue entregada a la Real Marina Noruega en 2009.

En el informe interno de ocho páginas de la Armada Española se destaca también que «la extensión de la avería visible en la fragata Helge Ingstad es del 15% de la eslora en la flotación (18,2 metros) que equivale a un escenario con tres compartimientos principales adyacentes inundados».

No se descartan además daños más severos que ahora permanecen ocultos: «El análisis de las imágenes indica que probablemente por debajo de la línea de flotación la grieta alcance un cuarto compartimiento del buque (se desconoce el alcance exacto de la grieta debajo de la línea de flotación) [...] Es probable que esta grieta la produjera el escoben y ancla de estribor del petrolero».

¿Qué causó el accidente?
Otro dato que refuerza este hecho es la aparición de combustible de aviación en el mar, lo que indica que la avería podría llegar a compartimentos más a popa «y por lo tanto podría hablarse de cinco compartimentos inundados». La fragata noruega contaba con un helicóptero NH-90 de Airbus, también hundido.

Este informe ha sido realizado a modo de «lecciones aprendidas» ya que el diseño de estas fragatas noruegas es una evolución de las fragatas F-100 de la Armada Española (también conocida como clase Álvaro de Bazán).

Pero, ¿qué pudo pasar para que la fragata Helge Ingstad colisionara de manera tan directa con el petrolero Sola a las 4.02 de la madrugada del día 8 de noviembre en el fiordo Hjeltefjorden?

El documento español apunta sin ambages al «error humano»: «No se aplicaron correctamente las reglas del RIPAM [Reglamento internacional para prevenir los abordajes en la mar], principalmente las que hacen referencia a la vigilancia (art. 4), velocidad de seguridad (art. 5), riesgo de abordaje y maniobras para evitarlo (art. 7 y 8), navegación por canales angostos (art.9) y navegación de vuelta encontrada (art. 14).

El informe explica que el petrolero, de bandera maltesa, advirtió a la fragata noruega del rumbo de colisión que ésta llevaba. El buque de guerra noruego, que venía de participar en las maniobras de la OTAN «Trident Juncture» tras casi un mes, «no lleva el AIS [sistema de identificación automático] encendido lo cual no ayudó a la hora de ser identificado».

Respecto a la velocidad, las conclusiones españolas reafirman un exceso de velocidad en el buque noruego: en el momento de la colisión –de noche y sin luna– la fragata navegaba a 17,4 (32,2 km/h) nudos y el petrolero a 6,5 (12 km/h) y aumentando, lo que implica una velocidad de acercamiento de 23,9 nudos (44,2 km/h).

«El Sola TS debido a su porte navegaba a una velocidad en principio adecuada al canal por el que transitaba y al tráfico existente. Por su lado, la fragata transitaba a una velocidad muy elevada. La capacidad de actuar sobre su propulsión es muy superior a la del mercante, pudiendo parar su arrancada en poco tiempo si fuese necesario», se manifiesta en el informe.

Otra de las cuestiones que analiza el documento es el apartado referente a «Otros posibles factores a tener en cuenta en el ámbito de la navegación». Son aspectos relativos al exceso de confianza, relajación excesiva o la propia falta de experiencia.

«La fragata transitaba de manera habitual por esta zona, la conocía y probablemente lo hacía a alta velocidad si era necesario. Además, el buque regresaba de casi un mes de maniobras, con lo que el nivel de relajación pudo haber aumentado. Se desconoce la experiencia del oficial de guardia en puente, por lo que es un factor que no se considera. La combinación de todos estos factores, especialmente los dos primeros factores, pudo repercutir de manera negativa a la hora de tomar las decisiones más apropiadas para evitar el abordaje», se deduce.

Asimismo, el informe interno español detalla las medidas de diseño del buque que fueron incorporadas en las fragatas F-310 para reducir su vulnerabilidad. Entre ellas, un doble fondo en toda la eslora, traca en pantoque de alta resistencia (acero NV-550) para detener la propagación de grietas en el casco, estructura del casco reforzada para navegación por aguas con hielo o subdivisión en trece compartimentos mediante doce mamparos estancos, entre otras ocho medidas de refuerzo.

El diseño cumple criterios
«El diseño cumple los criterios de estabilidad en averías especificados por la RAR I (Rules and Regulations de la Marina Noruega). Estas reglas son similares a la DDS-079 de la US Navy pero no totalmente equivalentes», precisa el informe.

El documento concluye con la idea principal: «Cualquier buque de características similares a la fragata sería incapaz de controlar la inundación y al sobrepasar la capacidad de supervivencia del buque, acabaría con el hundimiento, cosa que pudo evitarse por estar cerca de costa y poder varar el barco». Sin embargo unos cables que la mantenían a flote cedieron. La escora aumentó y la inundación continuó aumentando. Hundida. Enésimo error en esta cadena de despropósitos «made in Norway».

O documento conclui com a idéia principal: "Qualquer navio com características semelhantes à fragata seria incapaz de controlar a inundação e exceder a capacidade de sobrevivência do navio, acabaria com o naufrágio, o que poderia ser evitado por estar perto da costa e poder encalhar o barco". Era óbvio que a Navantia não ia ficar bem neste retrato. Agora o que não entendo é porque a Armada Espanhola se presta ao papel de advogado da Navantia... quer dizer até entendo. Ao afirmarem a qualidade da construção naval espanhola estão a assegurar ao poder politico e ao povo espanhol a improbabilidade de algo semelhante acontecer aos seus navios. No entanto, não deixa de parecer um pouco forçado e o resto do mundo não vê, necessariamente, com bons olhos tanto espanholismo.

Acidentes acontecem e, obviamente, a guarnição e o comando da fragata são, em última instância, os principais responsáveis por este desastre. No entanto, quanto a mim, o aspecto mais importante (e assustador) a destacar é a aparente falta de qualidade da construção naval espanhola. Então e se não se tratasse de uma acidente, mas de uma abalroamento intencional, ou de um ataque com mísseis, como seria o desfecho? Se a qualidade do material é fraca, pode inferir-se que o resultado não seria o melhor.

Uma coisa é certa, o desenho da Navantia não vai ganhar o concurso para as fragatas americanas e, se fosse hoje, duvido que os australianos tivessem apostado tão fortemente em desenhos da Navantia.

Se estivesse à frente desta empresa, punha todos (mas todos!) os engenheiros a analisar os dados do acidente e a trabalhar em medidas para mitigar os eventuais defeitos em todos os navios F100/F110. Afinal tratam-se das vidas de centenas de marinheiros espanhóis e de países aliados que estão em jogo. Mas já sabemos que nestas coisas sai mais barato pagar campanhas de RP do que resolver problemas.

Não sei se a culpa é do estaleiro, nos reports vem referir que o navio ficou com 4 compartimentos comprometidos pelo impacto e talvez com um 5, pois as fugas de combustível do heli indicam um quinto compartimento comprometido. No report vem também a referir que o navio é composto por 13 compartimentos estanques.

Eu não percebo muito de engenharia mas 5 compartimentos em 13 é muito. Com mais as suspeitas de que o resto dos compartimentos não foram corretamente selados antes da evacuação.  :-\ :-\ Parece-me que depois do impacto não havia grande coisa a fazer.

The Norwegian defense ministry has shared a detailed, and illustrated, plan of how it plans to salvage the HNoMS Helge Ingstad which has been sitting on the sea bottom in the Hjeltefjorden fjord after colliding with a tanker on November 8.

While the plan provides no timetable on when the operation would take place, as the timing depends on weather conditions and vessel stability among others, it does illustrate how the raising and transport procedure will be carried out.

To remind, HNoMS Helge Ingstad collided with tanker Sola TS in the Hjeltefjorden fjord near Bergen on November 8. Following the collision, all 137 crew were evacuated while the frigate was intentionally grounded in order to prevent her from sinking in deep water. In the night between November 12 and 13, the frigate slipped from the rocks into deeper water, despite the fact that it had been secured to land with steel wires.

While the frigate could possibly be scrapped as the majority of the ship’s critical systems spent a considerable amount of time under water, the navy still plans to raise the ship and transport it to the Haakonsvern naval base. Helge Ingstad will be raised by Dutch heavy lift vessel Rambiz and loaded onto the semi-submersible BoaBarge 33/34 for transport to the base.

The defense ministry announced on Monday that divers completed the removal of all missiles from the frigate ahead of the operation.

The first step of the salvage operation will see divers drill holes in the frigate’s hull to drain the fuel tanks and lay out chains that will be used to lift the vessel. Operation planing will be based on a great amount of data and extensive calculation, the navy said. As the illustration shows, the frigate will be slowly positioned upright before being loaded onto the barge Once at normal waterline, the frigate will be moved onto the barge. Once secured to the barge, HNoMS Helge Ingstad will be transported to Haakonsvern base
 
The Norwegian defense ministry initially estimated that raising the ship and transporting it to the navy base would be completed by the first week of December. It is not clear whether the procedure would be completed in this time frame.

The $400 million, 442-foot-long warship was returning from NATO's massive, multinational Trident Juncture military exercise when it collided with the 820-foot-long tanker.

A Norwegian rescue official said at the time of the collision that the frigate was "taking in more water than they can pump out. There is no control over the leak and the stern is heavily in the sea."

Norway’s new support ship HNoMS Maud starts journey home


The Royal Norwegian Navy’s new logistics and support vessel HNoMS Maud is en route home after getting underway from Busan, South Korea, where it was built by Daewoo Shipbuilding & Marine Engineering (DSME).

The ship started her journey home on Sunday, after being accepted by the navy from DSME in November 2018.

Next stop on HNoMS Maud’s transit to Norway will be San Diego. Should everything go according to plan, the vessel will arrive in Norway by March.

Once in Norway, HNoMS Maud will be outfitted with defense-specific equipment, self-defense weaponry and communications systems. The vessel and her crew are expected to be fully operational by 2020.

Named after Queen Maud of Norway, the new ship will be the largest vessel ever operated by the Royal Norwegian Navy and will replace HNoMS Valkyrien which served as the navy logistics vessel until 2016.

Based on BMT’s scalable AEGIR platform design, which it shares with the larger Royal Navy Tide-class tankers, the 26,000-tonne logistics and support vessel is fully winterized, has a helicopter flight deck and hangar, and a 48-bed hospital capability.

Maud will be used by the navy to provide fuel and fresh water for other units at sea. It will additionally support allies and take part in international and humanitarian missions.

O chefe do EMA diz que ter AOR + NPL é melhor que ter apenas 1 JSS (ok, posso entender) e que 1 JSS é mais caro que a dupla... talvez.

Mas continuo que, na pelintra marinha que temos, 1 único deste estilo era o caminho, em especial com estas características:

"Core crew: 43 people + Additional capacity for 116 people + Capacity for two NH-90 helicopters (on helicopter deck and hangar) • Medical facility for up to 48 patients"

Depois das barracadas  com os LPD Australianos , que passam a vida na doca seca, das lanchas de desembarque que se afundam, a Saga dos S80,  só faltava mais esta à Navantia.

Me resulta muy llamativo que las lanchas de desembarco españolas no se hundan y si lo hagan las australianas, que tengan problemas los LPD y el español navegue con normalidad. Quizá se deba a que estan en el hemisferio sur.

Y que se vayan preparando para cuando les entreguen los 2 AOR en construcción, quizá se hundan antes de llegar a Australia, es lo mas probable.

Este AOR Norueguês era uma excelente aquisição para a nossa Marinha.
A capacidade deste navio em termos de transporte adicional de pessoal, para + 116 pessoas, quase uma FFZ, e uma unidade hospitalar para até 48 pacientes, são sem sombra de dúvida duas excelentes mais valias para um navio desta classe e teriam muitíssima utilidade para a nossa MdG servindo de NPL até á chegada do D. Sebastião/Adamastor.
Por 130€ milhões um navio novo com estas capacidades seria um excelente negócio, quanto a mim era de aproveitar e encomendar já um igual, mas para ser construído por cá !!!

The Royal Norwegian Navy’s sunken frigate HNoMS Helge Ingstad is ready to get out of the water after spending over four months on the sea bottom in the Hjeltefjorden fjord.
As informed by Norway’s defense ministry, weather conditions and forecasts have finally allowed for the operation to start.

HNoMS Helge Ingstad was involved in a collision near Bergen on November 8, 2018. The ship initially spent several days on its starboard side with a significant portion of its body above the waterline before almost completely sinking on November 13.

The navy expected it would lift the frigate and transport it to the Haakonsvern base within three weeks.
Some three months later, in the early morning hours of Tuesday, heavy lift vessels Rambiz and Gulliver are on site and have begun lifting the frigate onto a barge for her transport to the navy base.

HNoMS Helge Ingstad is expected to be onboard the submersible barge “Boa barge 33” by Thursday or Friday, the navy said. The entire operation is expected to be completed by the end of the weekend.
The schedule of the delicate operation could still be affected by the weather, the navy noted.

Nunca ouviste ninguém a criticar a qualidade de construção ou as qualidades náuticas das traineiras VdC -- antes pelo contrário!. Ouviste sim, críticas à falta de ambição da Marinha e do poder político em armar e equipar os navios com sensores adequados. Ignorar esta distinção é pura distração ou má-fé, que espero não ser o caso. Este navio, pelo contrário, estava extremamente bem equipado e moderadamente armado, mas graças à inépcia da sua guarnição e comando e à qualidade raskov do seu desenho e construção acabou no fundo do mar.

Se conseguirem mandar o Viana do Castelo passear para a entrada do Porto de Sines e lhe puserem uma tripulação tão boa como a norueguesa também devemos conseguir afundar um patrulhão e não é por isso que a culpa é automaticamente dos ENVC.

Esta história fez-me recordar um acidente do fim do século passado (o MS Scandinavia Star) em quem alguém mais distraído ficava a pensar que a culpa era dos portugueses porque não falavam norueguês (estamos a falar da tripulação de cabine etc...).
 
Aposto que até deve haver por aí um capitão de um País de aldrabões e baldas cheio de pena por não ter nascido norueguês. Então ele que até  tinha o barco cheio de filipinos e indonésios para pagarem as favas... (o Costa Concordia).

Os problemas com os defeitos do navio são testemunhos da mesma tripulação que foi incapaz de o navegar em segurança e dados ainda a quente logo após o acidente
Agora com o navio seguro é que alguém competente poderá apresentar as causas do afundamento as eventuais falhas de design/construção e das responsabilidades da sociedade responsável pela classificação do navio e dos indivíduos que acompanharam o projecto.

Lo que hay unas cuestiones claras.

No entro ya a valorar el hecho de que una moderna fragata con todos los medios, radares, AIS etc, impacte con otro buque, eso solo tiene una palabra y es ...incompetencia, y mas cuando no estamos hablando de que un buque hizo extrañas maniobras, solo había 2 e iban en línea recta... :o

Evacuación. Ni una manguera bombeando agua. Once minutos después del abordaje ya no quedaba nadie a bordo del barco noruego que pudiera haber trabajado en contener o frenar la inundación:

Cuando el atentado del USS Cole, hubo filtraciones por el eje de la hélice y la tripulación entrenada para ello la taponó en pocos minutos conteniendo la vía de agua, pero ellos NO abandonaron el buque corriendo...como si hicieron las noruegas..
No se en la Armada Portuguesa, pero en la española la contención de daños, ela lucha contra el fuego y el taponamiento de las vias de agua es buena parte del entrenamiento de todas las tripulaciones.

The Royal Norwegian Navy’s sunken frigate HNoMS Helge Ingstad arrived at the main navy base aboard submersible barge “Boa barge 33” on Sunday, marking the end of a successful salvage operation.

The frigate was transported to the Haakonsvern navy base from the sea floor of Hjeltefjorden fjord where she spent over four months after colliding with commercial tanker Sola TS on November 8, 2018.

The lifting and transport operation started on February 26 after extensive preparation work which included the removal of missiles and torpedoes from the submerged vessel.

A day after the lifting kicked off, heavy lift vessel operator BOA Management and Norwegian authorities decided to move the operation from Hjeltefjorden to Hanøytangen with the aim of avoiding heavy swells that could endanger the success of the operation. Even with this unplanned undertaking, the frigate arrived at the navy base within the estimated time period.

Now that the operation has been deemed a success, the navy will hold a press conference where details about the frigate’s future could be revealed. Photos of the frigate as it emerged from below the surface indicate that the time spent on the sea floor took a heavy toll on the ship.

The Royal Norwegian Navy frigate HNoMS Helge Ingstad was refloated on April 10, less than six weeks after she was transported to the Haakonsvern navy base from the seafloor in Hjeltefjorden.

Prior to her raising and transport, the frigate spent several months almost completely submerged after colliding with with commercial tanker Sola TS on November 8, 2018.

The frigate was transported to Haakonsvern in an operation carried out by Norwegian authorities and heavy lift vessel operator BOA Management.

After over a month of welding operations, which focused on the underwater portion of the frigate’s hull, Helge Ingstad was floated out from the chartered submersible barge “Boa barge 33”. Work on the ship will continue in a dry dock at the navy base and a final damage assessment report is expected to be completed before the end of the summer.

The report is expected to have a significant influence on the Norwegian defense ministry’s decision on whether the ship would be restored or scrapped.

 Y no olvidemos que fueron construidas  siguiendo las especificaciones exactas de la Marina norueguesa que estuvo encima de la construcción con decenas de técnicos y revisores no dejando pasar ninguna y revisando cada  remache  del barco.

Um tiro???
O embate contra um petroleiro de 100 000 toneladas  multiplicado pela velocidade dos dois navios, liberta mais energia que uma dúzia de mísseis anti navio, ou  um torpedo . Não encontras muitos  navios que  tenham sobrevivido a isso.

Repairing the Royal Norwegian Navy frigate HNomS Helge Ingstad after it sank in the Hjeltefjorden fjord in November last year would cost almost three times as much as it cost to buy the ship, an estimate by the Norwegian defense ministry has revealed.

Inspector General of the Navy, Admiral Haakon Bruun-Hanssen said repairing the frigate, which spent four months almost completely submerged, could require an investment of up to US$ 1.6 billion and take up to five years.

When it was bought as part of a five-ship deal in 2000 with Spain’s Navantia, the frigate cost an estimated $500 million.

With this in mind, Admiral Bruun-Hanssen said the choice between repairing HNoMS Helge Ingstad and buying a new ship altogether appeared to be an easy one. A new ship with similar capabilities would cost between $1.2 and $1.5 billion with a build time of a little over five years, the admiral added.

HNoMS Helge Ingstad was raised from the sea floor of the Hjeltefjorden fjord and transported to the Haakonsvern navy base in March this year. The holes in the ship’s hull were subsequently patched up and ship was able to return to water in April.

During preliminary works on the ship, the navy and defense ministry identified between $11 and $45 million worth of equipment that can be salvaged and used as spares on the remaining four ships in the class.

A final decision on the frigate’s fate is expected to be made by the summer.

Following the collision, all 137 crew were evacuated while the frigate was intentionally grounded in an attempt to prevent her from sinking in deep water. However, the frigate later slipped from the rocks and sank almost completely, with only her mast showing.

The Norwegian Accident Investigation Board’s (AIBN) preliminary report into the collision blamed both ships’ watchstanders for the accident. The report further claimed that the frigate’s Spanish builder Navantia was responsible for the ship’s eventual sinking.

Inspector General of the Navy, Admiral Haakon Bruun-Hanssen said repairing the frigate, which spent four months almost completely submerged, could require an investment of up to US$ 1.6 billion and take up to five years.

When it was bought as part of a five-ship deal in 2000 with Spain’s Navantia, the frigate cost an estimated $500 million.

With this in mind, Admiral Bruun-Hanssen said the choice between repairing HNoMS Helge Ingstad and buying a new ship altogether appeared to be an easy one. A new ship with similar capabilities would cost between $1.2 and $1.5 billion with a build time of a little over five years, the admiral added.

Together with godmother Anniken Huitfeldt, head of the Norwegian Parliament Defense and Foreign Affairs Committee, KNM Maud was baptized at Festningskaien, in Bergen.

KNM Maud has taken the name after Queen Maud of Norway. With its cargo capacity, the vessel will keep its own and allied forces supplied with necessary fuel, supplies, ammunition, spare parts, workshop capacities and sanitation.

« KNM Maud will be our mother ship. She will support and be there for everyone. KNM Maud and her capabilities are a sought after resource both here and in NATO. Not least, she will be important in the work to maximize operational availability with today’s vessel structure, » continued Stensønes.

In the Norwegian Parliament’s revised state budget, last week it was announced that money had been set aside to start forming a second crew for the KNM Maud vessel.

« We now have full focus on getting the first crew operational. This will be the target during 2020. Already this year we will start work on putting together a second crew, which we are planning to have operational during 2021, » stated Stensønes.

With two crews, KNM Maud will be able to support its own and allied forces throughout the year. In this way, the KNM Maud and operational units can operate much longer without having to go to quay for necessary supplies.

The KNM Maud has been assembled by Daewoo Shipbuilding & Marine Engineering in South Korea through the Project P2513 new logistics vessel program. The ship was taken over by the Royal Norwegian Navy in November 2018 and arrived in Norway on 29 March 2019. Starting 2020, she will replace the KNM Valkyrien.

The KNM Maud vessel can load up to 200 tons of ammunition, spare parts, 30 tons of supplies, boats, vehicles, and over nine million liters of fuel for their own and allied marine vessels. With a crew of 68, the vessel can accommodate up to 48 injured people and an additional 99 soldiers.

Thanks to the a 25-ton crane, the KNM Maud can hoist onboard over 60 containers that can be transported on deck. The 750-square-meter helicopter deck can board the NH90, of which two of them can be stored in the hangar.

The Norwegian and German defense procurement agencies have evaluated a thyssenkrupp Marine Systems proposal for the construction of six Type 212 CD (common design) submarines and are now expecting a contract with the shipbuilder to be signed in the first half of 2020.

The governments of Norway and Germany are currently in the phase of contract negotiation with TKMS, who was selected as the preferred bidder in February 2017.

Norway is acquiring four units while Germany, which already operates six Type 212 submarines, will acquire another two.
The two countries expect the deliveries to start in 2026.

In addition to joint procurement of submarines, Germany and Norway have established a navy-to-navy cooperation, research and development cooperation and a missile cooperation.

The new Type 212 CD submarines will share the low signatures of the Type 212 boats in service with the navies of Germany and Italy but will have extended range, speed and endurance to allow worldwide operations, according to TKMS.

Norway is acquiring four air-independent submarines to replace the existing six Ula-class submarines that were commissioned between 1989-1992. The submarines were designed to last for 30 years and will reach the end of their life in the mid-2020s. The country has also brought in UK-based BMT Defence Services (BMT) as a consultant in the project.

The Norwegian government has decided not to repair the frigate HNomS Helge Ingstat which sank in the Hjeltefjorden fjord in late 2018.

It is more appropriate to dispose of the vessel than to repair it, Frank Bakke-Jensen, the country’s Defense Minister said in a statement.

A report issued by the Norwegian Defence Materiel Agency (NDMA) showed that it would cost up to USD 1.65 billion to repair the frigate which spent four months almost completely submerged. There is also greater uncertainty with regards to repair works.

By comparison, building a new, similar vessel would require an investment of up to USD 1.53 billion.

In November last year, HNoMS Helge Ingstad was involved in a collision with a tanker in the Hjeltefjorden fjord near Bergen. After the incident, all 137 crew were evacuated while the vessel was intentionally grounded in an attempt to prevent her from sinking in deep water. However, the frigate later slipped from the rocks and sank almost completely, with only her mast showing.

The Fridtjof Nansen-class frigate was subsequently raised from the seafloor of the Hjeltefjorden fjord and transported to the Haakonsvern navy base in March this year. The holes in the ship’s hull were patched up and the vessel was able to return to water in April.

During preliminary works on the ship, the navy and defense ministry identified between USD 11 and USD 45 million worth of equipment that can be salvaged and used as spares on the remaining four ships in the class.

The shipwreck has had significant consequences for Norway’s defense capability. Therefore, the capacity the navy had before the incident involving Helge Ingstad needs to be re-established, the statement further reads.

Norway's government has confirmed that the Fridtjof Nansen-class frigate KNM Helge Ingstad is beyond economic repair and will be scrapped.

The Ministry of Defence confirmed in a press release on 21 June that it had accepted the conclusions of a report submitted by the Norwegian Defence Materiel Agency (Forsvarsmateriell) in mid-May. This found that repairing the salvaged ship - one of five Fridtjof Nansen-class ships commissioned between April 2006 and January 2011 - would cost more than buying a new-build replacement.

Helge Ingstad was severely damaged on 8 November 2018 after colliding with the tanker Sola TS in waters just outside Ågåtnes oil terminal in Hjeltefjorden. The ship was run aground, but later sank in shallow water.

A salvage operation was undertaken in late February/early March following the recovery of missiles and torpedoes from the submerged frigate. After being lifted onto the submersible barge Boabarge 33, Helge Ingstad arrived at Haakonsvern Naval Base, Bergen, on 3 March.

Following surveys of the ship, the Forsvarsmateriell estimated that repairs to the frigate would cost NOK12-14 billion (USD1.4-1.6 billion) and take more than five years. The cost of purchasing a new similar vessel is estimated at NOK11-13 billion, with a similar time to completion and less risk, leading the government to conclude that it should dispose of Helge Ingstad rather than proceed with repairs.

Noruega exime al astillero español Navantia del hundimiento de su fragata KNM Helge Ingstad (F-313), que colisionó hace un año con el petrolero de bandera maltesa Sola TS cerca de una  terminal de carga al norte de la ciudad de Bergen, al oeste del país. El informe de la Autoridad Noruega de Investigación de Accidentes Martítimos (AIBN) atribuye la responsabilidad del siniestro a una cadena de fallos humanos por parte de la tripulación de la fragata, del petrolero y del centro de control de tráfico marítimo de Fedje.


El informe preliminar del accidente culpaba del rápido hundimiento del buque a un fallo "crítico" de su diseño, que adolecería de una supuesta falta de "estanqueidad", lo que encendió todas las alarmas en Navantia y le llevó a desplazar un equipo técnico a Noruega, ya que podría dar lugar a multimillonarias reclamaciones. El astillero español construyó cinco fragatas de 5.300 toneladas y 143 metros de eslora para la Marina noruega en los años noventa del pasado siglo por unos 1.050 millones de euros. El resultado de la investigación conocido ahora no atribuye ninguna responsabilidad al astillero español, aunque las autoridades noruegas han anunciado que el informe tendrá una segunda parte.

La investigación culpa del iniestro a una serie de "factores operacionales, organizativos, técnicos y sistemicos". La fragata, que regresaba de participar en unas maniobras de la OTAN, navegaba a 17-18 nudos con el AIS (Sistema Automático de Identificación) apagado, lo que dificultaba su detección por otros buques; algo que pueden hacer las embarcaciones militares, pero que supone una imprudencia en aguas restringidas como las del interior de un fiordo.

Además, el personal que estaba en el puente de la fragata, con escasa experiencia y cualificación (dos de los siete marineros estaban en periodo de formación), confundió las luces del carguero que se aproximaba en rumbo de colisión con la iluminación de la terminal de carga. Por su parte, la tripulación del petrolero llevaba las luces de cubierta encendidas, lo que propició la confusión, no interpretó correctamente las señales del radar* y, aunque intentó alertar a la fragata, esta no fue consciente del peligro hasta que fue demasiado tarde. Por su parte, al centro de control de tráfico marítimo le reprocha no haber monitorizado adecuadamente el paso del buque militar por el fiordo.

El informe incluye una serie de consejos, en su mayor parte dirigidos a la Armada noruega, a la que recomienda mejorar la formación y adiestramiento de sus tripulaciones. El ministro de Defensa noruego, Frank Bakke-Kensen, aseguró que utilizará el informe para poner en marcha medidas que impidan que un accidente de este tipo pueda repetirse.

La Armada noruega ha descartado la posibilidad de reparar el buque, dado su alto coste. El siniestro se produjo el 8 de noviembre y la colisión abrió una brecha de 50 metros en el casco de la fragata, lo que provocó su hundimiento. Hasta marzo pasado no fue posible reflotarla.


*Esto es comentario mío, al parecer la señal radar de la fragata es muy escasa, y el SOLA confundió esta señal y no la interpretó bien.

The Royal Norwegian Navy’s newest ship cannot leave the dock as numerous safety hazards were discovered aboard the NATO vessel after being commissioned in May with much fanfare.

Having cost 2.2 billion Norwegian krones (US$246 million), the logistics and supply ship KNM Maud is Norway’s largest naval vessel ever built. It has an operating room, a hospital for 44 beds and a hangar for two helicopters.

However, the ship cannot embark on voyages after global risk-assessment firm DNV GL deemed it too unsafe to sail. The ban will last until many of the vessel’s deficiencies are fixed, which is expected to happen sometime next year.

After examining the KNM Maud and interviewing the crew, the company rolled out a laundry list of red flags. Among the problems uncovered are the heavy doors which pose a “danger” to the crew, and the absence of proper lighting on board, which makes it hard to walk around the ship in the dark.

Much of the new and expensive medical equipment turned out to be faulty or outdated. In particular, an oxygen generator in the operating room could potentially pose a “major” fire hazard, a report by DNV GL said, citing interviews with the crew.

The firm also found no signs that the vessel had undergone any maintenance for two years while docked at the shipyard in South Korea where it was being built. The delivery of the KNM Maud to Norway was delayed several times as the shipyard underwent bankruptcy, and due to a number of workplace incidents during construction which left three workers dead and several injured.

Defense Minister Frank Bakke-Jensen told Aftenposten on Monday that all problems with the ship will be tackled during its test run.

“This happens in all major acquisitions. KNM Maud is under a warranty, and the shipyard is focused on implementing its warranty obligations,” he said, stating that all deficiencies on board will be addressed “as soon as possible.”

Navantia acaba de firmar con la Marina de Noruega o Sjøforsvaret un contrato para mejorar la capacidad de refrigeración de una de sus fragatas de la serie “Fridtjof Nansen” y adaptarla así para operar en aguas cálidas, como las del Mediterráneo Oriental o el Océano Índico.

Las fragatas, que fueron diseñadas por Navantia, estaban originalmente destinadas, según solicitó el cliente, a operar en  Noruega, donde las condiciones ambientales son considerablemente frías, ya que incluyen una amplia zona del Océano Ártico. Hoy en día, las operaciones y actividades marítimas en favor de la OTAN y su alianza con Estados Unidos de estos modernos escoltas se han extendido a zonas mediterráneas y tropicales, donde las condiciones, principalmente en la temporada de verano, están caracterizadas por temperaturas significativamente más elevadas. Este proyecto tiene como finalidad garantizar la operatividad, efectividad y buen funcionamiento de la fragata bajo estas condiciones ambientales, definidas por la Sjøforsvaret y considerando además un aumento en el número de tripulantes.

De acuerdo a dicho contrato, Navantia realizará los trabajos de ingeniería necesarios para la integración en los buques de nuevos equipos de refrigeración adquiridos por la Sjøforsvaret, con el objetivo de incrementar la capacidad de refrigeración de los diferentes sistemas, así como la ventilación en las cámaras de máquinas del buque. Navantia también llevará a cabo todos los trabajos de instalación y pruebas de los sistemas, hasta la entrega final de la obra.

Mientras que la ingeniería comenzará inmediatamente y será desarrollada por el personal del astillero de Ferrol (La Coruña), los trabajos de instalación se desarrollarán en Noruega a partir del primer trimestre del año próximo, con una duración estimada de 4 meses. Para estos está previsto que la empresa española desplace a Noruega, un equipo de unas 40 profesionales del Astillero de Ferrol, entre técnicos y operarios.

Todo indica que la Sjøforsvaret quiere de momento modificar una de sus fragatas para aumentar sus capacidades, y la habitabilidad de su dotación, en zonas cálidas, y evaluar en operaciones el resultado. Lo que llevaría posiblemente a dotar a las otras tres unidades de la Clase “Fridtjof Nansen” de las mismas mejoras.

Reportedly Defence could not get these ships put under one of the Class Societies due to issues with longitudinal strength. This has also meant there is no TH118 which certifies structure and seaworthyness. Can they not be fitted with additional keel and sheerstrake doublers to address these, similar to the progressive increases in displacement of the FFGs? Light scantlings are reportedly also in the LHDs which require additional consideration for drydocking. Is this a Navantia-wide issue, and what about the new replenishment ships?

Un submarino de la Armada de Noruega chocó contra el sistema de amarre de una granja de salmón el miércoles.

  La colisión resultó en el corte de una cuerda en un sitio de Kleiva Fiskefarm en Andørja, en el norte de Noruega, informa VG.

"La evaluación inicial indica que no hay heridos en el submarino ni en el personal a bordo, y cuando esto sucedió, el submarino lo informó de inmediato y nos comunicamos con el dueño de la granja de salmón", dijo al periódico Ivar Moen, portavoz de la sede operativa de la Armada de Noruega. .

Marius Arvesen, director gerente de Kleiva Fiskefarm, confirmó a VG que había un problema con el amarre, pero que “no hubo problemas”.

  “Una embarcación de servicio que ha corregido el daño y la situación está bajo control”, dijo. La Armada de Noruega aún no quiso especular sobre qué causó la colisión.

The Norwegian Ministry of Defence told Janes on 15 January that sailing activity by the navy’s remaining frigates has been reduced this month as a follow-up to the findings of a draft report by the Accident Investigation Board Norway (AIBN) submitted on 14 December 2020. The ministry said the three frigates will not sail in January but did not expect this to have an immediate effect on operational capabilities.

The deal is yet to be approved by the German Parliament and is expected to be signed this summer.

The first submarine is scheduled to be delivered in 2029.

The partnership involving both countries’ industries is based on a German-Norwegian common purchase and lifetime management of identical, new submarines. It will include a purchase of identical submarines and cooperation on training, exercises, spare parts, maintenance and lifetime management of the new submarines. The submarines are based on the 212-design already in service in Germany and Italy.

Back in 2017, the two governments selected TKMS preferred bidder for the project.

Norway to buy four submarines from German Thyssenkrupp

According to information published by Reuters on March 23, 2021, Norway has agreed to order four submarines from Germany’s Thyssenkrupp for 45 billion crowns ($5.3 billion), the Norwegian defense ministry said.

Norway and Germany, both NATO members, are jointly procuring identical submarines from Thyssenkrupp’s shipbuilding division.

The Norwegian defense ministry said Germany had agreed to order two submarines from Thyssenkrupp.

Since February 2017, it was announced that the Royal Norwegian Navy will procure four submarines based on Type 212. Initial plans envisaged service entry between 2025 and 2028. However, the Norwegian 2020 Defence Plan later envisaged service entry "around 2030".

The German Type 212 class, also Italian Todaro class, is a diesel-electric submarine developed by Howaldtswerke-Deutsche Werft AG (HDW) for the German and Italian navies. It features diesel propulsion and an additional air-independent propulsion (AIP) system using Siemens proton exchange membrane (PEM) compressed hydrogen fuel cells. The submarines can operate at high speed on diesel power or switch to the AIP system for silent slow cruising, staying submerged for up to three weeks with little exhaust heat. The system is also said to be vibration-free, extremely quiet and virtually undetectable.

Report finds that damage control failures led to sinking of RNoN frigate

A second report into the circumstances leading to the loss of the Royal Norwegian Navy (RNoN) guided-missile frigate HNoMS Helge Ingstad has concluded that the ship could have been saved if the crew had been better trained in damage control procedures and more familiar with the ship’s stability characteristics.

A total of 28 safety recommendations have been made by the Norwegian Safety Investigation Authority (NSIA), most directed towards the RNoN and the Norwegian Defence Material Agency. These include measures to address deficiencies in training, organisation, materiel, documentation, process, and assurance.

The fourth of five F310 Fridtjof Nansen-class frigates delivered to the RNoN by Spanish shipbuilder Navantia between 2006 and 2011, Helge Ingstad suffered extensive damage to its starboard side after colliding with the Maltese-flagged tanker Sola TS in the Hjeltefjord on 8 November 2018. The nine-year old frigate was run aground but heeled over and sank in shallow water. Although subsequently salvaged, Helge Ingstad was found to be beyond economical repair and is now being scrapped.

The first report, examining the cause of the incident, was released in November 2019. This follow-on report, published by the NSIA on 21 April, has investigated the sequence of events that occurred in the aftermath of the collision leading to Helge Ingstad’s grounding and subsequent sinking.

El Ministerio de Defensa demandó a la empresa DNV por NOK 15 mil millones después del accidente de Helge Ingstad. La demanda se está retirando ahora, confirma el Fiscal del Gobierno a NRK.

El trasfondo es el informe de la AIBN de abril, informa NRK .

El estado creía que la empresa DNV, que aprobó la fragata, debió haber descubierto una debilidad en los ejes de las hélices del barco, por donde entró agua después de la colisión, pero el informe rechaza esta teoría.

Aquí parece que los mamparos estancos de la fragata no estaban cerrados cuando la tripulación evacuó, como era el procedimiento.

La AIBN cree que el barco podría haber permanecido a flote y haber sido rescatado si se hubiera hecho.

El miércoles, el ministerio envió la carta al Tribunal de Distrito de Oslo pidiendo que retiraran la demanda.

- El informe proporcionó aclaraciones importantes, dice el abogado del gobierno Ole Ringstad a NRK.

El Ministerio de Defensa lo justifica de la siguiente manera en la carta:

These works, for which the contract was signed on July 2020, has significantly improved the cooling capacity of the F311 frigate, which will allow it to navigate in conditions of much warmer ambient and water temperatures than the traditional operational scenarios of the Royal Norwegian Navy.

The modification, taken place from January to June 2021, has consisted on the replacement of the 3 refrigeration plants and the modification and increase of the air-cooling equipment in the engine rooms. The installation of this new equipment also has entailed the change of pipes, conduits, wiring, electrical panels, etc. that has made this program a great challenge both for the development of all the necessary engineering and for the execution of the works, both dismantling and installation, between Ferrol and Norway.

Another great challenge of this program is the platform on which the engineering has been developed. The F310 was developed with currently inoperative computer tools, so the decision has been made to develop the program already in Siemens NX in order to align it with the new Navantia digital platform. For this, 3D models of the necessary blocks were already migrated, and construction engineering work was developed in this tool.

The whole contract has been conducted under rigid sanitary protocols due to Covid 19, from travel restrictions, meeting restrictions or quarantines of the staff moved to Bergen, witch has been an additional challenge for all the workers. NDMA has praised the team abilities for adapting to this situation.

“During the project, Navantia has shown themselves as a relevant and trustworthy supplier with knowledge and ability to deliver in accordance to original and new requirements in the project”.

“It is worth mentioning that NDMA will be using this project as a model for future projects on the Nansen class frigates”.

August 30, 2021 – thyssenkrupp Marine Systems has officially been commissioned to build six identical Type 212CD submarines. The procurement organizations of Norway and Germany have already signed the corresponding contracts. Worth approx. € 5.5 billion, the order comprises the delivery of two submarines for the German Navy and four submarines for the Norwegian Navy plus additional logistical services and training resources.

Today, the festive ceremony to mark the occasion of the major order took place at the shipyard location in Kiel, in compliance with strict hygiene and preventive measures. Special guests of honour were the German State Secretary, Benedikt Zimmer, and the Norwegian State Secretary, Tone Skogen.

The guests of honour were welcomed by Dr. Alexander Orellano, Chief Operating Officer, and Paul Glaser, Chief Financial Officer, of thyssenkrupp Marine Systems. Dr. Orellano emphasised in his address: “The German-Norwegian 212CD contracts are a milestone in the long history of our company and an enormous step into the future. With the 212CD submarines, we are opening up a new chapter of state-of-the-art submarine technology with increased operational availability and at the same time reduced cost over the whole lifecycle. A subsequent unveiling of the 212CD models and an anti-ship missile, NSM, gave a preview of the design of the new submarine class. The NSM missiles are produced in Norway by KONGSBERG Defence & Aerospace (kda). Kjetil Myhra, Executive Vice President of kda, emphasized: “We are honoured to be part of the Type 212CD programme delivering the ORCCA Combat System in close cooperation with tkMS, kta naval systems and Atlas Elektronik. Our close and strong relationship with tkMS stretches back more than 50 years and the Type 212CD programme is a foundation for close cooperation for decades to come. The long-standing ties between the two countries were underlined by Norwegian State Secretary Tone Skogen: “This ambitious cooperation connects Norway and Germany even closer together, and we are already seeing the synergies it creates, within both the military and the civilian domain. This will create increased economic opportunities and high-tech jobs in both our countries. I am certain that cooperation is the way to go for our industries to become more competitive on the world arena. Hopefully, this can be an inspiration for others to join our project.”

Details of the Type 212CD submarine. The new German-Norwegian submarine type is based on the Type 212A which is already in service with the German Navy and also with the Italian naval forces, and bears the designation 212CD (Common Design).

The new ORCCA combat system from kta naval systems will be able to process even more sensor data than ever before. This gives crews new situational awareness capabilities and, at the same time, an enhanced ability for networking with allied units. A significantly reduced sonar signature of the Type 212CD is intended to prevent potential adversaries from locating the boats, despite improved detection methods.

thyssenkrupp Marine Systems will also ensure synergies for the operation, logistics and maintenance of the new boats. This will increase the operational availability of the submarines and reduce in-service expenses.

Construction of the new submarines will start in 2023 and delivery to the Norwegian Navy is planned as early as 2029. The first submarine for the German Navy will be delivered in 2032. The contract includes extensive additional logistical services and training resources, including simulators in particular.

The German Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) and the Norwegian Defence Materiel Agency (NDMA) are setting up a joint programme office in Kiel. This will allow the production and delivery of the Norwegian and German submarines to be closely monitored by the customers.

Para os que diziam que o 212CD não servia para nós, que era mais adequado para as “águas baixas” da Noruega, a realidade vem provar o contrário.

Senhor Tretarone, é favor alterar a LPM, arranjar financiamento para a aquisição de dois subs desta classe e, já agora, cancelar a porra do ká-cê porque há muitas opções no mercado de ocasião que são mais consentâneas com a nossa condição de pobretanas.

As if a frigate collision, its scrapping and other fleet problems weren’t enough: Now one of the Norwegian Navy’s newest, biggest, most expensive but also most troubled vessels is out of service once again, right in the middle of its first and long-awaited participation in a NATO exercise.

“This is embarrassing, the Navy as shipowner must be in despair,” Lars Gørvell-Dahll, chief of the maritime branch of the national industrial trade organization Norsk Industri, told newspaper Aftenposten. His independent assessment came after the Navy issued a press release this week announcing more necessary repairs for its problem-plagued logistics and support vessel KNM Maud, now berthed at a shipyard in Portsmouth in the UK.

Norway was supposed to have had “an active presence in the north … with our allies,” according to the Navy in September, when the long-awaited NATO deployment began. Rear Admiral Ole Morten Haugen Sandquist claimed at the time that Maud would be “an extremely welcome resource for the alliance.” Instead, she had to be pulled out of service indefinitely.

Vessel has not been reliable
Gørvell-Dahll is among those who’ve been following the long and rocky history of the Maud, which has been deeply troubled for years. The large ship, meant to provide supplies and logistical support for frigates, was first ordered from Daewoo Shipbuilding & Marine Engineering (DSME) shipyard in South Korea back in 2013. Severe trouble at the yard, including its threatened bankruptcy, delayed delivery and, ultimately, its christening until May 2019, by which time lots of problems with the vessel had already surfaced. With the equivalent of the yard’s warranties for the vessel due to expire, the Norwegian Defense Department and DSME reportedly settled that fall on some economic compensation, but costs continued to rise and more problems tied to material, operations and maintenance emerged.

The vessel is large and complex, containing its own workshops, hangar space for two helicopters and an on-board hospital with an operating room and 44 beds, along with capacity to carry 9.3 million tons of fuel, ammunition, missiles and lots of other equipment. Its costs swelled in line with all the delays, resulting in a price tag of NOK 2.2 billion by May 2019. They’ve increased since. By December of 2019, after just five months at sea, came another crushing blow: Classification society DNV GL at the time determined there were so many problems with the vessel that it was unfit to sail. Crew had also expressed concerns over material, maintenance and operational reliance.

The vessel ultimately didn’t set off on its first deployment for NATO as a so-called “fleet oiler” until September of this year. The Navy once again hailed the long-delayed deployment as a “milestone,” just like it had prematurely called the Maud’s christening a milestone as well. “Deploying the Maud will allow us to compare the vessel’s and crew’s operative abilities with the rest of NATO, and that will provide valuable experience for us,” flag commander Trond Gimmingsrud declared less than two months ago. The comparison proved highly unfavourable for the Norwegian Navy, at least regarding the vessel’s abilities.

Maud was supposed to assume a “central role” in NATO’s Standing Naval Maritime Group 1 (SNMG1) in the northern areas. The vessel seems to have flunked, according to a press release sent out by the Navy on Monday. It confirmed that once again, Maud had to withdraw from the NATO exercise that was supposed to run into December. The Navy cited “technical problems” and even “instability” of on-board systems that are supposed to allow automation, control and monitoring of the vessel’s equipment. That can affect the stability of the ship itself.

Navy downplays the trouble
Rear Admiral Rune Andersen was quick to note in the Navy’s short press release that the Maud performed well during the first several weeks of its NATO deployment. He claimed the vessel had a “hectic and important program in the North Atlantic,” and assured the “endurance” of all vessels in the fleet. He even tried to downplay the latest problems that have cropped up, referring to them as the equivalent of “teething trouble” and claiming that the Navy is “optimistic” the problems will be solved. British suppliers are said to be in “tight dialogue” with the Navy.

The vessel that had to be diverted to a repair yard for help last month remained berthed in Portsmouth as of Tuesday. It has now been forbidden from operating, out of “consideration for safety concerns.” No one knows when it will be able to sail again.

Asked whether a ship that cost so much, and has already suffered so many delays, should literally be tied up for repairs much longer than it has ever sailed, Gørvell-Dahll told Aftenposten: “No. It should not.” He noted that the Navy hasn’t publicly revealed the details of why the vessel is again tied up for the unforeseen future. Defense officials declined further comment.

Some hasty judgements were made by those speculating about the event, with some suggesting the accident “must have been the fault of the tanker crew as a highly trained naval personnel on board a modern warship with sophisticated sensors would be unlikely to make such a mistake.” Some also assumed the subsequent sinking was because: “the ship must have been poorly constructed by the Spanish shipbuilder Navantia as warships are specifically designed to survive damage and flooded compartments”. The Norwegian Defence Material Agency (NDMA) has signed a contract with Navantia to implement technical support for the future modernization of the Fridtjof Nansen-class (F-310) that Spanish shipbuilder Navantia designed and built for the Norwegian Navy between 2000 and 2011.

As part of the scope of the contract, Navantia will perform a “Configuration Audit of the Fridtjof Nansen Class Frigates” in order to integrate into the design documentation all the modifications and relevant changes conducted by NDMA on the frigates since they left the Spanish shipyard.

After the delivery of the frigates between 2006 and 2011, Navantia signed an agreement in 2013 with the Norwegian Logistics Agency for Defense (NDLO), a FOTS agreement (Follow on Technical Support) to support the Nansen-class frigates life cycle. As part of such agreement, the firm has provided specific Maintenance and through life, services support on the frigates.

With the present configuration audit contract recently signed, the company will expand the collaboration with the Norwegian MOD in view of the future life prolongation and modernization of the Fridtjof Nansen-class frigates.

The Norwegian Navy currently operates five multi-role Fridtjof Nansen-class frigates that were commissioned into the navy between 2006 and 2011. The frigates are named after the Norwegian explorer and Nobel Peace Prize laureate Fridtjof Nansen.

Grande parte das marinhas da Europa sofrem do mesmo problema.

Menos dinheiro, e a tentativa de criar esta ideia de fazer mais com menos, como se de repente todos os responsáveis da marinha se transformassem em magos da engenharia financeira.

Há um nivel de desperdicio que é impossível, ou quase impossível de impedir nas questões relacionadas com os gastos militares. Podem-se desenvolver medidas para conter custos e para cortar aqui e acolá.

Mas a médio e a longo prazo, todas as medidas podem ser contornadas e a inercia toma conta.

Esta lenta perda de eficiencia tem até um nome (não me lembro).
O resultado, é que o «fazer mais com menos» pode até funcionar durante um tempo, mas depois ... puff...

Em Portugal, até criámos uma novidade, que é «Fazer mais com nada» ...

Quem é o responsável financeiro, numa instituição pública, só vai conseguir descobrir muitos milhões de euros se fizer uma coisa muito simples: Orçamento de Base Zero!!!!!

Dá muito trabalho? Dá!
Mas descobrem muitos sacos azuis espalhados que podem ser aproveitados para o que é essencial! Haja vontade!

O que é o Orçamento Base Zero?
O que temos agora é o seguinte, gastou 1 milhão? Para o ano tem 1 milhão mais 1 ou 2% de aumento! E isto é um ciclo vicioso!!!!

O orçamento base zero acaba com o passado e passamos a fazer uma lista tipo merceeiro:
100 milhões para X
50 milhões para y
20 milhões para Z

Com um exercício destes, vão ver que tudo o que é acessório, ninguém vai ter coragem de meter no orçamento  :mrgreen:

La Dirección de Adquisiciones de Material del Ministerio de Defensa noruego ha felicitado a Navantia por «la excelente ejecución del contrato» relativo a la auditoría de configuración de las fragatas clase Fridtjof Nansen (F-310), encargo cuyas principales tareas finalizaron este presente año.

Los trabajos fueron encargados en enero del pasado ejercicio y consistieron en la realización de las auditorías de configuración de los mencionados buques —que fueron fabricados en el astillero de Ferrol en la primera década de los 2000— con el objetivo de integrar en la documentación de diseño todas las modificaciones introducidas por la Defensa nórdica en las fragatas desde que fueron entregadas.

Son unas actuaciones previas y necesarias para ejecutar posteriormente otros trabajos de modernización de los barcos, que fueron realizadas en plena coordinación entre la Dirección de Adquisiciones y Navantia, que cuenta con una oficina en Bergen.

Refuerzo

Para la compañía que preside Ricardo Domínguez, «la presente felicitación de NDMA se une al actual fortalecimiento en la relación entre el Ministerio de Defensa de Noruega y Navantia, como lo demuestran los adicionales contratos cursados, como el relativo a la Fase de Viabilidad del Programa de Modernización y el de Importantes Modificaciones (I-Mods) en las fragatas Nansen».

Ou seja a Navantia é tão má, que eles pedem o apoio técnico e até agradecem. :mrgreen:
