Su-30K ?

The Angolan Air Force will begin receiving the first of 12 upgraded Su-30K fighter jets from Russia this year, with deliveries set to conclude in late 2016 or early 2017.

This is according to a military-diplomatic source quoted by IHS Jane's Defence Weekly, who said the first batch of fighters would be upgraded this year. They are being worked on at the 558th Aviation Repair Plant at Baranovichi in Belarus.

In October 2013 it was reported that Angola had purchased 18 former Indian Air Force Su-30Ks from Russian state arms exporter Rosoboronexport as part of a $1 billion arms deal involving the fighters, spares and other hardware. However, in February last year Irkut Corporation clarified that only 12 aircraft were involved in the deal.

The aircraft were formerly operated by the Indian Air Force, which has ordered more than 200 Su-30MKIs in a number of batches. The early models delivered were basic aircraft without features like canards and thrust vector controls, and it is these 18 early model aircraft (ten Su-30MK and eight Su-30K fighters delivered between May 1997 and December 1999) that were returned to Russia and replaced with more advanced Su-30MKIs.

India had intended to upgrade these early aircraft but instead used them as part-exchange for new aircraft. According to Air Forces Daily, they were retired in 2006 and sent to the 558th Aircraft Repair Plant at Baranovichi in Belarus between August and November 2011. They remain at Baranovichi as the property of Irkut Corporation, which said the remaining six will be sold to another country.

The Angolan Air Force currently flies around half a dozen Su-27s, out of 18 originally delivered. It also has other Sukhoi aircraft in its inventory, notably the Su-22 and Su-24.

Angola is ramping up defence spending, with its military expenditure projected to increase from the current $6.5 billion to $13 billion by 2019 due to increased demand for border security equipment, fighter jets, multi-role aircraft, helicopters, navy vessels and unmanned aerial vehicles (UAVs).

In a new report entitled “Future of the Angolan Defence Industry - Market Attractiveness, Competitive Landscape and Forecasts to 2019,” US-based defence market analysts Market Research said Angolan defence spending will be driven by the need to modernise and improve the operational capabilities of all three wings of the Armed Forces of Angola (FAA) and a desire to increase the number of serving troops while embarking on new veterans care projects.

Last year the Angolan defence ministry announced plans to acquire new helicopters, navy vessels and weapons for ground troops. The new hardware will be operated by pilots and experts who have completed their respective training programmes in Russia, Cuba and Brazil. For example, the Angolan Navy will receive seven Macae-class patrol boats from Brazil. Four of these will be built in Brazil and the other three in Angola. The Air Force in January 2013 received the first three of six Embraer Super Tucano light attack/trainer aircraft from Brazil

The delivery fulfils half of Angola's total purchase of six A-29s, and follows deliveries on the continent made to Burkina Faso and Mauritania, Embraer says.

Angola already operates five EMB-312 Tucanos, an unarmed trainer developed by Embraer in the 1980s. The Super Tucanos will supplement a fleet of ground attack aircraft in Angola that includes Sukhoi Su-22s and Su-25s.

In 2011, Brazil's Ministry of Development, Industry and Foreign Trade approved a loan of about $300 million to Angola, which was intended to be used to purchase the six A-29s.

Tucanos africanos

The National Air Force of Angola (Força Aérea Nacional Angolana, FANA) received eight new AT-27s in 1998.[45] Six more AT-27s were purchased four years later from the Peruvian Air Force.[45] The AT-27s were assigned to carry out air strikes and surveillance missions during the Angolan Civil War.[46][47] Two further stored EMB-312 demonstrators were delivered [48] to cover aircraft losses during the war.

Peru's air force has withdrawn six Embraer EMB-312 Tucanos from service and sold the trainer/counter insurgency aircraft to Angola.

The deal - which is valued at $4.8 million, including spares and logistics equipment - will allow the Angolan air force to replace Tucanos lost in combat. Angola received eight Tucanos for counter-insurgency duties in 1998.

The south-west African country took another aircraft to replace one lost during delivery, which is thought to have been one of three aircraft built for Paraguay but not delivered because of funding problems. Angola has lost at least two Tucanos during operations against UNITA rebels.

Embraer is understood to have helped broker the deal with Peru late last year, after negotiations for new Tucanos fell through because of the cost of the aircraft. Peru is expected to use the money for maintenance of its remaining 20 Tucano trainers and Schweizer training helicopters.

There are suggestions that Embraer has provided a further two stored EMB-312 airframes and a new EMB-120Brasilia as part of the deal. The Peruvian air force will airlift the aircraft to Angola in pairs, this month, in April and in May.

The Angolan Air Force has been confirmed as a new customer for the AgustaWestland (Leonardo Helicopters) AW109E Power, with one of its six aircraft on order carrying out flight testing in Italy.

A new example in Angolan National Air Force colours was seen during a flight test in Italy on June 20. The aircraft had a brown, green and sand coloured camouflage scheme with an Angolan flag on the tail, reports Air Forces Daily.

Angola ordered six helicopters in a 90 million euro deal last year, along with two patrol boats and radar systems from Italy. On 23 December, Angolan President Jose Eduardo dos Santos signed several contracts with Finmeccanica for the equipment, but at the time it was not known what type of helicopters were being acquired. The radar portion of the contract is said to be worth 115 million euros. Another contract, worth around 7.3 million euros, is for two fast patrol craft built by Whitehead Sistemi Subacquei, also part of Finmeccanica.

Although Angolan defence spending has risen dramatically in recent years, and was last year estimated to go from $6.5 billion to $13 billion by 2019, the sudden drop in oil prices appears to have affected the country’s defence procurement plans as Angola relies on oil for half of its GDP.

The oil price drop may affect the purchase of seven Macae class vessels from Brazil, with Brazilian media in May last year reporting that Angola does not have the money to pay for them. They were procured in 2014 as part of Angola’s Naval Power Development Programme (Pronaval).

Angola has been making sporadic military hardware purchases over the last five years, including six EMB-314 Super Tucanos delivered in 2013, eight MT-LB armoured personnel carriers delivered from Bulgaria in 2014; four Super Dvora patrol craft ordered from Israel in 2015; four Mi-171Sh helicopters delivered in 2015 and 12 Su-30K fighter jets ordered in 2013. Deliveries of the upgraded Su-30Ks should be completed this year. Denel Mechem is supplying 45 Casspirs while the United States delivered six Cessna 172Rs for pilot training in 2013.

Angola’s air force currently flies Mi-8 and Mi-17 helicopters and is believed to have half a dozen AS565 Panthers, a dozen Alouette IIIs and several SA 315B Lamas, SA342M Gazelles and Bell 212s in its inventory. A large proportion of Angola’s air force is in a state of disrepair due to a lack of maintenance or is in storage.

Angola is set to this month receive a number of overhauled Mi-24P attack helicopters from Russian Helicopters, which has also repaired the first three Mi-8s for Egypt.

The company told TASS that the aircraft will be delivered to Angola in late September, after Rosoboronexport and Angola signed the contract several years ago.

“A batch of Mi-24P helicopters has been overhauled on the premises of the 150th Aircraft Repair Plant. The aircraft repair plant has replaced main and anti-torque rotor blades, overhauled the helicopters’ engines, transmission units and onboard equipment,” Russian Helicopters said.

“The helicopters’ service life has been extended considerably, which will allow Angola’s Armed Forces to operate the helicopters for a long time.”

In 2015/2016 Russian Helicopters delivered eight armed Mi-171Sh helicopters to Angola as part of a $1 billion deal signed between Rosoboronexport and Angola in 2013. This is believed to include 12 Su-30 fighter jets and spares for Mi-17 helicopters and other hardware already in service with Angola’s armed forces.

The Angolan Air Force will soon take delivery of two AW139 helicopters from Leonardo Helicopters.

One was seen undergoing test flights in Italy last month with Angolan markings and fitted with a searchlight and electro-optical/infrared turret under the nose. It was painted red, white and grey, indicating it may be used for search and rescue, police or government duties.

The aircraft was originally built for Atlantic Aviation Nigeria but after being flown last year it was not ordered by the company and instead allocated to Angola, according to Air Forces Daily, which noted a second AW139 had been seen earlier this year undergoing test flights before delivery to Angola.

In February last year AgustaWestland (now Leonardo Helicopters) announced it had received four new orders for its AW139 helicopter in West Africa. The orders were announced as coming from four undisclosed government customers, which would use the helicopters for transporting passengers.

A single AW139 was delivered to Ivory Coast for VIP duties in mid-2015 and another AW139 was delivered to Burkina Faso’s Air Force in late 2015 or early 2016. These deliveries indicate the other two helicopters are for Angola.
