The top-brass of the Indian Air Force (IAF) has sent a three-page letter to Defence Minister Pranab Mukherjee, warning him that the IAF is in danger of losing its long-standing air-superiority over Pakistan. In the letter, Air Chief Marshal Tyagi writes,

"Pakistan Air Force (PAF) is being beefed up with 44 F16s from America. They have a clearly defined goal of attaining parity with the IAF. With China supplying J 10 and JF 17 aircraft (fitted with Russian engines), PAF force levels of combat squadron will increase."
"Unless steps are taken to move ahead with procurement, the IAF's combat strength will deplete to a level, which would entirely neutralise the conventional superiority held by IAF since our Independence. PAF will have 19 to 26 squadrons by 2011-12, while the IAF could reduce to 26.5 by 2015."


Additional Director of Air Power Studies, Kapil Kak said, "This aircraft induction will take at least 10 years from today and in those 10 years, the MiG 21's will progress if they get wound down. Their total technical life and design life will end and we will have the Air Force combat force strength winding down, worryingly fast."

Several inductions planned by the IAF, such as the HAL Tejas and the proposed Multirole Medium Range Combat Aircraft, have been delayed. In his letter, the Air Chief Marshal has asked the Government to acquire 40 Su-30 MKIs from Russia as soon as possible, induct the 126 Multirole Medium Range Combat Aircraft at the earliest and also urge Russia to honour their commitment of not allowing China to sell planes with Russian engines to Pakistan.

"RAF Jets Head for India"

 Durante o mês de Outubro vai decorrer o exercicio "Indradhanush" ("Arco-Iris" em Hindi). A RAF vai enviar seis Tornado F3 do 43 Sqn, um E3 Sentry do 8 Sqn e um VC10 do 101 Sqn.
 O exercicio vai decorrer na base aerea de Gwalior, a mesma utilizada em anos recentes pela Adla e pela USAF.
 Os Tornados vão exercitar-se em conjunto com Mirages 2000, Mig29,Mig27 e SU30 da IAF.

WASHINGTON: The Bush administration has notified Congress of the impending sale to India of six C-130J aircraft and accessories worth more than $1 billion, underscoring the growing "Americanisation" of Indian military hardware.

The proposed sale, the Defence Security Cooperation Agency (DSCA) said in its notification this week, "will enhance the foreign policy and national security objectives of the US by providing the Indian government with a credible special operations airlift capacity that will deter aggression in the region, provide humanitarian airlift capability and provide interoperability with US forces in coalition operations."

The purchase will mark a significant diversification of India’s military transport paradigm that has traditionally rested on Soviet-supplied AN-32 and IL-76 aircraft. Earlier this year, New Delhi purchased the American landing dock USS Trenton, which will give the Indian Navy amphibious landing capability.

The $1.059 billion transaction will also be the single largest Indian military purchase to date from the United States. C-130J is the latest model of the trusted and versatile Hercules transport aircraft that has been an American workhorse for half a century, the longest continuous production-run of any military aircraft in history.

Capable of short takeoffs and landings from unprepared runways and dirt tracks, the C-130 was originally designed as a troop, medical evacuation and cargo transport aircraft.

But the latest model that India will purchase will be a souped up version of the Super Hercules, capable of multiple functions. Much of the special mission equipment added to the Hercules is removable, allowing the aircraft to revert back to its cargo delivery role if desired. The C-130J is currently being used by American and allied forces in Iraq and Afghanistan.

In addition to the basic aircraft frames and equipment, India is also said to have asked for four Rolls Royce AE 2100D3 spare engines; eight AAR-47 Missile Warning Systems; eight AN/ALR-56M Advanced Radar Warning Receivers; eight AN/ALE-47 Counter-Measures Dispensing Systems; eight AAQ-22 Star SAFIRE III Special Operations Suites.

Índia: Aberto concurso milionário para renovar frota de aviões de defesa

Nova Deli, 28 Ago (Lusa) - A Índia abriu hoje um concurso internacional  para renovar a sua frota de aviões de combate, dando origem a uma competicão  entre os gigantes mundiais da aeronáutica de defesa já que estão em causa  10,2 mil milhões de dólares.  

     

   Este contrato, esperado há anos, refere-se à aquisição, pela força aérea  indiana, de 126 aviões de combate para substituir os seus MiG-21 russos,  que estão muito velhos.  

     

   Responsáveis oficiais revelaram que os primeiros 18 aparelhos serão  comprados directamente e entregues à força aérea em 2012, o mais tardar,  enquanto os restantes 108 aviões serão fabricados sob licença na Índia.  

     

   Na corrida para ganhar o concurso estão, entre outros, os russos MiG,  com o seu MiG-35 e MiG-29, os americanos Boeing (com o seu F/A-18E/F Super  Hornet) e Lockheed Martin (com o F-16), o avião Rafale, da empresa francesa  Dassault Aviação, e o modelo Gripen, da empresa sueca Saab.

India's MRCA Fighter Competition

"It's the biggest fighter aircraft deal since the early 1990s," said Boeing's Mark Kronenberg, who runs the company's Asia/Pacific business. DID has offered ongoing coverage of India's planned multi-billion dollar jet fighter buy, from its early days as a contest between Dassault, Saab, and MiG for a 126 plane order to the possible entry of American competitors and even EADS' Eurofighter. What began as a lightweight fighter competition to replace India's shrinking MiG-21 interceptor fleet appears to have bifurcated into two categories now, and two expense tiers.

So, what's going on? In a word, lots. The participants are changing, India's view of its own needs is changing, and the size and nature of the order may be changing as well… (updated Nov 10, 2006).

The Competitors: Analysis

Recent changes in India's needs and the contest participants are changing the relative rankings of the contenders. Geopolitical considerations are also intruding, as most of these choices have the potential to improve relations with an important potential ally. As noted above, standardization arguments will also carry weight. India's Air Force currently operates 26 different types of aircraft, and India is not eager to add to its support headaches.

Rather than predict, DID will simply summarize the strengths and weaknesses of the current and potential competitors. These aircraft also group into two very different categories: single engine lightweight fighters in the $25-40 million flyaway range (F-16 Falcon, JAS-39 Gripen, MiG-35, Mirage 2000-5); and larger dual-engine mid-range fighters in the $55-70 million flyaway range (Eurofighter, F/A-18 Super Hornet, Rafale).


Lightweight Fighters


F-16 Fighting Falcon (Lockheed, USA). Presumably, Lockheed's "Block 70" offering would be an upgraded version of the F-16E Block 60 "Desert Falcon" currently serving with the UAE. Strengths include the widest multi-role capability among lightweight fighters, its AN/APG-80 AESA radar, a wide choice of proven avionics and systems, a long record of proven service so all issues are known, and widespread compatibility with potential allies in Asia and the Middle East who also fly F-16s. The combination of an AESA radar on a less expensive platform is also good news for cruise missile defense efforts, if that's considered a priority.

Yet the Indian Air Force has just never seemed interested in the F-16. Weaknesses include the fact that Pakistan also flies F-16s; the fact it's a new aircraft type so the entire support infrastructure would have to be developed; and the difficulty Lockheed would have complying with industrial offset provisions given their lack of penetration in India.

JAS-39 Gripen (Saab, Sweden; marketed by Britain's BAE). True fourth generation lightweight fighter, significantly more capable than category competitors like the F-16 and Mirage 2000 though the MiG-35 may give it a run for the money. Other strengths include the fact that it has been designed for exceptional cost of ownership, and can operate from roads instead of runways if necessary. The JAS-39 A-D models' use of a modified F404 engine also indicates that it could be modifiable to use India's Kaveri engine (the Tejas LCA will use F404 engines until Kaveri is ready, if it ever is); but the next-generation model is upgrading to the F414G engine, and is likely to need a corresponding level of engine performance.

The next generation Gripen Demo version Saab is now offering also begins to address the aircraft's range limitations, and the new aircraft will also include an AESA radar and other enhancements. Its drawbacks include the fact it's a new aircraft type for the IAF so the entire support infrastructure would have to be developed; and a low volume of international orders to date that raises questions about the platform's ability to modernize over the next 30 years. Saab usually handles industrial offsets via its automotive group, which could represent either a difficulty or a market opportunity for the company. It also carries no spin-off geopolitical plusses, and this last weakness may be the real nail in its competition coffin.

MiG-29OVT, aka. MiG-35 (Rosonboronexport, Russia). This modified MiG-29 includes improved radar and avionics that give it multi-role capability, extra fuel in a new aircraft "spine," and thrust-vectoring engines a la India's SU-30MKIs. Their presence in India also makes compliance with industrial offset requirements easier. Strengths include compatibility with the existing and future MiG-29 fleet, and its ability to carry advanced Russian missiles already in service like the revolutionary AA-11/R-73 Archer and longer range AA-12/R-77 "AMRAAMski." The MiG-29's biggest weaknesses were short range, engines that produce telltale smoke (very bad in air combat) and lack of true multi-role capability; the MiG-35 fixes them, and may even add an AESA radar of its own if Phazotron-NIIR can have its new Zhuk-MAE ready in time. Technology sharing and co-production is also considered to be a plus; as one Indian officer put it: "Russians have their problems of delayed projects and unreliable spare supply but they give access to everything, unlike the Americans."

Its biggest weakness is the IAF's not-so-great experience with India's existing MiG-29s, which have had maintenance problems in addition to their other deficits. Secondary weaknesses include legitimate speculation about the future viability of the platform, which has been eclipsed by the SU-30 to the point that its design bureau's very industrial future is seriously in doubt. Although Algeria's $1.8 billion order has helped, some industry observers have forecast that without a win in India, that platform and even RSK MiG itself may not have much of a future.

Mirage 2000-5 (Dassault). Withdrawn, for reasons that still aren't entirely clear. Richard Aboulafia points out that the history of global fighter purchases shows strong clustering at the lower-price end of the market; shutting down Mirage 2000 production would shut Dassault out of that niche. A Mirage 2000 entry would have had strengths that included compatibility with Mirage 2000s already in service, which performed very well in the 1999 Kargil skirmishes. An infrastructure already exists for industrial offsets, and its low end price could be raised along with its capabilities by adding equipment developed in the Rafale program.

The Mirage 2000's potential performance similarity to the Tejas LCA project is both weakness and strength. One the one hand, that would have made it a good insurance policy if confidence in the Tejas fell. On the other hand, it may not have been seen as adding enough to the force mix if confidence in the Tejas program is high.

Tejas LCA (HAL et. al., India). A lightweight, indigenously-developed fighter aircraft expected to enter service around 2010. Currently in testing using GE's F404 engine, while the accompanying Kaveri jet engine project remains in the R&D stage and has been forced to find foreign design help. The Tejas is not an MRCA competitor – but its development plans, the confidence in its success, its ability to stay under $25 million, the potential for a naval variant, et. al. will have a behind-the-curtains influence on every MRCA decision. Mid-Range Fighters


Eurofighter Typhoon (EADS/BAE, Europe & Britain). A fourth generation aircraft currently optimized for the air-air role through its performance characteristics and what is by all accounts an excellent pilot interface. Reportedly has "supercruise" capability of being able to exceed Mach 1 without using afterburners, though some analysts have cast doubt on how sustainable that is. Some observers believe that aside from the F-22A Raptor, the Eurofighter is the next-best in-service air superiority aircraft world-wide (a competition with the SU-30MKI would be interesting). Future upgrades will give it more mult-role capability. EADS Airbus might be able to handle the industrial offsets angle if things ever got that far.

Weaknesses include the fact it's a new aircraft type for the IAF so the entire support infrastructure would have to be developed; its lack of an AESA radar; its lack of naval capability; and the non-existent geopolitical benefits of selecting it. Given the Eurofighter's performance and cost range, simply buying more SU-30MKIs would appear to make far more sense.

F/A-18 E/F Super Hornet (Boeing, USA). Highly upgraded version of the F/A-18 A-D Hornet, enlarged and given new engines and avionics. Strengths include its powerful AN/APG-79 AESA radar, which has drawn significant interest from India. This radar could allow Super Hornets to play a unique role in India's fighter fleet as versatile "quarterbacks" (or better yet, "cricket captains") due to their radar's performance and information sharing abilities. Other advantages include carrier capability, a very wide range of integrated weapons, a design that is proven in service and in combat, and complete assurance in its future given the US Navy's commitment to it. The existence of a dedicated electronic warfare variant as of 2009 in the EA-18G Growler may also be a potent motivator, as long-range strike and carrier strike will increasingly require this unique capability. Last but certainly not least, this choice offers an opportunity to create an early "win" which would strengthen India's new alliance with the USA and prove its new status in the world. After all, no other nation has even been offered the F/A-18 E/F Super Hornet.

Weaknesses of the platform include poorer aerodynamic performance than the Eurofighter or Rafale due to inherent airframe limitations, and the fact it's a new aircraft type for the IAF so the entire support infrastructure would have to be developed. Industrial offsets could also prove challenging, but the Super Hornet's Boeing connection may be able to solve this problem via the civil aircraft market.

Rafale (Dassault, France). Advantages include demonstrated carrier capability in the Rafale-M, which could be a very big factor if the RFP includes that as a requirement. The aircraft offers exceptional ordnance capacity for its size, and can have its range extended via conformal fuel tanks (unknown to DID whether this has been tested on the Rafale-M). It also offers superior aerodynamic performance over the F/A-18 family. The Rafale claims "supercruise" capability, but observers are skeptical and it has been challenging to demonstrate this with the Snecma R88-2 engine. Installing the Kaveri engine may be possible, and would give that engine a broader fleet of aircraft that would amortize its costs better – albeit at a likely performance penalty. The Rafale would have some equipment, maintenance and spares commonalities with existing Mirage 2000 fleet, which would probably increase if the Mirage 2000s were modernized later on.

Weaknesses include the fact that the Rafale has yet to win a single export competition worldwide, the need for additional funds and work integrate many non-French weapons if one wishes to use them on the Rafale, and its lack of an AESA radar. Rafale's failure to win export competitions means more than a perception of "also-ran" status; as DID noted in an update to our Singapore fighter coverage (the Rafale lost to the F-15SG Strike Eagle), it is already forcing cuts in future Rafale procurement to pay for modernization, a dynamic that could get worse over the next 30 years.

F-35 Joint Stike Fighter (Lockheed-led, multinational). India's Chief Air Marshal recently specificaly noted that the JSF was not in their plans for this buy, a likelihood that DID's analysis had noted earlier due to probable lack of availability before 2015. If it were flying today, the F-35B would probably be by far the best fit for India's requirements. The planes would be carrier-capable from all of India's naval air platforms, including smaller carriers the size of INS Viraat (ex-Hermes) or LHD amphibious assault ships, and could use roads and short field runways as well for maximum operational flexibility. F-35 JSFs would sport ultra-advanced systems that include the AN/APG-81 AESA radar, and incredibly advanced sensor systems and electronics that would make it India's most capable reconnaissance asset and even a potential electronic warfare aircraft. Other strengths would include greater stealth than any other competitor, which is critical for both air-air dogfights and strikes on defended targets. The Super Hornet may be able to fill the role of an aerial cricket captain, but the JSF is more like Sachin Tendulkar.

India has been invited to F-35 events. With potential US order numbers dropping, India might even be accepted into the program if they pushed for it. The F-35's killer weakness is timing. Its advanced systems, established industrial partnerhsip structure and program procurement policies could also make it nearly impossible to meet India's industrial offset rules.

Sobre a Força aérea Indiana, saiu um artigo muito interessante na revista Airforces Monthly de Setembro sobre a ida de 6 Su-30MKI, 2 IL- 78MKI Midas, á base aérea da RAF de Waddington, e a presença de 2 RC-135U da USAF e o Aeronave QuinetiQ BAC One-Eleven. O artigo fala sobre a tentativa ou obtenção directa das frequências utilizadas pelos radares N011 M BARS nos Su-30MKI em tempo de paz e acção directa.

L’armée indienne entend doubler son parc d’hélicoptères et "le porter à 500 appareils d’ici à 2020", a annoncé lundi aux journalistes un représentant de l’armée de terre indienne, le colonel A.K. Suri, dans le cadre du Salon d’armements DEFEXPO India 2008 à New Delhi.
"L’aviation tactique est le segment de l’armée de terre indienne connaissant le développement le plus rapide ", a-t-il précisé.

En ce moment, l’armée indienne possède 250 hélicoptères. Ce sont majoritairement des appareils obsolètes de fabrication locale. Selon le colonel, l’Etat accordera un milliard de dollars environ pour rénover le parc et prépare un appel d’offres sur 197 hélicoptères légers. Le contrat pourrait être élargi compte tenu des besoins de l’armée de l’air.

Les résultats de l’appel d’offres précédent, remporté par l’européen Eurocopter, ont été annulés en décembre dernier, en raison d’une "non-conformité aux paramètres prescrits". Le marché était estimé à 600 millions de dollars. Selon certaines estimations, les Européens avaient présenté une version civile de l’appareil pour les tests qui ont duré près de deux ans.

Selon les informations magazine "The Weekly Standard", citant plusieurs sources, le Secrétaire à la défense, Robert Gates transmettera a ces homologues indiens la proposition du président Bush, lors de sa visite à New Delhi, le vingt-sixième de ce mois.

Le magazine a indiqué qu'une telle force pourrait insiter l'Inde d'abandonner l'idée de l'achat d'un porte-avions russe "Amiral Gorshkov" et un nombre de combattants "MIG -29 k." Elle a ajouté que la transaction, si achevée pourrait forcer l'armée de l'air indienne d'acheter des chasseurs «F-18» de l'Amérique, d'autant plus que l'Inde a l'intention d'importer 200 avions de chasses étrangers pour ses forces aériennes.

Le magazine estime que cela lui causerait un important dommage a MIG , et rendrai la tâche difficile a l'entreprise «Mig» à rester sur le marché russe des avions de guerre dans le monde.

Julgo que há um grande problema com estas condições americanas, é a questão do uso de tecnologia e armas de origem USA pois não me parece que a India queira "autorização" dos USA para poder exercer força militar sobre quem e quando entender.

E não só o problema da autorização US para qualquer coisa que a India queira fazer com o Kitty Hawk...
O facto do Kitty Hawk já ter perto de 50 anos de serviço deve fazer maravilhas, para lá de nem nos referirmos à manutenção. Os Americanos podem tentar, mas não creio que os Indianos se metam numa dessas :D

Quanto ao tema em debate, parece-me uma jogada de genio dos americas, pois obriga os indianos 'a compra de dezenas de avioes novinhos em folha que valem o seu peso em ouro.


 A alcunha foi dado pelos próprios marinheiros Norte Americanos... E é regularmente utilizada nos forúns militares anglo saxónicos.
 A possibilidade do KH ir parar à marinha Indiana é, mais ou menos, ZERO... Um Porta Aviões Norte Americano é demasiado caro de operar para qualquer outra marinha de guerra, um com 50 anos e a cair aos bocados ainda pior. Os indianos sabem perfeitamente disso.
 Além do mais, os "SH" custariam imeditamente qualquer coisa como 6,5 Biliões de dolares, mais outro tanto em logistica, treino e armamento para os primeiros quatro ou cinco anos, isto é dez vezes mais do que eles planeiam gastar com os Migs 29K, o "budget" da IN pura e simplesmente não aguenta com isto. Se o negocio do PA Russo for ao "fundo", os Indianos vão ter de aguardar mais uns anitos até que o ADS seja lançado à agua.

Nao digo que nao, caro Sintra.  No entanto, a expressao nao deixa de ter significados diferentes consoante o meio aonde e' empregue (e nao estou a ser ironico). Quanto a mim, prefiro Shitty Hawk que, foneticamente, e' mais parecido ao original -- 'a semelhanca alias do classico Air Farce.

Le Pentagone essaie de promouvoir ainsi le matériel américain dans le cadre de l’appel d’offres international portant sur la livraison de 126 avions aux forces aériennes indiennes pour un montant total d’environ 10 milliards de dollars. Les experts doutent que New Delhi accepte la proposition américaine, le porte-avions russe Admiral Gorchkov (construit en 1987) étant actuellement en cours de modernisation avant d’être livré à l’Inde.

Une délégation indienne conduite par Vijay Singh, premier vice-ministre de la Défense, s’est rendue à la fin de la semaine dernière en Russie. Comme l’a déclaré une source à l’usine Sevmash (qui exécute la commande), en fin de compte, il a été possible de persuader la délégation du bien-fondé de payer un supplément allant jusqu’à un milliard de dollars (le montant initial était de 700 millions de dollars), d’autant que l’Inde était initialement prête à ajouter 500 à 600 millions de dollars.

Une source du quotidien Kommersant à l’ambassade indienne à Moscou a confirmé que New Delhi accepterait d’ajouter "plus que les 600 millions de dollars annoncés à la veille des négociations". "En 2010, le porte-avions devra entamer des essais qui dureront deux ans. La remise officielle du porte-avions à la Marine de guerre indienne est prévue pour décembre 2012", a précisé l’ambassade.

Selon Vinay Shukla, chef du Bureau moscovite de l’agence indienne The Press Trust of India, "l’Amérique n’a pas encore prouvé qu’elle pouvait être un partenaire fiable à long terme". Washington a maintes fois introduit des embargos sur les livraisons de matériel de guerre à New Delhi : le dernier embargo avait été introduit en novembre 1997, après que l’Inde eut effectué un essai nucléaire, et il ne fut annulé qu’en 2006.

Vinay Shukla estime que le porte-avions Kitty Hawk ne s’inscrit pas dans la doctrine militaire de l’Inde. Selon lui, les forces navales indiennes ont besoin de trois porte-avions : l’Admiral Gorchkov modernisé et deux bâtiments construits par l’Inde elle-même. "Ces trois navires sont prévus pour des groupes d’avions de la classe des MiG-29K, alors que le Kitty Hawk avec ses avions lourds Super Hornet ne correspond pas à cette classe", affirme-t-il.

Konstantin Makienko, expert du Centre d’analyse des stratégies et des technologies, fait remarquer que le Kitty Hawk est un vieux navire et que son entretien ainsi que son exploitation reviendraient très cher.

NEW DELHI (AFP) — India and Russia have ended a protracted dispute over the cost of a Soviet-era aircraft carrier which will be now sold at a higher price to the Indian navy in 2011, officials said Thursday.

Indian Defence Secretary V. K. Singh, returning from Moscow, said a new undisclosed price had been agreed for the 44,570-tonne Admiral Gorshkov.

Russian export firm Rosoboronexport in 2004 signed a deal to refurbish the carrier for 970 million dollars but last year demanded India pay an additional 1.2 billion dollars.

Singh declined to give details of the negotiations but conceded "there will be a substantial increase in the "reworked estimate" for the modernisation of the 30-year-old ship.

"The figure cannot be disclosed as the modified contract has to be put up to the union Cabinet and the cabinet committee on security for clearance," he told reporters in New Delhi.

"The modified contract would be signed by March end after teams from Russia visit here to finalise it," he added.

"There is no question of giving up the carrier and at no time had the Russians said that they wanted to reclaim the carrier."

Defence sources said India has agreed to pay up to 900 million dollars more for the carrier and added that a domestic shipbuilding yard was rushing experts to speed up the project.

"India is sending more than 100 trained personnel from its shipyard to the Sevmash shipyard to join 1,200 Russian personnel who are working on that ship," a ministry official said.

Secretary Singh said the Gorshkov will be rechristened INS Vikramaditya and join the Indian navy as early as 2011.

"The warship requires installation of new turbines, boilers, 2,500 kilometres (1,500 miles) of cabling and strengthening of its flight deck as part of the new retro-fitting to be undertaken on the carrier," he said.

"The carrier will be ready by 2010 after which it would undergo 18 months of sea trials."

Under the contract Russian shipyard Sevmash will equip the vessel with modern weapons, 16 MiG-29 fighter jets and a fleet of anti-submarine helicopters.

Admiral Gorshkov is to fill a vacuum left by the scrapping in 1997 of India's first aircraft carrier, INS Vikrant, which had been in service since 1961.

The Indian navy has only one operational aircraft carrier, the INS Viraat, which is to be phased out in coming years.

The breakthrough on the deal came three months after Indian Prime Minister Manmohan Singh flew to Moscow on November 12 for talks with Russian President Vladimir Putin on defence and political ties.

Russia accounts for 70 percent of Indian arms supplies but late deliveries, and commercial disagreements, have led New Delhi to use other suppliers such as Israel, Britain, France and the United States.

Russia is in a race with Western rivals for a 10-billion-dollar deal to sell 126 fighter jets, artillery worth two billion dollars and 317 helicopters worth a billion dollars to India.

La Russie modernisera plus de 60 chasseurs MiG-29 pour l’Inde

Le groupe aéronautique RSK MiG et l’Inde ont signé un contrat sur la modernisation de chasseurs pour un milliard de dollars, lit-on mercredi dans le quotidien Gazeta.ru.
Les récentes réclamations faites par l’Algérie concernant la qualité des chasseurs russes n’ont pas empêché la signature du contrat avec l’Inde, ce qui a souligné, une fois de plus, le caractère politique et non technique de ce conflit.

Le contrat prévoit la transformation de plus de 60 chasseurs intercepteurs MiG-29, en service dans les forces aériennes indiennes, en chasseurs bombardiers avec à leur bord de nouveaux appareils radio-électroniques, des radars Zhuk conçus par la corporation Phazotron-NIIR, des missiles perfectionnés air-air, des missiles téléguidés de haute précision et des bombes à guidage laser.

Ces avions avaient été achetés par l’Inde au milieu des années 1980 (leur délai d’exploitation de 25 ans touche à sa fin), et ces perfectionnements techniques permettront de prolonger leur exploitation de 15 ans.

Le contrat sera mis en oeuvre en cinq ans. Les premiers avions seront modernisés sur le territoire russe, les autres, dans des entreprises indiennes qui recevront des lots d’équipements fournis par RSK MiG.

L’intérêt manifesté par l’Inde pour les produits de l’industrie aéronautique russe n’a pas été sapé par la récente démarche de l’Algérie, qui avait rompu un contrat de livraison de 15 MiG-29. Alger avait accusé les producteurs russes d’avoir utilisé des pièces de mauvaise qualité dans l’assemblage des avions. D’ailleurs, les analystes sont unanimes à affirmer que la raison du conflit était non pas technique, mais politique : à savoir l’influence croissante du président français Nicolas Sarkozy qui cherche à promouvoir les Rafale français.

L’Inde a eu également une expérience négative en matière de coopération avec la Russie dans le domaine des armements, concernant le porte-avions Admiral Gorchkov. Selon le contrat d’une valeur de plus de 1,5 milliard de dollars, l’usine Sevmash (chantiers navals) devait achever la modernisation du porte-avions avant 2008, mais les délais n’ont pas été respectés, trois ans et un financement supplémentaire étant nécessaires pour achever les travaux. Un problème analogue a surgi entre Sevmash et la compagnie norvégienne Odfjell. Dans ce cas, bien que l’accusation de non-respect des délais n’ait pesé que sur les responsables de l’entreprise, qui avaient sous-estimé le devis, la rupture du contrat s’est répercutée négativement sur l’image du pays.

Malgré ce contexte difficile, l’achèvement de la modernisation des chasseurs MiG-29 pour les forces aériennes de la Slovaquie s’est avéré être une très bonne publicité pour RSK MiG. Au cours d’une cérémonie solennelle le 29 février, les représentants slovaques ont confirmé la grande qualité du travail accompli. Des chasseurs polonais et bulgares subissent actuellement des perfectionnements analogues.

French firm Dassault Rafale has bagged India's biggest-ever military contract for supplying 126 combat aircraft for the Air Force, edging out European rival EADS in the deal that may be worth about ten billion dollars.

The French firm was declared as the lowest bidder, according to which it will get the contract under India's defence procurement procedure, sources said in New Delhi on Tuesday.

"The French firm Dassault Rafale has emerged as the L-1 (lowest bidder) and cheaper than its European rival EADS (maker of Eurofighter) in the tender and will be offered to supply the aircraft to the IAF," the source said.

They said the representatives of Dassault in New Delhi were informed about the development in the morning and further negotiations on price will be held with them in the next 10-15 days.

The contract will be signed only in the next fiscal. Government has in 2007 earmarked Rs 42,000 crore for the deal.

According to the Request for Proposal (RFP), the winner of the contract will have to supply 18 of the 126 aircraft to the IAF in 36 months from its facilities and the remaining would be produced at HAL facilities in Bangalore.

Six companies, including American F-16 and F-18, Russian MiG 35, Swedish Saab Gripen along with Eurofighter and Dassault Rafale, were in the race in the beginning.

But in April last year, the Defence Ministry shortlisted Dassault and EADS, rejecting the American, Russian and Swedish bids.

The process was started with the issuing of a global tender in 2007, after which all the six contenders were subjected to extensive field evaluation trials by the Indian Air Force at several locations across the globe.

The bids of the two companies were opened by the IAF on 4th November last year and arrived at the lowest bidder after calculating the life cycle cost of the aircraft.

Sarkozy happy with Rafale selection by India

France said President Nicolas Sarkozy expressed happiness at India's selection of the French fighter aircraft Rafale for acquisition by Indian Air Force and said negotiations for the contract would begin very soon.

"The President of the French Republic has learned of India’s selection of the Rafale for the acquisition by the Indian Air Force of 126 fighter aircrafts. France is pleased with Indian government’s decision to select the French aircraft to enter into exclusive negotiations with Dassault," said a statement issued by the French Embassy in New Delhi on Tuesday.

It said the announcement comes at the end of a very high-level, fair and transparent competition involving two European finalists for the bid.

The statement said "negotiations for the contract will begin very soon and has the full support of the French authorities. It will include important technology transfers guaranteed by the French government.

"Rafale has been selected, thanks to the aircrafts competitive life-cycle costs, after the April 2011 pre-selection on the basis of its top-level operational performance", it added.

NEW DELHI: It was the "substantially higher cost" of acquiring and operating the Eurofighter Typhoon that led to its ejection from the almost $20 billion MMRCA (medium multi-role combat aircraft) project to supply 126 fighters to IAF.

"The French Rafale jet, the eventual winner, beat the Typhoon hollow both in terms of life cycle costs and direct acquisition costs. The entire MMRCA project cost would have gone up by around Rs 25,000 crore if Typhoon had been selected over Rafale," a top defence ministry source said on Thursday.

fico admirado com os biliões de dólares que este país gasta em armas vindas de fora como as fabricadas dentro da fronteira. Mesmo assim, acho que faria mais sentido padronizar os equipamentos e aproveitar algum do dinheiro que sobra, na melhoria da condições de vida do povo.

Este es el cuarto accidente de un avión bi-plaza Su-30MKI de la Fuerza Aérea de India. Los primeros tres accidentes ocurrieron en el mes de abril 2009, noviembre 2009 y diciembre 2011.
El alto mando de la FAI ha establecido una comisión que investigará las causas del accidente.

A versão final do modelo biposto (treinador) do jato de combate leve Tejas realizou seu primeiro voo neste sábado, 8 de novembro. O voo do exemplar denominado PV-6 é considerado um marco no programa indiano LCA (Light Combat Aircraft – avião de combate leve) desenvolvido localmente pela Índia. A informação foi divulgada pelo jornal Economic Times e pelo site Livefist.

O avião decolou às 13h36 (hora local) pilotado pelos capitães Vivart Singh e Anoop Kabadwal. Trata-se do 16º Tejas que já voou como parte do projeto que vem sendo desenvolvido há mais de duas décadas. O exemplar PV6 absorveu todas as principais modificações advindas das 2.500 horas de testes de voo do programa, sendo o seu último protótipo antes da produção em série do caça. O PV6 está equipado com um novo sistema de comunicação, radar, sensores de guerra eletrônica e sistemas de navegação para pouso automático.

The Indian MoD cleared the purchase of two Airbus 330 aircraft for mounting an indigenously developed radar system. Costing $840 million, the arborne warning  and control  system  (AWACS) will add to India's early warning assets which consist of  two Russian-made Il-76 aircraft mounted with an Israeli Phacon radar. The AWACS will provide 360° coverage over land and water unlike the Phalcon which goes till 270°.

ndia is to conduct a safety assessment of its fleet of Sukhoi S030MKI 'Flanker' fighters following the loss of an aircraft on 19 May, national media has reported.

A high-level review of the more than 200 Su-30MKI aircraft fielded by the Indian Air Force (IAF) is due to be held in the coming days, with Defence Minister Manohar Parrikar discussing the issue with IAF head Air Chief Marshal Arup Raha and other senior officers.

The review follows the crash of an Su-30MKI during a training exercise in the far east of the country. Both crew members were reported to have ejected safely.

Since receiving the first of its Su-30MKIs in 2002, the IAF has lost six to accidents. Most recently, the fleet was grounded following a double uncommanded ejection that occurred in October 2014. The findings of an investigation into that incident have not been disclosed.

With the Su-30MKI making up nearly a third of the IAF's fast jet fleet, Parrikar was quoted by India's Zee News as saying, "We are not grounding the fleet (...) We can't ground the fleet after every accident."

According to IHS Jane's World Air Forces, the IAF has received 205 of an expected 270 Su-30MKI aircraft, with deliveries set to run through to 2019. Of these 270, 222 are being assembled by Hindustan Aeronautics Limited (HAL) in India. Some 10 squadrons have so far been equipped with the type.

With many of the IAF's older types slated for retirement, the Su-30MKI will soon become the service's most numerous combat aircraft. In future, it will comprise the backbone of IAF's combat capability along with the Dassault Rafale and the indigenous Tejas Light Combat Aircraft.

India moves to sign off on Apache, Chinook deals

India's Ministry of Defence (MoD) has cleared the USD2.5 billion procurement of 22 AH-64E Apache and 15 CH-47F Chinook helicopters from Boeing ahead of US defence secretary Ashton Carter's visit to New Delhi in early June.

Industry sources said the MoD had forwarded the tenders to the finance ministry for approval in late April and early May.

The deals still require final approval by the Cabinet Committee on Security (CCS), which is headed by Prime Minister Narendra Modi.

Official sources told IHS Jane's that the entire process is likely to be completed before the 30 June deadline imposed by Boeing on 1 April, which if achieved will see both contracts signed at prices negotiated in late 2013. Boeing has agreed to MoD requests to maintain this purchase price nine times, but on 1 April said this was the last time.

The contract includes an option to acquire 11 additional Apaches and seven more Chinooks for the Indian Air Force (IAF).

Separately, the Army Aviation Corps is progressing its requirement for 39 Apaches, three years after it was given ownership of attack helicopters by the MoD following a bitter and long-running dispute with the IAF, which refused to transfer operational control of its 22 AH-64s to the army.

Selected over Russia's Mil Mi-28 Havoc attack helicopter in 2012 following trials, the Apache is being bought under a hybrid deal split between a Direct Commercial Sale (DCS) and the US Foreign Military Sales (FMS) programme.

The FMS portion includes munitions, training, platform certification, and components including engines, sensors, and radar; the DCS part comprises the basic platform, logistics support, and assorted spares and services.

The Chinook, which bested the Russian Mil Mi-26 Halo helicopter in trials in 2012, is being acquired via the DCS route.

The Chinooks will replace the IAF's ageing Mi-26 fleet and will primarily service the Indian Army's new 17 Mountain Strike Corps, which is currently under recruitment for deployment along the disputed border with China.

 A Jaguar fighter -a twin-engine, single-seater strike aircraft of Anglo-French origine- of the Indian Air Force crashed this morning near Allahabad, in Uttar Pradesh.

It was the 87th since 2007 - on an average the Indian Air Force has lost about an aircraft every month for the past eight years.

The Parliamentary Committee of Defence, which looked into the high rate of crases, found that as many as 34 crashes happened due to technical defects. Another 30 were because of the pilot error.Some were a combination of both. (...)

Taking the "senior leadership" of the IAF and of the Ministry of Defence to task, the Commitee said that is was "baffled to find" that accidents have been consistent over the last decade despite repeated inquiries. (...)

Indian SU-30MKI Russian-made planes have been in Britain taking part in a joint exercise, including dogfights, with RAF Eurofighters/Typhoons. This exercise ended on July 30.

India has cancelled its $12 billion program to purchase 126 medium multirole combat aircraft.

 According to a July 30 press release from the Indian Ministry  of Defence, "The RPF issued earlier for procurement of 126 Medium Multi Role Combat Aircraft (MMRCA) has been withdrawn. In its multi-vendor procurement case, the Rafale aircraft met all the performance characteristics stipulated in the Request for Proposal (RFP) during the evaluation conducted by Indian Air Force"

 The release added, "This information was given by Defence Minister Manohar Parrikar in a written reply to Ahmed Patel in the upper house of parliament on Thursday 30 July, 2015".

Indian officials gave no reason for the cancellation.  

Dassault Aviation, prime contractor for the Rafale, was not immediately available for comment.

 Separately the Indian prime minister said in April there would be an off-the-shelf order for 36 Rafales. Dassault hopes the government- to-government negotiations will deliver a contract later this year. If New Delhi seals the deal, that would be the third export win for the twin-engined fighter jet, following Egypt and Qatar earlier this year.

 The first request for information of the MMRCA was floated in December 2005, and the RFP followed in August 2007.

Rafale beat the Eurofighter Typhoon only on the basis of lower cost after they were the only two bidders left in the field. The F -16, F-18, Gripen and MiG -35 were eliminated from competition after flight trials in August 2011.

 Under terms of purchase,  the first 18 aircraft would have been delivered in fly-away conditions while the remaining 108 would have been manufactured under a technology transfer process.

 Out of the 108 aircraft to be license-produced in India, 74 would have been single-seat and 34 twin-seater aircraft. The delivery was to have begun three years after the contract was signed.

NOVA DELI:  Em um dos mais intensos exercícios de combate aéreo internacional envolvendo a força aérea indiana, os pilotos da IAF voaram o Sukhoi Su-30 MKI e lograram o retumbante placar de 12 x 0 contra os caças da Força Aérea Real britânica em combates dentro além do alcance visual ( WVR e BVR) em exercícios simulando operações dogfighting.Em um subsequente Large Force Exercises  (LFE) que contou com exercícios combinados entre  formações de caças Eurofighter Typhoon e Su-30, os jatos IAF foram um pouco menos bem sucedidos, mas de forma constante, obtiveram uma vantagem expressiva sobre os Typhoon.

Esta é a versão do chefe dos pilotos dos Su-30 MK1 que após seu retorno à India, tem declarado à televisão local NDTV que em este exercício ganharam aos británicos por 12 -0 nos "dogfights" Os "bifes" tem reagido com humor. Falam de "cricket-style scores".

Indian fighter jocks claim they have “humiliated” the RAF colleagues in mock aerial combat exercises conducted during Exercise Indradhanush 2015. “Our analysis does not match what has been reported” the RAF said.
As we have already reported, four Indian Air Force Su-30MKI Flankers from 2 Sqd have recently been deployed to RAF Coningsby, UK, to take part in Indradhanush 2015, a two-week training exercise with the Royal Air Force Typhoon FGR4s.

The exercise has ended and the Russian-built aircraft have returned to India but Exercise Indradhanush 2015 left an unexpected trail of controversy after Group Captain Srivastav, the Indian Contingent Commander in the drills, told the Indian NDTV that the performance of his pilots was “exceptional.”

According to Srivastav, India’s most experienced Su-30 pilot, the IAF pilots came away from the exercise with a resounding 12-0 victory against the RAF Typhoons in WVR (Within Visual Range) engagements conducted while in the UK.

Here’s the report of the mock aerial combat exercises published on the NDTV website:

“The first week of the exercises pitted the Su-30, which NATO calls the Flanker, in a series of aerial dogfight scenarios. First, there were 1 v 1 encounters, where a single jet of each type engaged each other in Within Visual Range (WVR) combat, firing simulated missiles to a range of two miles. The exercises progressed to 2 v 2 engagements with two Eurofighters taking on two Su-30s and 2 v 1 exercises where two Sukhois took on a single Typhoon and vice versa. Notably, in the exercise where a lone Su-30 was engaged by two Typhoons, the IAF jet emerged the victor ‘shooting’ down both ‘enemy’ jets.”

So, not only held the Su-30s an edge on the Typhoons on 1 vs 1 and 2 vs 2, but even when a Sukhoi flew against two Typhoons, it managed to shoot down both enemies.

The response to such claims was almost immediate, even though not too detailed. According to an RAF source quoted in an Independent piece the Indian claims were “clearly designed for a domestic audience“.

A UK MoD blog on this topic said: “As you would expect, advanced military capabilities are rarely operated to the limits of their potential, especially when exercising against other nations’ aircraft. This exercise was no exception for the Typhoon Force.”

True.

A spokesperson for the RAF just said:

“Our analysis does not match what has been reported, RAF pilots and the Typhoon performed well throughout the exercise with and against the Indian Air Force. Both forces learnt a great deal from the exercise and the RAF look forward to the next opportunity to train alongside the IAF.”

So, the outcome of the engagements is at least unclear. However something can be said.

First of all, the purpose of such exercises is usually to study the opponents, learn their tactics and strategy, sometimes without showing the “enemy” the full extent of a weapon system capability (even though the latter is also the “excuse” air arms most frequently use to comment alleged defeats). Then, the kill ratio depends on how the scenario has been set up, with the Rules Of Engagement affecting the number of simulated kills.

Actually, this wasn’t the first time the Indian Air Force publicly claimed a resounding (and debated) victory: during Cope India 04, Indian Su-30 were able to achieve a 9:1 kill ratio against U.S. Air Force F-15C jets from 3rd Wing based at Elmendorf Air Force Base, Alaska.

In that case, the kill ratio was confirmed but it was also explained that the F-15s were defeated because they lacked an advanced active electronically scanned array (AESA) and were called to fight the Su-30s in scenarios that involved six Eagles against up to eighteen IAF aircraft with no chance to simulate any beyond visual range (BVR) missile shot (due to the Indian request of not using the AMRAAM). Furthermore, since the drills took place during F-22 budget reviews, some analysts affirm the Air Force intentionally accepted the challenging ROE (Rules Of Engagement) to gain more Raptors…

Anyway, just like all the simulated kills we have much talked about in the past, including some involving F-22 shot down, all these kill ratio claims should be taken with a grain of salt since they are often used for internal “propaganda” and marketing purposes and they have very little value unless we have some details about the scenario, the supporting assets involved in the engagement (AWACS, Electronic Warfare platforms, Ground Controlled Interceptors, etc.) and the ROE.

In this case, for instance, dealing with the ROE, an RAF source said the Typhoons fought “with one arm behind their backs.”

Moreover, WVR engagements, in which the super-maneuverable Su-30 excels, are less likely than BVR (Beyond Visual Range) ones where a Flanker would be much more vulnerable, as Indradhanush 2015 seems to have proved.

Here is what Group Captain Srivastav told NDTV about LFE (Large Force Engagements) that saw from 4 vs 4 to 8 vs 8 engagements at BVR in the skies near Coningsby:

“Asked about the performance of IAF pilots in these Large Force Engagements, Group Captain Srivastav told NDTV his pilots performed “fairly well” though “quantifying [the results] is difficult”. It was not unexpected for the IAF to “lose” one or two jets (over all the Large Force Engagements put together) given that the movement of each formation was directed by fighter controllers coordinating an overall air battle.”

Um facto importante que tenho esquecido explicar. O Group Captain Srivastav não disse nada na entrevista à NDTV de uma victória "12 a 0" sobre a RAF. Ele apenas explicou que os pilotos da India actuaram de uma forma "excepcional". A expressão "12-0" apenas aparece no parágrafo primeiro da "informação" propagandística publicada pela TV indiana..

India's Cabinet Committee on Security has approved the purchase of 22 Boeing AH-64E Apache and 15 CH-47F Chinook helicopters worth an estimated  $2.2 billion.

A formal contract is expected in the next couple of weeks, according to informed sources. Flightglobal understands that deliveries will commence within 36 to 48 months of a deal being signed.  (...)

Enquanto a Índia e a França não decidem sobre a negociação de fornecimento de 36 caças Rafale, a Lockheed Martin e a Saab estão tentando um acordo de governo para governo para fabricar caças na Índia.

Segundo matéria no jornal texano Star-Telegram, o CEO da Lockhed Martin fez uma oferta ao Primeiro Ministro indiano Narendra Modi em setembro do ano passado.

A empresa americana que já produziu mais de 4.500 caças F-16 nos últimos 40 anos, atualmente está produzindo um desses aviões por mês para atender uma encomenda do Iraque. O Paquistão, tradicional rival da Índia, também é usuário do F-16 e deve receber mais oito aeronaves em breve.

A Hindustan Aeronautics Limited (HAL) entregou as duas primeiras aeronaves Tejas à Força Aérea da Índia (IAF) que compõem o “Flying Daggers” 45, o nome do primeiro esquadrão de LCA (Light Combat Aircraft).

Um avião da Força Aérea indiana com 29 pessoas a bordo, incluindo seis membros da tripulação, está desaparecido. O aparelho, que fazia a viagem entre a cidade de Chennai, no sudeste da península do Indostão, até Port Blair, capital das ilhas Andamão e Nicobar, desapareceu dos radares, de acordo com informação divulgada pela agência France Presse.

"Uma operação de buscas está em marcha. O avião estava no ar às 8.30 [hora local, 4.30 em Lisboa] e tinha aterragem prevista para as 11.30", admitiu o comandante Anupam Banerjee. O último contacto com o piloto realizou-se um quarto-de-hora após a descolagem, conforme revelou um porta-voz da Força Aérea.

Já a BBC acrescenta que se trata de um Antonov-32 de fabrico russo, tendo a Força Aérea indiana mais de uma centena de aeronaves deste tipo (105). A agência Press Trust explicou que estes aviões têm a possibilidade de voar durante perto de quatro horas sem necessidade de qualquer reabastecimento.

Na operação de buscas estão envolvidos diversos aparelhos de vigilância, meios da Marinha e da Guarda Costeira, movimentando-se na baía de Bengala, onde se acredita que terá acontecido o desaparecimento.

India signed an inter-governmental agreement (IGA) with France on 23 September in New Delhi for the purchase of 36 Dassault Rafale fighters in flyaway condition for EUR7.9 billion (USD8.82 billion).

Indian defence minister Manohar Parrikar and his visiting French counterpart, Jean-Yves Le Drian, signed the aircraft deal for the Indian Air Force (IAF) 17 months after the procurement was announced in Paris in April 2015. The IGA includes the option for 18 supplementary fighters at the same price, taking a flat 3.5% inflation rate into account.

Officials said India's Ministry of Defence (MoD) would pay 15% of the sum in advance to French aircraft manufacturer Dassault, which will begin deliveries of the fighters in 36 months and complete them in 66 months.

The MoD, however, has yet to sign the final contract with Dassault, which is responsible for offsetting 50% of the overall contract value in India through co-operation with the country's military-industrial sector.

The offsets under negotiation are expected to be split 30:20 between domestic aeronautics programmes and the licenced manufacture of Rafale-related components.

Officials said the Rafale deal includes EUR3.4 billion for the platforms and EUR710 million for the weapons package, which comprises MBDA's MICA and Meteor air-to-air missiles with strike ranges of 70 km and 150 km, respectively, and the Storm Shadow/SCALP stand-off attack missile, which has a 250-300 km range.

India is to pay EUR1.7 billion for customising the 36 Rafales to meet 14 IAF requirements, including the integration of Israeli helmet-mounted displays, as well as indigenously designed missiles and electronic warfare, datalink, and identification friend-or-foe systems.

The fighters will also be customised for SPICE bomb-guidance and range-extension kits, which the IAF plans to acquire from Israel's Rafael, IAF sources told IHS Jane's .

Aircraft spares, hangars, and two maintenance, repair, and overhaul facilities in eastern and northern India are set to cost EUR1.8 billion, while the performance-based logistics (PBL) deal for the fighters is priced at EUR353 million.

O jato de ataque Jaguar DARIN III, da Indian Air Force (IAF), recebeu o certificado de operação inicial (IOC), informou a Hindustan Aeronautics Limited (HAL) em comunicado.

No âmbito do programa, três Jaguares DARIN I foram atualizados para o padrão DARIN III pela HAL.

A atualização de aviônicos inclui um sistema de missão de arquitetura de sistema aberto (OSAMC), sistema de instrumento de motor e voo (EFIS), radar de controle de tiro, sistema de navegação inercial com GPS e correção de altura geodésica.

Os aviões de ataque da Sepecat Jaguar também foram equipados com sistema de gravação de vídeo digital de estado sólido (SSDVRS), registrador de dados de voo de estado sólido (SSFDR), display SMD (Smart Multifunction Display), altímetro de rádio com alcance de 20.000 pés, piloto automático com alt select e HNAV e identificação de amigo ou inimigo (IFF).

O comandante T. Suvarna Raju da HAL disse que a aeronave está agora equipada com sistema de aviônica de classe mundial.

A concepção e desenvolvimento da nova arquitetura de aviônica, que abrange a captura de requisitos de sistema, preparação de especificações, software, hardware, concepção e desenvolvimento de equipamentos elétricos e mecânicos, foi realizado no Centro de Investigação e Concepção de Missão e Combate do HAL (MCSRDC) e a modificação foi feita na Overhaul Division.

Além da HAL, as agências de certificação, a equipe experimental da ASTE e outras agências estavam envolvidas no programa de atualização, disse o comunicado.

O marechal do ar RKS Bhadauria da IAF disse que a atualização DARIN III é uma das melhores atualizações em termos de manipulação de dados e capacidades gerais.

Durante a Fase 2, a HAL irá remotorizar os Jaguares restantes usando a tecnologia transferida pela Honeywell.

A Força Aérea Indiana (IAF) vai finalmente introduzir este mês o primeiro sistema de alerta antecipado e de controle aéreo (AeW&CS) – “Eyes in the Sky” desenvolvido na Índia – baseado na aeronave Embraer 145, aumentando sua capacidade de detectar aviões, mísseis de cruzeiro ou até mesmo drones do Paquistão e da China.

A Índia, que os especialistas dizem estar atrasada neste aspecto na capacidade de defesa em comparação com a China e o Paquistão, atualmente tem apenas três AWACS Phalcon, que usa os radares israelenses de alerta aéreo montados em radomes em cima de aeronaves IL-76.

O AeW&CS – “Eyes in the Sky”, desenvolvido pelo Centro de Sistemas Aerotransportados (CABS) em Bengaluru e integrado em aeronaves Embraer 145 de fabricação brasileira a um custo de mais de Rs 2.200 crore (US$ 366,6 milhões), completou todos os testes e certificações, informaram fontes da Organização de Pesquisa e Desenvolvimento da Defesa – DRDO ao jornal Times of India.

O primeiro AeW&CS está pronto para a entrada em serviço, enquanto o segundo está nos estágios finais de testes e certificação, disse a fonte. O trabalho no terceiro e final ainda está a caminho do término.

Considerado um “multiplicador de força”, o sistema está equipado com um radar de cobertura de 240 graus em contraste com o Phalcons existentes, que proporcionam uma cobertura de 360 graus em uma faixa de 400 km. O sistema AeW&CS detectará, identificará e classificará as ameaças presentes na área de vigilância e atuará como um Centro de Comando e Controle para apoiar operações de Defesa Aérea.

“Ele está equipado com múltiplas comunicações e links de dados que podem alertar e dirigir caças contra ameaças, proporcionando imagens reconhecíveis de vigilância aérea (RASP) aos comandantes nas estações de exploração de terra (GES) que estão estrategicamente localizadas”, disse a DRDO.

Além disso, o sistema apoiará a IAF em missões de ataque ofensivo e ajudará as forças na área de batalha tática. “As Medidas de Apoio Eletrônico e de Comunicação do sistema também podem interceptar e reunir inteligência eletrônica e de comunicação de transmissões de radar e sinais de comunicação. É um sistema de vigilância multi-sensor que pode desempenhar as funções operacionais definidas pela IAF”, disse um oficial.

No entanto, esta adição não vai colocar a Índia em pé de igualdade com a China ou mesmo com o Paquistão.

A China tem mais de 20 AWACS, incluindo os novos KJ-500 que podem rastrear mais de 60 aviões em alcances de até 470km, enquanto o Paquistão, por sua vez, tem quatro aeronaves Saab 2000 AEW&C e quatro de origem chinesa ZDK-03 (KJ-200).

Com isso, o Conselho de Aquisição de Defesa (DAC), em março de 2016, autorizou a construção de dois AWACS, o que envolverá a montagem de radares AESA (Active Electronically Scanned Array) de 360 graus em jatos de widebody Airbus A330.

O custo estimado deste projeto é de Rs 5.113 crore (US$ 852 milhões) e o plano eventual é a incorporação de oito dessas aeronaves sob o programa “AWACS India”. Mas isso vai levar pelo menos sete anos para ser implementado, se o DRDO aderir aos prazos.

A Hindustan Aeronautics Ltd (HAL) completou o primeiro voo do segundo protótipo do Light Utility Helicopter (LUH) PT2 no dia 22 de maio, apresentando melhorias em relação ao PT1.

O voo com duração de 22 minutos, foi tripulado pelo Chief Test Pilot Wing Cdr(Retd) Unni K Pillai e Pilot Wing Cdr (Retd) Anil Bhambhani, a partir de suas instalações de Bengaluru.

O LUH PT2 modificou o boom da cauda e incorporou melhorias com base no feedback dos testes de LUH PT1. O primeiro voo do LUH PT1 foi realizado em 6 de setembro de 2016 e novos voos de expansão de envelope estão em andamento.

O LUH PT-1 fez sua demonstração de voo durante o show aéreo internacional Aero India-2017, realizado em fevereiro deste ano.

A HAL planeja realizar mais testes de voo no PT1 e PT2 nos próximos meses para congelar a configuração do helicóptero até o final de 2017.

O LUH é um helicóptero de nova geração da classe de 3 toneladas que foi desenvolvido pela HAL para atender aos requisitos de operadores militares e civis.

O helicóptero com Glass Cockpit será empregado em funções de Reconhecimento, Vigilância e como um helicóptero de transporte leve. O helicóptero será capaz de voar a 220 Km/h, com um teto de serviço de 6.500 metros e um alcance de 350 Km com 400 kg de carga útil.

O LUH é propulsado por uma turbina Safran/HAL Ardiden 1U/Shakti 1U de eixo único com margens de potência suficientes para atender a missões exigentes de grande altitude.

Uma instalação integrada para a fabricação do LUH, juntamente com sistemas e componentes, sistemas de transmissão, motor, instalações de teste de terra e testes, instalações de reparo e revisão, está planejada em Tumakuru, Karnataka, para a qual a pedra fundamental foi lançada pelo primeiro-ministro Narendra Modi, em 3 de janeiro de 2016.

Estrellado un Mirage 2000 en su vuelo de prueba tras ser modernizado

Hindustan Aeronautics Limited (HAL) ha confirmado el día de hoy el accidente fatal sufrido por un caza biplaza Mirage 2000 de la Fuerza Aérea de India (IAF). La tripulación de dos personas ha lamentablemente fallecido en el accidente producido a alrededor de las 10:30 horas de 1 de febrero, tiempo de la India, en la localidad de Bengaluru.

La información disponible señala que el Mirage 2000 se estrelló durante el proceso de despegue en la pista de la sede de HAL, donde el caza había completado el proceso de modernización y se preparaba para llevar a cabo los vuelos de prueba del fabricante para validar los trabajos realizados. Cuatro día atrás se estrelló un avión de ataque Jaguar de la IAF en la localidad de Kushinagar.

A la fecha, el Mirage 2000 ha sufrido 11 accidentes en servicio con la IAF desde su introducción en el instituto armado allá por el año 1984. Quedan en servicio unos 48 ejemplares.

La tripulación fallecida estaba conformada por los oficiales Siddartha Negi, de 31 años, y Samir Abrol, 33 años de edad, ambos líderes de escuadrón. Aparentemente, no está confirmado, ambos pilotos lograron eyectarse de la aeronave pero lamentablemente aterrizaron en los restos incendiados del caza.

La prensa local asevera que el accidente no se ha podido producir en peor momento para HAL, dado que atraviesa dificultades financieras y tiene varios programas retrasados, incluyendo la modernización de la flota Mirage 2000.

Anotar que uno de los factores que supuestamente llevaron a la cancelación de la compra-venta de 126 cazas Rafale fue la negativa de Dassault Aviation a certificar los trabajos de producción y/o ensamblaje que desarrolle HAL. Tras el fracaso de las conversaciones, el Ministerio de Defensa de la India firmó contrato con Dassault Aviation para la compra-venta de 36 cazas Rafale, a un precio que aún se discute en el país del sudeste asiático. Los 36 cazas serán fabricados en Francia.

Humour aside, the comment has also seeded a debate on experts being overruled on such a critical operation, with some alleging a hasty job for votes.

The clouds did, in fact, affect the operation as the Indian jets couldn’t launch six Crystal Maze missiles that day. These missiles were meant to beam back footage as they struck their targets. Though the Air Force did hit targets using Spice munitions, the video feed of the Crystal Maze strike, meant to showcase the destruction of the terror camp, never materialised because of clouds that day.

Senior Indian officials are expected to receive on 8 October the first of 36 Dassault Rafale multirole fighters that New Delhi ordered in September 2016 for the Indian Air Force (IAF) for EUR7.9 billion (USD8.71 billion).

Official sources said Indian Defence Minister Rajnath Singh is likely to travel to France with Ministry of Defence (MoD) and IAF personnel to receive the aircraft at Dassault’s facility in Bordeaux-Mérignac.

However, the twin-engined fighter is only expected to arrive in India in about April–May 2020 as part of a first batch of four Rafales that will be ferried to Ambala Air Force Station (AFS) for induction into the IAF’s 17 ‘Golden Arrow’ Squadron, which was formally reinstated on 10 September, about eight years after it was decommissioned following the retirement of its Soviet-era MiG-21 aircraft.
